{"id":44643,"date":"2018-06-27T12:04:29","date_gmt":"2018-06-27T15:04:29","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=44643"},"modified":"2018-06-27T12:04:29","modified_gmt":"2018-06-27T15:04:29","slug":"cinelandia-hosts-discussion-on-state-violence-and-legacies-from-the-2013-brazil-wide-protests","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=44643","title":{"rendered":"Cinel\u00e2ndia Hosts Discussion on State Violence and Legacies from the 2013 Brazil-Wide Protests"},"content":{"rendered":"<p style=\"text-align: right;\"><em><a href=\"http:\/\/bit.ly\/2IhnzOW\" target=\"_blank\" rel=\"noopener\"><strong>Clique aqui para Portugu\u00eas<\/strong><strong><img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/strong><\/a><\/em><\/p>\n<p>On June 15, in downtown Rio, the\u00a0<a href=\"http:\/\/bit.ly\/1LV0v5P\" target=\"_blank\" rel=\"noopener\">Cinel\u00e2ndia<\/a>\u00a0square hosted a discussion titled &#8216;<a href=\"http:\/\/bit.ly\/2JUyljK\" target=\"_blank\" rel=\"noopener\">State Violence and Legacies of 2013<\/a>&#8216; in front of Rio de Janeiro&#8217;s City Council building. The event was organized by the groups <a href=\"http:\/\/bit.ly\/2JXZCBZ\" target=\"_blank\" rel=\"noopener\">Junho+5<\/a> and <a href=\"http:\/\/bit.ly\/2IfjE58\" target=\"_blank\" rel=\"noopener\">Popular Education in Cinel\u00e2ndia<\/a>, and featured a multimedia presentation denouncing <a href=\"http:\/\/bit.ly\/1wkGqvL\" target=\"_blank\" rel=\"noopener\">police abuses during the 2013 protests<\/a> and a group discussion for members of the public to express their opinions.<\/p>\n<p>One important aspect of the event was the absence of political party representatives. The speakers criticized similar events organized by political parties, whether Left or Right, for not opening space for dialogue with the general population. The movement&#8217;s objective for being in the streets is to represent the plurality of opinions of all those present.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/06\/Cinela\u0302ndia-2013-legacies-discussion-sign.png\"><img fetchpriority=\"high\" decoding=\"async\" class=\"alignright wp-image-44656 size-medium\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/06\/Cinela\u0302ndia-2013-legacies-discussion-sign-227x300.png\" alt=\"\" width=\"227\" height=\"300\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/06\/Cinela\u0302ndia-2013-legacies-discussion-sign-227x300.png 227w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/06\/Cinela\u0302ndia-2013-legacies-discussion-sign.png 596w\" sizes=\"(max-width: 227px) 100vw, 227px\" \/><\/a>The videos that were presented showed several scenes from the protests, focusing on the reaction of police to the demonstrators. In many scenes, police used rubber bullets and tear gas to disperse the protesters, injuring many. Other videos depicted extreme police abuses such as the <a href=\"http:\/\/bit.ly\/1J6fxXM\" target=\"_blank\" rel=\"noopener\">disappearance of Amarildo<\/a> and the <a href=\"http:\/\/bit.ly\/2qvQHxB\" target=\"_blank\" rel=\"noopener\">arrest of Rafael Braga<\/a>, two black citizens treated unjustly by the police in 2013.<\/p>\n<p>The question <a href=\"http:\/\/bit.ly\/1sdDymE\" target=\"_blank\" rel=\"noopener\">\u201cWhere is Amarildo?\u201d<\/a>\u2014the protest call that became famous and which was projected on the screen during the event\u2014reflects the police violence that exists in today&#8217;s world. Amarildo was a brick mason who became known throughout Brazil and the world after his disappearance on July 14, 2013, when he was taken from his home in <a href=\"http:\/\/bit.ly\/1m4JS9c\" target=\"_blank\" rel=\"noopener\">Rocinha<\/a> to a Pacifying Police Unit (UPP) base, tortured and assassinated. Meanwhile, Rafael Braga is the only person who was arrested as a result of the 2013 protests. He was arrested by police for carrying a bottle of Pinho Sol, a popular disinfectant, which police said could have been used as an explosive. Braga was found guilty of carrying an \u201cexplosive or incendiary device, without authorization or not in accordance with legal or regulatory determination,\u201d and was condemned to five years and ten months in prison. The cases of Amarildo and Rafael Braga demonstrate how the police and judiciary can be unfair and biased, and each case serves as yet another clear indicator of racism in Brazilian society.<\/p>\n<p>After the multimedia presentation, the discussion was opened by <a href=\"http:\/\/bit.ly\/1qtRfzL\" target=\"_blank\" rel=\"noopener\">Thain\u00e3 de Medeiros<\/a>. A resident of <a href=\"http:\/\/bit.ly\/1nEeBwu\" target=\"_blank\" rel=\"noopener\">Complexo do Alem\u00e3o<\/a>, Medeiros explained the importance of filming and photographing moments of police interaction with the public. \u201cWhen we accompanied police operations, we would produce evidence and contain the abuses carried out by the police.