{"id":45307,"date":"2018-07-21T08:46:30","date_gmt":"2018-07-21T11:46:30","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=45307"},"modified":"2018-09-12T08:36:28","modified_gmt":"2018-09-12T11:36:28","slug":"discussion-brazils-largest-demographic-black-women-27-hold-less-than-1-of-congressional-seats","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=45307","title":{"rendered":"Brazil&#8217;s Largest Demographic, Black Women (27%), Hold Less Than 0.5% of Congressional Seats"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"http:\/\/bit.ly\/2AgGOJZ\" target=\"_blank\" rel=\"noopener\"><strong><em>Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/em><\/strong><\/a><\/p>\n<p><span style=\"font-weight: 400;\">On Saturday, July 14, a crowd filled the auditorium at <a href=\"http:\/\/bit.ly\/2uJTlSj\" target=\"_blank\" rel=\"noopener\">Casa P\u00fablica<\/a> in <a href=\"http:\/\/bit.ly\/1VDtVgJ\" target=\"_blank\" rel=\"noopener\">Botafogo<\/a>,\u00a0in the <a href=\"http:\/\/bit.ly\/1pfz23A\" target=\"_blank\" rel=\"noopener\">South Zone<\/a> of Rio, to listen to three accomplished black women speak on the topic of black <a href=\"http:\/\/bit.ly\/1wJIGOS\" target=\"_blank\" rel=\"noopener\">political representation<\/a> in Brazil.\u00a0<\/span><span style=\"font-weight: 400;\">Moderated by\u00a0<em>Ag\u00eancia P\u00fablica<\/em> journalist\u00a0<a href=\"http:\/\/bit.ly\/2myWE94\" target=\"_blank\" rel=\"noopener\">Gabriele Roza<\/a>,<\/span>\u00a0the panel discussion featured <a href=\"http:\/\/bit.ly\/2mvaKYV\" target=\"_blank\" rel=\"noopener\">Jurema Batista<\/a>, a former state assembly member, three-time city councilor, and participant in the creation of the <a href=\"http:\/\/bit.ly\/2NvuUNY\" target=\"_blank\" rel=\"noopener\">Workers&#8217; Party (PT)<\/a> in the 1980s; <a href=\"https:\/\/glo.bo\/2iVMfFa\" target=\"_blank\" rel=\"noopener\">Nilcemar Nogueira<\/a>, head of Rio&#8217;s <a href=\"http:\/\/bit.ly\/2Ny1m2l\" target=\"_blank\" rel=\"noopener\">Culture Secretariat<\/a> and a long-time cultural activist; and <a href=\"https:\/\/glo.bo\/2KC2nJK\" target=\"_blank\" rel=\"noopener\">Tal\u00edria Petrone<\/a>, a 31-year-old city councilor from Niter\u00f3i, where she was the candidate with the largest number of votes in 2016. The topics discussed ranged from access to education and culture to police violence in the city of Rio.<\/p>\n<p><span style=\"font-weight: 400;\">The conversation opened with a discussion of the dramatic underrepresentation of black women in positions of political power in Brazil. Roza reminded the audience that black women compose the single largest demographic group in the general population (27%); however, they <\/span><a href=\"http:\/\/bit.ly\/2muXXFP\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">make up less than 0.5% of the National Congress<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><span style=\"font-weight: 400;\">Batista, who was the <a href=\"http:\/\/bit.ly\/2uCQ85z\" target=\"_blank\" rel=\"noopener\">first black woman to serve as a state assembly member i<\/a><a href=\"http:\/\/bit.ly\/2uCQ85z\" target=\"_blank\" rel=\"noopener\">n Rio de Janeiro<\/a>\u00a0<\/span>and the second to serve as a city councilor, described the challenges of seeking office. She explained that even in the rare instance that a black woman comes to occupy a position of power\u2014as in the case of the three speakers\u2014there is always a backstory of struggle: \u201cThere&#8217;s no way that a black person reaches [a position of] power without having a history of social struggle. We don&#8217;t bear the names of colonizers, we don&#8217;t have economic power, and we don&#8217;t have familial trajectories of political power.&#8221;<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/07\/audience-2.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-45326 size-content\" title=\"Audience listening to Niclemar Nogueira speak. Photo: Casa P\u00fablica \" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/07\/audience-2-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/07\/audience-2-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/07\/audience-2-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">A theme quickly emerged: despite the lack of access to economic or political power, voices and culture from underrepresented communities are\u2014and have always been\u2014present and strong. What&#8217;s missing is attention and sympathy from lawmakers and others in power. Nogueira,\u00a0who fought for recognition of samba as a Cultural Heritage of Humanity by UNESCO and founded the <a href=\"http:\/\/bit.ly\/2uKi7jV\" target=\"_blank\" rel=\"noopener\">Samba Museum<\/a> in 2015, discussed the importance of spaces created by people traditionally excluded from politics\u2014not only for the celebration of culture\u00a0but also in terms of re-occupying these spaces from which they have been excluded. