Approximately 40 demonstrators\u2014residents and allies of communities facing eviction threats such as <a href=\"http:\/\/bit.ly\/1qykzxl\" target=\"_blank\" rel=\"noopener noreferrer\">Rio das Pedras<\/a>, <a href=\"http:\/\/bit.ly\/2hEA3Je\" target=\"_blank\" rel=\"noopener noreferrer\">Barrinha<\/a>, <a href=\"http:\/\/bit.ly\/1DeXIyq\" target=\"_blank\" rel=\"noopener noreferrer\">Indiana<\/a>, and <a href=\"http:\/\/bit.ly\/1KPjJvO\" target=\"_blank\" rel=\"noopener noreferrer\">Horto<\/a>\u2014met at Pra\u00e7a Corumba to protest the continued lack of action to protect <a href=\"http:\/\/bit.ly\/1zOpGkf\" target=\"_blank\" rel=\"noopener noreferrer\">housing rights<\/a> on the part of\u00a0<a href=\"http:\/\/bit.ly\/2dbEjrV\" target=\"_blank\" rel=\"noopener noreferrer\">Mayor Crivella<\/a> and the recently appointed Secretary of Urbanism, Infrastructure, and Housing, Verena Andreatta. As Jaqueline Andrade Costa from Barrinha summarized neatly, \u201cnothing has happened\u201d in the two months since the <a href=\"http:\/\/bit.ly\/2oTBROg\" target=\"_blank\" rel=\"noopener noreferrer\">last protest in Botafogo<\/a>. Such inaction has thus exposed the \u201cfalse promises\u201d that were made to the Popular Council, such as the promise that the City would create a team to work with each community facing eviction threats.<\/p>\n<p>In the face of the ongoing passivity from municipal authorities, protest participants like <a href=\"http:\/\/bit.ly\/1m4JS9c\" target=\"_blank\" rel=\"noopener noreferrer\">Rocinha<\/a>&#8216;s Antonio Xiolan showed their determination to resist and fight for change. At the beginning of the demonstration Xiolan described the government&#8217;s urban restructuring policies as \u201cnothing more than <a href=\"http:\/\/bit.ly\/2pcM2Qq\" target=\"_blank\" rel=\"noopener noreferrer\">displacing the poor from the city<\/a>\u201d which \u201cwe will not allow.\u201d Such opposition was reinforced by former <a href=\"http:\/\/bit.ly\/1TKfCB9\" target=\"_blank\" rel=\"noopener noreferrer\">Horto Residents Association<\/a> president Em\u00edlia Maria de Souza who called for continuity within \u201cour activism for our rights.\u201d Souza also stressed the importance of persistence in \u201craising people\u2019s awareness\u201d in light of this year&#8217;s\u00a0<a href=\"http:\/\/bit.ly\/2COOYFa\" target=\"_blank\" rel=\"noopener noreferrer\">upcoming elections<\/a> so that votes can be directed to those that respect\u00a0<a href=\"http:\/\/bit.ly\/1OzrB24\" target=\"_blank\" rel=\"noopener noreferrer\">people&#8217;s constitutional rights to housing<\/a>.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/05\/Rio-sem-remoc\u0327o\u0303es-e1526928785554.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"alignright wp-image-43752 size-medium\" title=\"&quot;Rio without evictions - Against the dictatorship over the poor&quot;\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/05\/Rio-sem-remoc\u0327o\u0303es-e1526928771882-225x300.jpg\" alt=\"\" width=\"225\" height=\"300\" \/><\/a>Lurdinha Lopes, a leader in the <a href=\"http:\/\/bit.ly\/1jU8oPF\" target=\"_blank\" rel=\"noopener noreferrer\">National Movement for the Fight for Housing<\/a>\u00a0(MNLM), encouraged protesters not to direct all their anger towards Mayor Crivella himself: \u201cCrivella is not the monster, Crivella is the messenger of the monster.\u201d Lopes highlighted how each administration has been similar\u00a0<a href=\"http:\/\/bit.ly\/1JnWsNg\" target=\"_blank\" rel=\"noopener noreferrer\">to the one before<\/a>, as \u201cthe only thing that changes is the [mayor&#8217;s] name.\u201d She argued oppressive policy stems from the national level, such that the<span style=\"color: #333333;\">\u00a0widespread &#8220;degradation&#8221; of\u00a0 politics must be challenged by collective efforts of the people in the form of representative groups like the Popular Council.<\/span><\/p>\n<p>Nonetheless, focused on the city level and the inaction from Crivella and Andreatta, the Popular Council presented its newly created Residents of Rio Collective Manifesto. The manifesto, read out by Eliane Sousa de Oliveira from the Popular Council and the Catholic Church&#8217;s <a href=\"http:\/\/bit.ly\/2I7MSUI\" target=\"_blank\" rel=\"noopener noreferrer\">Pastoral de Favelas<\/a>, outlines current <a href=\"http:\/\/bit.ly\/2j1Aytm\" target=\"_blank\" rel=\"noopener noreferrer\">eviction threats facing each community<\/a> represented by the Popular Council and provides supporting qualitative data. Additionally, the manifesto sets out ten demands centered around transparency for future urban projects, the\u00a0budget allocation for the Municipal Social Interest Housing Fund, and <a href=\"http:\/\/bit.ly\/1rkcjHD\" target=\"_blank\" rel=\"noopener noreferrer\">community participation<\/a> in discussions on land ownership and urban investments.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/05\/Eliane-Sousa-de-Oliveira-e1527102396711.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-43753 size-content\" title=\"Eliane Sousa de Oliveira speaks at the protest.\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/05\/Eliane-Sousa-de-Oliveira-e1527102396711-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/05\/Eliane-Sousa-de-Oliveira-e1527102396711-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/05\/Eliane-Sousa-de-Oliveira-e1527102396711-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Speakers at the protest also addressed\u00a0<a href=\"http:\/\/bit.ly\/2IXWi8L\" target=\"_blank\" rel=\"noopener noreferrer\">Decree No. 44557<\/a>, which was announced by Crivella on\u00a0May 16 and calls for the creation of a working group to \u201caddress matters related to the resettlement of families living in irregular occupations in public or private units.\u201d The working group will be comprised of several municipal bodies, including the Municipal Secretariat of Urbanism, Infrastructure, and Housing and the Municipal Secretariat of Social Assistance and Human Rights. Members of the Popular Council were critical of the decree due to the overrepresentation of municipal government agencies. City Councillor Renato Cinco\u00a0stated \u201cthe composition of the decree must change,\u201d as the decree does not mention any involvement of civil society, social movements, or the <a href=\"http:\/\/bit.ly\/1tXvTWY\" target=\"_blank\" rel=\"noopener noreferrer\">Public Defender\u2019s<\/a> office in the working group. Such an omission restricts coordination with representative groups of communities like the Popular Council and thus the working group seems likely to ignore the true interests of families within threatened communities. Five members of the council including Eliane Sousa de Oliveira and Lurdinha Lopes were allowed entry into the building in order to present the manifesto to the mayor&#8217;s office. Although neither Crivella nor Andreatta were present on the day, representatives of the Popular Council were promised a meeting with the mayor, theoretically to be arranged the following week. However, the promise was received with cautious optimism by the Popular Council and Oliveira pledged that \u201cif the promise is not fulfilled, we will return.\u201d Horto&#8217;s Em\u00edlia de Souza specified that if the Council had received no further communication after fifteen days, the group would meet again to decide future actions.
