{"id":45561,"date":"2018-07-30T09:15:42","date_gmt":"2018-07-30T12:15:42","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=45561"},"modified":"2020-08-07T14:03:31","modified_gmt":"2020-08-07T17:03:31","slug":"sos-radio-sonda-community-faces-eviction-threat-despite-60-year-history-on-ilha-do-governador","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=45561","title":{"rendered":"SOS R\u00e1dio Sonda: Community Faces Eviction Threat Despite 60-Year History on Ilha do Governador"},"content":{"rendered":"<p style=\"text-align: right;\"><strong><a href=\"http:\/\/bit.ly\/2n4qGl6\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/em><\/a><\/strong><\/p>\n<p><span style=\"font-weight: 400;\">On Tuesday, July 17, five families received a federal eviction order in\u00a0<a href=\"http:\/\/bit.ly\/2xku8L1\" target=\"_blank\" rel=\"noopener noreferrer\">R\u00e1dio Sonda<\/a>,\u00a0a community of 103 families located near Rio&#8217;s International Airport on\u00a0<a href=\"http:\/\/bit.ly\/2fH5DSd\" target=\"_blank\" rel=\"noopener noreferrer\">Ilha do Governador<\/a>\u00a0in the\u00a0<a href=\"http:\/\/bit.ly\/1kZa3h9\" target=\"_blank\" rel=\"noopener noreferrer\">North Zone<\/a>.\u00a0<\/span><span style=\"font-weight: 400;\">M<\/span><span style=\"font-weight: 400;\">ilitary authorities proceeded to enter the community on Monday, July 23, photographing the houses, residents, and their possessions, reportedly for the purpose of registering the five families subject to eviction.\u00a0<\/span><span style=\"font-weight: 400;\">In response, the community\u2014alongside public defenders, members of the <a href=\"http:\/\/bit.ly\/2BpcdpN\" target=\"_blank\" rel=\"noopener noreferrer\">Popular Council<\/a>, and state representative\u00a0<a href=\"http:\/\/bit.ly\/2NQSepo\" target=\"_blank\" rel=\"noopener noreferrer\">Glauber Braga<\/a>\u2014came together the following evening to debrief and brainstorm ways to combat the situation.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Exacerbated by the recent prospect of land privatization, this recent threat comes in the context of the community&#8217;s long history of fighting evictions issued by the neighboring\u00a0<a href=\"http:\/\/bit.ly\/2g6hLws\" target=\"_blank\" rel=\"noopener noreferrer\">Gale\u00e3o Air Force Base<\/a>. If evicted, these\u00a0families\u2014who have been embroiled in legal disputes since 1998\u2014would be forced to leave without the expectation of compensation or housing alternatives.<\/span><\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/07\/Demolished-House-Ra\u0301dio-Sonda.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter size-content wp-image-45573\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/07\/Demolished-House-Ra\u0301dio-Sonda-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/07\/Demolished-House-Ra\u0301dio-Sonda-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/07\/Demolished-House-Ra\u0301dio-Sonda-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<h3>20 Years of Fighting Evictions<\/h3>\n<p><span style=\"font-weight: 400;\">Sharing a <a href=\"http:\/\/bit.ly\/2fH5DSd\" target=\"_blank\" rel=\"noopener noreferrer\">similar struggle<\/a> with the neighboring favela\u00a0<a href=\"http:\/\/bit.ly\/2JZq49j\" target=\"_blank\" rel=\"noopener noreferrer\">Maracaj\u00e1s<\/a>, residents trace back\u00a0<\/span><span style=\"font-weight: 400;\">R\u00e1dio Sonda\u2019s humble beginnings to nearly 60 years ago when they divided up the land on which <a href=\"https:\/\/glo.bo\/2uPTqm3\" target=\"_blank\" rel=\"noopener noreferrer\">a Benedictine monastery once stood<\/a>.\u00a0<\/span><span style=\"font-weight: 400;\">The military has been historically present in the region\u00a0since the government repossessed properties to establish the\u00a0<a href=\"http:\/\/bit.ly\/2NLvYgL\" target=\"_blank\" rel=\"noopener noreferrer\">Naval Aviation Center of Rio de Janeiro<\/a> in 1923. Under the administration of President Get\u00falio Vargas, the center was then transformed into the Gale\u00e3o Air Force Base in 1941 with the <a href=\"http:\/\/bit.ly\/2NPZhip\" target=\"_blank\" rel=\"noopener noreferrer\">creation of the federal Ministry of Aeronautics<\/a>\u00a0and the Brazilian Air Force as its military branch. Many people involved in the military began to settle in the area to be closer to their workplace, leading to the establishment of various offices. Eventually, this expansion came to infringe upon the community of R\u00e1dio Sonda.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to residents, military personnel began making periodic visits to R\u00e1dio Sonda in 1998 in an effort to register people living in the community. Residents also became subject to increasingly strict rules surrounding authorization by the Air Force. For example, if residents wished to renovate their houses, bring in large pieces of furniture, or make repairs, they were required to contact the Air Force for an assessment and receive authorization for their request, which was rarely granted.