{"id":43851,"date":"2018-06-11T11:49:29","date_gmt":"2018-06-11T14:49:29","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=43851"},"modified":"2020-09-19T13:41:33","modified_gmt":"2020-09-19T16:41:33","slug":"the-peculiar-story-of-rios-jailed-governors-home-theater-now-at-a-home-for-minors","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=43851","title":{"rendered":"The Peculiar Story of Rio&#8217;s Jailed Governor&#8217;s Home Theater, Now at a Home for Minors"},"content":{"rendered":"<p style=\"text-align: right;\"><em><a href=\"http:\/\/bit.ly\/2GBnzIH\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Clique aqui para Por<\/strong><strong>tugu\u00eas<\/strong><strong><img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/strong><\/a><\/em><\/p>\n<p><a href=\"http:\/\/bit.ly\/2HDTedd\" target=\"_blank\" rel=\"noopener noreferrer\">Tingu\u00e1<\/a> is a rather bucolic region of <a href=\"http:\/\/bit.ly\/1FbLgis\" target=\"_blank\" rel=\"noopener noreferrer\">Nova Igua\u00e7u<\/a>, in <a href=\"http:\/\/bit.ly\/1x0spnl\" target=\"_blank\" rel=\"noopener noreferrer\">Greater Rio de Janeiro<\/a>, surrounded by hills with dense vegetation and <a href=\"http:\/\/bit.ly\/1VkNIPj\" target=\"_blank\" rel=\"noopener noreferrer\">areas of environmental protection<\/a>. What breaks with this vision of green abundance are the surrounding communities and the stretch of the <a href=\"http:\/\/bit.ly\/2J8O1yV\" target=\"_blank\" rel=\"noopener noreferrer\">Metropolitan Arch Highway<\/a>, an imposing construction that is completely at odds with the much simpler dwellings. The highway is a tangible souvenir of what leads us to discuss Tingu\u00e1: along with a criminal organization composed of nine people, Rio&#8217;s ex-governor <a href=\"http:\/\/bit.ly\/11i8RlW\" target=\"_blank\" rel=\"noopener noreferrer\">S\u00e9rgio Cabral<\/a> was accused of <a href=\"https:\/\/glo.bo\/2IryYQe\" target=\"_blank\" rel=\"noopener noreferrer\">pocketing about R$47 million<\/a> (around US$12.6 million) in bribes from Carioca Engenharia, a company that benefited from fraudulent bidding processes and overcharging on public infrastructure construction for various contracts with the state government, including on the aforementioned Metropolitan Arch highway.<\/p>\n<p>This charge brought the ex-governor to the Jos\u00e9 Frederico Marques Public Prison in Benfica, in Rio&#8217;s <a href=\"http:\/\/bit.ly\/1kZa3h9\" target=\"_blank\" rel=\"noopener noreferrer\">North Zone<\/a>. Since the length of his stay was indefinite, Cabral and his gang began transforming the prison into a sort of unofficial republic. Fine food and drink, free movement among the premises, and security made up of prison staff\u2014an improvised motel. A true parallel state showered with <a href=\"https:\/\/glo.bo\/2Iu0b1J\" target=\"_blank\" rel=\"noopener noreferrer\">pomp within the prison system<\/a>. When the luxuries became public, the ex-governor\u2019s house of cards was slowly dismantled.<\/p>\n<p>One of the privileges taken away was the home theater equipment, consisting of a 65-inch television, two 1.5 meter speaker towers with dolby surround sound equalizers (estimated to be worth R$7,500, or US$2,000), and a DVD player with 160 movies. On November 1, 2017, the State Secretary of Penitentiary Administration (SEAP) <a href=\"http:\/\/bit.ly\/2I2Rnj9\" target=\"_blank\" rel=\"noopener noreferrer\">decided to donate the equipment<\/a> to the <a href=\"http:\/\/bit.ly\/2Io8FdV\" target=\"_blank\" rel=\"noopener noreferrer\">S\u00e3o Miguel Arcanjo Home for Minors<\/a>, an institution in Nova Igua\u00e7u that works with at-risk youth from vulnerable backgrounds, and which is also part of the activities coordinated by <a href=\"http:\/\/bit.ly\/2vsUzij\" target=\"_blank\" rel=\"noopener noreferrer\">F\u00f3rum Grita Baixada<\/a>. Having served as entertainment and leisure for many of those condemned in the <a href=\"http:\/\/bit.ly\/2tSXd09\" target=\"_blank\" rel=\"noopener noreferrer\">Operation Car Wash corruption investigation<\/a> in Rio, &#8220;Cabral\u2019s little cinema,\u201d as it is known, will now be used towards the social and cognitive development of about 30 adolescents between the ages of 13 and 17.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/05\/Casa-do-Menor-exterior.-Photo-by-Fabio-Leon.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-43945 size-content\" title=\"Exterior of the youth home Casa do Menor. Inside it reminds one of a ranch, if not for its dorm rooms. In addition to legal infractions, there are many other reasons a young person might end up at the house, explains Carlos Andr\u00e9 Santos, one of the institution\u2019s coordinators. \u201cHere we have people with disabilities, autism, youth with neurological or psychological issues. Some use diapers, others fled from domestic violence or drug use. Many people think we only shelter youth who&#8217;ve had issues with law enforcement here. Which is not true, although 99% are from poor communities,\u201d Santos states.<\/p>\n<p>According to Santos, the home theater made a new view of the world possible for the kids. They had never before been to a movie theater and this change in their reality has enriched some pedagogical exercises. \u201cWe always choose a film that relates to their background and afterwards we have a group conversation about what they thought.