{"id":38335,"date":"2017-11-29T11:57:57","date_gmt":"2017-11-29T14:57:57","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=38335"},"modified":"2018-01-15T13:08:04","modified_gmt":"2018-01-15T16:08:04","slug":"favela-led-crime-prevention-through-environmental-design-cpted-in-babilonia","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=38335","title":{"rendered":"The Power of the Plaza: Favela-Led Crime Prevention Through Environmental Design in Babil\u00f4nia"},"content":{"rendered":"<p style=\"text-align: right;\"><em><a href=\"http:\/\/bit.ly\/2jN2y4j\" target=\"_blank\" rel=\"noopener\"><strong>Clique aqui para Por<\/strong><strong>tugu\u00eas<\/strong><strong><img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/strong><\/a><\/em><\/p>\n<p><em>This is the third article in a\u00a0<a href=\"http:\/\/bit.ly\/2y3lTUb\" target=\"_blank\" rel=\"noopener\">four-part series<\/a>\u00a0on Crime Prevention Through Environmental Design.<\/em><\/p>\n<p><span style=\"font-weight: 400;\">\u201cFirst of all, this plaza is different because this plaza is our plaza,\u201d declares <a href=\"http:\/\/bit.ly\/1eqkuOm\" target=\"_blank\" rel=\"noopener\">Andr\u00e9 Constantine<\/a>, a powerful speaker with a booming voice and the president of the Residents&#8217; Association of <a href=\"http:\/\/bit.ly\/1CSCYi2\" target=\"_blank\" rel=\"noopener\">Morro da Babil\u00f4nia<\/a>, a <a href=\"http:\/\/bit.ly\/1pfz23A\" target=\"_blank\" rel=\"noopener\">South Zone<\/a> favela abutting the upscale neighborhood of Leme in Rio de Janeiro. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">A self-described \u201c<\/span><span style=\"font-weight: 400;\">militant politician<\/span><span style=\"font-weight: 400;\">,\u201d Constantine is wearing a shirt that reads: \u201cThe favela is not silent. Every favela is an extermination camp for black people.\u201d He is leading a community profoundly <a href=\"http:\/\/bit.ly\/1g76Rns\" target=\"_blank\" rel=\"noopener\">impacted by gentrification<\/a> and\u2014since the <a href=\"https:\/\/tgam.ca\/2zEQo7O\" target=\"_blank\" rel=\"noopener\">unraveling of the public security pacification program<\/a>\u2014<\/span><a href=\"http:\/\/bit.ly\/21LUjms\"><span style=\"font-weight: 400;\">the return of violence<\/span><\/a><span style=\"font-weight: 400;\">, and he is explicit about the racial justice lens of his work. Faced with limited support from a city government confronting an <a href=\"http:\/\/bit.ly\/2hnXtT0\" target=\"_blank\" rel=\"noopener\">economic crisis<\/a>, escalating territorial disputes between two rival gangs, the continued occupation by <a href=\"http:\/\/bit.ly\/1pPLsll\" target=\"_blank\" rel=\"noopener\">Pacifying Police Units<\/a> (UPPs), and a host of other issues to address, Constantine has responded with creative <a href=\"http:\/\/bit.ly\/1Whul8s\" target=\"_blank\" rel=\"noopener\">solutions<\/a>. And as part of his efforts to reduce violence, he is implementing principles of <\/span><a href=\"http:\/\/bit.ly\/2niXU3o\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Crime Prevention Through Environmental Design<\/span><\/a><span style=\"font-weight: 400;\"> (CPTED), although he doesn\u2019t call it that.<\/span><\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2017\/11\/Babilonia-cycling.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-40572 size-content\" title=\"Children cycle in what will be future Living Seed Plaza\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2017\/11\/Babilonia-cycling-620x264.jpg\" alt=\"Children cycle in what will be future Living Seed Plaza\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/11\/Babilonia-cycling-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/11\/Babilonia-cycling-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">\u201cObviously, the creation of shared and public space is linked to <a href=\"http:\/\/bit.ly\/2AInu3n\" target=\"_blank\" rel=\"noopener\">public safety<\/a>, just like in the rest of the city. Lights will prevent crime. This is all obvious,\u201d Constantine explains. To him, these are not esoteric concepts; they are facts that he has seen tested and verified in his experience as a favela resident and leader.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Constantine and the Residents&#8217; Association are in the process of implementing the<span style=\"color: #333333;\">\u00a0<em>Semente Viva\u00a0<\/em>(Living Seed)\u00a0plaza,<\/span> a pilot project he hopes to replicate in other areas across Babil\u00f4nia. The idea is to create public squares that, besides providing spaces for leisure and interaction for residents, will create safer areas with better lighting and more eyes on the streets. The Semente Viva plaza will serve as the prototype, and it is an example of how an obscure and often-inaccessible concept like <a href=\"http:\/\/bit.ly\/2ttRJXP\" target=\"_blank\" rel=\"noopener\">CPTED is organically being implemented in community-led projects<\/a>. <\/span><\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2017\/11\/Andre-Constantine.png\"><img decoding=\"async\" class=\"alignright wp-image-40573 size-medium\" title=\"Andr\u00e9 Constantine displays shirt that says &quot;Favela don't be quiet. Comparing the <a href=\"http:\/\/bit.ly\/1Qn0Cux\" target=\"_blank\" rel=\"noopener\">war on drugs in Brazil<\/a> and the United States, he observes, \u201cAnd here too we have a political <a href=\"http:\/\/bit.ly\/2gPl65Z\" target=\"_blank\" rel=\"noopener\">genocide against black people<\/a>. The policy of the war on drugs is a policy of war against black people and poor people.\u201d He points to the case of <a href=\"http:\/\/bit.ly\/1tttPcN\" target=\"_blank\" rel=\"noopener\">Rafael Braga<\/a>, a young black homeless man jailed for carrying cleaning products during <a href=\"http:\/\/bit.ly\/1CyM82T\" target=\"_blank\" rel=\"noopener\">Brazil&#8217;s 2013 mass protests<\/a>, whom many believe was framed by the police. \u201cThe UPP isn\u2019t about public security,\u201d he concludes.