In remembrance, dozens of human rights groups gathered on Monday, July 23 at the Nossa Senhora da Candel\u00e1ria Church in downtown Rio to collectively shout, \u201cCandel\u00e1ria Never Again!\u201d<\/p>\n<p>The demonstration began with a mass in memory of the eight victims of the <a href=\"http:\/\/bit.ly\/2LOnXqQ\" target=\"_blank\" rel=\"noopener\">Candel\u00e1ria Massacre<\/a>. Hundreds of people walked down one of the city\u2019s most important avenues, Avenida Rio Branco. Children, residents of favelas and urban peripheries, and mothers who have lost their children to state violence\u2014which disproportionately affects black youth\u2014demanded an end to the\u00a0<a href=\"http:\/\/bit.ly\/2FbDxtg\" target=\"_blank\" rel=\"noopener\">federal military intervention<\/a>\u00a0and to the structurally racist model of public security in the state of Rio de Janeiro. Demonstrators chanted: \u201cWe don\u2019t want tanks! We want funding for health care and education!\u201d<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/07\/Child-Candelaria-Protest.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-45492 size-content\" title=\"Photo: Rithyele Dantas\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/07\/Child-Candelaria-Protest-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/07\/Child-Candelaria-Protest-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/07\/Child-Candelaria-Protest-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<h3>The Massacre<\/h3>\n<p>At dawn on July 23, 1993, more than fifty people were sleeping in front of Rio de Janeiro\u2019s most impressive and\u00a0grandiose church, Candel\u00e1ria. Off-duty police officers targeted and shot individuals who possessed nothing but blankets;\u00a0<a href=\"https:\/\/glo.bo\/2NEmKD1\" target=\"_blank\" rel=\"noopener\">six of the eight victims were under the age of 18<\/a>. Sleeping on the streets, these homeless youth reflect the failure to protect children and adolescents in the state of Rio de Janeiro.<\/p>\n<p>To commemorate the massacre, the ground was painted with blood red outlines of children, resembling outstretched bodies. The majestic and historic church will always be associated with one of the cruelest crimes perpetrated in Brazilian history. Those found guilty of the massacre were sentenced to more than 200 years in prison, but thanks to judicial pardons, they were <a href=\"https:\/\/glo.bo\/2LIOXbb\" target=\"_blank\" rel=\"noopener\">released before serving twenty year terms<\/a>. Additionally, there has been an increase in slaughters related to the federal military intervention. Now there are even\u00a0<a href=\"http:\/\/bit.ly\/2t0bGY8\" target=\"_blank\" rel=\"noopener\">helicopters attacking homes in favelas<\/a>. There have been attacks in <a href=\"http:\/\/bit.ly\/1rNMXO3\" target=\"_blank\" rel=\"noopener\">Mar\u00e9<\/a>, <a href=\"http:\/\/bit.ly\/1m4JS9c\" target=\"_blank\" rel=\"noopener\">Rocinha<\/a>, and many other places. It&#8217;s complicated to be here\u2014it&#8217;s moving, it&#8217;s emotional\u2014but it&#8217;s important to know that we cannot forget. Everything for the black population has always been a struggle, and today is one more day of that struggle,\u201d\u00a0said <a href=\"http:\/\/bit.ly\/2NLcfOp\" target=\"_blank\" rel=\"noopener\">Patr\u00edcia Oliveira<\/a>, one of the event organizers and a participant in the\u00a0<a href=\"http:\/\/bit.ly\/1Ef6VII\" target=\"_blank\" rel=\"noopener\">Network of Communities and Movements Against Violence<\/a> and <a href=\"http:\/\/bit.ly\/2LJXZEM\" target=\"_blank\" rel=\"noopener\">Candel\u00e1ria Never Again<\/a>. Patr\u00edcia is the sister of Wagner, one of the survivors of the Candel\u00e1ria Massacre, who currently lives outside Brazil.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/07\/Candelaria-Protest-Against-Genocide.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-45494 size-large\" title=\"Photo: Rithyele Dantas\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/07\/Candelaria-Protest-Against-Genocide-1024x720.jpg\" alt=\"\" width=\"620\" height=\"436\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/07\/Candelaria-Protest-Against-Genocide-1024x720.jpg 1024w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/07\/Candelaria-Protest-Against-Genocide-300x211.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/07\/Candelaria-Protest-Against-Genocide-768x540.jpg 768w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Rio de Janeiro\u2019s lethality rate was extremely high in the early 1990s. <a href=\"http:\/\/bit.ly\/2mIKQkA\" target=\"_blank\" rel=\"noopener\">According to data<\/a> from the <a href=\"http:\/\/bit.ly\/2rFPLYQ\" target=\"_blank\" rel=\"noopener\">Institute of Public Security (ISP)<\/a>, between 1991 and 1995, homicide rates ranged from 60 to 64 murders per 100,000 inhabitants. While the homicide rate decreased in the following years, the numbers are still high and concerning. In 2017, the homicide rate was 40 murders per 100,000 inhabitants. This statistic fails to account for various other forms of lethal violence that are not registered as violent deaths\u2014whether in hospital waiting rooms or in traffic accidents.