{"id":37979,"date":"2017-08-10T08:40:33","date_gmt":"2017-08-10T11:40:33","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=37979"},"modified":"2017-08-17T13:07:04","modified_gmt":"2017-08-17T16:07:04","slug":"boat-ride-for-fishing-communities-and-a-living-guanabara-bay-draws-attention-to-the-urgency-of-preserving-this-defining-element-of-rios-iconic-landscape","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=37979","title":{"rendered":"Boat Ride for a Living Guanabara Bay Calls Attention to Defining Element of Rio&#8217;s Iconic Landscape"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"http:\/\/bit.ly\/2vMjM7P\" target=\"_blank\" rel=\"noopener\"><strong><em>Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/em><\/strong><\/a><\/p>\n<p>On Saturday, diverse groups interested in the cleanup of the <a href=\"http:\/\/bit.ly\/1C93tAb\" target=\"_blank\" rel=\"noopener\">Guanabara Bay<\/a> came together for a <a href=\"http:\/\/bit.ly\/2vcrRnY\" target=\"_blank\" rel=\"noopener\">boat ride in support of the bay\u2019s fishermen<\/a>. <a href=\"http:\/\/bit.ly\/2v9KEjp\" target=\"_blank\" rel=\"noopener\">Fishing communities<\/a> in the Guanabara Bay have been consistently harmed by pollution and <a href=\"http:\/\/bit.ly\/2pcLxWP\" target=\"_blank\" rel=\"noopener\">direct violence<\/a> from the petroleum industry, as well as the <a href=\"http:\/\/bbc.in\/2usARSE\" target=\"_blank\" rel=\"noopener\">false promise of a cleaner bay<\/a> for the 2016 Olympic Games.<\/p>\n<p>The event was organized by the network-based organization <a href=\"http:\/\/bit.ly\/290hjd8\" target=\"_blank\" rel=\"noopener\">Ba\u00eda Viva<\/a>,\u00a0<a href=\"http:\/\/bit.ly\/2vjbsfA\" target=\"_blank\" rel=\"noopener\">Casa Fluminense<\/a>, the <a href=\"http:\/\/bit.ly\/2vBfTVF\" target=\"_blank\" rel=\"noopener\">Association of Free Fishermen of Tubiacanga (APELT)<\/a>,\u00a0<a href=\"http:\/\/bit.ly\/2hHmEPE\" target=\"_blank\" rel=\"noopener\">Forum of Fishermen and Friends of the Sea<\/a>, <a href=\"http:\/\/bit.ly\/2vgaAtq\" target=\"_blank\" rel=\"noopener\">Goethe-Institut Rio de Janeiro<\/a>, and the <a href=\"http:\/\/bit.ly\/2vLMYhV\" target=\"_blank\" rel=\"noopener\">Association of Cyclists of Ilha do Governador (ACIG)<\/a>. The event began with speakers outlining the importance of a clean bay, the <a href=\"http:\/\/bit.ly\/2ft5Bk1\" target=\"_blank\" rel=\"noopener\">detrimental effects of petrochemical activity<\/a>, and the <a href=\"http:\/\/bit.ly\/1QeDiew\" target=\"_blank\" rel=\"noopener\">lack of government action<\/a> over pressing issues of <a href=\"http:\/\/bit.ly\/1SqqjtD\" target=\"_blank\" rel=\"noopener\">sewage<\/a> and <a href=\"http:\/\/bit.ly\/28ZPemP\" target=\"_blank\" rel=\"noopener\">pollution<\/a>.<\/p>\n<p>Representatives of different indigenous communities spoke about <a href=\"http:\/\/bit.ly\/2pwnCNo\" target=\"_blank\" rel=\"noopener\">the importance of water<\/a> in indigenous cultures, and performed a few songs, including a traditional song for entering water before the group boarded the boat. The songs written specifically for the Guanabara Bay were critical of industry attempts to \u201cbuy\u201d rights to the environment, arguing that the value of natural resources cannot be quantified.<\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"size-content wp-image-37980 aligncenter\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2017\/08\/barqueata1-620x264.jpg\" alt=\"Members of indigenous communities perform songs about water and the bay\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/08\/barqueata1-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/08\/barqueata1-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/p>\n<p>S\u00e9rgio Ricardo, ecologist, environmental planner, and coordinator of Ba\u00eda Viva, introduced the organization\u2019s agenda, which he hoped would address the needs of the <a href=\"http:\/\/bit.ly\/1LhHKpD\" target=\"_blank\" rel=\"noopener\">diverse groups advocating for a cleaner bay<\/a>. The plan resulted in different public <a href=\"http:\/\/bit.ly\/2fkblfG\" target=\"_blank\" rel=\"noopener\">forums<\/a> around the bay, and collaboration with academia and other public partners. Ricardo spoke about the current state of the bay and the needs that he and his organization identified: \u201cUnfortunately even today [the works promised by the government] are <a href=\"http:\/\/bit.ly\/29z6tNV\" target=\"_blank\" rel=\"noopener\">incomplete<\/a>,\u201d and that the initiative needs to \u201c<a href=\"http:\/\/bit.ly\/1r5oQgX\" target=\"_blank\" rel=\"noopener\">increase public participation<\/a>.