{"id":41394,"date":"2018-01-23T11:09:19","date_gmt":"2018-01-23T14:09:19","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=41394"},"modified":"2018-01-26T01:02:13","modified_gmt":"2018-01-26T04:02:13","slug":"voicesfromsocialmedia-on-the-police-operations-in-jacarezinho","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=41394","title":{"rendered":"#VoicesFromSocialMedia on the Police Operations in Jacarezinho"},"content":{"rendered":"<p style=\"text-align: right;\"><em><a href=\"http:\/\/bit.ly\/2DRYBVV\" target=\"_blank\" rel=\"noopener\"><strong>Clique aqui para Por<\/strong><strong>tugu\u00eas<\/strong><strong><img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/strong><\/a><\/em><\/p>\n<p><em>This article is part of RioOnWatch&#8217;s <a href=\"http:\/\/bit.ly\/12mAD0p\" target=\"_blank\" rel=\"noopener\">#VoicesFromSocialMedia<\/a> series which compiles perspectives posted on social media by favela residents and activists about events and societal themes that arise.<\/em><\/p>\n<p>Following the death of a Civil Police officer on January 12 in <a href=\"http:\/\/bit.ly\/ZoemOA\" target=\"_blank\" rel=\"noopener\">Jacarezinho<\/a>, in Rio de Janeiro&#8217;s <a href=\"http:\/\/bit.ly\/1kZa3h9\" target=\"_blank\" rel=\"noopener\">North Zone<\/a>, the Civil Police mobilized 31 police departments and agents from the Federal and (state) Military Police forces and has been <a href=\"https:\/\/glo.bo\/2mW2th8\" target=\"_blank\" rel=\"noopener\">carrying out daily operations in the favela<\/a> and in neighboring communities to search for suspects. <a href=\"http:\/\/bit.ly\/2DvgsEc\" target=\"_blank\" rel=\"noopener\">Civil Police helicopters fired while in motion<\/a>, with high chances of missing their targets. On Thursday, January 18,\u00a0after the joint force of 3,000 army troops acquired a general search and seizure warrant, <a href=\"http:\/\/bit.ly\/2DrZnLx\" target=\"_blank\" rel=\"noopener\">15 people were arrested<\/a> on suspicion of involvement in the assassination.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/01\/Helicopter-over-Jacarezinho.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"alignright wp-image-41399 size-medium\" title=\"Helicopter over Jacarezinho during the operations. Photo from Defezap\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/01\/Helicopter-over-Jacarezinho-300x265.jpg\" alt=\"\" width=\"300\" height=\"265\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/01\/Helicopter-over-Jacarezinho-300x265.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/01\/Helicopter-over-Jacarezinho.jpg 406w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>Defezap&#8217;s Facebook page <a href=\"http:\/\/bit.ly\/2DxVUec\" target=\"_blank\" rel=\"noopener\">announced that the app had received reports<\/a> denouncing the operation, including the questionable way helicopters were employed, and had forwarded them to the relevant authorities. \u201cDozens of citizens have reported this practice, the majority of them women\u2014mothers worried about their children playing on the streets, running a great risk of becoming victims to the gunfire,\u201d DefeZap&#8217;s post said. As the post explained, this was not an isolated incident, and it is all the more worrying for having taken place in a densely populated area.<\/p>\n<p>Michel Silva, a community reporter from <a href=\"http:\/\/bit.ly\/1m4JS9c\" target=\"_blank\" rel=\"noopener\">Rocinha<\/a>, <a href=\"http:\/\/bit.ly\/2DvnwAM\" target=\"_blank\" rel=\"noopener\">questioned the massive investments<\/a> made in <a href=\"http:\/\/bit.ly\/ZdoIRD\" target=\"_blank\" rel=\"noopener\">public security<\/a> policy, suggesting that the impact would be far greater if the money were instead invested in <a href=\"http:\/\/bit.ly\/1saUJ52\" target=\"_blank\" rel=\"noopener\">cultural programs<\/a> led by residents. Recalling the <a href=\"http:\/\/bit.ly\/2xZvBdS\" target=\"_blank\" rel=\"noopener\">military operations in Rocinha in September<\/a>, Silva wrote:<\/p>\n<blockquote><p>\u201cWhen the Armed Forces surrounded Rocinha in September last year they went on a rampage. After seven days of occupation they left, then returned again in October. They stayed for two more days. How much did all those operations by the GLO [temporary domestic military deployment] in Rocinha cost? R$7,086,389.75 [US$2.2 million]. Did this make any difference? No. Out of this amount, the Brazilian Navy received: R$2,335,997.32 [US$700,000]; the Brazilian Army: R$3,473,000.00 [US$1.1 million]; and the Brazilian Air Force: R$1,277,392.43 [US$400,000]. Imagine all this money in the hands of favela-based cultural producers? This leaves me completely outraged.