{"id":42116,"date":"2018-03-06T13:07:00","date_gmt":"2018-03-06T16:07:00","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=42116"},"modified":"2020-08-07T14:03:32","modified_gmt":"2020-08-07T17:03:32","slug":"united-evictions-protest-finally-yields-meeting-with-housing-secretary","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=42116","title":{"rendered":"United Evictions Protest Finally Yields Meeting with Housing Secretary"},"content":{"rendered":"<p style=\"text-align: right;\"><em><a href=\"http:\/\/bit.ly\/2oTCwQw\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Clique aqui para Por<\/strong><strong>tugu\u00eas<\/strong><strong><img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/strong><\/a><\/em><\/p>\n<p>On Friday, March 2, approximately 35 favela community residents and allies came together to <a href=\"http:\/\/bit.ly\/2I65lRH\" target=\"_blank\" rel=\"noopener noreferrer\">protest outside Rio de Janeiro&#8217;s mayor&#8217;s office<\/a> in <a href=\"http:\/\/bit.ly\/2oUZZzR\" target=\"_blank\" rel=\"noopener noreferrer\">Botafogo<\/a>. The demonstration was the latest installation in an <a href=\"http:\/\/bit.ly\/2BRUZFC\" target=\"_blank\" rel=\"noopener noreferrer\">ongoing series of actions by residents<\/a> aimed at calling attention to the numerous neighborhoods under threat of <a href=\"http:\/\/bit.ly\/1pO06YP\" target=\"_blank\" rel=\"noopener noreferrer\">eviction<\/a> under <a href=\"http:\/\/bit.ly\/2dbEjrV\" target=\"_blank\" rel=\"noopener noreferrer\">Mayor Crivella<\/a>&#8216;s administration. Residents from locations currently facing eviction\u2014including <a href=\"http:\/\/bit.ly\/1KPjJvO\" target=\"_blank\" rel=\"noopener noreferrer\">Horto<\/a>, <a href=\"http:\/\/bit.ly\/2hEA3Je\" target=\"_blank\" rel=\"noopener noreferrer\">Barrinha<\/a>, <a href=\"http:\/\/bit.ly\/1qykzxl\" target=\"_blank\" rel=\"noopener noreferrer\">Rio das Pedras<\/a>, <a href=\"http:\/\/bit.ly\/2iMV0SH\" target=\"_blank\" rel=\"noopener noreferrer\">Ara\u00e7atiba<\/a>, <a href=\"http:\/\/bit.ly\/2yL8sZB\" target=\"_blank\" rel=\"noopener noreferrer\">Maracaj\u00e1s<\/a>, and <a href=\"http:\/\/bit.ly\/2xku8L1\" target=\"_blank\" rel=\"noopener noreferrer\">R\u00e1dio Sonda<\/a>\u2014were present along with supporters from other favelas such as <a href=\"http:\/\/bit.ly\/1o6rEIS\" target=\"_blank\" rel=\"noopener noreferrer\">Vila Aut\u00f3dromo<\/a>, <a href=\"http:\/\/bit.ly\/1m4JS9c\" target=\"_blank\" rel=\"noopener noreferrer\">Rocinha<\/a>, and <a href=\"http:\/\/bit.ly\/T5QI5Q\" target=\"_blank\" rel=\"noopener noreferrer\">Vidigal<\/a>.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/03\/28537150_10155940085070659_300440980_n-e1520336072624.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-42127 size-content\" title=\"Protesters representing Vila Aut\u00f3dromo\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/03\/28537150_10155940085070659_300440980_n-e1520336072624-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/03\/28537150_10155940085070659_300440980_n-e1520336072624-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/03\/28537150_10155940085070659_300440980_n-e1520336072624-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>The protest began in Pra\u00e7a Corumba, in the shadows of the <a href=\"http:\/\/bit.ly\/1hXNzRG\" target=\"_blank\" rel=\"noopener noreferrer\">Santa Marta<\/a> favela, and marched the brief distance up Rua S\u00e3o Clemente to the gates of the Pal\u00e1cio da Cidade (City Palace). There, a commission of eight representing <a href=\"http:\/\/bit.ly\/2j1Aytm\" target=\"_blank\" rel=\"noopener noreferrer\">the neighborhoods facing eviction<\/a> entered the palace to meet with the new Secretary of Urbanism, Infrastructure and Housing, Verena Andreatta. The meeting with the Secretary was arranged at the last minute: Rocinha community organizer Antonio Xaolin explained to the gathered demonstrators and media that Secretary Andreatta had gotten in touch with the organizers the day prior to offer to meet with them in exchange for the protesters not blocking the busy street outside the palace.