{"id":37733,"date":"2017-08-01T11:29:23","date_gmt":"2017-08-01T14:29:23","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=37733"},"modified":"2017-10-05T14:49:30","modified_gmt":"2017-10-05T17:49:30","slug":"rio-de-janeiro-city-government-we-will-not-have-culture-in-unruly-areas","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=37733","title":{"rendered":"Rio de Janeiro City Government: \u201cWe Will Not Have Culture in Unruly Areas\u201d"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"http:\/\/bit.ly\/2v2enLx\" target=\"_blank\" rel=\"noopener noreferrer\"><strong><em>Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/em><\/strong><\/a><\/p>\n<p>During a live broadcast on Band News to discuss <a href=\"http:\/\/bit.ly\/2tDw6b0\" target=\"_blank\" rel=\"noopener\">Mayor Marcelo Crivella&#8217;s Strategic Plan<\/a>, Rio de Janeiro&#8217;s Sub-Secretary of Planning, <a href=\"http:\/\/bit.ly\/2tZqcxz\" target=\"_blank\" rel=\"noopener\">Asp\u00e1sia Camargo<\/a>, when asked about the role of cultural production in reducing <a href=\"http:\/\/bit.ly\/1qbJV72\" target=\"_blank\" rel=\"noopener\">inequalities<\/a> and promoting <a href=\"http:\/\/bit.ly\/2qtLqGN\" target=\"_blank\" rel=\"noopener\">security<\/a> in favela territories, said: \u201cOf one thing I\u2019m sure: we will not have any <a href=\"http:\/\/bit.ly\/1saUJ52\" target=\"_blank\" rel=\"noopener\">culture<\/a> in unruly areas [<em>\u00e1reas sublevadas<\/em>]. [&#8230;] Areas revolted by violence, by murders, by unmanageability, by the militias\u201d (around minute 30:00, Portuguese only).<\/p>\n<p>https:\/\/www.facebook.com\/bandnewsfmrio\/videos\/1788604517819545\/<\/p>\n<p>According to the <a href=\"http:\/\/bit.ly\/2tD3qMW\" target=\"_blank\" rel=\"noopener\">dictionary<\/a>, <em>sublevada<\/em> means \u201crevolting, rebellious, unruly.\u201d The choice to refer to favela territories by this term reveals a political position on the part of the City of Rio to view favelas as a <a href=\"http:\/\/bit.ly\/2alCmJC\" target=\"_blank\" rel=\"noopener\">space of irrationality and violence<\/a>, and the statement itself legitimizes the continuity of actions that the City has been taking towards <a href=\"http:\/\/bit.ly\/2tVL0H8\" target=\"_blank\" rel=\"noopener\">impeding cultural events in the favelas<\/a>. An example of this was the creation in May of this year of a <a href=\"https:\/\/glo.bo\/2uAj3FC\" target=\"_blank\" rel=\"noopener\">special commission linked to the mayor\u2019s office<\/a> to approve events with more than 1000 attendees. The new commission not only makes the organizing of cultural events more difficult by lengthening the process of prior consultation and increasing the number of licenses needed, but holds the right to veto events, even as they are taking place.<\/p>\n<p>During a public hearing to discuss the city&#8217;s new <a href=\"http:\/\/bit.ly\/2tDw6b0\" target=\"_blank\" rel=\"noopener\">Strategic Plan<\/a> in the Tijuca neighborhood last Tuesday, July 26, the sub-secretary first denied that she had made such a statement, but throughout her speech she again stated that it is not possible to have cultural initiatives in areas where violence predominates. According to Camargo, the City of Rio is unable to mitigate this violence, which she attributed to the flow of weapons and drugs whose entry the federal government forces should prevent. But she also said that the City is acting to help these failed forces, including those of the state of Rio, to recover. This will be achieved by redirecting the work of the <a href=\"http:\/\/bit.ly\/1QIZkem\" target=\"_blank\" rel=\"noopener\">Municipal Guard<\/a> towards ostensive policing.