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Petrone furthered the discussion about inequality and access to education when speaking about her decision to become an educator. \u201cWhen I decided to be an educator, it was because I thought\u2014and continue to think, despite attempts to silence me with the supposed idea of <a href=\"http:\/\/bit.ly\/2LCSrfv\" target=\"_blank\" rel=\"noopener\">Escola Sem Partido<\/a>\u00a0(&#8220;Schools Without Political Parties&#8221;)\u2014that in reality, <a href=\"http:\/\/bit.ly\/2JhrJXy\" target=\"_blank\" rel=\"noopener\">schools maintain historical inequalities<\/a>&#8230; I understood that <a href=\"http:\/\/bit.ly\/2o3C4fU\" target=\"_blank\" rel=\"noopener\">education is an instrument of transformation<\/a>.&#8221;\u00a0<\/span><span style=\"font-weight: 400;\">Petrone linked persisting inequality in classrooms to the rampant <a href=\"http:\/\/bit.ly\/1gCtmBB\" target=\"_blank\" rel=\"noopener\">state violence<\/a> committed against marginalized communities by highlighting Brazil\u2019s high\u00a0<a href=\"http:\/\/bit.ly\/2u7ZHKY\" target=\"_blank\" rel=\"noopener\">LGBT homicide<\/a> and <a href=\"http:\/\/bit.ly\/1j7hYhn\" target=\"_blank\" rel=\"noopener\">femicide rates<\/a>.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Following mentions of <a href=\"http:\/\/bit.ly\/2mnbwY2\" target=\"_blank\" rel=\"noopener\">protests marking four months<\/a> since the death of human rights activist and prominent black female politician <a href=\"http:\/\/bit.ly\/2IsqO7s\" target=\"_blank\" rel=\"noopener\">Marielle Franco<\/a>, Roza posed a question about public security and women\u2019s personal experiences facing violence in political spaces. Each had a multitude of experiences to share. Batista, who is from the favela of <a href=\"http:\/\/bit.ly\/1mfXTYH\" target=\"_blank\" rel=\"noopener\">Andara\u00ed<\/a> in the <a href=\"http:\/\/bit.ly\/1kZa3h9\" target=\"_blank\" rel=\"noopener\">North Zone<\/a>, s<\/span><span style=\"font-weight: 400;\">hared experiences of witnessing police violence early in her career, including an experience as a teacher in a community that lost a worker to police violence, which inspired her to be politically active.\u00a0<\/span><span style=\"font-weight: 400;\">Petrone, who is <a href=\"https:\/\/glo.bo\/2JHyfHe\" target=\"_blank\" rel=\"noopener\">running for Congress<\/a> to continue the legacy of Marielle\u2014her\u00a0close friend and colleague in the <a href=\"http:\/\/bit.ly\/2LakXsy\" target=\"_blank\" rel=\"noopener\">Socialism and Freedom Party (PSOL)<\/a>\u2014spoke about the backlash she faced during her campaign for city council due to her unabashedly feminist and anti-racist platform. She also spoke of the racism and machismo\u00a0that she faces from established politicians. Her point clearly resonated with the other speakers, who agreed that they too have faced similar struggles.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Finally, the discussion closed with a question from the audience about ensuring the existence of culture\u2014especially\u00a0<a href=\"http:\/\/bit.ly\/1yrpObS\" target=\"_blank\" rel=\"noopener\">black culture<\/a>\u2014in the city of Rio.\u00a0<\/span><\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/07\/Screen-Shot-2018-07-20-at-11.47.21.png\"><img decoding=\"async\" class=\"aligncenter wp-image-45329 size-content\" title=\"Batista, Roza, Nogueira, and Petrone. It reaffirmed the political power of personal storytelling and the wide-reaching impact of ongoing political and social struggles. In a major <a href=\"http:\/\/bit.ly\/2018BrazilElections\" target=\"_blank\" rel=\"noopener\">election year<\/a>, questions of representation and culture, as well as gender and race, are unlikely to disappear\u2014especially as a <a href=\"https:\/\/nyti.ms\/2LDf7fk\" target=\"_blank\" rel=\"noopener\">candidate who regularly espouses<\/a><\/span>\u00a0sexist and racist discourse leads polls for the presidency.
