{"id":4229,"date":"2012-07-05T09:30:04","date_gmt":"2012-07-05T12:30:04","guid":{"rendered":"http:\/\/rioonwatch.org\/?p=4229"},"modified":"2022-10-25T01:52:47","modified_gmt":"2022-10-25T04:52:47","slug":"sitie-from-dump-to-eco-park-in-vidigal","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=4229","title":{"rendered":"Siti\u00ea: From Dump to Eco-Park in Vidigal [IMAGES]"},"content":{"rendered":"<h4 style=\"text-align: right;\"><a href=\"https:\/\/bit.ly\/3gyLcJR\" target=\"_blank\" rel=\"noopener\"><em>Clique aqui para Portugu\u00eas<img decoding=\"async\" class=\"alignright wp-image-23766 size-full\" src=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" alt=\"\" width=\"20\" height=\"20\" \/><\/em><\/a><\/h4>\n<p>Dull concrete, broken equipment and sparse vegetation compose <a href=\"http:\/\/bit.ly\/JrSWXo\">Vidigal<\/a>&#8216;s official \u201cEcological Park.\u201d Like many residents, Felipe Paiva of <a href=\"http:\/\/bit.ly\/MLxMUP\">Cidade Unida<\/a> (\u201cUnited City\u201d) wasn&#8217;t impressed. His voice carried more than a hint of irony as he detailed its construction: \u201cThe Prefeitura (City Hall) tore down some buildings to clear out this square, left the trees around the edges, and called it an ecological park.\u201d \u00a0An unfinished swing set framed the scene in tired themes of half-hearted government investment that define too many favela communities. But Felipe continued on a brighter note: \u201cDown there, residents built a proper ecological park for ourselves.\u201d<\/p>\n<p><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2012\/07\/7474938266_1e118ed21c_n.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"alignright wp-image-4230 size-full\" src=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2012\/07\/7474938266_1e118ed21c_n.jpg\" alt=\"swing set\" width=\"320\" height=\"213\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2012\/07\/7474938266_1e118ed21c_n.jpg 320w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2012\/07\/7474938266_1e118ed21c_n-300x199.jpg 300w\" sizes=\"(max-width: 320px) 100vw, 320px\" \/><\/a><\/p>\n<p>After our group&#8217;s descent down a staircase neatly laid out from discarded tires, the contrast between the two efforts was striking. A rich composition of plant life and clever ornamentation welcomed us to Siti\u00ea, a community-built ecological park situated along the slope of Morro Dois Irm\u00e3os (&#8220;Two Brothers Hill&#8221;). Beside the inviting entrance arch, leaves sprung out of the soil filling old ceramic toilets; yellow butterfly wings fluttered lightly from perch to perch; and a plant comically named<em> saco-de-velho<\/em>\u00a0(&#8220;elderly sacks&#8221; is a polite translation) ballooned and glowed half-transparent in the sun.<\/p>\n<p><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2012\/07\/tire-steps.jpeg\"><img decoding=\"async\" class=\"alignright wp-image-4295 size-full\" src=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2012\/07\/tire-steps.jpeg\" alt=\"\" width=\"375\" height=\"500\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2012\/07\/tire-steps.jpeg 375w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2012\/07\/tire-steps-225x300.jpeg 225w\" sizes=\"(max-width: 375px) 100vw, 375px\" \/><\/a><\/p>\n<p>Straddled by a view of the ocean on one side and a forested hill towering above on the other, Siti\u00ea&#8217;s location almost seems like too easy a choice for this kind of scenic project. But less than a decade ago, few would have imagined a park like Siti\u00ea being built where it is now. What was originally part of the Atlantic Forest had been transformed into a trash deposit by years of waste and neglect. Vitor, one of Siti\u00ea&#8217;s founders, told us of dead refrigerators lying amid an acre of filth \u2013 and of the original band of five who decided to clean it up.<\/p>\n<p>\u201cWe performed a liposuction of the earth,\u201d he said, recalling days in the hot sun surrounded by the smells and textures of garbage. The small group of founding voices eventually inspired the critical mass of a <em><a title=\"Solidarity vs. Individualism: The Power of Mutir\u00e3o \" href=\"http:\/\/bit.ly\/mSgSfE\" target=\"_blank\" rel=\"noopener\">mutir\u00e3o<\/a><\/em>: a multitude of community members working together to accomplish the task at hand. It was all manual labor, he explained, bare hands and bare feet clearing out a staggering volume of garbage, 12 tons in all, powered by nothing but solidarity and the desire for a relaxing and green leisure space. With the land finally cleared, the garden and reforestation were achieved through community support and plant donations from Rio de Janeiro&#8217;s Botanical Gardens.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/07\/7474918278_4224962f77_n-300x199.