Six months later, with data obtained through the <a href=\"http:\/\/bit.ly\/2GfE9z4\" target=\"_blank\" rel=\"noopener\">Access to Information Law<\/a>, <em>Favela em Pauta<\/em> looks at how the package of proposals will be delivered to the state through the <a href=\"http:\/\/bit.ly\/2DHH19s\" target=\"_blank\" rel=\"noopener\">National Security Plan<\/a>.<\/p>\n<p>Rio de Janeiro is the first state to receive the National Security Plan&#8217;s integrated projects to combat crime. According to the Ministry of Social Development (MDS), an Emergency Program was created with the objective to recuperate and strengthen the State and the City&#8217;s <a href=\"http:\/\/bit.ly\/2Gb5iD3\" target=\"_blank\" rel=\"noopener\">public policies<\/a> and social work in certain priority vulnerable favelas. From these discussions, the <a href=\"http:\/\/bit.ly\/2rD1w2c\" target=\"_blank\" rel=\"noopener\">Emergency Program for Social Actions<\/a> for the State of Rio de Janeiro and its Municipalities emerged. According to the MDS, the program aims to \u201crestore broad access to public social goods and services to the residents of the affected regions, in order to preserve <a href=\"http:\/\/bit.ly\/1qEtBhr\" target=\"_blank\" rel=\"noopener\">citizenship<\/a> and social, family, and community ties.\u201d<\/p>\n<p>The program will serve to expand social policies around basic and special social protection, attention to <a href=\"http:\/\/bit.ly\/1ys5C9X\" target=\"_blank\" rel=\"noopener\">healthcare<\/a>, and opportunities for <a href=\"http:\/\/bit.ly\/1yHzFH2\" target=\"_blank\" rel=\"noopener\">educational activities<\/a>, training and professional qualifications, and <a href=\"http:\/\/bit.ly\/1saUJ52\" target=\"_blank\" rel=\"noopener\">cultural<\/a>, <a href=\"http:\/\/bit.ly\/1MjZbLO\" target=\"_blank\" rel=\"noopener\">artistic<\/a>, <a href=\"http:\/\/bit.ly\/2cWxagt\" target=\"_blank\" rel=\"noopener\">sporting<\/a>, and <a href=\"http:\/\/bit.ly\/2c6EM1E\" target=\"_blank\" rel=\"noopener\">leisure<\/a> activities. It also calls for work around the protection of <a href=\"http:\/\/bit.ly\/1um7WLt\" target=\"_blank\" rel=\"noopener\">human rights<\/a> and the guarantee of women&#8217;s rights.<\/p>\n<p>To manage all these commitments, an Executive Committee made up of the following departments was created: the Ministry of Social Development (MDS), which will coordinate the Committee; the Government Secretariat of the President of the Republic; the Ministry of Planning, Development, and Management; the Ministry of Education; the Ministry of Health; the Ministry of Defense; the Ministry of Culture; the Ministry of Sport; the Ministry of Justice and Public Security; and the Ministry of Human Rights.<\/p>\n<p>A total of <a href=\"http:\/\/bit.ly\/2DBDzxP\" target=\"_blank\" rel=\"noopener\">R$157 million (around US$50 million) was allocated<\/a> to the Emergency Program&#8217;s projects from the 2017 federal budget. The objective is to benefit about 50,000 children and young people between 6 and 17 years old from different favelas in the state. These resources came about by releasing budgetary credit of each department involved in the Executive Committee. The budget will be applied according to the Work Plans, in order to guarantee the necessary means for the socio-educational projects.<\/p>\n<figure id=\"attachment_41508\" aria-describedby=\"caption-attachment-41508\" style=\"width: 620px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/01\/Gastos-publicos.png\"><img fetchpriority=\"high\" decoding=\"async\" class=\"wp-image-41508\" title=\"Public spending on social projects in Rio favelas, by department\/ministry. Source: Ministry of Social Development<\/figcaption><\/figure>\n<p>Each ministry will have autonomy in its transfers to the State and Municipalities. For example, the Ministry of Social Development will transfer R$42 million through the National Social Work Fund (FNAS).<\/p>\n<p>The Ministry of Defense (MD) will apply a budget of R$30.2 million through Army, Navy and Air Force military organizations. The number of beneficiaries of the \u201c<a href=\"http:\/\/bit.ly\/2Ebc6Qq\" target=\"_blank\" rel=\"noopener\">Forces in Sports<\/a>\u201d program will be increased to reach 12 to 18-year-olds through after-school programs. The aim is to reduce <a href=\"http:\/\/bit.ly\/1DlBPQb\" target=\"_blank\" rel=\"noopener\">urban violence<\/a> through developing educational sports activities and providing meals in military organizations.