\u201d For example, reports such as those presented at the <a href=\"http:\/\/bit.ly\/2fkblfG\" target=\"_blank\" rel=\"noopener\">Public Forum in Mar\u00e9<\/a> show that nearby communities are in need of infrastructure upgrades, which would in turn divert pollution from the bay.<\/p>\n<p><img decoding=\"async\" class=\"wp-image-37983 size-content aligncenter\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2017\/08\/barqueata4-620x264.jpg\" alt=\"Fishermen at Saturday's event\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/08\/barqueata4-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/08\/barqueata4-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/p>\n<p>He advised that the government should <a href=\"http:\/\/bit.ly\/2bzRPIA\" target=\"_blank\" rel=\"noopener\">bring in existing resources and stewards<\/a> in its efforts for bay cleanup. A plan for the bay must have \u201cwisdom to hear universities, such as the Federal University of Rio de Janeiro that has studied this bay for forty years. [A plan must] listen to the fishermen and [must have] another agenda.\u201d He also explained that the sources of pollution go beyond simply diverting toxins and sewage from the water: &#8220;beyond the&#8230; <a href=\"http:\/\/bit.ly\/2hIvgWC\" target=\"_blank\" rel=\"noopener\">petroleum industry<\/a>, we worry a lot about the\u00a0<a href=\"http:\/\/bit.ly\/2vgbwxY\" target=\"_blank\" rel=\"noopener\">silting<\/a>, that the bay is drying at various points. This is a very big worry; it has to do with <a href=\"http:\/\/bit.ly\/2vgSuYz\" target=\"_blank\" rel=\"noopener\">deforestation<\/a>.\u201d<\/p>\n<p>He explained that many large boats on the bay belonging to various industries operate without an environmental license, and that only 12% of the bay\u2019s surface is available for fishermen. The reality is that \u201cif a fisherman gets close, with his small boat, close to a platform of an oil duct, a gas duct&#8230;that is occupied by the petroleum industry, he is imprisoned, the vessel is imprisoned, and he becomes an environmental criminal. There is a process of criminalization of fishermen here.\u201d<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-content wp-image-37985 aligncenter\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2017\/08\/barqueata6cropped-620x264.jpg\" alt=\"Organizers and collaborators at Saturday's event\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/08\/barqueata6cropped-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/08\/barqueata6cropped-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/p>\n<p>Ricardo continued that the boat would pass through the <a href=\"http:\/\/bit.ly\/10xzYbp\" target=\"_blank\" rel=\"noopener\">S\u00e3o Gon\u00e7alo<\/a> region, which has a <a href=\"https:\/\/glo.bo\/2vB3rFc\" target=\"_blank\" rel=\"noopener\">particularly high rate of pollution<\/a> from sewage and garbage. Participants boarded a large boat for the boat ride, while a fleet of fishermen attached banners to their boats and joined the trip. The group of boats was impressive&#8211;and as they passed by different features of Rio\u2019s iconic landscape like the Niter\u00f3i bridge and the bay&#8217;s islands, they redirected attention to the bay itself, and the need to protect this defining element of the city.<\/p>\n<p>As the boat returned to <a href=\"http:\/\/bit.ly\/1Nsgze4\" target=\"_blank\" rel=\"noopener\">Pra\u00e7a Mau\u00e1<\/a>, a fishing community\u2019s youth violin group performed.