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The establishment of the Semente Viva plaza will rely on the indigenous Brazilian and favela tradition of <a href=\"http:\/\/bit.ly\/1uEyYiD\" target=\"_blank\" rel=\"noopener\">collective action, or <em>mutir\u00e3o<\/em><\/a>. Constantine explains, \u201cWe don\u2019t wait around for the State. We do things for ourselves. It\u2019s just a continuation of what was done by the first inhabitants.\u201d <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Projects in Babil\u00f4nia are often about resident leadership and partnerships with external parties. <span style=\"color: #333333;\">The Residents&#8217; Association has proactively reached out to the neighboring formal neighborhood of Leme <\/span>to tackle joint problems, including crime and <a href=\"http:\/\/bit.ly\/1RLRmQg\" target=\"_blank\" rel=\"noopener\">trash<\/a>. \u201cThe problems that exist in the favela will affect the formal areas of the city,\u201d Constantine says. \u201cThe trash that is produced here doesn\u2019t climb the hill. It goes down. All of the trash, all of the <a href=\"http:\/\/bit.ly\/1SqqjtD\" target=\"_blank\" rel=\"noopener\">sewage<\/a> produced here, it goes down and affects the formal areas of the city. We need to understand that a problem for the favela is a problem for the city.\u201d To tackle these common problems, one of the aims of the Residents&#8217; Association of Babil\u00f4nia is to integrate the favela into the formal neighborhood of Leme.<\/span><\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2017\/08\/alobos-Life_Lemes-Beach-Rio-de-Janeiro.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-38339 size-content\" title=\"Nearby upscale neighborhood of Leme\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2017\/08\/alobos-Life_Lemes-Beach-Rio-de-Janeiro-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/08\/alobos-Life_Lemes-Beach-Rio-de-Janeiro-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/08\/alobos-Life_Lemes-Beach-Rio-de-Janeiro-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">If successful, the Semente Viva plaza will be the result of multiple partnerships with private companies and even the\u00a0<span style=\"color: #333333;\">cash-strapped city government.<\/span> The Residents&#8217; Association is working with a local landscape architecture firm, EMBY\u00c1, to design the space, and also enlisted the help of a cleaning service to clear the surrounding area of household appliances dumped there. Constantine sees the productive partnership with EMBY\u00c1 as a victory in itself, noting how researchers interested in favelas often come to Babil\u00f4nia but do not provide concrete returns for residents. \u201cWe became annoyed because they <\/span><a href=\"http:\/\/bit.ly\/2oLs0ed\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">always want to research<\/span><\/a><span style=\"font-weight: 400;\"> black people and the favela. And <a href=\"http:\/\/bit.ly\/2nHjMls\" target=\"_blank\" rel=\"noopener\">we don\u2019t see concrete returns on this research<\/a>, and so we feel like rats in a laboratory.\u201d <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Physically, the plaza will be equipped with amenities such as enhanced lighting; fixed drainage and guard rails; <a href=\"http:\/\/bit.ly\/12cRIKt\" target=\"_blank\" rel=\"noopener\">a playground<\/a> with rubber floors, a slide, and a trampoline; a fold-up table for barbecues; bleachers; and even trees originating from Africa. The trees are a nod to the ancestral roots of many of the residents, and their inclusion aims to enhance locals&#8217; sense of ownership over the plaza. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWithout a doubt, when the plaza is done, we will directly solve the problem of garbage because no one will want their plaza of this quality to be next to trash,\u201d Constantine asserts. But for this to happen, <a href=\"http:\/\/bit.ly\/2nfzwzs\" target=\"_blank\" rel=\"noopener\">the project must be led by residents<\/a>. \u201cThis is very important, that it\u2019s not a top-down project. The public sector has brought <a href=\"http:\/\/bit.ly\/1r5oQgX\" target=\"_blank\" rel=\"noopener\">many projects that were top-down<\/a>,\u201d he adds, pointing out the cluster of plazas built by the City concentrated near the entrance to Babil\u00f4nia. \u201c<a href=\"http:\/\/bit.ly\/1rkcjHD\" target=\"_blank\" rel=\"noopener\">Resident participation in the planning process<\/a> must be a minimal requirement when they\u2019re going to receive some urbanistic intervention. It\u2019s really bad for the sense of ownership and belonging of the space, regardless of the project, when residents aren\u2019t consulted\u2026 If they don\u2019t participate, they won\u2019t feel like it\u2019s their space and the space will become degraded.\u201d Constantine knows that with a sense of ownership comes better maintenance and community-policing of the space, followed by enhanced safety and security.<\/span><\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2017\/11\/Babilonia-garbage.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-40574 size-content\" title=\"Garbage has accumulated near future plaza\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2017\/11\/Babilonia-garbage-620x264.jpg\" alt=\"Garbage has accumulated near future plaza\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/11\/Babilonia-garbage-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/11\/Babilonia-garbage-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">But the plaza alone will not be enough; it is only one of many tools to combat violence. Advances need to be made on social issues, and for Constantine, the principal question is around the problem of <a href=\"http:\/\/bit.ly\/1ttMnJX\" target=\"_blank\" rel=\"noopener\">racism<\/a> in Brazil. \u201cThe violence practiced by the State isn\u2019t just police brutality,\u201d he says. \u201cIt is symbolic violence.
