{"id":42390,"date":"2018-03-23T09:35:17","date_gmt":"2018-03-23T12:35:17","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=42390"},"modified":"2018-03-25T07:30:23","modified_gmt":"2018-03-25T10:30:23","slug":"our-summary-of-wsf18-forum-focuses-on-black-lives-matter-and-pays-tribute-to-marielle-franco","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=42390","title":{"rendered":"Our Summary of WSF&#8217;18: Forum Focuses On \u2018Black Lives Matter\u2019 and Pays Tribute to Marielle Franco"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"http:\/\/bit.ly\/2pokZPC\" target=\"_blank\" rel=\"noopener\"><em><strong>Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/strong><\/em><\/a><\/p>\n<p>The <a href=\"http:\/\/bit.ly\/2EWIkzq\" target=\"_blank\" rel=\"noopener\">World Social Forum<\/a> (WSF) is a civil society initiative founded in Porto Alegre, Brazil, in 2001 as an alternative space to the <a href=\"http:\/\/bit.ly\/2G9y6ie\" target=\"_blank\" rel=\"noopener\">World Economic Forum<\/a>, in which global economic elites convene annually in Davos, Switzerland to determine the direction of the global economy. In contrast to World Economic Forum, <a href=\"http:\/\/bit.ly\/2tYBl7d\" target=\"_blank\" rel=\"noopener\">the WSF promotes<\/a> a \u201cdemocratic, plural meeting of resistance with the objective of encouraging debates, deeper collective reflection, an exchange of experiences, and the building of coalitions and networks between organized civil society movements and community organizations that oppose neoliberalism and the domination of world by capital.\u201d<\/p>\n<p>This year\u2019s meeting, the 13th in the Forum&#8217;s history, took place in Salvador, Brazil between March 13 and17, bringing together an estimated 60,000 people from 120 countries. Many events by Rio de Janeiro civil society organizers including favela-based leaders were hosted at the event. With the motto \u201cResisting is creating, resisting is transforming!\u201d, activities at the forum covered a range of topics including the movement against mental asylums, <a href=\"http:\/\/bit.ly\/2kXAtv0\" target=\"_blank\" rel=\"noopener\">homeless populations<\/a>, the fight against <a href=\"http:\/\/bit.ly\/1ttMnJX\" target=\"_blank\" rel=\"noopener\">racism<\/a>, challenges to the current economic framework, <a href=\"http:\/\/bit.ly\/13q7zX9\" target=\"_blank\" rel=\"noopener\">rights to the city<\/a> and <a href=\"http:\/\/bit.ly\/1zOpGkf\" target=\"_blank\" rel=\"noopener\">to housing<\/a>, freedom of the press, <a href=\"http:\/\/bit.ly\/1wjvf9z\" target=\"_blank\" rel=\"noopener\">youth<\/a>, and <a href=\"http:\/\/bit.ly\/2uUwYVT\" target=\"_blank\" rel=\"noopener\">solidarity economies<\/a>, among others.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/03\/World-Social-Forum-banner.png\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter size-content wp-image-42410\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/03\/World-Social-Forum-banner-620x264.png\" alt=\"\" width=\"620\" height=\"264\" \/><\/a><\/p>\n<p>In a city where <a href=\"http:\/\/bit.ly\/2G1YlHn\" target=\"_blank\" rel=\"noopener\">more than 75% of the population is black<\/a>, the Forum reflected this diversity not only with the large number of black participants but with the significant number of events hosting discussions about race and reaffirming that \u201cBlack Lives Matter.\u201d This was even one of the Forum&#8217;s principal themes, as proposed by civil society through a public consultation process held by the orgazniers. On this topic, <a href=\"http:\/\/bit.ly\/1Nj8p7u\" target=\"_blank\" rel=\"noopener\">Raull Santiago<\/a>, activist from <a href=\"http:\/\/bit.ly\/1nEeBwu\" target=\"_blank\" rel=\"noopener\">Complexo do Alem\u00e3o<\/a> and member of both favela media collective\u00a0<a href=\"http:\/\/nyti.ms\/2pqGAsC\" target=\"_blank\" rel=\"noopener\">Coletivo Papo Reto<\/a> and the group\u00a0<a href=\"http:\/\/bit.ly\/2gPnw50\" target=\"_blank\" rel=\"noopener\">Movimentos<\/a>, wrote:<\/p>\n<blockquote><p>&#8220;Wow, on the plane there were five people in the struggle who are favela residents. Plus,\u00a0several beautiful afros. Many others with turbans and dreads. Various kinds of greetings and handshakes, along with slang!!!