{"id":46991,"date":"2018-12-29T11:41:17","date_gmt":"2018-12-29T14:41:17","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=46991"},"modified":"2019-01-14T14:29:20","modified_gmt":"2019-01-14T17:29:20","slug":"favela-community-land-trust-workshops-part-3-presentation-to-public-authorities-and-final-reflections","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=46991","title":{"rendered":"Favela CLT Workshops, Part 3: Presentation to Public Authorities and Final Reflections"},"content":{"rendered":"<p style=\"text-align: right;\"><em><a href=\"http:\/\/bit.ly\/2VVyaqG\" target=\"_blank\" rel=\"noopener\"><strong>Clique aqui para Por<\/strong><strong>tugu\u00eas<\/strong>\u00a0<strong><img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/strong><\/a><\/em><\/p>\n<p style=\"text-align: left;\">I<em>n Rio de Janeiro, from August 23 to 27, 2018,\u00a0<a href=\"http:\/\/bit.ly\/ZsEul3\" target=\"_blank\" rel=\"noopener\">Catalytic Communities<\/a>* (CatComm) organized a\u00a0<a href=\"http:\/\/bit.ly\/CanoRioCLTs\" target=\"_blank\" rel=\"noopener\">series of workshops<\/a>\u00a0on\u00a0<a href=\"http:\/\/bit.ly\/2P1UJGJ\" target=\"_blank\" rel=\"noopener\">Community Land Trusts<\/a>\u00a0(CLTs), together with a special delegation from the\u00a0<a href=\"http:\/\/bit.ly\/2qmibl8\" target=\"_blank\" rel=\"noopener\">Ca\u00f1o Mart\u00edn Pe\u00f1a CLT based in San Juan, Puerto Rico<\/a>.\u00a0The workshops were designed to discuss this urban planning tool and consider its\u00a0<a href=\"http:\/\/bit.ly\/2K6gfqb\" target=\"_blank\" rel=\"noopener\">potential applicability in Brazilian favelas<\/a>. Over the five days of workshops, 130 individuals participated, including fifty community leaders and residents of Rio\u2019s favelas.\u00a0The workshops were organized in partnership with the Rio de Janeiro State Public Defender\u2019s Office, the Pastoral de Favelas, the Rio de Janeiro Architecture and Urbanism Council (CAU), the Laboratory for Studies of Transformations in Brazilian Urban Law (LEDUB), the Lincoln Institute of Land Policy (LILP), and the Global Land Alliance&#8217;s Center for CLT Innovation.<\/em><\/p>\n<p><em>The final day of workshops took place on Monday, August 27 at the\u00a0<a href=\"http:\/\/bit.ly\/2xEeEDK\" target=\"_blank\" rel=\"noopener\">Rio de Janeiro Architecture and Urbanism Council<\/a>\u00a0(CAU). The morning session was directed towards government officials to present the Ca\u00f1o Mart\u00edn Pe\u00f1a case study comprehensively and systematically in a way that they could take back to their offices and be aware of the tool (hopefully in a position to understand and thus offer support) as efforts to instate CLTs develop further in Rio. The afternoon session was a final closing reflection of the five days of activities, open to the general public and especially to those who had participated throughout the five days.<\/em><\/p>\n<hr \/>\n<h3>Morning Presentations to Rio Authorities<\/h3>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/12\/Theresa-Williamson.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter size-content wp-image-50265\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/12\/Theresa-Williamson-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/12\/Theresa-Williamson-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/12\/Theresa-Williamson-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>The morning activities began with a short presentation by Catalytic Communities&#8217;\u00a0Executive Director <a href=\"http:\/\/bit.ly\/2IWM21d\" target=\"_blank\" rel=\"noopener\">Theresa Williamson<\/a>, situating the\u00a0Community Land Trust model <a href=\"http:\/\/bit.ly\/2K6gfqb\" target=\"_blank\" rel=\"noopener\">in the context of the global affordable housing crisis<\/a>. The Puerto Rican delegation then dug in deep, telling\u00a0<a href=\"http:\/\/bit.ly\/2OEWx7Y\" target=\"_blank\" rel=\"noopener\">their story<\/a> and thoroughly explaining the process of creating the Ca\u00f1o Mart\u00edn Pe\u00f1a CLT, locally known as the Fideicomiso de la Tierra del Ca\u00f1o Mart\u00edn Pe\u00f1a.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/12\/Lyvia-presents-to-room.jpg\"><img decoding=\"async\" class=\"aligncenter size-content wp-image-50268\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/12\/Lyvia-presents-to-room-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/12\/Lyvia-presents-to-room-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/12\/Lyvia-presents-to-room-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Lyvia Rodr\u00edguez del Valle, Executive Director of the Ca\u00f1o CLT, gave her most thorough presentation of the five days during the morning with Rio authorities.\u00a0Representatives of public institutions in Rio present at the event had many questions about the Puerto Rican case, specifically about how the plan was implemented and who was involved in the process. Members of the Puerto Rican delegation explained that the majority of residents in the eight communities situated along the canal do not live within the CLT, but are impacted by its decisions. Attendees asked about the relationship between these two groups of residents\u2014whether or not renters could be included in the CLT, and what happens when families decide to pass down their titles to multiple children. Representatives of the\u00a0<a href=\"http:\/\/bit.ly\/2qycUcE\" target=\"_blank\" rel=\"noopener\">Land and Cartography Institute of the State of Rio de Janeiro<\/a> (ITERJ) asked about how the CLT decided on construction regulations. Attendees were also interested in how the Puerto Rican delegation passed the law that helped them institute their CLT.<\/p>\n<h3>Afternoon Closing Session<\/h3>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/12\/Audience.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-content wp-image-50267\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/12\/Audience-620x264.png\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/12\/Audience-620x264.png 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/12\/Audience-940x400.png 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>The afternoon session was led by Lyvia Rodr\u00edguez del Valle, Alejandro Cott\u00e9 Morales, Evelyn Qui\u00f1ones Ortiz, and Mario Nu\u00f1ez Mercado, representing the three institutions that\u00a0form the CLT: the <a href=\"http:\/\/bit.ly\/2p14rxx\" target=\"_blank\" rel=\"noopener\">Fideicomiso de la Tierra del Ca\u00f1o Mart\u00edn Pe\u00f1a<\/a>,\u00a0the\u00a0<a href=\"http:\/\/bit.ly\/2NkyyhX\" target=\"_blank\" rel=\"noopener\">Group of Eight Communities (G-8)<\/a>,\u00a0and the public corporation\u00a0<a href=\"http:\/\/bit.ly\/2NFD75R\" target=\"_blank\" rel=\"noopener\">ENLACE<\/a>.