{"id":45714,"date":"2018-08-03T10:13:19","date_gmt":"2018-08-03T13:13:19","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=45714"},"modified":"2018-08-08T09:56:56","modified_gmt":"2018-08-08T12:56:56","slug":"black-july-latin-american-perspectives-on-militarization-autonomy-and-corruption","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=45714","title":{"rendered":"Black July: Latin American Perspectives on Militarization, Autonomy, and Corruption"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"http:\/\/bit.ly\/2ANJxe1\" target=\"_blank\" rel=\"noopener\"><strong><em>Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/em><\/strong><\/a><\/p>\n<p><span style=\"font-weight: 400;\">Last Friday morning, July 27, activists and audience members filed into the <a href=\"http:\/\/bit.ly\/2uN0zUe\" target=\"_blank\" rel=\"noopener\">National School of Law at the Federal University of Rio de Janeiro (UFRJ)<\/a> in downtown Rio for the final day of\u00a0<a href=\"http:\/\/bit.ly\/2KeNqvV\" target=\"_blank\" rel=\"noopener\">Julho Negro<\/a>\u00a0(&#8220;Black July&#8221;) events. <a href=\"http:\/\/bit.ly\/2OcUZT3\" target=\"_blank\" rel=\"noopener\">Four panels took place<\/a>, bringing together activists and organizers from around the world to discuss militarization and its pertinence to their respective and collective struggles.<br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\nThe day began with an opening talk on the global impact of increased militarization in oppressed communities, particularly highlighting the international reach of the Israel-based weapons industry\u2014from the United States to Brazil and Central America. The panel included local activist Maria Dalva da Silva, who lost her son to police violence in Rio&#8217;s\u00a0<a href=\"http:\/\/bit.ly\/1DGhXtG\" target=\"_blank\" rel=\"noopener\">Borel<\/a>\u00a0favela and now lives in <a href=\"http:\/\/bit.ly\/1rNMXO3\" target=\"_blank\" rel=\"noopener\">Mar\u00e9<\/a> and is a member of the <a href=\"http:\/\/bit.ly\/1Ef6VII\" target=\"_blank\" rel=\"noopener\">Network of Communities and Movements Against Violence<\/a>, alongside activists from Israel, Palestine, and Argentina.\u00a0<\/span><span style=\"font-weight: 400;\">The theme of the second panel was the Latin American Context, gathering activists from Mexico, Honduras, Chile, and Colombia to speak about <a href=\"http:\/\/bit.ly\/2oJrDjd\" target=\"_blank\" rel=\"noopener\">resisting militarization<\/a> and racism in their own communities, and how their struggle relates to the occupation of Palestine\u2014the recurring theme throughout the day.<\/span><\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/08\/Palestine-Latin-America-Solidarity-Banner.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-45740 size-content\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/08\/Palestine-Latin-America-Solidarity-Banner-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/08\/Palestine-Latin-America-Solidarity-Banner-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/08\/Palestine-Latin-America-Solidarity-Banner-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><br \/>\n<span style=\"font-weight: 400;\">The Latin American Context panel welcomed activists Sonia Lopez from the Joel Sierra Human Rights Foundation in Colombia,\u00a0<\/span><span style=\"font-weight: 400;\">Francisco Gamez from<\/span><span style=\"font-weight: 400;\"> the\u00a0<a href=\"http:\/\/bit.ly\/2uJM3g2\" target=\"_blank\" rel=\"noopener\">Committee of Popular and Indigenous Organizations of Honduras (COPINH)<\/a>,\u00a0<\/span><span style=\"font-weight: 400;\">On\u00e9sima Lienqueo from the <a href=\"http:\/\/bit.ly\/2Ay045K\" target=\"_blank\" rel=\"noopener\">Pichi Newen Mapuche Organization<\/a>\u00a0in Chile, and Daniela <\/span>Gon<span style=\"font-weight: 400;\"> from the <a href=\"http:\/\/bit.ly\/2LBzFrV\" target=\"_blank\" rel=\"noopener\">Observatory of Peoples&#8217; Rights<\/a> in Mexico. <\/span><span style=\"font-weight: 400;\">The discussion was moderated by Oscar Vargas, spokesperson for <a href=\"http:\/\/bit.ly\/2uNmxGv\" target=\"_blank\" rel=\"noopener\">Boycott, Divestment, and Sanctions (BDS) &#8211; Colombia<\/a>. The panel began by allotting fifteen minutes to each panelist to discuss their role in resisting militarization with regard to their respective organizations and communities.<\/span><\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/08\/Latin-American-Perspectives-Panel.