{"id":39055,"date":"2017-09-30T15:58:01","date_gmt":"2017-09-30T18:58:01","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=39055"},"modified":"2017-10-05T15:01:34","modified_gmt":"2017-10-05T18:01:34","slug":"the-avoidance-of-popular-and-favela-participation-in-rios-strategic-planning","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=39055","title":{"rendered":"The Avoidance of Popular and Favela Participation in Rio&#8217;s Strategic Planning"},"content":{"rendered":"<p style=\"text-align: right;\"><em><a href=\"http:\/\/bit.ly\/2yvqpv8\" target=\"_blank\" rel=\"noopener\"><strong>Clique aqui para Por<\/strong><strong>tugu\u00eas<\/strong><\/a><a href=\"http:\/\/bit.ly\/2yvqpv8\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" class=\"alignright wp-image-23766 size-full\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" alt=\"\" width=\"20\" height=\"20\" \/><\/a><\/em><\/p>\n<p>The Organic Law of Rio de Janeiro requires the municipal administration to develop a <a href=\"http:\/\/bit.ly\/2so0CCJ\" target=\"_blank\" rel=\"noopener\">Strategic Plan<\/a> for its term in power, and furthermore, to promote a consultation process with the <a href=\"http:\/\/bit.ly\/1rkcjHD\" target=\"_blank\" rel=\"noopener\">population&#8217;s participation<\/a> in validating the proposed goals. This process for the Strategic Plan elaborated by Rio&#8217;s near mayor <a href=\"http:\/\/bit.ly\/2dbEjrV\" target=\"_blank\" rel=\"noopener\">Marcelo Crivella<\/a> ended on September 29. <em>RioOnWatch<\/em> <a href=\"http:\/\/bit.ly\/2tDw6b0\" target=\"_blank\" rel=\"noopener\">previously analyzed the goals related to favelas<\/a>, as well as the goals that were not focused on these spaces but which we believe should have been due to the specificities of these territories.<\/p>\n<p>Additionally, <a href=\"http:\/\/bit.ly\/2deLWPh\" target=\"_blank\" rel=\"noopener\">Casa Fluminense<\/a> and 32 other diverse organizations\u2014such as <a href=\"http:\/\/bit.ly\/2qABIiE\" target=\"_blank\" rel=\"noopener\">Meu Rio<\/a>, Rio de Janeiro&#8217;s Council of Architecture and Urbanism (<a href=\"http:\/\/bit.ly\/2xEeEDK\" target=\"_blank\" rel=\"noopener\">CAU<\/a>), <a href=\"http:\/\/bit.ly\/2hk0rWe\" target=\"_blank\" rel=\"noopener\">Redes da Mar\u00e9<\/a>, <a href=\"http:\/\/bit.ly\/1UyqXYs\" target=\"_blank\" rel=\"noopener\">Observat\u00f3rio de Favelas<\/a>, Catalytic Communities (<a href=\"http:\/\/bit.ly\/ZsEul3\" target=\"_blank\" rel=\"noopener\">CatComm<\/a>), <a href=\"http:\/\/bit.ly\/21FinJz\" target=\"_blank\" rel=\"noopener\">Igarap\u00e9<\/a>, <a href=\"http:\/\/bit.ly\/2xNNoER\" target=\"_blank\" rel=\"noopener\">Verdejar<\/a>, and <a href=\"http:\/\/bit.ly\/2fBjSvl\" target=\"_blank\" rel=\"noopener\">IBASE<\/a>\u2014promoted meetings and debates in various locations throughout Rio to supplement those organized by the City. These meetings took place over the last three months, aiming to create proposals that reflect the concerns and needs of citizens. Due to the absence of an effective participatory process organized by the City of Rio, this civil society-led process ended up also serving as a space for listening to and discussing the repercussions of proposals suggested by citizens. The <a href=\"http:\/\/bit.ly\/2fySA8G\" target=\"_blank\" rel=\"noopener\">document summarizing the results<\/a> of these meetings was sent to the City government, and a petition for the inclusion of the goals proposed by the population <a href=\"http:\/\/bit.ly\/2wkQEnu\" target=\"_blank\" rel=\"noopener\">can be signed here<\/a>.