Soon, the comfort gave way to a sensation of discomfort, sadness, and indignation. The screening of <a href=\"http:\/\/bit.ly\/2GABtvz\" target=\"_blank\" rel=\"noopener\">the documentary <em>Nossos Mortos T\u00eam Voz<\/em><\/a> (Our Dead Have a Voice) brought out these emotions through the cruel narrative of the film, which was produced by <a href=\"http:\/\/bit.ly\/2H6Hhhk\" target=\"_blank\" rel=\"noopener\">Quiproc\u00f3 Filmes<\/a> and presented by <a href=\"http:\/\/bit.ly\/2vsUzij\" target=\"_blank\" rel=\"noopener\">F\u00f3rum Grita Baixada<\/a> and the Center for Human Rights at the Nova Igua\u00e7u Diocese with the support of <a href=\"http:\/\/bit.ly\/2B1WY6u\" target=\"_blank\" rel=\"noopener\">Misereor<\/a> and <a href=\"http:\/\/bit.ly\/dB8cuS\" target=\"_blank\" rel=\"noopener\">Brazilian Fund for Human Rights<\/a>. It portrays the struggle of the mothers and women of the <a href=\"http:\/\/bit.ly\/1wAJ14x\" target=\"_blank\" rel=\"noopener\">Baixada Fluminense<\/a> whose children and family members were brutally murdered by government security agents. Along with the historical and legal context provided by specialists interviewed for the documentary, such as sociology professor Jos\u00e9 Claudio Souza Alves (Federal University of Rio de Janeiro &#8211; UFRJ) and lawyer Jo\u00e3o Tancredo, the mothers\u2019 painful stories problematize the trajectories of the massacres, militias, extermination groups, and forced disappearances in the Baixada Fluminense. The impact of the film resulted in silence during the screening. Afterwards, hands clapped tentatively at first but, seconds later, with great enthusiasm.<\/p>\n<p>As well as serving as a tool to denounce violations, the documentary helped to spark discussion, setting the scene for the <a href=\"http:\/\/bit.ly\/2Iu7fuq\" target=\"_blank\" rel=\"noopener\">Public Hearing on Human Rights Violations in the Baixada Fluminense<\/a> that took place on Monday, June 25, with a focus on security and violence. The initiative was a collaboration among the <a href=\"http:\/\/bit.ly\/2cYeoGh\" target=\"_blank\" rel=\"noopener\">Human Rights Commission of the Rio de Janeiro State Legislative Assembly<\/a> (ALERJ) represented by state representative Fl\u00e1vio Serafini, F\u00f3rum Grita Baixada Executive Coordinator Adriano de Ara\u00fajo, and Frans\u00e9rgio Goulart, member of the extended coordination team for F\u00f3rum Grita Baixada. As a member of the commission, Serafini has already <a href=\"http:\/\/bit.ly\/2N26mfT\" target=\"_blank\" rel=\"noopener\">engaged politically in this area<\/a> as one of the members of the &#8220;<a href=\"http:\/\/bit.ly\/2wHfHSA\" target=\"_blank\" rel=\"noopener\">Free Our Sacred<\/a>&#8221;\u00a0campaign, which denounced th<span style=\"color: #333333;\">e desacralization of\u00a0s<\/span>acred Afro-Brazilian objects and resulted in an award-winning documentary about the campaign. The <a href=\"http:\/\/bit.ly\/2lBufi7\" target=\"_blank\" rel=\"noopener\">documentary<\/a>\u00a0<em>Free Our Sacred\u00a0<\/em>was also the work of\u00a0filmmaking duo Fernando Sousa and Gabriel Barbosa, the creators of <em>Nossos Mortos T\u00eam Voz<\/em>.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/06\/Fernando-Sousa-Nossos-Mortos-Tem-Voz-director.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-44697 size-content\" title=\"Fernando Sousa, one of the directors of Nossos Mortos T\u00eam Voz\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/06\/Fernando-Sousa-Nossos-Mortos-Tem-Voz-director-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/06\/Fernando-Sousa-Nossos-Mortos-Tem-Voz-director-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/06\/Fernando-Sousa-Nossos-Mortos-Tem-Voz-director-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>With more than 100 participants representing nearly 50 movements, entities, and institutions from across the Baixada Fluminense, the municipality of Rio de Janeiro, and other regions in the state, the hearing was organized as an event for the population to call on the government to engage these groups&#8217; demands for a reduction in violations, and to transform these demands into effective public policies against state violence.<\/p>\n<p>The executive coordinator of F\u00f3rum Grita Baixada, Adriano de Ara\u00fajo, said that the region is a synthesis of the country itself, alluding to the report, &#8220;<a href=\"http:\/\/bit.ly\/2lFpaFf\" target=\"_blank\" rel=\"noopener\">A Brazil within Brazil Calls for Help<\/a>,&#8221; which covers the history of violence in the Baixada in the last 50 years based on a meticulous analysis of data on violent deaths in various categories. &#8220;The Baixada is rendered invisible. We live in the context of a culture of violence that has existed for a long time, but the media ignores us, only paying attention when it&#8217;s convenient to them. Maybe because we&#8217;re the Baixada of low education levels, of poor people who take deficient public transportation, of black people and those from the Northeast [of Brazil], these [characteristics] tend to &#8216;justify &#8216;the invisibility, as much as we disagree with it,&#8221; said Ara\u00fajo.