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-45726 size-content\" title=\"Panelists at the Latin American Perspectives session. Photo: BDS Colombia Facebook Page\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/08\/Latin-American-Perspectives-Panel-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/08\/Latin-American-Perspectives-Panel-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/08\/Latin-American-Perspectives-Panel-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><br \/>\n<span style=\"font-weight: 400;\">Daniela Gon used her time to stress the importance of international solidarity with Palestine and with all people fighting militarization around the world. She also spoke about Mexico\u2019s fight against drug trafficking, which has resulted in over 30,000 missing persons, in addition to many more whose violent disappearances were not recorded or investigated. She mentioned that in the context of the increasing <a href=\"https:\/\/to.pbs.org\/2n3SPcc\" target=\"_blank\" rel=\"noopener\">militarization of the\u00a0United States-Mexico border<\/a>,\u00a0the use of military technology is much like that employed at the West Bank Barrier. The parallels between the narratives of Mexico and Palestine reflected the theme of international solidarity, further emphasized in a video shown by Gon about the work of the Mexican Observatory for Peoples&#8217; Rights.<br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\nThe conversation then shifted to the topic of indigenous autonomy as Onesima Lienqueo\u2019s time began, with an explanation of the <a href=\"http:\/\/bit.ly\/2AxbiHF\" target=\"_blank\" rel=\"noopener\">Mapuche indigenous community&#8217;s struggle for recognition<\/a> in southern Central Chile. According to Lienqueo, the government\u2019s refusal to recognize the Mapuche community as a nation has led to militarization and the criminalization of the movement for autonomy. This has resulted in violence against its members such as 17-year-old Brandon Hernandez Huentecol, who was <a href=\"http:\/\/bit.ly\/2mYp0tw\" target=\"_blank\" rel=\"noopener\">shot by police in 2016<\/a>. On a similar front, the\u00a0Committee of Popular and Indigenous Organizations of Honduras\u2014represented at the panel by Francisco Gamez\u2014works to defend the environment and improve living conditions for indigenous populations. Both Lienqueo and Gamez highlighted the struggle to keep indigenous culture alive in coming generations and the ongoing fight for land and resources, which as moderator Vargas mentioned, resonates with the occupation of Palestine. \u201cThe Mapuche cannot live without land,\u201d said Lienqueo.<br \/>\n<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The final speaker, Sonia Lopez, talked about the issue of police and political corruption in Colombia. Thousands of Colombians have faced <a href=\"http:\/\/bit.ly\/2Asktcs\" target=\"_blank\" rel=\"noopener\">forced displacement<\/a> as the government continues to seek control of the Pacific Coast region. Lopez mentioned that the various methods of corruption in Colombia are linked to the global reach of the Israeli weapons industry, such as the use of Israel-produced technology by the Colombian army. Afro-Colombian and indigenous communities have been greatly affected by the forced displacements\u2014the two groups comprise 10% and 3%, respectively, of the roughly seven million displaced persons in Colombia, <a href=\"http:\/\/bit.ly\/2Asktcs\" target=\"_blank\" rel=\"noopener\">according to the United Nations High Commissioner for Refugees<\/a>. Lopez concluded by explaining the importance of the Boycott, Divestment, and Sanctions movement as a way of standing in international solidarity with Palestine, calling it &#8220;<\/span>an exercise in popular solidarity with Palestine and all peoples that resist\u00a0imperial intervention in the world.&#8221;<\/p>\n<p><span style=\"font-weight: 400;\">The panel closed with words from moderator Oscar Vargas about various public and private corporations that are involved in or contribute to the Israeli occupation and militarization throughout Latin America. He gave the example of Hewlett Packard, a well-known tech company with widely used products whose technology contributed to the deaths of four Palestinian boys on a Gaza beach in 2014. Vargas stated: \u201cA few days ago, we commemorated the fourth anniversary of the <a href=\"https:\/\/nyti.ms\/2AGuFyb\" target=\"_blank\" rel=\"noopener\">assassination of four boys on the beaches of Gaza<\/a>, killed in a strike with <a href=\"http:\/\/bit.ly\/2ArHhcd\" target=\"_blank\" rel=\"noopener\">technology from Hewlett Packard<\/a>.&#8221;<\/span><\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/08\/Marinete-and-Soraya-1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-45742 size-large\" title=\"Marinete da Silva (right) addresses the audience, alongside Soraya Misleh. The late councilor&#8217;s mother Marinete\u00a0da Silva was embraced by panel attendee and journalist Soraya Misleh. The two spoke about the similarities between Palestinian and Brazilian mothers who have lost their children due to militarization and racism.
