Just on the road she lives on in <a href=\"http:\/\/bit.ly\/1U6o0yV\" target=\"_blank\" rel=\"noopener\">Complexo do Chapad\u00e3o<\/a>, in Rio&#8217;s <a href=\"http:\/\/bit.ly\/1kZa3h9\" target=\"_blank\" rel=\"noopener\">North Zone<\/a>, two of her neighbors are young men from the lower levels of the army.<\/p>\n<p>\u201cThese days, one of our big worries is this: are these young people going to come into the communities they live in to fight drug trafficking? There\u2019s a soldier here in my street who is so afraid that if [the army] comes here he&#8217;ll face repercussions from the traffickers. If he has to flee, where will he go? Is the next community safe for him? We don\u2019t know, we have no way to prepare ourselves,\u201d she says.<\/p>\n<p>Although the new head of security and &#8216;Intervener,&#8217; General Walter Souza Braga Netto, said in late February that there would be no permanent occupations of communities, residents fear violations and abuses will happen. The favelas, they say, are scared precisely because they lack information about what is about to happen during this intervention, which is scheduled to end in December.<\/p>\n<p>Concerned, leaders of various favelas in Rio are mobilizing to question or even try to revoke the federal intervention. The main lines of action include the following measures:<\/p>\n<ul>\n<li>Creating the so-called People\u2019s Truth Commission<\/li>\n<li>Attempting to open dialogue with the Intervener, General Braga Netto, by way of an official meeting<\/li>\n<li>Creating safety guidelines on how to act if stopped or approached by the Armed Forces<\/li>\n<li>Calling on the Public Prosecutor&#8217;s Office (Minist\u00e9rio P\u00fablico Federal) to revoke the intervention<\/li>\n<\/ul>\n<p>Cristiano de Oliveira Melo, resident of the <a href=\"http:\/\/bit.ly\/1RWn5h2\" target=\"_blank\" rel=\"noopener\">Tavares Bastos<\/a> favela, in Catete in Rio&#8217;s <a href=\"http:\/\/bit.ly\/1pfz23A\" target=\"_blank\" rel=\"noopener\">South Zone<\/a>, is one of the leaders of the\u00a0<a href=\"http:\/\/bit.ly\/2HIPPtM\" target=\"_blank\" rel=\"noopener\">Community Union<\/a>, an organization which unites residents from a range of Rio favelas. He calls for dialogue with those in charge of the intervention.<\/p>\n<blockquote><p>&#8220;If they [the military] do something that is not good for the community, who do we hold accountable for that? <a href=\"http:\/\/bit.ly\/2ooK3Vr\" target=\"_blank\" rel=\"noopener\">President Temer<\/a>? If something happens here to any of the community residents, we don&#8217;t know who to hold accountable.&#8221; &#8211; Cristiano de Oliveira Melo, member of the Community Union<\/p><\/blockquote>\n<p>Jos\u00e9 Mario Hilario dos Santos, resident of <a href=\"http:\/\/bit.ly\/1hXNzRG\" target=\"_blank\" rel=\"noopener\">Santa Marta<\/a> in Botafogo in Rio&#8217;s South Zone and another member of the Community Union, agrees.<\/p>\n<p>\u201cA resident leaves home for work at 6am, comes back in the evening and finds their house ransacked. The army says it&#8217;s not responsible. Who is responsible then? Who are we going to turn to?\u201d he asks. Both say they are in favor of intervention but worry about the abuses of power that could happen.<\/p>\n<p>The leader from Tavares Bastos says he sent a message to <a href=\"http:\/\/bit.ly\/1Zbaawk\" target=\"_blank\" rel=\"noopener\">Governor Luiz Fernando Pez\u00e3o<\/a> to request a meeting with the Intervener. However, as of early March, he still hadn&#8217;t received a response.<\/p>\n<p>\u201cIn the past, if we had a problem, we held Pez\u00e3o responsible. We had a meeting with the Secretary and we were heard. Now, we want to know how our communities will be heard, because these are generals and totally different levels now,\u201d states Melo.<\/p>\n<p>Through its press office, Rio&#8217;s state government said that the Intervener would be the one to respond about a possible meeting with community leaders.<\/p>\n<p>Questioned about the possibility of opening dialogue between the Intervener and favela leaders, the Federal Intervention Cabinet (Gabinete da Interven\u00e7\u00e3o Federal\u2014GIF) responded that \u201cthe federal Intervener has already stated that he counts on the support of Rio&#8217;s population to achieve the federal intervention&#8217;s objectives.\u201d<\/p>\n<p>Regarding the possibility of creating channels for reporting abuses during operations, the GIF stated that \u201cthe Armed Forces have open channels and ombudsmen accessible to the public\u201d\u2014without specifying, however, what those are.<\/p>\n<p>On the other hand, there are favela residents that refuse to interact or dialogue with the military officials now in command of Rio&#8217;s security. The NGO <a href=\"http:\/\/bit.ly\/Xdpruu\" target=\"_blank\" rel=\"noopener\">Redes de Desenvolvimento da Mar\u00e9<\/a> (Mar\u00e9 Development Networks) stated it will ask the Federal Public Prosecutor&#8217;s Office to move to revoke the military intervention.<\/p>\n<p>\u201cRedes da Mar\u00e9 refuses to dialogue with the Intervener, we will not legitimize this authority. Together with the Public Prosecutor&#8217;s Office, we will file for the repeal of the intervention,\u201d coordinator Lidiane Malanquini affirmed.