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Soon thereafter, the community received news that the Air Force had initiated\u00a0<a href=\"http:\/\/bit.ly\/2g6hLws\" target=\"_blank\" rel=\"noopener noreferrer\">legal proceedings to\u00a0evict<\/a><\/span><span style=\"font-weight: 400;\">\u00a0the community. With each ensuing visit from military staff, residents became increasingly anxious, as each day was filled with the uncertainty of whether or not they would be evicted. Fearing that declaring their home renovations would attract unwanted attention from the Air Force and increase the chances of eviction, residents began transporting construction materials to the community via an obscure route or hiding the materials in their cars. As noted by one resident, \u201cWe just didn\u2019t know the future.\u201d<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><span style=\"font-weight: 400;\">To this day, some R\u00e1dio Sonda residents live\u00a0in unfinished homes.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In response to these eviction threats, the community of R\u00e1dio Sonda began working with lawyers and public defenders in court, arguing that the land on which R\u00e1dio Sonda was located did not belong to the military. For the years that followed, the Air Force was unable to displace the community.<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/07\/Military-Area-Wall.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-45576 size-content\" title=\"&quot;Military Area&quot; painted on a wall. In the process, the neighboring favela Vila Joaniza was declared as no longer pertaining to the Gale\u00e3o Air Force Base. Free from their long-standing legal battle against repossession\u2014as the Air Force was no longer able to evict those residents\u2014Vila Joaniza grew rapidly. However, following demarcation, the Air Force began to privatize its lands and build walls, encircling R\u00e1dio Sonda. To this day, R\u00e1dio Sonda is <a href=\"http:\/\/bit.ly\/2fH5DSd\" target=\"_blank\" rel=\"noopener noreferrer\">unsearchable<\/a> on engines such as Google Maps as it was cut off from the community to which it previously pertained. <\/span><span style=\"font-weight: 400;\">With significantly fewer people resisting eviction, residents feared that it had become easier for the military to make arrangements or employ\u00a0<a href=\"http:\/\/bit.ly\/2L1LbgR\" target=\"_blank\" rel=\"noopener noreferrer\">eviction\u00a0strategies<\/a><\/span><span style=\"font-weight: 400;\">\u00a0to displace the community. Once again, the community was thrown into a state of constant worry.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In 2014, a group of residents banded together to create the R\u00e1dio Sonda Residents\u2019 Association. The Association held monthly meetings seeking to strengthen the community\u2019s resistance efforts. As one resident noted, through the Residents&#8217; Association, \u201cwe can become stronger, defend ourselves from the Air Force, and fight together.&#8221;\u00a0<\/span><span style=\"font-weight: 400;\">However, in April 2015, the Air Force filed a specialized lawsuit against one of the founding members of the Residents\u2019 Association. Soon thereafter, the suit was extended to include four other families occupying the same area, ordering them to leave their homes within thirty days. Despite the community having hired legal representation to contest the Air Force, the Air Force lawyer was uncooperative and did not work with the community members and ultimately <a href=\"http:\/\/bit.ly\/2uVAqTb\" target=\"_blank\" rel=\"noopener noreferrer\">the Air Force won the right to evict them<\/a>.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On July 30, 2015, various military officials entered the community in a large truck. A current resident recalled the experience starkly: \u201cThey began evicting a family that has a child with special needs and started throwing their things away, into the truck. Everybody gathered on the streets to watch. It was a horrible day for us. The boy was crying because his beautiful house was being destroyed and we couldn&#8217;t do anything about it.\u201d<\/span><span style=\"font-weight: 400;\">\u00a0Perhaps the worst consequence of the eviction process was that these families received no entitlement to compensation or alternative housing of any kind. The families lost their homes and had nowhere to go.<\/span><\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/07\/Eviction-Radio-Sonda-2015.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-45617 size-content\" title=\"Evictions in R\u00e1dio Sonda in 2015. Photo: Tania Rego \/ Ag\u00eancia Brasil\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/07\/Eviction-Radio-Sonda-2015-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/07\/Eviction-Radio-Sonda-2015-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/07\/Eviction-Radio-Sonda-2015-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">After the first bout of evictions finally occurred, after many years of resistance, the Residents\u2019 Association sought to find an alternative way of resisting. In the same year, they were introduced to a lawyer at the Catholic Church&#8217;s\u00a0<a href=\"http:\/\/bit.ly\/2NNXzhd\" target=\"_blank\" rel=\"noopener noreferrer\">Pastoral