{"id":42564,"date":"2018-04-05T17:42:32","date_gmt":"2018-04-05T20:42:32","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=42564"},"modified":"2025-08-07T12:07:29","modified_gmt":"2025-08-07T15:07:29","slug":"our-dead-have-a-voice-documentary-tackles-state-sponsored-violence-in-the-baixada-fluminense","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=42564","title":{"rendered":"&#8216;Our Dead Have a Voice&#8217; Documentary Tackles State-Sponsored Violence in the Baixada"},"content":{"rendered":"<p style=\"text-align: right;\"><em><a href=\"http:\/\/bit.ly\/2qehpZP\" target=\"_blank\" rel=\"noopener\"><strong>Clique aqui para Por<\/strong><strong>tugu\u00eas<\/strong><strong><img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/strong><\/a><\/em><\/p>\n<p>In late March 2005, state Military Police gunned down 29 people in the neighborhoods of <a href=\"http:\/\/bit.ly\/1O07xpA\" target=\"_blank\" rel=\"noopener\">Queimados<\/a> and <a href=\"http:\/\/bit.ly\/1FbLgis\" target=\"_blank\" rel=\"noopener\">Nova Igua\u00e7u<\/a>, in the Rio de Janeiro metropolitan region of <a href=\"http:\/\/bit.ly\/1wAJ14x\" target=\"_blank\" rel=\"noopener\">Baixada Fluminense<\/a>, in what would later become <a href=\"http:\/\/bit.ly\/2AafrMT\" target=\"_blank\" rel=\"noopener\">known as the Baixada Massacre<\/a>, the bloodiest in Rio de Janeiro\u2019s history. Thirteen years later, on the evening of March 27, crowds packed Lapa\u2019s Cine Odeon in anticipation of the new documentary \u201c<a href=\"http:\/\/bit.ly\/2kmgPpd\" target=\"_blank\" rel=\"noopener\">Nossos Mortos T\u00eam Voz<\/a>\u201d (Our Dead Have a Voice). The film, now in pre-release, follows six Baixada women\u2014all mothers or sisters of victims of <a href=\"http:\/\/bit.ly\/2vIIK89\" target=\"_blank\" rel=\"noopener\">police violence<\/a>\u2014and their efforts to keep their loved ones\u2019 memories alive.<\/p>\n<p><a href=\"http:\/\/bit.ly\/2q1Av5g\" target=\"_blank\" rel=\"noopener\">The screening event<\/a> itself, though focused on state violence in the Baixada region, paid homage to those who had lost family members to violence throughout Rio de Janeiro. As audience members took their seats, each found the name of a victim of state violence in Rio attached to their headrest.<\/p>\n<p>Many of those victims&#8217; family members were present at the event. They took to the stage, standing side by side in solidarity, one by one reciting the names of their lost ones as the audience responded with \u201c<em>presente<\/em>\u201d\u2014present.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/04\/Police-Victims-Families.png\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-42585\" title=\"Mothers and sisters of people killed by police take to the stage in solidarity.\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/04\/Police-Victims-Families.png\" alt=\"\" width=\"620\" height=\"403\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/04\/Police-Victims-Families.png 882w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/04\/Police-Victims-Families-300x195.png 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/04\/Police-Victims-Families-768x499.png 768w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Organizers paid special homage to the recently <a href=\"http:\/\/bit.ly\/2GQs7Ne\" target=\"_blank\" rel=\"noopener\">murdered city councillor Marielle Franco<\/a> and her driver Anderson Gomes, airing <a href=\"http:\/\/bit.ly\/2JobdGn\" target=\"_blank\" rel=\"noopener\">Franco\u2019s 2016 campaign video<\/a> and reminding the audience that no arrests have been made since her assassination on March 14.<\/p>\n<p>With their film \u201cNossos Mortos T\u00eam Voz,\u201d directors Fernando Sousa and Gabriel Barbosa of <a href=\"http:\/\/bit.ly\/2H6Hhhk\" target=\"_blank\" rel=\"noopener\">Quiproc\u00f3 Films<\/a> hope to give strength to those combating state violence in the Baixada region. Sousa says though all of Rio suffers from state-sponsored violence, the Baixada deserves special attention. \u201cState violence in the Baixada Fluminense features a specific configuration, in that extermination groups and death squads <a href=\"http:\/\/bit.ly\/2GRa3oB\" target=\"_blank\" rel=\"noopener\">join together with local authorities<\/a>, be it with the legislative, executive, or judiciary.