Representatives, entrepreneurs and collaborators at the event celebrated this political and social, official recognition of the <a href=\"http:\/\/bit.ly\/SolidarityEcon\" target=\"_blank\" rel=\"noopener noreferrer\">solidarity economy<\/a>\u00a0as a tool for local, democratic and sustainable development within the state of Rio de Janeiro.<\/p>\n<p>Within Brazil and specifically the state\u00a0of Rio the promotion of public policies for\u00a0<a href=\"http:\/\/bit.ly\/2dcdC9E\" target=\"_blank\" rel=\"noopener noreferrer\">cooperative development through the solidarity economy<\/a>\u00a0is not a new phenomenon. However, <a href=\"http:\/\/bit.ly\/2ooK3Vr\" target=\"_blank\" rel=\"noopener\">recent political transitions<\/a> and <a href=\"http:\/\/bit.ly\/2h68nHl\" target=\"_blank\" rel=\"noopener noreferrer\">austerity cuts in public expenditure<\/a> have chipped away at the size and significance of <a href=\"http:\/\/bit.ly\/2dbEjrV\" target=\"_blank\" rel=\"noopener\">municipal<\/a>, state and federal solidarity economy secretariats and programs. This despite the solidarity economy&#8217;s track record of creating\u00a0<a href=\"http:\/\/bit.ly\/2gawcgg\" target=\"_blank\" rel=\"noopener noreferrer\">opportunities for active citizenship<\/a> and economic participation for otherwise excluded individuals, groups and communities. Solidarity economic enterprises or\u00a0<em><i>empreendimentos econ\u00f4micos solid\u00e1rios <\/i>(EESs)<\/em>\u00a0are often favela-based, organized in local productive networks,\u00a0and <a href=\"http:\/\/bit.ly\/2fTrVSy\" target=\"_blank\" rel=\"noopener noreferrer\">run by women working groups<\/a>.<\/p>\n<p><a href=\"http:\/\/bit.ly\/2tkvO9c\" target=\"_blank\" rel=\"noopener\">The State Plan<\/a> was formulated in collaboration with several civil society actors, uniting representatives of the EESs, the <a href=\"http:\/\/bit.ly\/2t0W5ap\" target=\"_blank\" rel=\"noopener noreferrer\">State Forum for the Solidarity Economy<\/a>, development and aid organizations and state government secretariats of Labor, Culture, Agriculture and Environment.\u00a0In the wake of the <a href=\"http:\/\/bit.ly\/2sy9sBU\" target=\"_blank\" rel=\"noopener\">current political<\/a> and economic crises, this vanguard\u00a0continues to advocate for an alternative more social, inclusive and sustainable economic development model.<\/p>\n<p>The objective of the State Plan, officially launched on June 26, is to guide the implementation of public policies that support and develop the solidarity economy in the state of Rio. More specifically, it seeks to achieve this through active participation of civil society representatives in the planning and building of state policies with nine goals (<a href=\"http:\/\/bit.ly\/2tkvO9c\" target=\"_blank\" rel=\"noopener\">see p.15<\/a>), including:<\/p>\n<ul>\n<li>Strengthening mediating bodies of the solidarity economy such as the State Forum for Solidarity Economy (<a href=\"http:\/\/bit.ly\/2t0W5ap\" target=\"_blank\" rel=\"noopener\">F\u00f3rum Estadual de Economia Solid\u00e1ria<\/a>) and the State Council of the Solidarity Economy (Conselho Estadual de Economia Solid\u00e1ria);<\/li>\n<li>Contributing to the democratic institutionalization of the solidarity economy movement and to strengthening it within Rio&#8217;s productive systems;<\/li>\n<li>Establishing both qualitative and quantitative indicators against which to measure public actions towards the solidarity economy;<\/li>\n<li>Developing forms of management, monitoring and evaluation of public policies regarding the solidarity economy;<\/li>\n<li>Recognizing, valuing and nurturing social and cultural practices of popular and traditional communities such as\u00a0<em>quilombolas<\/em>, indigenous and fishing communities; and<\/li>\n<li>Recognizing the solidarity economy as a form of local, sustainable and wellness-building development.<\/li>\n<\/ul>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2017\/07\/jongo.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-37285\" title=\"Jongo performance. Photo by Jorge Andr\u00e9\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2017\/07\/jongo.jpg\" alt=\"\" width=\"621\" height=\"414\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/07\/jongo.jpg 1000w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/07\/jongo-300x200.