{"id":46574,"date":"2018-09-14T09:46:37","date_gmt":"2018-09-14T12:46:37","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=46574"},"modified":"2018-09-14T10:00:53","modified_gmt":"2018-09-14T13:00:53","slug":"lets-talk-about-favela-epistemology","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=46574","title":{"rendered":"Let\u2019s Talk About Favela Epistemology!"},"content":{"rendered":"<p style=\"text-align: right;\"><em><a href=\"http:\/\/bit.ly\/2Kee0Bk\" target=\"_blank\" rel=\"noopener\"><strong>Clique aqui para Por<\/strong><strong>tugu\u00eas<\/strong><\/a><\/em><a href=\"http:\/\/bit.ly\/2GwmWF7\" target=\"_blank\" rel=\"noopener\"><strong><img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/strong><\/a><\/p>\n<p><span style=\"font-weight: 400;\">When I enrolled in the <a href=\"http:\/\/bit.ly\/2M1H2Gd\" target=\"_blank\" rel=\"noopener\">Public Security and Favela Epistemology<\/a> course\u2014which took place in several favelas in Rio from April 28 to June 6\u2014I didn\u2019t yet understand the scope of the numerous strategies of impoverishment, control, and segregation to which people from favelas and peripheries are subjected. The history of geographic containment (<em>and<\/em> of <a href=\"http:\/\/bit.ly\/2IRv1p1\" target=\"_blank\" rel=\"noopener\">potentialities<\/a>) began long before favelas were born. Enslaved and diasporic black people were uprooted from their homes and forced into a \u201cnon-place\u201d during the post-abolition process. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">The monarchical measures to limit liberties and place social restrictions on \u201cfreed\u201d blacks were already notorious. It can be argued that some of these measures have been maintained by the State to this day. The<\/span> <span style=\"font-weight: 400;\">Empire\u2019s criminal code <a href=\"http:\/\/bit.ly\/2wHfHSA\" target=\"_blank\" rel=\"noopener\">incriminated them\u2014from their culture<\/a>\u00a0to access to education.<\/span> <span style=\"font-weight: 400;\">This perspective of the past makes it clear that the discrepancy in opportunity is not contemporary.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">These historical damages and the consecutive withdrawal of rights culminate in a society marked by racism. The proposal of the \u201cPublic Security and Favela Epistemology\u201d course was not only to analyze the profile of favelas and peripheries but also to amplify narratives. \u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"http:\/\/bit.ly\/2K6C49m\" target=\"_blank\" rel=\"noopener\">Activists from favelas presented academic and non-academic content,<\/a>\u00a0forming this epistemology\u2014which, for us, is a distant term that can\u00a0be substituted by a single phrase: \u201c<a href=\"http:\/\/bit.ly\/29srY1b\" target=\"_blank\" rel=\"noopener\">Those born and raised are those who know<\/a>.\u201d We know ourselves and can speak in the first person about our daily lives and culture. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">As follows, this article highlights important ideas and information learned during the course.<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/08\/Struggle-and-Resistance-Class-by-Thaina\u0303.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-46577 size-content\" title=\"Resistance and Public Security class with Thain\u00e3 de Medeiros. Photo: Facebook page of the event.\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/08\/Struggle-and-Resistance-Class-by-Thaina\u0303-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/08\/Struggle-and-Resistance-Class-by-Thaina\u0303-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/08\/Struggle-and-Resistance-Class-by-Thaina\u0303-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/span><\/p>\n<h3><strong>The State and Education <\/strong><\/h3>\n<p><span style=\"font-weight: 400;\">As an educator, I believe that education is the &#8220;<a href=\"http:\/\/bit.ly\/2xctB0D\" target=\"_blank\" rel=\"noopener\">so-called\u00a0fishing rod<\/a>\u201d necessary for the black, peripheral, favela population to break free from the conditions