\u201d<\/p>\n<p>To that end, the film <a href=\"http:\/\/bit.ly\/2Jeqslp\" target=\"_blank\" rel=\"noopener\">uses the Baixada Massacre as an example<\/a> of state cooperation in violence, and \u201cas a frame of reference to take on other cases of state violence in the region.\u201d Sousa and Barbosa argue that the violence committed by today&#8217;s <a href=\"http:\/\/bit.ly\/Zywk0I\" target=\"_blank\" rel=\"noopener\">militia groups\u2014armed off-duty state agents<\/a>\u2014traces its history to the 1950s, when death squads acted openly in the Baixada. Since then, such groups <a href=\"http:\/\/bit.ly\/2IuAJsm\" target=\"_blank\" rel=\"noopener\">have only grown in their power<\/a> and organization.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/04\/29665406_1950180215014100_7898805433741422299_o.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-42565 size-content\" title=\"Cine Odeon Headrests\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/04\/29665406_1950180215014100_7898805433741422299_o-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/04\/29665406_1950180215014100_7898805433741422299_o-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/04\/29665406_1950180215014100_7898805433741422299_o-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>An estimated <a href=\"https:\/\/glo.bo\/2pWrc6M\" target=\"_blank\" rel=\"noopener\">2 million people in 202 neighborhoods<\/a> throughout the metropolitan region of Rio de Janeiro live under some form of militia control, and Sousa is right to point out that the Baixada area is especially vulnerable. According to sociologist Jos\u00e9 Cl\u00e1udio Alves, of the Baixada\u2019s thirteen municipalities, nine suffer from militia activity.<\/p>\n<p>Militia homicides and extortion are only made worse by frequent police complicity. Just last month, investigators apprehended nine suspected militia members in the Baixada municipality of\u00a0<a href=\"http:\/\/bit.ly\/1HWTGC2\" target=\"_blank\" rel=\"noopener\">Mesquita<\/a>, <a href=\"https:\/\/glo.bo\/2q02faz\" target=\"_blank\" rel=\"noopener\">four of whom were active members of the state&#8217;s Military Police<\/a>.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/04\/29664811_1950180101680778_8775326789497154902_o.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-42569 size-content\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/04\/29664811_1950180101680778_8775326789497154902_o-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/04\/29664811_1950180101680778_8775326789497154902_o-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/04\/29664811_1950180101680778_8775326789497154902_o-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>One of the film\u2019s protagonists, Luciene Silva, was also present at the evening\u2019s pre-screening event. For Silva, <a href=\"http:\/\/g1.globo.com\/rio-de-janeiro\/noticia\/2015\/03\/jovens-continuam-morrer-diz-mae-de-vitima-de-maior-chacina-do-rj.html\" target=\"_blank\" rel=\"noopener\">who lost her son Rafael<\/a> in the 2005 Baixada Massacre, this level of police involvement makes victims in the Baixada even less likely to speak out than in the rest of Rio de Janeiro. \u201cPeople are scared of speaking out, of denouncing the violence. And the violence gets worse and worse,\u201d says Silva. \u201cMany [victims] disappear, they don\u2019t even become statistics.\u201d<\/p>\n<p>This fear of reporting breeds <a href=\"http:\/\/bit.ly\/1kZa7gI\" target=\"_blank\" rel=\"noopener\">impunity in a system already rife with juridical irregularity<\/a>. \u201cThese police that participate in death squads, they commit these crimes and continue to walk around freely,\u201d says Sousa. He reminded the audience of the case of Joanna D\u2019Arc Mendes: in 2004, three police officers murdered her son Fl\u00e1vio Mendes Pontes in <a href=\"http:\/\/bit.ly\/2AAYtam\" target=\"_blank\" rel=\"noopener\">Itagua\u00ed<\/a>. One officer had his charges thrown out, while the other two <a href=\"http:\/\/bit.ly\/2uHbrVN\" target=\"_blank\" rel=\"noopener\">went on to participate<\/a> in the Baixada Massacre one year later.<\/p>\n<p>In supporting the Baixada\u2019s mothers and sisters in their quest for justice, directors Sousa and Barbosa know they fight an uphill battle. \u201cYou can be sure,\u201d says Sousa, \u201cwe know that this film won\u2019t make millions.