\u00a0Following brief introductory comments, workshop participants broke out into two groups: favela residents interested in the <a href=\"http:\/\/bit.ly\/2vLUhVr\" target=\"_blank\" rel=\"noopener\">CLT model as a form of collective land ownership<\/a>, and technical specialists interested in supporting the implementation of a CLT in Rio. The technical support group was facilitated by Rodr\u00edguez,\u00a0executive director of ENLACE. The community group was facilitated by Cott\u00e9, director of citizen participation and social development of ENLACE, alongside community leaders Qui\u00f1ones (vice president of the G-8) and Nu\u00f1ez (treasurer and public representative of the G-8).<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/12\/Ines.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-content wp-image-50263\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/12\/Ines-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/12\/Ines-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/12\/Ines-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>As favela residents from Rio shared their thoughts and concerns about CLTs with the Puerto Rican community representatives, Rodr\u00edguez discussed best practices for supporting communities in the process of implementing a CLT. In both groups, Rodr\u00edguez and Cott\u00e9 stressed that it is important for the community to lead the project; while technical specialists often have good intentions, they sometimes arrive and create projects and regulations that the community itself does not want or need.\u00a0The community group discussed solutions to this issue based on the experience of the Ca\u00f1o Mart\u00edn Pe\u00f1a CLT: hiring technical specialists from the community, if possible, and consulting as many specialists as possible to get a variety of ideas and opinions.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/12\/Community-discussion.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-content wp-image-50261\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/12\/Community-discussion-620x264.png\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/12\/Community-discussion-620x264.png 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/12\/Community-discussion-940x400.png 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Furthermore, the community group discussed various on-the-ground concerns surrounding the implementation of CLTs\u2014such as challenges that arise in the context of violence and drug trafficking\u2014as well as community organizing strategies such as ways of spreading information (and preventing misinformation) and developing social projects. Cott\u00e9 was quick to note that all of these concerns are real and ongoing in the communities of the Ca\u00f1o Mart\u00edn Pe\u00f1a. One important suggestion was to <a href=\"http:\/\/bit.ly\/2D8WKz5\" target=\"_blank\" rel=\"noopener\">involve children and youth<\/a> as much as possible. Youth involvement in the planning of social projects not only boosts participation but also helps prevent violence and spread accurate information about the project throughout the community by word of mouth\u2014all at a level that any citizen can understand. Favela residents present at the event shared experiences from their own communities and found many common threads between Rio de Janeiro and San Juan, Puerto Rico.<\/p>\n<p>Meanwhile, the technical group was asked by Rodr\u00edguez to focus on the question: &#8220;What can I do now to support a favela CLT in Rio?&#8221; which spurred incredible statements of intention and potential contributions from the technical professionals present. These ranged from the state regularization agency, ITERJ, demonstrating a commitment to putting personnel in roles of engagement to debate CLTs with interested communities, to architects and planners committed to supporting a potential community CLT in its long-term participatory planning exercises. Rodr\u00edguez then went further with these professionals, asking a range of questions to further explore their interests, and suggest how they may engage best in support of interested communities. After all, this process must be community-driven.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/12\/Technical-discussion.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-content wp-image-50260\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/12\/Technical-discussion-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/12\/Technical-discussion-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/12\/Technical-discussion-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Finally, both groups joined to discuss the potential challenges of implementing a CLT in Rio and to share reflections about the five days of workshops. Community leaders and technical allies were able to hear directly from one another about their expectations and concerns with developing such a project. Overall, both groups seemed optimistic about the possibility of successfully creating and implementing a CLT project in Rio and thanked the Puerto Rican delegation for their hard work and dedication.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/12\/Roundtable.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-content wp-image-50262\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/12\/Roundtable-620x264.png\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/12\/Roundtable-620x264.png 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/12\/Roundtable-940x400.png 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Rounding out the week\u2019s activities, the Puerto Rican delegation shared their reflections and hopes for the group. To wrap up the experience, community leader Evelyn Qui\u00f1ones Ortiz said: \u201cI&#8217;m leaving tomorrow<span style=\"font-weight: 400;\">. I hope that before I leave this world, I hear that you all in favelas have also become owners of the land.