&#8221; I asked what the last movie they&#8217;d done this with was and he responded &#8220;Creed,&#8221; which is about Apollo Creed, Rocky Balboa&#8217;s rival in the Rocky franchise. \u201cApollo came from a difficult family and he overcame violence through <a href=\"http:\/\/bit.ly\/2cWxagt\" target=\"_blank\" rel=\"noopener noreferrer\">sport<\/a>. For many of those that are here, if they&#8217;d had sports or recreational areas in their communities, perhaps they wouldn\u2019t be here,\u201d Santos assesses.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/05\/Educational-activity-at-the-Youth-Home.-Photo-by-Fabio-Leon.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-43947 size-content\" title=\"Educational activity at the youth home. Lucas is 16 years old and comes from <a href=\"http:\/\/bit.ly\/1sksV07\" target=\"_blank\" rel=\"noopener noreferrer\">Complexo de Manguinhos<\/a> in Rio. He used to commit petty theft in the vicinity of the community, \u201cjust to have fun and make some money,\u201d he says. Although it seems an exaggeration to attribute a possible resocialization to the mere acquisition of a TV as a therapeutic and behavioral tool, the youth guarantees that the group conversations about the movies, after the arrival of the home theater, left him feeling more comfortable. \u201cI was silent, very quiet. Now I am learning how to live better with other people,\u201d he says a bit shyly.<\/p>\n<p>Coincidence or not, in minutes his shyness gave way to a more spontaneous conversation. He says he had gone to a Baptist church for a month \u201cto see if it worked out,\u201d at the request of an aunt who had taken him out of Manguinhos and brought him to live in Jardim do Ip\u00ea, in <a href=\"http:\/\/bit.ly\/1K3qEhG\" target=\"_blank\" rel=\"noopener noreferrer\">Belford Roxo<\/a>. But he continued to steal. It was a harsh reality that eventually halted his progress down a path that he might not have survived. \u201cIt was when I discovered that the <a href=\"http:\/\/bit.ly\/1vuXxO8\" target=\"_blank\" rel=\"noopener noreferrer\">militia<\/a> was after me. A few men went to my aunt asking for me, but she always lied, saying I wasn\u2019t there. She knew what was happening. The third time I robbed someone, a black corsa came by, pulled up at my aunt\u2019s house, and one of them actually said \u2018if I see [him], I&#8217;ll kill him.&#8217;\u00a0And then she put me here,\u201d Lucas explains.<\/p>\n<p>Gabriel (also a pseudonym) is the same age as Lucas but has a slightly different story that includes drug use and petty theft. He lived in <a href=\"http:\/\/bit.ly\/1pMx1A4\" target=\"_blank\" rel=\"noopener noreferrer\">a crackland in Bonsucesso<\/a>, on the edge of the <a href=\"http:\/\/bit.ly\/2dEzRXK\" target=\"_blank\" rel=\"noopener noreferrer\">Avenida Brasil<\/a> highway near the entrance to the <a href=\"http:\/\/bit.ly\/1BTzYR8\" target=\"_blank\" rel=\"noopener noreferrer\">Nova Holanda<\/a> community in <a href=\"http:\/\/bit.ly\/1rNMXO3\" target=\"_blank\" rel=\"noopener noreferrer\">Complexo da Mar\u00e9<\/a>. Before coming to the Home for Minors, he went through the region&#8217;s <a href=\"http:\/\/bit.ly\/2pR9GD1\" target=\"_blank\" rel=\"noopener noreferrer\">Child Protective Services<\/a> program, which decided it would be good to take him to a shelter in the area. He ended up being sent into the provisional custody of the Bonsucesso General Hospital and from there to Del Castilho. \u201cBut I wasn\u2019t recuperating in any of these places because there was a lot of crack moving through there too. It faces distrust from local neighbors, and isolated incidents have been more than enough for certain neighbors to form an armed vigilance commission in the area. At any sign of supposed disorder, the general coordinator of the Home for Minors, Renata Barros, is called to provide clarification about whatever has alerted the neighbors&#8217; suspicions.<\/p>\n<p>\u201cAt least once or twice a month they invite me to \u2018condominium meetings.\u2019 It&#8217;s all a matter of inquiry, because when some teen starts to commit robberies and thefts around here, they are quick to ask me if it is \u2018one of my kids,&#8217;\u201d Barros explains. I ask if she is afraid to speak with members of the commission. She smirks and calmly responds: \u201cI managed to establish a pact of trust. The moment this is broken, I won\u2019t know what to do,\u201d she says.<\/p>\n<p>She remembers a situation that occurred a few years ago that would be comical if it hadn&#8217;t been so tense. \u201cThere was a power outage here at night and it was very hot. It would have been cruel to leave them locked up in their rooms so I asked them to stay outside. The problem is that with the restlessness and energy of these boys, they began to make a racket. Not even half an hour passed before <a href=\"http:\/\/bit.ly\/2buISj2\" target=\"_blank\" rel=\"noopener noreferrer\">there were numerous police cars<\/a> outside, the <a href=\"http:\/\/bit.ly\/1RAVVtI\" target=\"_blank\" rel=\"noopener noreferrer\">Shock Battalion<\/a>, and they even threw a stun grenade over the building&#8217;s wall. With all the noise the residents thought that it was a riot,\u201d she explains.
