{"id":38127,"date":"2017-08-17T14:11:01","date_gmt":"2017-08-17T17:11:01","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=38127"},"modified":"2017-08-17T14:30:03","modified_gmt":"2017-08-17T17:30:03","slug":"a-year-after-the-olympics-life-in-mare","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=38127","title":{"rendered":"A Year After the Olympics: Life in Mar\u00e9"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"http:\/\/bit.ly\/2vm6oZh\" target=\"_blank\" rel=\"noopener\"><strong><em>Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/em><\/strong><\/a><\/p>\n<h4>A year after the <a href=\"http:\/\/bit.ly\/1pXMFVa\" target=\"_blank\" rel=\"noopener\">Olympics<\/a> in Rio de Janeiro, little is said about the <a href=\"http:\/\/bit.ly\/1Ul9JhH\" target=\"_blank\" rel=\"noopener\">Olympic legacy<\/a> left for residents of the <a href=\"http:\/\/bit.ly\/1rNMXO3\" target=\"_blank\" rel=\"noopener\">Mar\u00e9 Complex of favelas<\/a>, <a href=\"http:\/\/bit.ly\/2dr3j0b\" target=\"_blank\" rel=\"noopener\">one of the largest<\/a> in Rio with over 140,000 residents.<\/h4>\n<h3><strong>Mobility<\/strong><\/h3>\n<p>Since the preparations for the Olympics, changes and construction works have become part of <em>cariocas<\/em>\u2019 routine. One public transport initiative that impacted the territory was the construction of the <a href=\"http:\/\/bit.ly\/2wTI5R4\" target=\"_blank\" rel=\"noopener\">TransBrasil BRT<\/a>\u00a0(<a href=\"http:\/\/bit.ly\/1tirHzP\" target=\"_blank\" rel=\"noopener\">Bus Rapid Transit<\/a>) route on Avenida Brasil, whose construction stopped during the Games and resumed in April this year. The BRT is not a conventional bus. At first it will have bi-articulated buses, about 16 stations and 18 footbridges. The <a href=\"http:\/\/bit.ly\/1tjO6R3\" target=\"_blank\" rel=\"noopener\">prospect of clear traffic<\/a> is still the hope of many, like Willian Gomes, age 22, who lives in Mar\u00e9 and takes the bus daily. \u201cMy expectations are positive. This will really help people get to work, to college and home, for example, since public transport does not favor us alongside the road traffic at peak times and days,&#8221; he says.<\/p>\n<p>Mar\u00e9 already has two nearby stations: Santa Luzia Station and Mar\u00e9 Station, which operate 24 hours a day, as do their ticket offices\u2013which facilitates the movement of people from nearby neighborhoods. While the works are not completed, traffic jams remain chaotic. Rio\u2019s Traffic Engineering Company (CET-Rio) announced a ban on access to the Penha neighborhood and Washington Luiz Highway in the first week of August, which had slow traffic on the action\u2019s first working day.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2017\/08\/foto-3-brt-thais-cavalcante.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-38194 size-content\" title=\"BRT construction\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2017\/08\/foto-3-brt-thais-cavalcante-620x264.jpg\" alt=\"BRT construction\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/08\/foto-3-brt-thais-cavalcante-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/08\/foto-3-brt-thais-cavalcante-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<h3><strong>Public Security<\/strong><\/h3>\n<p>The government and press <a href=\"http:\/\/bit.ly\/2uQqRUm\" target=\"_blank\" rel=\"noopener\">have linked declining public safety investment to increased violence<\/a> in the formal city and in favelas. The experience of Mar\u00e9 in 2014 does not represent this correlation, however. R$600 million were spent in a year and a half of <a href=\"http:\/\/bit.ly\/1mLqxgo\" target=\"_blank\" rel=\"noopener\">military occupation<\/a>, aiming at the control of the territory and people who live in it, to then install the UPP. But the UPP installation was canceled in 2016 by former Public Security Secretary <a href=\"http:\/\/bit.ly\/1x6eddG\" target=\"_blank\" rel=\"noopener\">Jos\u00e9 Mariano Beltrame<\/a>, who alleged <a href=\"http:\/\/bit.ly\/1N3gaEL\" target=\"_blank\" rel=\"noopener\">lack of funds<\/a> to continue the project. On the other hand, in seven years, the City government has invested only R$350 million in social programs. These values reflect the <a href=\"http:\/\/bit.ly\/1svBsh6\" target=\"_blank\" rel=\"noopener\">contrast between the authorities\u2019 and the population\u2019s priorities<\/a>.<\/p>\n<p>With social and moral pressure, public security spending continues. Defense Minister Raul Jungmann confirmed the presence of the Army, Navy and Aeronautics <a href=\"http:\/\/bbc.in\/2v1n9pn\" target=\"_blank\" rel=\"noopener\">in support of the Armed Forces and the Police in operations until December 2018<\/a>. They are already on the streets of Copacabana, other neighborhoods and on the <a href=\"http:\/\/bit.ly\/2vd2pOK\" target=\"_blank\" rel=\"noopener\">Red Line Highway<\/a>, <a href=\"http:\/\/bit.ly\/2uUj86K\" target=\"_blank\" rel=\"noopener\">Yellow Line Highway<\/a> and <a href=\"http:\/\/bit.ly\/2dEzRXK\" target=\"_blank\" rel=\"noopener\">Avenida Brasil<\/a> expressway. And the behavior in their actions is questionable and unequal in rich and poor areas of the city, such as the <a href=\"http:\/\/bit.ly\/2alCmJC\" target=\"_blank\" rel=\"noopener\">disrespect when searching black men<\/a> for example.