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/07\/jongo-768x512.jpg 768w\" sizes=\"(max-width: 621px) 100vw, 621px\" \/><\/a><\/p>\n<h3><strong>The event<br \/>\n<\/strong><\/h3>\n<p>More than 700 visitors were present at the <a href=\"http:\/\/bit.ly\/2siBZXL\" target=\"_blank\" rel=\"noopener noreferrer\">launch of the state plan<\/a>, which was organized by the State Government of Rio de Janeiro in partnership with the State Forum of the Solidarity Economy, the Parliamentary Front for Defense of the Solidarity Economy within Rio de Janeiro&#8217;s State Legislative Assembly (<a href=\"http:\/\/bit.ly\/2pAKU5M\" target=\"_blank\" rel=\"noopener\">Alerj<\/a>), the solidarity economy section of the Rio de Janeiro Labor Superintendency (SRTE-RJ), and various organizations within the State Council of the Solidarity Economy. The event started off showing an introductory film on the profiles of different sectors and producers of the solidarity economy. Thereafter, a group of representatives presented various products of different working sectors and performed the hymn of the solidarity economy.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2017\/07\/speakers.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-37283 size-content\" title=\"Speakers. Photo by Jorge Andr\u00e9\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/07\/speakers-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/07\/speakers-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>During the event several keynotes, from national and state secretaries and civil society organizations of the solidarity economy, were invited to elaborate on the State Plan. All of the speakers emphasized a common point of reference: with Rio de Janeiro&#8217;s\u00a0current economic downfall, the solidarity economy is a solution to unemployment and an incubator for social welfare, citizenship and entrepreneurship. The speakers representing the different state departments referred to the organizational and business strategies of the EESs with approval and expressed the potential of stimulating inclusion and commercialization of informal and <a href=\"http:\/\/bit.ly\/2kdWHo2\" target=\"_blank\" rel=\"noopener\">unregistered enterprises<\/a>. Many producing groups work with minimal resources and support, but thrive on the <a href=\"http:\/\/bit.ly\/1uEyYiD\" target=\"_blank\" rel=\"noopener noreferrer\">collective participation<\/a> of their members in self-management and collective ownership to continue generating income.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2017\/07\/solidarity-economy.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-37284 size-content\" title=\"Photo by Jorge Andr\u00e9\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2017\/07\/solidarity-economy-620x264.jpg\" alt=\"Photo by Jorge Andr\u00e9\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/07\/solidarity-economy-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/07\/solidarity-economy-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Workers\u00a0in Rio&#8217;s solidarity economy have advocated for the formulation of a State Plan for over a year. Elza Santiago, one of the invited speakers representing the EESs, lives in <a href=\"http:\/\/bit.ly\/2bwTkYB\" target=\"_blank\" rel=\"noopener noreferrer\">Morro da Coroa<\/a>, and participates in the Solidarity Economy with the female working group\u00a0<a href=\"http:\/\/bit.ly\/2uid9YY\" target=\"_blank\" rel=\"noopener noreferrer\">Bordadeiras da Coroa<\/a>. She explains that \u201cthis plan will give sustainability to the proposals and goals of the solidarity economy. Everything that we want is anchored in this plan.\u201d Elza continues to say that it wasn\u2019t easy to achieve this recognition and that they still have many demands. One of the biggest challenges workers face is the bad connectivity and lack of public transport between Rio de Janeiro\u2019s center and their communities in the city&#8217;s peripheries. Taking the <a href=\"http:\/\/bit.ly\/2smAgA8\" target=\"_blank\" rel=\"noopener noreferrer\">closing of transportation services by bus company Santa Maria<\/a>\u00a0as an example, she blames the City, saying it is oblivious to \u201cthe cooperativism, solidarity, family-based agriculture, social movements, all of which have been present in Santa Maria for years.