<\/p>\n<p>\u201cWe know there is a huge list of things that were produced in <a href=\"http:\/\/bit.ly\/T5QI5Q\" target=\"_blank\" rel=\"noopener\">Vidigal<\/a>, were produced in <a href=\"http:\/\/bit.ly\/1m4JS9c\" target=\"_blank\" rel=\"noopener\">Rocinha<\/a>, are produced in other neighborhoods,\u201d Camargo acknowledged. Cultural production in the favelas, however, is not limited to the past, as she seems to affirm, nor is it restricted to these two favelas of greater visibility in Rio\u2019s <a href=\"http:\/\/bit.ly\/1pfz23A\" target=\"_blank\" rel=\"noopener\">South Zone<\/a>. Favelas are still today and increasingly so spaces of cultural effervescence. Rio\u2019s favelas have <a href=\"http:\/\/bit.ly\/1nwqlO1\" target=\"_blank\" rel=\"noopener\">museums<\/a>, <a href=\"http:\/\/bit.ly\/2dwpW2P\" target=\"_blank\" rel=\"noopener\">theatre groups<\/a>, <a href=\"http:\/\/bit.ly\/28Lucuz\" target=\"_blank\" rel=\"noopener\">literary festivals,<\/a> <a href=\"http:\/\/bit.ly\/2bTyv8M\" target=\"_blank\" rel=\"noopener\">film clubs<\/a>, and <a href=\"http:\/\/bit.ly\/2sdOW9D\" target=\"_blank\" rel=\"noopener\">libraries<\/a>. They are the space of <a href=\"http:\/\/bit.ly\/1y2hqyq\" target=\"_blank\" rel=\"noopener\">production and reproduction of samba, of rap, of <em>funk<\/em><\/a>, of\u00a0<a href=\"http:\/\/bit.ly\/2buzYPe\" target=\"_blank\" rel=\"noopener\"><em>jongo<\/em><\/a>, of\u00a0<a href=\"http:\/\/bit.ly\/2tKlmJt\" target=\"_blank\" rel=\"noopener\"><em>charme<\/em><\/a>, of breakdance, of <a href=\"http:\/\/bit.ly\/2bTyv8M\" target=\"_blank\" rel=\"noopener\"><em>capoeira<\/em><\/a>, of the <a href=\"http:\/\/bit.ly\/2bq77PT\" target=\"_blank\" rel=\"noopener\"><em>passinho<\/em><\/a>. They are the space of <a href=\"http:\/\/bit.ly\/2ht0L5p\" target=\"_blank\" rel=\"noopener\">graffiti<\/a>, of DJ battles and <a href=\"http:\/\/bit.ly\/2gdlisd\" target=\"_blank\" rel=\"noopener\">poetry slams<\/a>. They are the space of a <a href=\"http:\/\/bit.ly\/1U5hyHx\" target=\"_blank\" rel=\"noopener\">constant search for solutions and innovation<\/a>, the <a href=\"http:\/\/bit.ly\/2hZJWyO\" target=\"_blank\" rel=\"noopener\">space of reinvention<\/a>, of the <a href=\"http:\/\/bit.ly\/SolidarityEcon\" target=\"_blank\" rel=\"noopener\">creative and solidarity economies<\/a>.<\/p>\n<p><a href=\"http:\/\/rioonwatch.org.br\/wp-content\/uploads\/2016\/05\/10791324495_e1f25cfcec_c.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-19506 size-content\" title=\"A passinho battle. Photo: M\u00eddia Ninja.\" src=\"http:\/\/rioonwatch.org.br\/wp-content\/uploads\/2016\/05\/10791324495_e1f25cfcec_c-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" \/><\/a><\/p>\n<p>By making such a statement, the City of Rio seems to want to go against popular demand and against the expected tendency to value and promote culture in favelas. The Strategic Plan lacks policies for the promotion of cultural artists and producers, it lacks strategies to <a href=\"http:\/\/bit.ly\/1k2qNJE\" target=\"_blank\" rel=\"noopener\">decentralize cultural equipment<\/a> from the city <a href=\"http:\/\/bit.ly\/1p1GMFc\" target=\"_blank\" rel=\"noopener\">center<\/a> and the South Zone to the <a href=\"http:\/\/bit.ly\/2eMvTZA\" target=\"_blank\" rel=\"noopener\">western<\/a> and <a href=\"http:\/\/bit.ly\/1kZa3h9\" target=\"_blank\" rel=\"noopener\">northern<\/a> sides of the city. But even if the City <a href=\"http:\/\/bit.ly\/2tVL0H8\" target=\"_blank\" rel=\"noopener\">acts actively by putting up barriers<\/a> to events or passively through the lack of incentive to and recognition of the cultural potential of favelas, this prophecy will not be fulfilled, because the favela is the incarnation of life that thrives despite <a href=\"http:\/\/bit.ly\/1SQPOTc\" target=\"_blank\" rel=\"noopener\">the absence<\/a>\u2013and sometimes even in resistance to the presence\u2013of the government.<\/p>\n<p>Yes, we will have culture in the favela. And it will be through culture that residents will continue to resist, to live, to survive.