<\/p>\n<p>At the time of the occupation of Mar\u00e9, a study was conducted on its impact, resulting in the book,\u00a0in Portuguese,\u00a0\u201c<a href=\"http:\/\/bit.ly\/2w2E4cH\" target=\"_blank\" rel=\"noopener\">The Occupation of Mar\u00e9 by the Brazilian Army: Residents\u2019 Perception on the Occupation of the Armed Forces<\/a>\u201d, launched in May this year by <a href=\"http:\/\/www.rioonwatch.org\/?tag=redes-de-desenvolvimento-da-mare\">Redes de Desenvolvimento\u00a0da Mar\u00e9<\/a>. One of its findings was that, out of a thousand interviewees, 60% feel safer in the favela than in the rest of the city. And with this sense of belonging, local actions took place after the Games, empowered to do what militarization has been unable to do: foster culture, leisure, education and commerce.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2017\/08\/14495511_1585785285057151_4874651399061298994_n.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-38193 size-content\" title=\"Mar\u00e9 0800. Photo from Mar\u00e9 0800 page on Facebook.\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/08\/14495511_1585785285057151_4874651399061298994_n-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/08\/14495511_1585785285057151_4874651399061298994_n-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<h3><strong>Community Initiatives, Youth and Studies<\/strong><\/h3>\n<p>One of the initiatives that succeeded was the <a href=\"http:\/\/bit.ly\/2hLTvmu\" target=\"_blank\" rel=\"noopener\">Mar\u00e9 0800<\/a> store, opened in September 2016 to gather books, clothes, shoes and other donated objects\u2013a way to share with other local residents and the rest of the city\u2013as a solidarity network. Residents including community communicators themselves organize the event, whose eighth edition\u00a0took place last\u00a0<a href=\"http:\/\/bit.ly\/2i9yS3T\" target=\"_blank\" rel=\"noopener\">Saturday, August 12, at Vila do Jo\u00e3o<\/a>, one of the favelas in the Mar\u00e9 complex. Each event takes place in a different part of the community, as a way to democratize access to the action. \u201cChildren&#8217;s materials such as toys, clothes and books are the most successful,\u201d says Anderson Cabo, one of the collaborators, who believes in encouraging reading.<\/p>\n<p>The more the better. According to a study by the Popular Data Institute, <a href=\"https:\/\/glo.bo\/2wJK49L\" target=\"_blank\" rel=\"noopener\">5% of favela community residents in Brazil have higher education<\/a>. And in 2017, Mar\u00e9&#8217;s youth shows the strength it has to improve these statistics by studying and sharing learning.<\/p>\n<p>One of the tools used is the <a href=\"http:\/\/bit.ly\/2hLs2l1\" target=\"_blank\" rel=\"noopener\">College Exam Preparatory Course<\/a> run by ground-breaking community NGO\u00a0<a href=\"http:\/\/bit.ly\/1ElmQXr\" target=\"_blank\" rel=\"noopener\">Redes da Mar\u00e9<\/a>, which has already helped more than a thousand residents to realize the dream of going to university for free. Amanda Ara\u00fajo lives in Mar\u00e9 and studies Social Communication at the State University of Rio de Janeiro (UERJ). &#8220;Passing the entrance exam was a very happy moment. I studied a little every day. The cultural part of the classes was very rich. I started to study in a very different way,&#8221; she says, eager to return to class.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2017\/08\/Turma-de-Calouros-Amanda-620x264.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-38142 size-full\" title=\"First-year university students from Mar\u00e9\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2017\/08\/Turma-de-Calouros-Amanda-620x264.jpg\" alt=\"First-year university students from Mar\u00e9\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/08\/Turma-de-Calouros-Amanda-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/08\/Turma-de-Calouros-Amanda-620x264-300x128.jpg 300w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>In the midst of all the social problems present in Mar\u00e9 and throughout Brazil after the Olympics, the <a href=\"http:\/\/bit.ly\/2sUPOf9\" target=\"_blank\" rel=\"noopener\">power of the people<\/a> is visible through their own struggles and daily pursuits which motivate us to continue <a href=\"http:\/\/bit.ly\/1sZ22Q6\" target=\"_blank\" rel=\"noopener\">resisting<\/a>.<\/p>\n<p><em><a href=\"http:\/\/bit.ly\/1P8ydpr\" target=\"_blank\" rel=\"noopener\">Tha\u00eds Cavalcante<\/a> was born and raised in Nova Holanda, one of the favelas comprising the Mar\u00e9 favela complex.