<\/p>\n<p>Repudiation of the federal military intervention was also heard in the chants of demonstrators marching from Avenida Rio Branco towards <a href=\"http:\/\/bit.ly\/2NKeRfi\" target=\"_blank\" rel=\"noopener\">Cinel\u00e2ndia<\/a>.\u00a0Five months into the intervention,\u00a0<a href=\"http:\/\/bit.ly\/2HNo43W\" target=\"_blank\" rel=\"noopener\">nothing has changed<\/a>. For many, the project that was supposed to end violence in Rio has, in reality, only exacerbated the barbarism. In terms of <em>chacinas<\/em> (&#8220;massacres&#8221; or &#8220;slaughters&#8221;)\u2014defined as the death of three or more people in the same event\u2014the <a href=\"http:\/\/bit.ly\/2I2EDd3\" target=\"_blank\" rel=\"noopener\">latest report issued by the Intervention Observatory<\/a> indicated that between February and July 2018, such massacres increased by 80% compared to the prior five months. This means there have been 119 deaths resulting from 28 massacres\u2014such as the cases in\u00a0<a href=\"https:\/\/glo.bo\/2LLyd35\" target=\"_blank\" rel=\"noopener\">Caxias<\/a> in April,\u00a0<a href=\"http:\/\/bit.ly\/2Ifz8X0\" target=\"_blank\" rel=\"noopener\">Mar\u00e9<\/a> and <a href=\"https:\/\/glo.bo\/2v0kz52\" target=\"_blank\" rel=\"noopener\">Chap\u00e9u Mangueira<\/a> in June, and <a href=\"https:\/\/glo.bo\/2LlPTWX\" target=\"_blank\" rel=\"noopener\">Mangaratiba<\/a> and <a href=\"https:\/\/glo.bo\/2uY1C2Q\" target=\"_blank\" rel=\"noopener\">Queimados<\/a> in July.<\/p>\n<p>Furthermore,\u00a0<a href=\"https:\/\/glo.bo\/2OdJomI\" target=\"_blank\" rel=\"noopener\">other statistics about the inefficiency of the federal intervention<\/a> are alarming: shootouts have increased by 37%, while the seizure of rifles and machine guns has decreased by 39%. The result? Widespread fear of stray bullets. It doesn\u2019t matter where you are going. It doesn&#8217;t matter how the target is dressed. The <a href=\"http:\/\/bit.ly\/2Ifz8X0\" target=\"_blank\" rel=\"noopener\">case of 14-year-old Marcos Vin\u00edcius<\/a>, murdered in Mar\u00e9 while wearing his school uniform, exemplifies this situation.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/07\/Nosso-sangue-Candelaria-Protest.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-45495 size-large\" title=\"Photo: Rithyele Dantas\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/07\/Nosso-sangue-Candelaria-Protest-1024x829.jpg\" alt=\"\" width=\"620\" height=\"502\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/07\/Nosso-sangue-Candelaria-Protest.jpg 1024w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/07\/Nosso-sangue-Candelaria-Protest-300x243.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/07\/Nosso-sangue-Candelaria-Protest-768x622.jpg 768w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>The Candel\u00e1ria Massacre is a reminder that twenty-five years later, two serious problems in the state of Rio de Janeiro have not been resolved (or subdued, for that matter)\u2014homelessness and the situation of\u00a0<a href=\"https:\/\/glo.bo\/2uPDWOM\" target=\"_blank\" rel=\"noopener\">children killed by\u00a0gunfire<\/a>. Each night, <a href=\"http:\/\/bit.ly\/2yjdhgy\" target=\"_blank\" rel=\"noopener\">homeless people<\/a> continue to sleep in the streets near Candel\u00e1ria, lacking dignity and a roof over their heads. In 2016, according to data gathered by the City, there were <a href=\"https:\/\/glo.bo\/2JS3pM8\" target=\"_blank\" rel=\"noopener\">14,000 people living in the streets<\/a> of Rio de Janeiro. The number may actually be greater. It appears that\u00a0the situation has continued to deteriorate given widespread unemployment. Stray bullets continue to destroy childhoods in this state. The NGO Rio de Paz reports that <a href=\"http:\/\/bit.ly\/2z2RlaW\" target=\"_blank\" rel=\"noopener\">50 children have been killed by stray bullets since 2007<\/a>; 28 were killed in the last two years.<\/p>\n<h3>Black July<\/h3>\n<p>Monday\u2019s demonstration was part of <a href=\"http:\/\/bit.ly\/JulhoNegro2\" target=\"_blank\" rel=\"noopener\">Julho Negro<\/a> (&#8220;Black July&#8221;), an event started in 2016 by human rights movements. Many members are mothers whose children were victims of state violence. This year\u2019s event seeks to <a href=\"http:\/\/bit.ly\/2yFfHqT\" target=\"_blank\" rel=\"noopener\">internationalize the resistance<\/a>, featuring\u00a0activists from Palestine, Chile, Colombia, South Africa, Argentina, and other countries. Between Monday, July 23 and Saturday, July 28, events are taking place throughout the city, with debates on religion, human rights, occupations, and the militarization of everyday life, in an outcry for the lives that have been violated, militarized, and discarded.