<\/p>\n<p>In response to that initiative, the GIF countered that the federal intervention was declared by decree by the President of the Republic.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/03\/Military-in-Vila-Kennedy.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-42355 size-large\" title=\"Military search. Photo by T\u00e2nia R\u00eago \/ Ag\u00eancia Brasil\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/03\/Military-in-Vila-Kennedy-1024x683.jpg\" alt=\"\" width=\"620\" height=\"414\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/03\/Military-in-Vila-Kennedy-1024x683.jpg 1024w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/03\/Military-in-Vila-Kennedy-300x200.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/03\/Military-in-Vila-Kennedy-768x512.jpg 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/03\/Military-in-Vila-Kennedy.jpg 2048w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<h3>Safety Guidelines and the &#8216;Truth Commission&#8217;<\/h3>\n<p>The <a href=\"http:\/\/bit.ly\/2nbj2pz\" target=\"_blank\" rel=\"noopener\">Federation of Favela Resident Associations of the State of Rio de Janeiro<\/a> (FAFERJ), in turn, has opted to create a People\u2019s Truth Commission\u2014alluding to the <a href=\"http:\/\/bit.ly\/1Sbhc2J\" target=\"_blank\" rel=\"noopener\">National Truth Commission created in 2011<\/a> to investigate violations during the dictatorship\u2014to investigate recent military crimes. One example is the case of Lieutenant Vin\u00edcius Ghidetti de Moraes Andrade who was accused of leading a group of military soldiers that handed over three young men from <a href=\"http:\/\/bit.ly\/1jqQCNc\" target=\"_blank\" rel=\"noopener\">Provid\u00eancia<\/a> (in <a href=\"http:\/\/bit.ly\/1OpKF5g\" target=\"_blank\" rel=\"noopener\">Centro<\/a>) to traffickers from <a href=\"http:\/\/bit.ly\/2pkHghf\" target=\"_blank\" rel=\"noopener\">Mineira<\/a> (North Zone) in 2008. The men were tortured and murdered by the criminals.<\/p>\n<p>\u201cThis People\u2019s Truth Commission is for us to be able to monitor <a href=\"http:\/\/bit.ly\/1um7WLt\" target=\"_blank\" rel=\"noopener\">human rights<\/a> violations carried out exclusively by the military,\u201d the General Secretary of FAFERJ, Filipe dos Anjos, stated. The formation of the group was announced on Tuesday, February 27.<\/p>\n<p>According to dos Anjos, crimes have been committed on other occasions involving military actions in Rio. \u201cIt\u2019s these cases that we want to see investigated,\u201d he said.<\/p>\n<p>The Rio branch of the Brazilian Bar Association (OAB-RJ) confirmed to <em>UOL<\/em> that it is observing FAFERJ&#8217;s work to monitor possible human rights violations, but added that while it is aware of the initiative, it has no formal involvement with the People\u2019s Truth Commission, which is an independent initiative by favela residents.<\/p>\n<p>Regarding the proposal, the Intervention Cabinet stated that &#8220;the actions of the Armed Forces in the <a href=\"http:\/\/bit.ly\/2FRlGbs\" target=\"_blank\" rel=\"noopener\">Guarantee of Law and Order [operations]<\/a> have always been guided by principles of legality and respect for citizens.&#8221;<\/p>\n<p>FAFERJ has also set up working groups (legal counsel, intervention planning, black youth, and others) to discuss and question the intervention together with residents.<\/p>\n<p>Other initiatives aimed at monitoring military actions in Rio are also underway. \u201c<a href=\"http:\/\/bit.ly\/2FYyXlT\" target=\"_blank\" rel=\"noopener\">An intervention observatory will be launched<\/a>&#8230; to see how civil society can organize itself in response to the intervention. It\u2019s an initiative of the <a href=\"http:\/\/bit.ly\/2FYyZu1\" target=\"_blank\" rel=\"noopener\">Center for Security and Citizen Studies<\/a> (CESeC) from the C\u00e2ndido Mendes University,&#8221; the coordinator of Redes da Mar\u00e9 stated.<\/p>\n<p>FAFERJ is creating a safety guidelines flyer which will offer advice on how to act if stopped or approached by the Armed Forces during an operation.<\/p>\n<p>After the intervention was announced, <a href=\"http:\/\/bit.ly\/2tW5sMx\" target=\"_blank\" rel=\"noopener\">a video made by three black activists<\/a> with recommendations about how to behave when approached by security forces went viral on social media.<\/p>\n<p>During the February 23 military operation in <a href=\"http:\/\/bit.ly\/1LhL5ep\" target=\"_blank\" rel=\"noopener\">Vila Kennedy<\/a>, in Rio&#8217;s <a href=\"http:\/\/bit.ly\/1kZa7gI\" target=\"_blank\" rel=\"noopener\">West Zone<\/a>, soldiers <a href=\"http:\/\/bit.ly\/2oJrDjd\" target=\"_blank\" rel=\"noopener\">photographed residents with their IDs<\/a> in order to check for criminal backgrounds. This method caused an uproar.<\/p>\n<p>Dos Anjos, who lives in <a href=\"http:\/\/bit.ly\/2prg7Ko\" target=\"_blank\" rel=\"noopener\">Santo Amaro<\/a> in the South Zone, finds it difficult to obtain information about the intervention or to disseminate specific guidance to residents. &#8220;The information is confusing, we still don&#8217;t have clear details.