of poverty and marginalization. For those who are marginalized, <a href=\"http:\/\/bit.ly\/2LCd27o\" target=\"_blank\" rel=\"noopener\">these basic rights are practically denied<\/a>, as statistics prove. Defunded schools, poor material working conditions, poorly paid teachers, and strenuous workdays are directly reflected in the failure to foster\u00a0<\/span><span style=\"font-weight: 400;\">critical education that could result in conditions of social equity. \u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The <a href=\"http:\/\/bit.ly\/2nHyH12\" target=\"_blank\" rel=\"noopener\">lack of valorization of African culture<\/a> is the first important form of access that is denied to black people, who are constantly generalized and associated with headlines relating to violence and death. There is still a <a href=\"http:\/\/bit.ly\/2sobq3e\" target=\"_blank\" rel=\"noopener\">strong discourse of whiteness<\/a>\u00a0dominating <a href=\"http:\/\/bit.ly\/2qDbLO9\" target=\"_blank\" rel=\"noopener\">academic fields<\/a>. Despite the existence of policies to ensure that the ethno-racial valorization of black people materializes, <a href=\"http:\/\/bit.ly\/1JWMh4H\" target=\"_blank\" rel=\"noopener\">such rights are not yet a reality<\/a> for us. Recognizing yourself as black <a href=\"http:\/\/bit.ly\/2NLAWe1\" target=\"_blank\" rel=\"noopener\">is a political act<\/a> that is not always achieved in the face of so many misleading and deeply entrenched discourses about what it means to be black. <\/span><\/p>\n<h3><strong>The State and Militarization<\/strong><\/h3>\n<p><span style=\"font-weight: 400;\">Another important point in this set of <a href=\"http:\/\/bit.ly\/1SQPOTc\" target=\"_blank\" rel=\"noopener\">public sector failures<\/a> is public security. The word security<\/span> <span style=\"font-weight: 400;\">is almost always associated with the favela and periphery, but why can\u2019t we feel safe in <em>our<\/em> homes and on <em>our<\/em> streets? Why does the State understand bringing peace to society as taking peace away from others? These others are (primarily) those who are outside of condominium gates and high tax brackets. <a href=\"http:\/\/bit.ly\/YPk785\" target=\"_blank\" rel=\"noopener\">For the State<\/a>, bringing peace means decimating, excluding, controlling, and segregating this <a href=\"http:\/\/bit.ly\/2bLoScc\" target=\"_blank\" rel=\"noopener\">group that is stigmatized as violent<\/a>.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the same geographic space of this city, on a sunny day, there are citizens who wake up to the sound of their alarm clocks and take their children to school; others are awoken by <a href=\"http:\/\/bit.ly\/2Ifz8X0\" target=\"_blank\" rel=\"noopener\">armored helicopters firing on their streets and assassinating their children<\/a>. As stated during one of the classes by\u00a0<a href=\"http:\/\/bit.ly\/1ObQJ4o\" target=\"_blank\" rel=\"noopener\">Gizele Martins<\/a>, a communicator from Mar\u00e9:\u00a0<\/span><span style=\"font-weight: 400;\">\u201cThe state impoverishes and criminalizes.&#8221;\u00a0<a href=\"http:\/\/bit.ly\/2LpryLQ\" target=\"_blank\" rel=\"noopener\">We are not the producers of violence\u2014we are violated<\/a>. We are murdered and dragged every day in some favela or periphery of this <a href=\"http:\/\/bit.ly\/1Moarbd\" target=\"_blank\" rel=\"noopener\">polarized city<\/a>. \u00a0<\/span><\/p>\n<h3><strong>Media<\/strong><\/h3>\n<p><span style=\"font-weight: 400;\">Mainstream media is an important tentacle of this system that disqualifies and <a href=\"http:\/\/bit.ly\/2hceXOj\" target=\"_blank\" rel=\"noopener\">tries to assign another meaning to marginalized populations<\/a>. News reports are filled with racism and prejudice. <a href=\"http:\/\/bit.ly\/2xqPlHH\" target=\"_blank\" rel=\"noopener\">The aggressive tone<\/a>, often disconnected from reality, reinforces that the State&#8217;s arbitrary atrocities are\u00a0<a href=\"http:\/\/bit.ly\/2oA126l\" target=\"_blank\" rel=\"noopener\">natural consequences of the \u201cwar on drugs.