<\/p>\n<p>The City itself did organize meetings to discuss the plan with the population, but due to low publicity, the public at these events consisted principally of municipal employees, who were invited and let off work in order to attend. Additionally, changes in the locations of the events were not adequately publicized, leading many residents to show up at the wrong place, where there was no information to redirect them, thus damaging the participatory process. The forums occurred in Centro, Tijuca, Bonsucesso, Freguesia, and Del Castilho, among others. \u201cI suggest they hold public audiences in favelas, because many [residents] are not even aware of these hearings,\u201d said Em\u00edlia Souza, a resident of\u00a0<a href=\"http:\/\/bit.ly\/1KPjJvO\" target=\"_blank\" rel=\"noopener\">Horto<\/a>\u00a0and a leader in its\u00a0<a href=\"http:\/\/bit.ly\/1TKfCB9\" target=\"_blank\" rel=\"noopener\">Residents&#8217; Association<\/a>, during the public audience in Tijuca.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2017\/09\/dialogoscariocas.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-39060 size-content\" title=\"Rio dialogues\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2017\/09\/dialogoscariocas-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/09\/dialogoscariocas-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/09\/dialogoscariocas-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>\u201cFavelas need to be respected and the projects need to be discussed with the people who are affected by them\u2014preferably, within the favelas. It is not possible for the benefits to only reach 21 of all the favelas in Rio de Janeiro,\u201d another resident said, alluding to the goal to upgrade 21 favelas (goal #73) in a city that contains, according to the official narrative, more than 800 favelas. \u201cWe want to <a href=\"http:\/\/bit.ly\/1rkcjHD\" target=\"_blank\" rel=\"noopener\">participate effectively<\/a> in the construction of the Plan and not just come to a hearing to legitimize what has already been established,\u201d a third resident insisted.<\/p>\n<p>Spectators further complained that the presentation of the plan took nearly two of the three hours allocated for the event, thus reducing time for participation and debate. \u201cThe people only put forth their opinions and there was no debate,&#8221; said an advocate from the Land and Housing Nucleus (<a href=\"http:\/\/bit.ly\/2fCNuIN\" target=\"_blank\" rel=\"noopener\">NUTH<\/a>) of the <a href=\"http:\/\/bit.ly\/1tXvTWY\" target=\"_blank\" rel=\"noopener\">Public Defender\u2019s Office<\/a>. \u201cEven so, many parts of the Plan on paper are already being initiated, even before the end of the participatory process. Look at the case of [the favela of]\u00a0<a href=\"http:\/\/bit.ly\/1qykzxl\" target=\"_blank\" rel=\"noopener\">Rio das Pedras<\/a>\u2014it seems unreal, but it could actually come to pass [that residents will be displaced as part of an upgrading plan],\u201d she added, referring to the fact that municipal employees have begun registering residents of that community, asking questions regarding their incomes and the number of floors and rooms in their homes.<\/p>\n<p>The plan calls for the conclusion of a study on urban requalification (goal #74 in the plan), which could allow a change in the Rio das Pedras region&#8217;s building restrictions, expanding the limit from two floors to twelve. The City&#8217;s actions indicate that the process for the resettlement of residents in the planned new buildings has already begun, even before the study has been completed. \u201cIt&#8217;s all done in a hidden manner, without criteria. We discovered that this was happening through the media, putting the pieces together. One day we woke up in this nightmare,\u201d a resident of Rio das Pedras said about the situation, during a meeting sponsored by the NUTH and the <a href=\"http:\/\/bit.ly\/16XiLo6\" target=\"_blank\" rel=\"noopener\">Pastoral das Favelas<\/a> in order to discuss the consequences of the plan.<\/p>\n<p>Residents of Rio das Pedras are <a href=\"http:\/\/bit.ly\/2xrmnGG\" target=\"_blank\" rel=\"noopener\">already organizing<\/a> against the imminent removals. \u201cThis plan is not for us, it is for our neighbors. They only use us as &#8216;make-up&#8217;\u2014as a cover. They want to build a building with an elevator for a population that cannot pay R$400 in rent, let alone the electricity bill to maintain the elevator, the condominium fee&#8230;\u201d said M\u00e1rio, one of the leaders of the movement.