{"id":37054,"date":"2017-06-29T12:25:24","date_gmt":"2017-06-29T15:25:24","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=37054"},"modified":"2017-07-03T08:00:15","modified_gmt":"2017-07-03T11:00:15","slug":"the-right-to-live-mare-residents-celebrate-community-and-fight-for-their-rights","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=37054","title":{"rendered":"The Right to Live: Favela Residents Celebrate Community and Fight for Their Rights"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"http:\/\/bit.ly\/2uBMLJs\" target=\"_blank\" rel=\"noopener noreferrer\"><strong><em>Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/em><\/strong><\/a><\/p>\n<p>Rio de Janeiro is known worldwide for beautiful beachfront neighborhoods such as Copacabana, and the striking statue of Christ the Redeemer, yet beyond the scenic views of this southern edge of the city, exists a contrasting reality which is every bit as marvelous. Scattered across Rio are over 1000 favelas, which occupy a crucial role as the backbone of Rio\u2019s <a href=\"http:\/\/bit.ly\/2ee3Phx\" target=\"_blank\" rel=\"noopener noreferrer\">economy<\/a> and the soul of Carioca <a href=\"http:\/\/bit.ly\/1saUJ52\" target=\"_blank\" rel=\"noopener noreferrer\">culture<\/a>. Housing over a fifth of the city\u2019s population, these communities are the home of a huge portion of Rio\u2019s working class. In the words of Claudia Rose, a resident of <a href=\"http:\/\/bit.ly\/1rNMXO3\" target=\"_blank\" rel=\"noopener noreferrer\">Mar\u00e9<\/a>, in Rio&#8217;s <a href=\"http:\/\/bit.ly\/1kZa3h9\" target=\"_blank\" rel=\"noopener noreferrer\">North Zone<\/a>, \u201cIf all our favelas stopped working just for one day the entire city would stop.\u201d In addition, these tight-knit neighborhoods have been shaping the city for over a hundred years through cultural expression such as music, dance, and graffiti, creating the vibrant city that exists today. Yet, despite providing both the economic and cultural lifeblood that has sustained Rio for generations, favelas have constantly been <a href=\"http:\/\/bit.ly\/2j12aOS\" target=\"_blank\" rel=\"noopener noreferrer\">marginalized<\/a> from the formal city both by other groups in Rio society and exclusive government <a href=\"http:\/\/bit.ly\/2cIxiTt\" target=\"_blank\" rel=\"noopener noreferrer\">policies<\/a>. As a result, favela residents have formed a culture of <a href=\"http:\/\/bit.ly\/2pyzIGe\" target=\"_blank\" rel=\"noopener noreferrer\">resistance<\/a> to overcome both prejudice and systematic <a href=\"http:\/\/bit.ly\/2sfhMmH\" target=\"_blank\" rel=\"noopener noreferrer\">repression<\/a>.<\/p>\n<p>To celebrate this resilient history and continue the fight for equal integration, favela born-and-raised City Councilor\u00a0<a href=\"http:\/\/bit.ly\/2dmYcjI\" target=\"_blank\" rel=\"noopener noreferrer\">Marielle Franco<\/a>, in collaboration with the <a href=\"http:\/\/bit.ly\/1CSqPIR\" target=\"_blank\" rel=\"noopener noreferrer\">Museu da Mar\u00e9<\/a> (Mar\u00e9 Museum)\u00a0hosted a series of discussions, workshops, and cultural activities on Friday-Saturday, June 23 and 24 at the museum. The event, which included food, debates, dance performances by the group <a href=\"http:\/\/bit.ly\/2uhdBHI\" target=\"_blank\" rel=\"noopener\">APAFUNK<\/a>, skits performed by <a href=\"http:\/\/bit.ly\/2sDUSUr\" target=\"_blank\" rel=\"noopener\">Project Between Places<\/a> Mar\u00e9, and workshops to develop forms of resistance and expression, brought together residents of\u00a0Mar\u00e9, <a href=\"http:\/\/bit.ly\/1nEeBwu\" target=\"_blank\" rel=\"noopener noreferrer\">Alem\u00e3o<\/a>, and\u00a0<a href=\"http:\/\/bit.ly\/1jqQCNc\" target=\"_blank\" rel=\"noopener noreferrer\">Providencia<\/a>, as well as other favelas, to foster community and motivate collective action.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2017\/06\/IMG_3495.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-37069 size-content\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2017\/06\/IMG_3495-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/06\/IMG_3495-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/06\/IMG_3495-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>The event began with a discussion led by Marielle Franco, Ana Paula Lisboa, and Claudia Rose who spoke of their personal experiences with exclusion from the formal city and the pride they feel in\u00a0their community. The floor was then opened to other residents who expressed what favela rights mean to them.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2017\/06\/IMG_3500.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-37070 size-content\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2017\/06\/IMG_3500-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/06\/IMG_3500-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/06\/IMG_3500-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Discussion focused on identifying and pursuing the rights of residents, both those\u00a0granted in Brazilian law\u00a0and\u00a0international human rights. Central to this struggle is what Marielle Franco called the \u201cRight to Life.