<\/p>\n<p>The Ministry of Sport will sponsor projects through the <a href=\"http:\/\/bit.ly\/2n9Alqi\" target=\"_blank\" rel=\"noopener\">Decentralized Implementation Term<\/a> for the Fluminense Federal University (UFF) and will also make transfers to the municipality through agreements for the expansion of the \u201c<a href=\"http:\/\/bit.ly\/2DPvoNO\" target=\"_blank\" rel=\"noopener\">Sport and Citizenship for All<\/a>\u201d and \u201cCombat Sports and Martial Arts Practice\u201d pilot projects, as well as the &#8220;<a href=\"http:\/\/bit.ly\/2DNVZe0\" target=\"_blank\" rel=\"noopener\">Fight for Citizenship<\/a>&#8221; project.<\/p>\n<p>Responsible for the third biggest budget in the Emergency Program, the Ministry of Education will transfer nearly R$35.4 million through the\u00a0Direct Cash at Schools Program and by offering <a href=\"http:\/\/bit.ly\/2BpWIg7\" target=\"_blank\" rel=\"noopener\">Bolsa-Forma\u00e7\u00e3o<\/a>\u00a0(Training Scholarships) within the framework of <a href=\"http:\/\/bit.ly\/2E6NMiW\" target=\"_blank\" rel=\"noopener\">PRONATEC<\/a>. In partnership with the United Nations Children&#8217;s Fund (UNICEF), R$2.5 million will be spent to identify kids who should be in Rio de Janeiro&#8217;s municipal or state school system but who are <a href=\"http:\/\/bit.ly\/2menfaB\" target=\"_blank\" rel=\"noopener\">currently out of school<\/a>, so that they can be registered and return to classes.<\/p>\n<p>The National Youth Secretariat and the Ministry of Justice and Public Security did not outline how they would contribute to the State and municipalities&#8217; budgets.<\/p>\n<p>During the <a href=\"http:\/\/bit.ly\/2ANuYlL\" target=\"_blank\" rel=\"noopener\">ceremony to launch the Emergency Program<\/a> in the Admiral Adalberto Nunes Center for Physical Education (CEFAN) at the end of last year, Brazilian President <a href=\"http:\/\/bit.ly\/2ooK3Vr\" target=\"_blank\" rel=\"noopener\">Michel Temer<\/a> gave a speech highlighting his political alliance with Rio&#8217;s leaders. \u201cI also want, although I have a speech written here, [governor] <a href=\"http:\/\/bit.ly\/1Zbaawk\" target=\"_blank\" rel=\"noopener\">Pez\u00e3o<\/a> and all of the speakers [to know], I am inspired by the words that have been spoken here. And in their words, I am always trying to find the keyword for this ceremony in which I&#8217;m taking part. Image: Marcos Corr\u00eaa\/PR<\/figcaption><\/figure>\n<p>In an <a href=\"http:\/\/bit.ly\/2E5eGHD\" target=\"_blank\" rel=\"noopener\">interview with the CNT TV channel<\/a>, the president of the Federation of Favelas of the State of Rio de Janeiro (<a href=\"http:\/\/bit.ly\/2nbj2pz\" target=\"_blank\" rel=\"noopener\">FAFERJ<\/a>), Rossino de Castro, concludes that the program is <a href=\"http:\/\/bit.ly\/1x4Djt7\" target=\"_blank\" rel=\"noopener\">yet another political project<\/a> aimed at the 2018 elections. \u201c<a href=\"http:\/\/bit.ly\/2ciUlCM\" target=\"_blank\" rel=\"noopener\">Always at the time of elections<\/a>, they come up with this weak program that does not solve [the issues], it\u2019s a palliative for the communities. And we don\u2019t want a palliative [remedy]. <a href=\"http:\/\/bit.ly\/2cIxiTt\" target=\"_blank\" rel=\"noopener\">We want something concrete<\/a>, we want social [development] because social [development] is work that really helps the community. It helps combat violence, helps employ the parents of families that are inside the communities doing nothing. But unfortunately without this social [development], the violence grows day after day,\u201d laments Castro.