<\/p>\n<p>Man, the most of-the-people plane ride I\u2019ve ever taken! Of course, it could only be heading to Salvador!<\/p>\n<p>Get ready, the World Social Forum (WSF) is going to be hot!!!!\u201d<\/p><\/blockquote>\n<p>The Opening March on March 13 saw thousands of people follow a four kilometer path to Castro Alves Square, also known as &#8220;The People&#8217;s Square,&#8221; which has been the stage of major protests and resistance acts in Bahia State. On March 14 there was a discussion featuring activists from peripheral areas all across Brazil on the subject of favela literature and its contribution to healthy territories. There was also a debate titled, \u201c<a href=\"http:\/\/bit.ly\/2prTBjN\" target=\"_blank\" rel=\"noopener\">War on Drugs, Genocide of Black Youth, and Mass Incarceration<\/a>,\u201d organized by the Federal Council for Psychology. This talk\u00a0addressed how the war on drugs is used as a legal justification for violence in the peripheries and how marginalized communities must be seen not as objects of politics but as subjects with rights. The <a href=\"http:\/\/bit.ly\/2tZPIIj\" target=\"_blank\" rel=\"noopener\">Court against Evictions<\/a> also took place, judging five cases of removals in Brazil.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/03\/Donas-de-Casa-exhibition.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-42409 size-content\" title=\"Photo exhibition by Sarah Miller showing women involved in the movement for housing. Photo by Luisa Fenizola\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/03\/Donas-de-Casa-exhibition-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/03\/Donas-de-Casa-exhibition-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/03\/Donas-de-Casa-exhibition-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>On the same day, the \u201c<a href=\"http:\/\/bit.ly\/2HKTnMg\" target=\"_blank\" rel=\"noopener\">Popular Housing: Occupations, Housing Projects<\/a>\u201d activity reflected on the experiences of five urban housing occupations in downtown Rio de Janeiro (<a href=\"http:\/\/bit.ly\/2DFEAju\" target=\"_blank\" rel=\"noopener\">Casar\u00e3o Azul<\/a>, <a href=\"http:\/\/bit.ly\/1KKuvmZ\" target=\"_blank\" rel=\"noopener\">Zumbi dos Palmares<\/a>, <a href=\"http:\/\/bit.ly\/2GITysh\" target=\"_blank\" rel=\"noopener\">Flor do Asfalto<\/a>, <a href=\"http:\/\/bit.ly\/2poa0qu\" target=\"_blank\" rel=\"noopener\">Machado de Assis<\/a>, and <a href=\"http:\/\/bit.ly\/1j9fboQ\" target=\"_blank\" rel=\"noopener\">Quilombo das Guerreiras<\/a>). Researchers and activists involved in the project reject the term \u201crevitalization,\u201d as the City described activities in the <a href=\"http:\/\/bit.ly\/1y5AQhF\" target=\"_blank\" rel=\"noopener\">Port Zone<\/a> during the <a href=\"http:\/\/bit.ly\/1pXMFVa\" target=\"_blank\" rel=\"noopener\">Olympic<\/a> period. \u201cHow can you revitalize a space which is already so full of life and history?\u201d questioned Roberto Santos, a project member from the <a href=\"http:\/\/bit.ly\/2hAZgDM\" target=\"_blank\" rel=\"noopener\">Federal University of Rio de Janeiro<\/a> (UFRJ). \u201cInnumerable homes were removed with a refined cruelty on the part of the City, to put in their place an aesthetically attractive wall,\u201d said <a href=\"http:\/\/bit.ly\/2G0zpwq\" target=\"_blank\" rel=\"noopener\">Federal Fluminense University<\/a> (UFF) professor and project member Rolf Malungo de Souza, referring to the mural on the Olympic Boulevard and the removal of Casar\u00e3o Azul occupants. According to project members, this &#8220;revitalization&#8221; project involves a symbolic and idealogical dispute in addition to the economic elements.<\/p>\n<p>The programming, however, was abruptly interrupted due to the brutal murder of Rio City Council member <a href=\"http:\/\/bit.ly\/2IsqO7s\" target=\"_blank\" rel=\"noopener\">Marielle Franco<\/a> and her\u00a0<a href=\"https:\/\/glo.bo\/2GJ8hn2\" target=\"_blank\" rel=\"noopener\">driver Anderson Pedro Gomes<\/a>. On Thursday morning, <a href=\"https:\/\/glo.bo\/2HMa4ad\" target=\"_blank\" rel=\"noopener\">a protest<\/a> led by members of the <a href=\"http:\/\/bit.ly\/1jU8oPF\" target=\"_blank\" rel=\"noopener\">National Movement for the Fight for Housing<\/a>\u00a0(MNLM) marched across the campus of the Federal University of Bahia (UFBA), growing in size as people left the forum activities to join in the demonstration. The protest moved into the streets of Salvador, with speeches in tribute to Franco emphasizing the symbolism of her fight\u2014and her death\u2014for the black population, especially black women, who face a crisis of political representation in addition to daily oppression.