\u201d<\/p>\n<p>After the launch, in the entrance hall of the Municipal Theater, solidarity economy workers chanted their slogan, &#8216;<em>economia \u00e9 toda dia, a nossa vida n\u00e3o \u00e9 mercadoria!<\/em>&#8216;, or &#8216;our economy is everyday, our lives are not merchandise!\u201d, reminding government delegates that to solidarity economy workers, their work is more than work, it is a way of life and a passion.<\/p>\n<h3><strong>A continuing fight for recognition<\/strong><\/h3>\n<p>In the past year, political transformations have resulted in cuts to social programs, including financial support for the National (<a href=\"http:\/\/bit.ly\/2sEBwic\" target=\"_blank\" rel=\"noopener\">SENAES<\/a>) and municipal Secretariat for the Development of the Solidarity Economy (SEDES). Formally, both of the secretariats seized to exist and moved to smaller departments. The Rio Circuit of Solidarity Economy fairs, known as <a href=\"http:\/\/bit.ly\/2tkKqpe\" target=\"_blank\" rel=\"noopener noreferrer\">Rio Ecosol<\/a>, was one of SEDES&#8217;s main projects that facilitated the selling of products by solidarity economy producers at specially established fairs across Rio de Janeiro. When prior Mayor\u00a0<a href=\"http:\/\/bit.ly\/2myvPQF\" target=\"_blank\" rel=\"noopener noreferrer\">Eduardo Paes<\/a>\u00a0gave orders to stop the operation of SEDES in October 2016 before he left office, and the secretariat moved to a small department under the Secretariat of Development, Employment and Innovation under new mayor\u00a0<a href=\"http:\/\/bit.ly\/2fFjBCs\" target=\"_blank\" rel=\"noopener noreferrer\">Marcelo Crivella<\/a>\u00a0this year, most public policies for the solidarity economy abruptly ended.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2017\/07\/Solidarity-economy-workers-cheer-after-launch.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-37216 size-content\" title=\"Solidarity economy workers cheer after launch\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2017\/07\/Solidarity-economy-workers-cheer-after-launch-620x264.jpg\" alt=\"Solidarity economy workers cheer after launch\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/07\/Solidarity-economy-workers-cheer-after-launch-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/07\/Solidarity-economy-workers-cheer-after-launch-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>While representatives of government departments stress the importance of redeveloping supportive public policy, other solidarity economy workers comment that they have no high expectations of the launch of the new State Plan to bring their products and services to a larger market. Ilaci Oliveira from <a href=\"http:\/\/bit.ly\/2iiW26H\" target=\"_blank\" rel=\"noopener noreferrer\">Complexo de Alem\u00e3o<\/a>, participant of the Ecosol circuit and co-worker of Cooperativa Transvida, commented on the event: &#8220;There is a general crisis, the State is broke, and there&#8217;s no policial will. I do not believe that this government has potential to help the solidarity economy. The solidarity economy is with us, we push things (forward), we do the work, and we want to change the picture in Rio de Janeiro.&#8221;<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2017\/07\/Guests.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-37215 size-content\" title=\"Guests\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2017\/07\/Guests-620x264.jpg\" alt=\"Guests\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/07\/Guests-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/07\/Guests-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>With their eyes on the future, the <a href=\"http:\/\/bit.ly\/2ihblvV\" target=\"_blank\" rel=\"noopener\">solidarity economy movement<\/a> underlines that its fight\u00a0for recognition isn\u2019t over. Their demands? Long-term commitment and support from the state and city governments by\u00a0regaining a solidarity economy secretariat instead of a sub-department. Another important goal of the movement is to have their own center of reference, where they can hold meetings, organize workshops and have a permanent selling point for their products. The State of Rio de Janeiro says it seeks to recognize <a href=\"http:\/\/bit.ly\/2jnXvW6\" target=\"_blank\" rel=\"noopener\">this movement<\/a> and promote its commercialization.