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/07\/7474918278_4224962f77_n-300x199.jpg\" alt=\"\" width=\"300\" height=\"199\" \/><\/a><\/p>\n<p>The amount of foreign press that the Rio+20 conference brought to the city and to the issue of environmental sustainability has triggered an unprecedented flood of media attention to Siti\u00ea. Though the recognition is flattering, Vitor shared his frustration about the outcome of those interactions. \u201cPeople come in with cameras, take three hours of our time and energy, and leave without offering any support or resources,\u201d he said. When asked about the idea of monetizing their project, Vitor was open but hesitant. \u201cWe didn&#8217;t do this for money,\u201d he said. \u201cWe&#8217;re open to donations, but all I wanted was a good place to have a caipirinha and listen to some calm music.\u201d He also voiced some speculation about the government stepping in to appropriate some of Siti\u00ea&#8217;s achievements for itself under the pretense of integration.<\/p>\n<p><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2012\/07\/bird-feeders.jpeg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-4296 size-full\" src=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2012\/07\/bird-feeders.jpeg\" alt=\"\" width=\"500\" height=\"375\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2012\/07\/bird-feeders.jpeg 500w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2012\/07\/bird-feeders-300x225.jpeg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2012\/07\/bird-feeders-174x131.jpeg 174w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2012\/07\/bird-feeders-70x53.jpeg 70w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2012\/07\/bird-feeders-326x245.jpeg 326w\" sizes=\"(max-width: 500px) 100vw, 500px\" \/><\/a><\/p>\n<p>The past, present, and future of Siti\u00ea embody some pressing issues faced by Vidigal and many of Rio&#8217;s other favelas. At the most obvious level, the environmental destruction and accumulation of garbage that necessitated the <em>mutir\u00e3o<\/em> is far from an isolated incident. During our exit, just minutes down the hill from Siti\u00ea, Felipe brought our attention to a valley of garbage that was accumulating just below our vantage point. \u201cThis was a river in the eighties,\u201d he said, \u201cbut people kept throwing trash into it and eventually it just dried up.\u201d<\/p>\n<p>Layers of neglect by uninformed residents and an absent government have fed into this problem. Though trash bins and garbage collectors exist, their services are not nearly extensive enough to keep the situation from worsening. On rainy days, bags of trash can be seen sliding yards down the winding hill. \u201cIt&#8217;s a filthy place,\u201d said one resident who caught us during our walk up the hill earlier that morning, \u201cand it&#8217;s only getting worse. People from outside come in to admire the good parts, but the truth is that it&#8217;s a mess.\u201d<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/07\/7474759084_bbde40ed1b_n-300x199.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/07\/7474759084_bbde40ed1b_n-300x199.jpg\" alt=\"view from Vidigal\" width=\"300\" height=\"199\" \/><\/a><\/p>\n<p>That last sentence, along with the increased media attention Siti\u00ea has attracted, brings us to the other side of the difficult position in which Vidigal finds itself. As Vidigal&#8217;s stunning heights, coastal views, and ecological spaces become better known and desired, <a title=\"Luxury Hotel Under Construction in Vidigal\" href=\"http:\/\/bit.ly\/N7TWyY\">demand for housing heightens<\/a> and prices rise beyond the range of what many residents are able to afford. Expanded provisions may contribute to this progression. The situation is one that calls for careful attention to both sides of the equation: for both residents and government to work together to improve the quality of life in Vidigal, and at the same time <a title=\"Favela Community Land Trusts?\" href=\"http:\/\/bit.ly\/FPXwGP\" target=\"_blank\" rel=\"noopener\">pursue mechanisms to keep prices stable and affordable<\/a>.<\/p>\n<p><a href=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2012\/07\/7474859330_3ea1b8ffee_n.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-4246 size-full\" src=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2012\/07\/7474859330_3ea1b8ffee_n.jpg\" alt=\"bottles\" width=\"320\" height=\"213\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2012\/07\/7474859330_3ea1b8ffee_n.jpg 320w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2012\/07\/7474859330_3ea1b8ffee_n-300x199.jpg 300w\" sizes=\"(max-width: 320px) 100vw, 320px\" \/><\/a>Siti\u00ea continues to tackle the first part of this equation, cultivating a culture of environmental responsibility by the promotion of community participation and the sheer energy of its presence. These ethics are present in the used bottles that make for ornamentation and on the wall of writing that loudly proclaims, <em>\u201cA natureza depende de voc\u00ea!\u201d<\/em> (\u201cNature depends on you!\u201d) Children were laughing and playing amid the plants and the windchimes during our visit \u2013 children to whom Siti\u00ea offers its gardening classes. And Vitor, recalling his own body&#8217;s resilience to the waste and the heat, asserted: \u201cI&#8217;m immune to accidents.