\u201d<\/p><\/blockquote>\n<p>Upon reflecting on Silva&#8217;s post, <a href=\"http:\/\/nyti.ms\/2pqGAsC\" target=\"_blank\" rel=\"noopener\">Coletivo Papo Reto<\/a> participant Thain\u00e3 de Medeiros <a href=\"http:\/\/bit.ly\/2DwVIfy\" target=\"_blank\" rel=\"noopener\">questioned who is profiting<\/a> from all this money. \u201cIf this investment continues to be made, someone is profiting. If all this money is being invested (in expensive ineffective operations), those who are selling weapons must be smiling.\u201d<\/p>\n<p>The Facebook page of the &#8220;<a href=\"http:\/\/bit.ly\/2Bo39Ez\" target=\"_blank\" rel=\"noopener\">No Tanks\u2014Favelas For Life and Against Police Operations<\/a>\u201d campaign <a href=\"http:\/\/bit.ly\/2DsclZH\" target=\"_blank\" rel=\"noopener\">questioned the &#8220;war on drugs&#8221;<\/a> waged against favela residents, who consequently cannot live their lives in peace. \u201cIt&#8217;s always the population that <a href=\"http:\/\/bit.ly\/1Qn0Cux\" target=\"_blank\" rel=\"noopener\">pays for the false \u2018war against drugs.&#8217;<\/a> It&#8217;s a farce! We know that the <a href=\"http:\/\/bit.ly\/2CTd71C\" target=\"_blank\" rel=\"noopener\">real traffickers live in the big mansions<\/a> in the <a href=\"http:\/\/bit.ly\/1pfz23A\" target=\"_blank\" rel=\"noopener\">South Zone<\/a>. They are politicians and big business owners who buy the silence of the authorities, of the judges, etc.\u201d<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/01\/Light-in-Jacarezinho.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-41397 size-content\" title=\"Light vehicle in Jacarezinho. Photo from @lightclientes on Twitter\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/01\/Light-in-Jacarezinho-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" \/><\/a><\/p>\n<p>Community newspaper <em>Fala Manguinhos<\/em>\u00a0<a href=\"http:\/\/www.rioonwatch.org\/?p=40863\" target=\"_blank\" rel=\"noopener\">posted multiple times to update residents<\/a> of <a href=\"http:\/\/bit.ly\/1sksV07\" target=\"_blank\" rel=\"noopener\">Manguinhos<\/a>, a neighboring favela to Jacarezinho, on the operations which also extended into the communities of <a href=\"http:\/\/bit.ly\/2DE3eFv\" target=\"_blank\" rel=\"noopener\">Parque Arar\u00e1<\/a> and <a href=\"http:\/\/bit.ly\/2wleU9N\" target=\"_blank\" rel=\"noopener\">Nelson Mandela<\/a>.<\/p>\n<p>In addition to the dangers of stray bullets and arbitrary actions and potential violence of police, <em>Ag\u00eancia de Not\u00edcias das Favelas<\/em> <a href=\"http:\/\/bit.ly\/2rpGEvc\" target=\"_blank\" rel=\"noopener\">highlighted other damage such as ruptures to the grid<\/a>, which the electric utility <a href=\"http:\/\/bit.ly\/1qqIUdz\" target=\"_blank\" rel=\"noopener\">Light<\/a> says can only be fixed when the security situation is stable again.<\/p>\n<p>L\u00e9o Lima, a photographer from Jacarezinho, contrasted the dominant image in the media\u2014of violence in the favela\u2014with a <a href=\"http:\/\/bit.ly\/2DlXHji\" target=\"_blank\" rel=\"noopener\">video of children laughing and enjoying cinema<\/a> in a street in the same favela (below). Lima reflected: \u201cJACAREZINHO, THE MOST VIOLENT PLACE IN RIO. That&#8217;s what the newspapers and TV say. Without mirrors we believe and share [this perception] so many times it ends up becoming the only truth.\u201d In contrast, the video shows a different side. The video was published on the Facebook page \u2018<a href=\"http:\/\/bit.ly\/2FZhmr4\" target=\"_blank\" rel=\"noopener\">Favela que me viu crescer<\/a>\u2019 (The favela that saw me grow up), a <a href=\"http:\/\/bit.ly\/2CZb8Ff\" target=\"_blank\" rel=\"noopener\">film produced by Cafun\u00e9 na Laje<\/a> about the favela and its history from the point of view of residents.<\/p>\n<p><iframe style=\"border: none; overflow: hidden;\" src=\"https:\/\/www.facebook.com\/plugins\/video.php?href=https%3A%2F%2Fwww.facebook.com%2Ffavelaquemeviucrescer%2Fvideos%2F250099065528048%2F&amp;show_text=0&amp;width=560\" width=\"620\" height=\"349\" frameborder=\"0\" scrolling=\"no\" allowfullscreen=\"allowfullscreen\"><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><\/iframe><\/p>\n","protected":false},"excerpt":{"rendered":"<div class=\"mh-excerpt\"><p>Clique aqui para Portugu\u00eas This article is part of RioOnWatch&#8217;s #VoicesFromSocialMedia series which compiles perspectives posted on social media by favela residents and activists about events and societal themes that arise.