\u201d<\/a>\u00a0They imply that only one side is armed and attacks. Impartial coverage\u2014a duty of the press\u2014is not always fulfilled when the subject is criminality and favelas.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Derogatory buzzwords divide the city in half, besieging neighborhoods and reinforcing the social imaginary that confirms that the city<\/span> <span style=\"font-weight: 400;\">is not for favela residents, nor is the favela for the city. But we resist! <a href=\"http:\/\/bit.ly\/1rp9pfS\" target=\"_blank\" rel=\"noopener\">Community and independent media<\/a> put forward other agendas, from the perspective of favela residents. <a href=\"http:\/\/bit.ly\/2IxOE5n\" target=\"_blank\" rel=\"noopener\">These spaces are growing and gaining voice<\/a>, amplifying causes silenced by prejudice. <\/span><\/p>\n<h3><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/08\/Children-Playing-in-Rocinha.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-46578 size-content\" title=\"Children playing in the street in Rocinha. Photo: B\u00e1rbara Dias\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/08\/Children-Playing-in-Rocinha-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/08\/Children-Playing-in-Rocinha-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/08\/Children-Playing-in-Rocinha-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/h3>\n<h3><strong>Insurgency <\/strong><\/h3>\n<p><span style=\"font-weight: 400;\">It is inherent to the <a href=\"http:\/\/bit.ly\/2CUhZVp\" target=\"_blank\" rel=\"noopener\">insurgents<\/a> of these places (often forgotten by public authorities) to resist! Resistance arises from strength, but also from the knowledge and appreciation of our own image. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">When we understand and know who we are, it is like a mirror that reflects our image in its plenitude and without distortion. We recognize ourselves as those who belong, with a face, voice, body, and color. We feel more strongly the need to struggle and to pressure this machine that crushes people with shouts that are louder than ourselves<\/span><span style=\"font-weight: 400;\">. <a href=\"http:\/\/bit.ly\/2IRv1p1\" target=\"_blank\" rel=\"noopener\">We are powerful<\/a> in the face of the fear that plagues us. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">There is celebration and pain in the hold of this Slave Ship, but there is also significant resistance. We want to use our own voices;\u00a0<a href=\"http:\/\/bit.ly\/2oLs0ed\" target=\"_blank\" rel=\"noopener\">based on our own lived experiences, we want to create academic discourses<\/a>. We don&#8217;t need mediators\u2014we are giants. This is why I suspect that there is so much militarization in order to contain us, to contain our ideas. We know that we are not producers of violence. We are, in fact, products of the violence of this oppressive triad: the State, media, and racism. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">[We are] <a href=\"http:\/\/bit.ly\/2NWQScL\" target=\"_blank\" rel=\"noopener\">constantly imprisoned<\/a> and <a href=\"http:\/\/bit.ly\/2M8amdS\" target=\"_blank\" rel=\"noopener\">shot<\/a>, in inhumane proportions. But the barrels (<em>tambores<\/em>)\u00a0of guns will not silence the drums (<em>tambores<\/em>) that sustain us.<\/span> <span style=\"font-weight: 400;\">We do not accept this version of peace that silences some in order to bring peace to others. We yearn to remove ourselves from the death statistics\u2014we seek to belong to all spaces of this city and to enjoy our places of origin without being interrupted by armored vehicles.<\/span><b>\u00a0<\/b><span style=\"font-weight: 400;\">In the words of Frans\u00e9rgio Goulart, organizer of the Public Security and Favela Epistemology course: \u201cYour privilege kills.\u201d We demand the right to travel through our favela and go about our daily affairs without the\u00a0<a href=\"http:\/\/bit.ly\/2mZQ4si\" target=\"_blank\" rel=\"noopener\">barrel of a gun aimed at our faces<\/a> and our dreams\u2026 <\/span><\/p>\n<p><em>Carla Souza is a teacher by training and loves her job as a childhood education teacher.