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/03\/Protest-for-Marielle-at-WSF.jpeg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-content wp-image-42408\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/03\/Protest-for-Marielle-at-WSF-620x264.jpeg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/03\/Protest-for-Marielle-at-WSF-620x264.jpeg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/03\/Protest-for-Marielle-at-WSF-940x400.jpeg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>One activity that did not take place as a result of the news was a workshop that would have been lead by the <a href=\"http:\/\/bit.ly\/2eGtRLL\" target=\"_blank\" rel=\"noopener\">Movimentos<\/a> group, titled \u201cDrugs, youth, and favelas.\u201d On a post on his Facebook page, Raull Santiago explained:<\/p>\n<p>\u201cGiven the gravity of the event, of what&#8217;s happening in Rio de Janeiro, we are not in a state to continue with the workshop, and we need to organize several things, on top of what we&#8217;ve been doing since then, meeting, organizing various responses.&#8221;<\/p>\n<p>Some event programming restarted later in the afternoon that day. The <a href=\"http:\/\/bit.ly\/10GWBTg\" target=\"_blank\" rel=\"noopener\">Piratininga Communication Nucleus<\/a> (NPC) engaged in discussion on the free press with the launch of the \u201c<a href=\"http:\/\/bit.ly\/2FTveTi\" target=\"_blank\" rel=\"noopener\">Popular Communications Web<\/a>,\u201d conceived of in 2003 when four youth were murdered by the police in the <a href=\"http:\/\/bit.ly\/1DGhXtG\" target=\"_blank\" rel=\"noopener\">Borel<\/a> favela in Rio de Janeiro. A post about the event on the NPC&#8217;s Facebook page said:<\/p>\n<blockquote><p>&#8220;In the name of Marielle, a black female favela resident, we will find the courage and, as [cartoonist and writer] Henfil taught us, find the glimmer of hope on the horizon. Today we find hope in the Popular Communications Web.\u201d<\/p><\/blockquote>\n<p>The day culminated with the \u201c<a href=\"https:\/\/glo.bo\/2HMa4ad\" target=\"_blank\" rel=\"noopener\">In Defense of Democracy<\/a>\u201d protest, which featured former president <a href=\"http:\/\/bit.ly\/2cjnYEe\" target=\"_blank\" rel=\"noopener\">Lula<\/a> and\u00a0Communist Party of Brazil (PCdoB) pre-candidate Manuela D\u2019\u00c1vila. Multiple tributes were paid to Marielle Franco throughout the event: \u201cThe fascists who killed Marielle do not realize they only took her flesh. Her liberating ideas and her defense of human rights are so much stronger today than when she was going it alone in Rio de Janeiro,&#8221; said the ex-president.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/03\/Lula-at-WSF18-e1521656385167.jpeg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-42407 size-content\" title=\"Lula at WSF18. Photo by PT Bahia\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/03\/Lula-at-WSF18-e1521656385167-620x264.jpeg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/03\/Lula-at-WSF18-e1521656385167-620x264.jpeg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/03\/Lula-at-WSF18-e1521656385167-300x127.jpeg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/03\/Lula-at-WSF18-e1521656385167-940x400.jpeg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>On March 16, there was some hesitation about going ahead with the session on \u201c<a href=\"http:\/\/bit.ly\/2G7ABBC\" target=\"_blank\" rel=\"noopener\">Black Youth in Debate: Genocide, Drugs Policies, and Collective Security Strategies<\/a>,\u201d owing to the seriousness of the situation and the difficulty for speakers to get organized after the tragedy. Coletivo Papo Reto and Movimentos members had already returned to Rio, but Priscila Rodrigues from the <a href=\"http:\/\/bit.ly\/2z7bSdP\" target=\"_blank\" rel=\"noopener\">Favelas Observatory<\/a> and Thais de Jesus from the <a href=\"http:\/\/bit.ly\/2EQAc2F\" target=\"_blank\" rel=\"noopener\">Mar\u00e9 Development Networks<\/a> represented Rio de Janeiro in this important panel. The discussion was organized by the <a href=\"http:\/\/bit.ly\/2u3tiX0\" target=\"_blank\" rel=\"noopener\">Permanent Forum for Racial Equality<\/a> (FOPIR) and also featured <a href=\"http:\/\/bit.ly\/2FTiI6m\" target=\"_blank\" rel=\"noopener\">Odara\u2014Institute of the Black Woman<\/a>.