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2017\/09\/Rio-das-Pedras.-Foto-Custodio-Coimbra-O-Globo.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-39059 size-content\" title=\"Rio das Pedras. They want a public square, uncomplicated housing, they want <a href=\"http:\/\/bit.ly\/1MGRoaa\" target=\"_blank\" rel=\"noopener\">upgrades<\/a>. The Municipal Housing Secretariat (<a href=\"http:\/\/bit.ly\/1uB1KPU\" target=\"_blank\" rel=\"noopener\">SMH<\/a>) cannot be a Municipal <a href=\"http:\/\/bit.ly\/1pO06YP\" target=\"_blank\" rel=\"noopener\">Evictions<\/a> Secretariat. The secretariats need to enter the favelas and work. The people who know what the favela needs are the residents, so listen to them, listen to the residents&#8217; pains, climb the hills [into the communities],\u201d demanded one favela resident at the event in Tijuca. \u201cIt is hypocrisy to look at the favela as an afterthought. We need to care for green spaces, for <a href=\"http:\/\/bit.ly\/ZdoIRD\" target=\"_blank\" rel=\"noopener\">security<\/a> and for infrastructure in general. Those who live there are part of the social context, we are the people who work in order for this city to function. We favela residents have the right to the best,\u201d said another resident at the same event.<\/p>\n<p>Beyond the in-person meetings, the City promised an <a href=\"http:\/\/bit.ly\/2yubaD0\" target=\"_blank\" rel=\"noopener\">online platform<\/a> to collect suggestions from the public. This was only online for the first of four phases promised by the City and did not cover the whole consultation process. Only 354 people participated, the majority of whom were from the <a href=\"http:\/\/bit.ly\/1pfz23A\" target=\"_blank\" rel=\"noopener\">South Zone<\/a>. On the platform, it was only possible to evaluate the city\u2019s weak or strong points based on a set of given statements (which reinforced stereotypes). There was no space to include new points or to evaluate the proposed goals, thus it can hardly be considered a <a href=\"http:\/\/bit.ly\/1rkcjHD\" target=\"_blank\" rel=\"noopener\">satisfactory process of engagement<\/a> with the Plan itself.<\/p>\n<p>\u201cI still dream of a plan which treats the favela as an integral and true part of the city. The favela appears timidly in the plan, and when it appears, there are questions regarding the numbers involved,\u201d a resident said during one of the events promoted by the network of civil society organizations, in partnership with <a href=\"http:\/\/bit.ly\/2fS4N5u\" target=\"_blank\" rel=\"noopener\">MobiRio<\/a> and Rio de Janeiro&#8217;s Council of Architects at the Brazilian Institute of Architects. At the same event, <a href=\"http:\/\/bit.ly\/2fTZ5TF\" target=\"_blank\" rel=\"noopener\">Asp\u00e1sia Camargo<\/a>, the Planning subsecretary who is responsible for the Plan, commented on the process: \u201cParticipatory debate is like medicine: too much kills you,\u201d revealing the stance of the City government regarding true participatory engagement.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2017\/09\/encontro-mare\u03012.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-39058 size-content\" title=\"Meeting of favela residents to debate the Strategic Plan\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2017\/09\/encontro-mare\u03012-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/09\/encontro-mare\u03012-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/09\/encontro-mare\u03012-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Other debates promoted by civil society included the <a href=\"http:\/\/bit.ly\/2k7xqAj\" target=\"_blank\" rel=\"noopener\">Meeting of Favelas to Debate the Strategic Plan<\/a>, held in <a href=\"http:\/\/bit.ly\/1rNMXO3\" target=\"_blank\" rel=\"noopener\">Complexo da Mar\u00e9<\/a> in partnership with <a href=\"http:\/\/bit.ly\/1ElmQXr\" target=\"_blank\" rel=\"noopener\">Redes da