<\/p>\n<p>Percival Tavares, a member of the <a href=\"http:\/\/bit.ly\/2IvtDUl\" target=\"_blank\" rel=\"noopener\">Pastoral Oper\u00e1ria<\/a> and of F\u00f3rum Grita Baixada&#8217;s extended coordination team said that, for those who live daily with violence in the Baixada, one concern is that the population fears exactly\u00a0those charged with guaranteeing public security for the population, who should be guaranteeing security to all, regardless of citizens&#8217; social class or race. &#8220;We don&#8217;t know, in the police departments, who is going to lead the investigations. What should be a government public service ends up becoming a risk for the poor, black, and peripheral population of the Baixada,&#8221; Tavares said.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/06\/ALERJ-public-hearing.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-44696 size-content\" title=\"F\u00f3rum Grita Baixada executive director Adriano de Araujo in the panel, along with Flavio Serafini, Luciene Silva from Rede de M\u00e3es e Familiares V\u00edtimas da Viol\u00eancia de Estado da Baixada Fluminense, and Ramon Chaves from the Public Prosecutors Research Center.\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/06\/ALERJ-public-hearing-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/06\/ALERJ-public-hearing-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/06\/ALERJ-public-hearing-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Ramon Chaves, of the recently created <a href=\"http:\/\/bit.ly\/2KbwS99\" target=\"_blank\" rel=\"noopener\">Public Prosecutor&#8217;s Office Research Center<\/a>, said that the demands raised at the public hearing were informative, especially those that referred to one of the themes featured in the documentary, and which is currently being investigated by his organization: forced disappearances. &#8220;It&#8217;s necessary to research, to create a database, evaluate the impacts that this phenomenon has on the Baixada and on Rio de Janeiro as a whole. Because all the [unofficial reports] of disappearances occur in violent places and the families don&#8217;t file official reports, often because of fear and the circumstance<span style=\"color: #000000;\">s brought about <\/span>by the disappearances,&#8221; Chaves explained. Another cruel facet of this scenario, the researcher explained, relates to the so-called &#8220;unclaimed bodies,&#8221; which have not been properly identified. &#8220;We&#8217;ve already counted more than 500 bodies in this category. The families don&#8217;t even know that their relatives are dead,&#8221; said Chaves.<\/p>\n<p>Activist Fabbi Silva, from the <a href=\"http:\/\/bit.ly\/2tHtBTB\" target=\"_blank\" rel=\"noopener\">Sponsor a Smile<\/a> movement and also representing the Ombundsman of Rio de Janeiro&#8217;s State Public Defenders Office, emphasized how serious the issue of forced disappearances is in peripheral regions. Silva recounted that the local Public Defenders had gone into the communities of <a href=\"http:\/\/bit.ly\/1niEsxY\" target=\"_blank\" rel=\"noopener\">Mangueirinha<\/a> in <a href=\"http:\/\/bit.ly\/1QrPbnc\" target=\"_blank\" rel=\"noopener\">Duque de Caxias<\/a> and <a href=\"http:\/\/bit.ly\/1U6o0yV\" target=\"_blank\" rel=\"noopener\">Chapad\u00e3o<\/a> in <a href=\"http:\/\/bit.ly\/1x7FYF8\" target=\"_blank\" rel=\"noopener\">Pavuna<\/a> in order to hear reports of violations on the part of Military Police. &#8220;The place to hear and speak of these and other favelas must be respected. The next step is a meeting between F\u00f3rum Grita Baixada, the <a href=\"http:\/\/bit.ly\/2KutsxD\" target=\"_blank\" rel=\"noopener\">Network of Mothers and Relatives of Victims of State Violence in the Baixada Fluminense<\/a>, and the ALERJ\u00a0Human Rights Commission in order to systematize future actions to meet the presented demands through the legislative and executive branches. Here are a few of them:<\/p>\n<ol>\n<li>Investigation into the locations of hidden graveyards, along with the identification and proper treatment of the bones found there.<\/li>\n<li>Investigation of reports of bad treatment of the female prison population\u2014reports that have included rapes and a lack of hygiene for prisoners.<\/li>\n<li>Approval of a proposed law to create permanent Centers for Psychological Support for Victims of State Violence.<\/li>\n<li>More rigorous investigations into assassinations of members of the LGBT community.<\/li>\n<li>Monitoring and sentencing of those who commit attacks on\u00a0<em>terreiros<\/em> and other sacred sites of Afro-Brazilian faiths.<\/li>\n<\/ol>\n<p>The documentary\u00a0<em>Nossos Mortos T\u00eam Voz<\/em> <a href=\"http:\/\/bit.ly\/2HTgbZS\" target=\"_blank\" rel=\"noopener\">was also shown<\/a>\u00a0in the beginning of June at another public hearing titled &#8220;<a href=\"http:\/\/bit.ly\/2KavGm9\" target=\"_blank\" rel=\"noopener\">State Violence against Poor, Black Youth<\/a>,&#8221; run by the Commission of Legislative Participation at the House of Representatives in Bras\u00edlia.