&#8221; She explained: \u201cMar\u00e9 is a place that should be treated not as the periphery but as another neighborhood of the city that has access to transport, sanitation, organization, economic processes, and businesses.\u201d Residents are often denied these opportunities because of persistent policies and biases which <a href=\"http:\/\/bit.ly\/1svBsh6\" target=\"_blank\" rel=\"noopener noreferrer\">treat them as separate entities and not part of the formal city<\/a>. Specifically, public infrastructure is poorly maintained and needs for public transport go unmet making travel between its communities and the rest of the city difficult. In addition, schools and health services are also poorly maintained which can further limit the opportunities available to residents. These factors combine to make daily life difficult for residents, inhibit economic activity and interaction with the rest of Rio.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2014\/04\/museu-da-mar.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-14343 size-content\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2014\/04\/museu-da-mar-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2014\/04\/museu-da-mar-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2014\/04\/museu-da-mar-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>In addition, residents are often denied their right to exist with dignity as equal members of society. Misrepresentation of favelas in the <a href=\"http:\/\/bit.ly\/2dgGi2g\" target=\"_blank\" rel=\"noopener noreferrer\">media<\/a>, <a href=\"http:\/\/bit.ly\/1SQPOTc\" target=\"_blank\" rel=\"noopener noreferrer\">government neglect<\/a>, and <a href=\"http:\/\/bit.ly\/2uePKHw\" target=\"_blank\" rel=\"noopener noreferrer\">racism<\/a> all combine to create inaccurate <a href=\"http:\/\/bit.ly\/2oHMvcq\" target=\"_blank\" rel=\"noopener noreferrer\">stereotypes<\/a> of favelas as impoverished and dangerous areas primarily inhabited by criminals. As a result, many residents experience condescension and <a href=\"http:\/\/bit.ly\/2tgVzXS\" target=\"_blank\" rel=\"noopener noreferrer\">discrimination<\/a> from residents of the formal city because of where they live. In some cases, residents are even <a href=\"http:\/\/bit.ly\/2alCmJC\" target=\"_blank\" rel=\"noopener noreferrer\">denied jobs<\/a> or entry to education programs because of their favela identity. Despite the prevalence of these stereotypes, many residents take great <a href=\"http:\/\/bit.ly\/2thutAf\" target=\"_blank\" rel=\"noopener noreferrer\">pride<\/a> in their communities and demand the respect and acceptance of formal city society. Ana Paula Lisboa commented on this saying \u201cResidents of the South Zone need to realize, we don\u2019t live in Mar\u00e9 just because we need to, we live here because we want to.\u201d Residents of the formal city need to dismantle <a href=\"http:\/\/bit.ly\/1JVdggj\" target=\"_blank\" rel=\"noopener\">harmful stereotypes<\/a> and begin recognizing the value favelas bring to Rio.<\/p>\n<p>Finally, the discussion\u00a0centered on the right to safety and freedom from state oppression. Violent conflict is common in many communities as a result of the current <a href=\"http:\/\/bit.ly\/2sfhMmH\" target=\"_blank\" rel=\"noopener noreferrer\">war on drugs<\/a>, which has failed to stop the drug trade and has sparked bloody <a href=\"http:\/\/bit.ly\/2sdA8I9\" target=\"_blank\" rel=\"noopener noreferrer\">confrontations<\/a> between police and traffickers in many communities. In the current climate, many residents feel that their wellbeing and basic rights are fundamentally disregarded. \u201cWe don\u2019t want our rights just when the war on drugs is over, or when trafficking ends. As citizens of the city and citizens of the favela we want our rights today,\u201d stated Marielle\u00a0Franco, demanding that community safety be at the forefront of security policies.<\/p>\n<p>In addition to this initial conversation, Friday night included a number of workshops designed to empower residents in the pursuit of their rights. Lessons in dance, graffiti, cultural production and theater provided residents\u00a0with tools of cultural expression to celebrate favela identity and be used as a form of resistance. Another workshop focused on memory and the <a href=\"http:\/\/bit.ly\/2sXMD7H\" target=\"_blank\" rel=\"noopener noreferrer\">history<\/a> of Mar\u00e9,\u00a0to strengthen the community&#8217;s identity. In addition, a class about police violence provided peaceful techniques to confront police violence\u00a0and prevent abuses.<\/p>\n<p>Saturday included major conversations on the Right to the City,\u00a0discussions of Sanitation and Health, Education, and Discrimination of Public Security forces. The day also included a skit by Project Between Places Mar\u00e9 centering on homophobia and violence again women.