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/03\/28643229_10155940084750659_1874307098_o-2.jpg\"><img decoding=\"async\" class=\"aligncenter size-content wp-image-42129\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/03\/28643229_10155940084750659_1874307098_o-2-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/03\/28643229_10155940084750659_1874307098_o-2-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/03\/28643229_10155940084750659_1874307098_o-2-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>As a result, the protest did not block traffic, but occupied the sidewalk and City Palace gates instead, with residents spreading their message that they want their <a href=\"http:\/\/bit.ly\/1zOpGkf\" target=\"_blank\" rel=\"noopener noreferrer\">housing rights<\/a>\u00a0guaranteed and the <a href=\"http:\/\/bit.ly\/1OzrB24\" target=\"_blank\" rel=\"noopener noreferrer\">law upheld<\/a>. Jaqueline Andrade Costa, a Barrinha resident, declared via the megaphone: \u201cThe mayor, the governor, nobody is going to take our homes away from us, we will resist until the very last day. We have rights, we have the right to a dignified life. They want to take our land away to <a href=\"http:\/\/bit.ly\/1k5BsNq\" target=\"_blank\" rel=\"noopener noreferrer\">build luxury housing<\/a>.\u201d<\/p>\n<p>A number of protesters including Janine de Costa, another resident of Barrinha, emphasized this was a peaceful protest, as were all their protests. In comparison to other recent demonstrations, the police presence was understated, with approximately 10 police officers present and dialogue taking place between the police and protesters about where the protest would take place.<\/p>\n<p>In 2017 the City broke several promises to favela residents seeking answers about evictions, including promises by the previous Secretary of Urbanism, \u00cdndio da Costa, <a href=\"http:\/\/bit.ly\/2j1Aytm\" target=\"_blank\" rel=\"noopener noreferrer\">to meet with community representatives<\/a>. The actions of the new Secretary Verena Andreatta opening a dialogue with protesters was met with tempered optimism, as little is yet known about Andreatta and there is now deep mistrust towards Mayor Crivella\u2019s administration. One positive outcome of the day\u2019s protest, as emphasized by a number of speakers, was the reinforcement of <a href=\"http:\/\/bit.ly\/2APXOWp\" target=\"_blank\" rel=\"noopener noreferrer\">unity among residents<\/a> from different favelas.\u00a0Activist Beto Vidigal stated: \u201cWe are poor, we are humble people, we are people who don\u2019t always know our rights, which is why we need to stick together and be united.\u201d<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/03\/28695556_10155940084685659_180824667_o-e1520336231515.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-42122 size-content\" title=\"Protesters hold up a banner at the traffic lights: NO TO REMOVALS: FOR RIGHTS TO HOUSING\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/03\/28695556_10155940084685659_180824667_o-e1520336231515-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/03\/28695556_10155940084685659_180824667_o-e1520336231515-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/03\/28695556_10155940084685659_180824667_o-e1520336231515-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>When the meeting with the Secretary was over, the protesters gathered to hear how it had gone.\u00a0Eliane Sousa de Oliveira, a <a href=\"http:\/\/bit.ly\/2ytfXZ6\" target=\"_blank\" rel=\"noopener noreferrer\">member of the Popular Council<\/a> and the Catholic Church&#8217;s <a href=\"http:\/\/bit.ly\/2I7MSUI\" target=\"_blank\" rel=\"noopener noreferrer\">Pastoral de Favelas<\/a>, remarked that the meeting was a step in the right direction, with the Secretary promising to uphold last year&#8217;s <a href=\"http:\/\/bit.ly\/2lrkUw1\" target=\"_blank\" rel=\"noopener noreferrer\">promise that there would be no more removals<\/a>: \u201cEach community was able to talk about their demands, they were noted\u2026 I think it was very good, very positive, we are going to see what happens.\u201d As the <a href=\"http:\/\/bit.ly\/2Fhdc0O\" target=\"_blank\" rel=\"noopener noreferrer\">Popular Council shared on Facebook<\/a>\u00a0after the protest, Secretary Andreatta also promised to create a team to meet with the communities and listen to their demands. However, as Costa noted after the meeting, the Secretary did not give a specific timeline for actions or solutions, and Costa, along with other residents, is hoping that it will not be a case of more empty promises from the municipality. The Popular Council&#8217;s Facebook page also lists some of the residents&#8217; ongoing demands: \u201cWe want to know what the social housing budget will be in 2018.