\u201d He also mentioned the <a href=\"http:\/\/bit.ly\/1UKfaI0\" target=\"_blank\" rel=\"noopener\">murder of the young boy Eduardo Jesus<\/a>, who was shot in the head while playing with a cellphone in the doorway of his home on an Alem\u00e3o hill. The tragedy incited feelings of hatred and indignation among many in the favela who urgently wanted to protest the boy&#8217;s death. However, caution was needed to ensure the police did not treat them like criminals in an eventual demonstration. They therefore chose to use a religious discourse to unite the population in a peaceful protest in which they all walked the streets of the community holding candles.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/06\/Thaina\u0303-speaks-at-Cinela\u0302ndia-2013-Legacies-discussino.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-44655 size-content\" title=\"Thaina\u0303 de Medeiros speaks at the State Violence and Legacies of 2013 discussion\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/06\/Thaina\u0303-speaks-at-Cinela\u0302ndia-2013-Legacies-discussino-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/06\/Thaina\u0303-speaks-at-Cinela\u0302ndia-2013-Legacies-discussino-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/06\/Thaina\u0303-speaks-at-Cinela\u0302ndia-2013-Legacies-discussino-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>According to Medeiros, all of these cases reflect the difference between being black or white as a protester. <a href=\"http:\/\/bit.ly\/2up8LI5\" target=\"_blank\" rel=\"noopener\">Being black,\u00a0Rafael Braga is the only 2013 demonstrator still in jail<\/a>. For Medeiros, residents of Alem\u00e3o had to be very careful in organizing a legitimate protest against the killing of a child at the hands of police. The difference in how police treat a black demonstrator or white demonstrator reveals how the law is not applied equally to everyone as the Constitution calls for.<\/p>\n<p>Rosani, another speaker at the event, changed the tone of the discussion by raising a positive legacy of the 2013 demonstrations: the fact that some people began to understand the strength of protest and how important it is to see the people taking to the streets. \u201cA part of the population woke up.\u201d But, she added, unfortunately many of the people&#8217;s demands in 2013 have gone unaddressed. For example, the demonstrations began as a protest against an increase in bus fares from R$2.70 to R$2.90. At the time, the maxim \u201cit\u2019s not just about the 20 cents\u201d won out and fares did not increase. That is, until the cries died down. Today the fare price has gone up to R$3.95. Rosani also stressed that high transportation costs hamper protests themselves since a large part of the population cannot easily traverse the city in order to protest in Centro.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/06\/2013-Legacies-discussion-in-Cinela\u0302ndia.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-44654 size-medium\" title=\"Rosani of the Cinel\u00e2ndia Popular Assembly speaks to the assembled group.\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/06\/2013-Legacies-discussion-in-Cinela\u0302ndia-232x300.png\" alt=\"\" width=\"232\" height=\"300\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/06\/2013-Legacies-discussion-in-Cinela\u0302ndia-232x300.png 232w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/06\/2013-Legacies-discussion-in-Cinela\u0302ndia.png 592w\" sizes=\"(max-width: 232px) 100vw, 232px\" \/><\/a>According to the speaker, another positive legacy was people&#8217;s increased engagement with politics. Before 2013, little was discussed about the matter and a great political apathy plagued Brazil. Since the demonstrations, however, it has been common to overhear heated discussions about candidates, elections, or other political topics in bars or at family dinners. \u201cDiscussing in bars, on the bus, in line at the bank, in line at the supermarket. The population has learned how to discuss politics,\u201d Rosani stated.<\/p>\n<p>Other speakers, who did not identify themselves, commented more on the key moments of police violence in 2013. A girl living in Alem\u00e3o recalled a scene in which an armored truck arrived at a protest and protesters climbed on top of the vehicle without fear, which she saw as a major breakthrough because, in her community, those vehicles are symbols of death.<\/p>\n<p>The event not only revived the participants&#8217; memories about the <a href=\"http:\/\/bit.ly\/1wkGqvL\" target=\"_blank\" rel=\"noopener\">State\u2019s cowardice towards demonstrators in 2013<\/a>, but also showed the importance of those protests for the social and political consciousness of the population.<\/p>\n","protected":false},"excerpt":{"rendered":"<div class=\"mh-excerpt\"><p>Clique aqui para Portugu\u00eas On June 15, in downtown Rio, the\u00a0Cinel\u00e2ndia\u00a0square hosted a discussion titled &#8216;State Violence and Legacies of 2013&#8216; in front of Rio de Janeiro&#8217;s City Council building.