das Favelas<\/a>\u00a0set up to support favela movements,\u00a0<\/span><span style=\"font-weight: 400;\">and the <a href=\"http:\/\/bit.ly\/2JZLbsg\" target=\"_blank\" rel=\"noopener noreferrer\">Popular Council<\/a><\/span><span style=\"font-weight: 400;\">, a favela activist group consisting of members from various favela communities, public defenders, and a variety of other supporters. At the Popular Council group meetings, the remaining residents of R\u00e1dio Sonda\u2019s Residents\u2019 Association shared what was happening in their community and began learning about their right to housing. Eventually, the Popular Council helped organize two large demonstrations<\/span><span style=\"font-weight: 400;\">\u00a0in the streets of R\u00e1dio Sonda to raise awareness about what was happening inside the secluded walls of the military base.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">R\u00e1dio Sonda\u2019s resistance efforts continued to blossom until July 2017, when another resident leader of R\u00e1dio Sonda\u2019s Residents\u2019 Association received an eviction order from the Air Force asking them to leave their property in 30 days. Despite working with a public defender, they too were evicted. Seeing how the <a href=\"http:\/\/bit.ly\/11Pjk7Q\" target=\"_blank\" rel=\"noopener noreferrer\">targeted eviction of community leaders<\/a> was no mistake, the Resident\u2019s Association decided to disband. One current resident noted, \u201cWho has the courage to stay on the front lines when they could be next?\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/07\/Rubble-Radio-Sonda.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-45574 size-content\" title=\"Debris from a demolished house in R\u00e1dio Sonda\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/07\/Rubble-Radio-Sonda-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/07\/Rubble-Radio-Sonda-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/07\/Rubble-Radio-Sonda-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/span><\/p>\n<p><span style=\"font-weight: 400;\">After the two losses, the community\u2019s morale decreased significantly. Many residents <a href=\"http:\/\/bit.ly\/2htZqfz\" target=\"_blank\" rel=\"noopener noreferrer\">struggled with mental health issues<\/a> and were medicated for stress-related issues. Many did not have the strength to fight and highly distrusted the legal process. However, members of the <a href=\"http:\/\/bit.ly\/2GOoy8K\" target=\"_blank\" rel=\"noopener noreferrer\">Popular Council continued to encourage the community to fight<\/a>. Once again, the community eventually revived its efforts and began a partnership with the public defenders that eventually took Radio Sonda&#8217;s case to court. Since then, R\u00e1dio Sonda and other communities that comprise the Popular Council have held various <a href=\"http:\/\/bit.ly\/2BRUZFC\" target=\"_blank\" rel=\"noopener noreferrer\">demonstrations<\/a>, asserting<\/span><span style=\"font-weight: 400;\">\u00a0their right to adequate housing and basic public services. Residents of R\u00e1dio Sonda, alongside residents of other favelas located on federal lands such as <a href=\"http:\/\/bit.ly\/2k898FY\" target=\"_blank\" rel=\"noopener noreferrer\">Horto<\/a><\/span><span style=\"font-weight: 400;\">, <a href=\"http:\/\/bit.ly\/2IWZJ0g\" target=\"_blank\" rel=\"noopener noreferrer\">Ara\u00e7atiba<\/a><\/span><span style=\"font-weight: 400;\">, and <a href=\"http:\/\/bit.ly\/2qk6Kih\" target=\"_blank\" rel=\"noopener noreferrer\">Vila H\u00edpica<\/a><\/span><span style=\"font-weight: 400;\">, <a href=\"http:\/\/bit.ly\/2NQSbdq\" target=\"_blank\" rel=\"noopener noreferrer\">spoke at a public hearing in Bras\u00edlia<\/a> to make federal officials aware of their situations and find solutions to the problems.<\/span><\/p>\n<h3><strong>Struggles that Continue to This Day<\/strong><\/h3>\n<p><span style=\"font-weight: 400;\">If the federal eviction order issued on July 17 is carried out, the five families would be displaced with no compensation and find themselves lacking housing alternatives, with their homes and properties entirely repossessed by the Air Force. In addition to this urgent threat, residents of<\/span><span style=\"font-weight: 400;\">\u00a0R\u00e1dio Sonda continue to face several issues on a daily basis. Residents <a href=\"http:\/\/bit.ly\/1y8fUtE\" target=\"_blank\" rel=\"noopener noreferrer\">struggle to receive basic services<\/a> such as waste management, street cleaning services, and other public utilities because the Air Force has effectively barred outsiders (even City workers) from entering on spontaneous visits. All visitors and residents must have a special pass in order to enter the military compound. Community members must ask the Air Force for clearance and authorization in all cases, making it difficult for deliveries and visitors to the community to freely pass through. As observed in communities across Rio, these limitations placed on residents&#8217; daily lives constitute <a href=\"http:\/\/bit.ly\/4Tactics\" target=\"_blank\" rel=\"noopener noreferrer\">tactics strategically employed by authorities to facilitate evictions<\/a>.