Mar\u00e9<\/a>, and a civil society meeting in Campo Grande to discuss <a href=\"http:\/\/bit.ly\/2sxcKBG\" target=\"_blank\" rel=\"noopener\">urban agriculture<\/a>, which is absent from the plan. The <a href=\"http:\/\/bit.ly\/2fySA8G\" target=\"_blank\" rel=\"noopener\">document synthesizing these meetings<\/a> addresses the territorialization of goals that originally did not take into account the specificities of favelas, such as: the one regarding group coverage\u00a0in the <a href=\"http:\/\/bit.ly\/2sGykHN\" target=\"_blank\" rel=\"noopener\">Sa\u00fade da Fam\u00edlia<\/a> health program (goal #15), expanded to cover not only neighborhoods with low development indicators, but also favelas; the need for education goals to reflect that, in addition to sharing the same challenges facing the rest of the city, schools in favelas also have the challenge of meeting the full required schedules and number of school days (goal #31); the need to increase recycling facilities\u00a0for favelas (goal #51); to provide technical orientation for <a href=\"http:\/\/bit.ly\/2aFNm7u\" target=\"_blank\" rel=\"noopener\">sustainable construction<\/a> specifically in favelas (goal #60); and to encourage travel by bike in and around favelas (goal #83).<\/p>\n<p>After submitting the document with commentary on the goals resulting from\u00a0this civil society-led process, the participating organizations chose 12 goals to prioritize and organized a <a href=\"http:\/\/bit.ly\/2wkQEnu\" target=\"_blank\" rel=\"noopener\">petition demanding that the municipality include these priorities<\/a> in the plan. The 12 goals include the need for <a href=\"http:\/\/bit.ly\/1XX6cZP\" target=\"_blank\" rel=\"noopener\">transparency<\/a> and dialogue regarding favela upgrading and areas of geological risk; the need to make public the selection criteria for the 21 favelas chosen to receive interventions and information on how upgrades will be implemented (current goal #73); and need to guarantee that environmental discourse and the <a href=\"http:\/\/bit.ly\/RiscoFavelas\" target=\"_blank\" rel=\"noopener\">historical trend of exaggerating risks<\/a> are not used to <a href=\"http:\/\/bit.ly\/1m4KHPf\" target=\"_blank\" rel=\"noopener\">justify removals<\/a> (current goal #76). \u201cWe hope that the City has more sensitivity toward issues regarding favelas, considering the approaches of previous administrations. What we&#8217;re living is a <a href=\"http:\/\/bit.ly\/2seCVAy\" target=\"_blank\" rel=\"noopener\">distortion of environmental rights<\/a> in the way communities in these areas are treated and in the way that <a href=\"http:\/\/bit.ly\/2pcM2Qq\" target=\"_blank\" rel=\"noopener\">the elites who live in these areas benefit<\/a>,\u201d Em\u00edlia Souza said at the forum in Tijuca.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2017\/09\/meta6-1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-39057 size-content\" title=\"Goal 6: To guarantee transparency and dialogue about geological risk areas and upgrading in favelas\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2017\/09\/meta6-1-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/09\/meta6-1-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2017\/09\/meta6-1-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>The 12 points also include the expansion of <a href=\"http:\/\/bit.ly\/XS2raO\" target=\"_blank\" rel=\"noopener\">sewage collection and treatment<\/a> for the whole city, including favelas, and not only for the AP4 region (Barra de Tijuca and Jacarepagu\u00e1), as is currently proposed in Strategic Plan goal #52. They also call for the expansion of the security goal to <a href=\"http:\/\/bit.ly\/2tcdEXX\" target=\"_blank\" rel=\"noopener\">include areas with the worst indicators<\/a> and not only beachfront areas as is proposed in the original Plan (goal #43). The goals also include the delivery of <a href=\"http:\/\/bit.ly\/2qXd7qY\" target=\"_blank\" rel=\"noopener\">social interest housing in the city center<\/a>.