<\/p>\n<p>Priscila Rodrigues began her speech by remembering how Marielle Franco always greeted her with the phrase, &#8220;what&#8217;s up, <em>negona<\/em>?\u201d using a slang term of endearment for a black woman. &#8220;She wanted to listen to us and wanted every black woman to speak. That\u2019s why we\u2019re here speaking today, to push forward with our goals,&#8221; she said. She also stressed the importance of community media and photography projects aimed at residents to help construct other narratives about favelas\u2014<a href=\"http:\/\/www.bit.ly\/AQOpEd\" target=\"_blank\" rel=\"noopener\">narratives focused on their potential<\/a> and which are not based on outsiders&#8217; view of the favela which \u201chas always sought out pain, suffering.\u201d Thais de Jesus, in turn, presented the mechanisms that the Mar\u00e9 Development Networks organization uses to monitor police activities and their effects on the public debate. De Jesus also joined with a resident of Nordeste de Amaralina, a favela in Salvador which has high levels of police violence, to share a mutual conclusion: \u201cwe have to denounce the State, not police X or Y for a single action.\u201d<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/03\/Black-Youth-in-debate-at-WSF18.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-42406 size-content\" title=\"&quot;Black Youth in Debate&quot; event at WSF18. Photo by Vitor Mihessen\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/03\/Black-Youth-in-debate-at-WSF18-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/03\/Black-Youth-in-debate-at-WSF18-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/03\/Black-Youth-in-debate-at-WSF18-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Following the testimonies of young black people from different parts of the country, discussion participants questioned whether drug trafficking is really the biggest public security problem. They questioned modes of considering the genocide of black youth only in terms of public security, while the black women\u2019s movement has made efforts to expand the conversation to the full breadth it requires, involving\u00a0<a href=\"http:\/\/bit.ly\/1ys5C9X\" target=\"_blank\" rel=\"noopener\">health<\/a>, reproductive rights, and espistemicide (a term coined by <a href=\"http:\/\/bit.ly\/2gqo0Ou\" target=\"_blank\" rel=\"noopener\">Sueli Carneiro<\/a> to speak about the <a href=\"http:\/\/bit.ly\/2oLs0ed\" target=\"_blank\" rel=\"noopener\">lack of black subjectivity and knowledge in what is considered academic<\/a> literature).<\/p>\n<p>The debate also involved audience participation from Rio-based organizations to inspire initiatives elsewhere in Brazil. Vitor Mihessen from <a href=\"http:\/\/bit.ly\/2deLWPh\" target=\"_blank\" rel=\"noopener\">Casa Fluminense<\/a> spoke about the organization\u2019s experience working towards territorialized indicators for the whole Rio metropolis and producing maps on inequality. Fabio Silva from <a href=\"http:\/\/bit.ly\/2lbFqNb\" target=\"_blank\" rel=\"noopener\">Data_Labe<\/a> talked about tools that can be used for disputing official narratives and constructing other narratives from data. \u201cFor the media, a police operation in the favela is the seizure of drugs and traffic on [major highway] Avenida Brasil; for us, it\u2019s deaths and days of missed classes,\u201d he said, alluding to the data presented by Thais de Jesus to show how, when they leave school, children in Mar\u00e9 are a year behind other school children because they lose an average of 35 days of school per year due to classes being canceled on days with police operations.<\/p>\n<p>Finally, also on March 16, participants celebrated the <a href=\"http:\/\/bit.ly\/2IBO2YK\" target=\"_blank\" rel=\"noopener\">National Day<\/a> for the <a href=\"http:\/\/bit.ly\/2BnKadq\" target=\"_blank\" rel=\"noopener\">Theater of the Oppressed<\/a>, with activities aimed at discussing the strengthening of citizenship and social justice through theater.