<\/p>\n<p>The priority of the Emergency Program, based on statistics from the state of Rio de Janeiro&#8217;s\u00a0<a href=\"http:\/\/bit.ly\/2rFPLYQ\" target=\"_blank\" rel=\"noopener\">Institute for Public Security<\/a>, are the favelas based in the <a href=\"http:\/\/bit.ly\/1kZa3h9\" target=\"_blank\" rel=\"noopener\">North<\/a> and <a href=\"http:\/\/bit.ly\/1kZa7gI\" target=\"_blank\" rel=\"noopener\">West Zones<\/a> of the city of Rio de Janeiro because they have the highest rates of mortality linked to violent incidents. Based on studies conducted by teams from the Unified Social Work System (SUAS), the favelas that should receive projects and investments are:\u00a0<a href=\"http:\/\/bit.ly\/1zIMejs\" target=\"_blank\" rel=\"noopener\">Complexo do Lins<\/a>, <a href=\"http:\/\/bit.ly\/1rtohzT\" target=\"_blank\" rel=\"noopener\">Complexo do Alem\u00e3o<\/a>, <a href=\"http:\/\/bit.ly\/LRHeDS\" target=\"_blank\" rel=\"noopener\">Complexo da Penha<\/a>, <a href=\"http:\/\/bit.ly\/2xoMlvB\" target=\"_blank\" rel=\"noopener\">Complexo da Mar\u00e9<\/a>, <a href=\"http:\/\/bit.ly\/1wwjhWi\" target=\"_blank\" rel=\"noopener\">City of God<\/a>, <a href=\"http:\/\/bit.ly\/1U6o0yV\" target=\"_blank\" rel=\"noopener\">Complexo do Chapad\u00e3o<\/a>, <a href=\"http:\/\/bit.ly\/1YFlK17\" target=\"_blank\" rel=\"noopener\">Complexo da Pedreira<\/a>, and <a href=\"http:\/\/bit.ly\/1LhL5ep\" target=\"_blank\" rel=\"noopener\">Vila Kennedy<\/a>. Source: SABREN and IPP with data from IGBE \/ 2010 Census.<\/figcaption><\/figure>\n<p>The Ministry of Social Development also included the favela <a href=\"http:\/\/bit.ly\/2xZwssv\" target=\"_blank\" rel=\"noopener\">Rocinha<\/a> in Rio\u2019s <a href=\"http:\/\/bit.ly\/1pfz23A\" target=\"_blank\" rel=\"noopener\">South Zone<\/a>,\u00a0<a href=\"http:\/\/bit.ly\/1kUMbi5\" target=\"_blank\" rel=\"noopener\">Complexo do Salgueiro<\/a>\u00a0in <a href=\"http:\/\/bit.ly\/2zFBzC9\" target=\"_blank\" rel=\"noopener\">S\u00e3o Gon\u00e7alo<\/a>, and the\u00a0<a href=\"http:\/\/bit.ly\/1wAJ14x\" target=\"_blank\" rel=\"noopener\">Baixada Fluminense<\/a>, although it did not specify which regions of the Baixada Fluminense will be targeted, bearing in mind the geographic size of the municipalities.<\/p>\n<p>For\u00a0<a href=\"http:\/\/bit.ly\/29srY1b\" target=\"_blank\" rel=\"noopener\">Instituto Ra\u00edzes em Movimento<\/a> sociologist, <a href=\"http:\/\/bit.ly\/2yUtBVl\" target=\"_blank\" rel=\"noopener\">Alan Brum Pinheiro<\/a>, the Emergency Program appears to reinforce public projects that already exist precariously, focusing on certain favela spaces in Rio de Janeiro. According to him, without efficient municipal and state public management and without a strategic vision to think about a minimum of <a href=\"http:\/\/bit.ly\/1kJ5FYA\" target=\"_blank\" rel=\"noopener\">sustainability<\/a>, the investment of R$157 million could turn into a wasted effort, equating it to trying to &#8220;dry ice.&#8221; \u201c<a href=\"http:\/\/bit.ly\/2B9GJ6R\" target=\"_blank\" rel=\"noopener\">Many groups and institutions, formal and informal<\/a>, are building <a href=\"http:\/\/bit.ly\/1k7iqdd\" target=\"_blank\" rel=\"noopener\">local alternatives<\/a>\u00a0and some with a certain level of success. Government investments should build on the existing initiatives, scaling them up through public policies. Who is going to continue in these communities after the period of this plan? <a href=\"http:\/\/bit.ly\/2ciUlCM\" target=\"_blank\" rel=\"noopener\">This is an electoral year<\/a> and the investments are needed, <span style=\"color: #000000;\">so\u00a0how best to do them? Only by<\/span> involving a diverse range of projects and a monitoring system under social control would we be able to achieve any success from this proposal,\u201d Brum Pinheiro argues.<\/p>\n<p>Brum also criticized the low investment in the National Youth Secretariat\u2014around R$2.6 million. \u201cIt is foolish that the smallest investment in this proposal should be in the National Youth Secretariat and the \u2018<a href=\"http:\/\/bit.ly\/2E6Lhgq\" target=\"_blank\" rel=\"noopener\">Juventude Viva<\/a>\u2019 (Youth Live) project, which has a focus on black youth. This does not help to consolidate the public policies aimed specifically at this group,\u201d he laments.<\/p>\n<p><em>Favela em Pauta<\/em> contacted the state government to find out when it will begin applying the transferred budget and how it will be applied. In response, the state government recommended approaching the Ministry of Cities. By phone, the press office of the Ministry of Cities denied participation in the Emergency Program for Social Actions for the State of Rio de Janeiro.
