{"id":46996,"date":"2018-09-18T09:02:00","date_gmt":"2018-09-18T12:02:00","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=46996"},"modified":"2018-09-25T12:02:56","modified_gmt":"2018-09-25T15:02:56","slug":"countdown-to-brazils-2018-elections-part-6-candidates-from-favelas","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=46996","title":{"rendered":"Countdown to Brazil\u2019s 2018 Elections, Part 6: Growth and Diversity of Favela Candidates"},"content":{"rendered":"<p style=\"text-align: right;\"><em><br \/>\n<a href=\"http:\/\/bit.ly\/2QoPhyv\" target=\"_blank\" rel=\"noopener\"><strong>Clique aqui para Por<\/strong><strong>tugu\u00eas<\/strong><strong><img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/strong><\/a><\/em><\/p>\n<p><em>This is the sixth article in an ongoing\u00a0<a href=\"http:\/\/bit.ly\/2018BrazilElections\" target=\"_blank\" rel=\"noopener\">series<\/a>\u00a0on the Brazilian electoral political scene in 2018.<\/em><\/p>\n<p>The immediate reaction to the death of <a href=\"http:\/\/bit.ly\/2IsqO7s\" target=\"_blank\" rel=\"noopener\">Marielle Franco<\/a>, beyond deep pain, was the strengthening of <a href=\"http:\/\/bit.ly\/2Epo0VC\" target=\"_blank\" rel=\"noopener\">her legacy<\/a>\u2014often associated <a href=\"http:\/\/bit.ly\/2GQs7Ne\" target=\"_blank\" rel=\"noopener\">with the phrase<\/a>: &#8220;They tried to bury you but didn&#8217;t realize you were a seed.\u2019\u2019 And as a seed, Marielle gave rise to the proliferation of black women from favelas running for office. Before Marielle, the only black women from favelas to have occupied legislative positions in the state of Rio de Janeiro were <a href=\"http:\/\/bit.ly\/2Kcysml\" target=\"_blank\" rel=\"noopener\">Benedita da Silva<\/a> from <a href=\"http:\/\/bit.ly\/2xvUV9F\" target=\"_blank\" rel=\"noopener\">Chap\u00e9u Mangueira<\/a> and <a href=\"https:\/\/glo.bo\/2NhfErv\" target=\"_blank\" rel=\"noopener\">Jurema Batista<\/a> from <a href=\"http:\/\/bit.ly\/1mfXTYH\" target=\"_blank\" rel=\"noopener\">Morro do Andara\u00ed<\/a>.<\/p>\n<p><a href=\"http:\/\/bit.ly\/2OjDLCY\" target=\"_blank\" rel=\"noopener\">In these elections<\/a>, 46% of candidates registered across the entire country <a href=\"https:\/\/bbc.in\/2wLGcrh\" target=\"_blank\" rel=\"noopener\">declared themselves black or brown<\/a>\u2014a high percentage, but still below the proportional share of this group in the Brazilian population, which is approximately 55%. In the state of Rio de Janeiro, <a href=\"http:\/\/bit.ly\/2oFH5NQ\" target=\"_blank\" rel=\"noopener\">the percentage of black and brown candidates is 48%<\/a>. This percentage is higher for the positions of state representative (49%) and federal congress (46%), and lower for those of senator (30%) and governor (33%). Women comprise 31% of candidates, despite being <a href=\"http:\/\/bit.ly\/2CLzFT9\" target=\"_blank\" rel=\"noopener\">51% of the population<\/a>.\u00a0This is still an improvement compared to 14.5% in the <a href=\"http:\/\/bit.ly\/2Q7VvTm\" target=\"_blank\" rel=\"noopener\">2016 City Council elections<\/a> and is a direct reflection of the new electoral rule that determines that <a href=\"http:\/\/bit.ly\/2N5pQnF\" target=\"_blank\" rel=\"noopener\">30% of candidates launched by a party must be women<\/a>. Black and brown women, however, comprise <a href=\"http:\/\/bit.ly\/2Lb0l3k\" target=\"_blank\" rel=\"noopener\">27% of the Brazilian population<\/a> but only 16% of candidates.<\/p>\n<p>If representation is lacking among candidates, representation among elected officials is even worse: in 2016, <a href=\"http:\/\/bit.ly\/2Q7VvTm\" target=\"_blank\" rel=\"noopener\">only 0.6% of the elected city councilors were black women<\/a>\u2014and <a href=\"http:\/\/bit.ly\/2Q7VvTm\" target=\"_blank\" rel=\"noopener\">among federal deputies, 0.39%<\/a>.<\/p>\n<p>With regards to candidates&#8217; place of origin, the Superior Electoral Court (TSE) does not collect information beyond the municipalities corresponding to their\u00a0places of birth, which makes it impossible to measure the percentage of candidates who were born in or live in favelas. Beyond internationally known former soccer star Rom\u00e1rio who was born in <a href=\"http:\/\/bit.ly\/ZoemOA\" target=\"_blank\" rel=\"noopener\">Jacarezinho<\/a> and is today a gubernatorial candidate, here we seek to highlight several candidates from favelas and <em>quilombos<\/em> in\u00a0Rio de Janeiro who are running for the positions of state representative and federal congress, all from a wide variety of <a href=\"http:\/\/bit.ly\/2dcjJrr\" target=\"_blank\" rel=\"noopener\">Brazil&#8217;s political parties<\/a>.<\/p>\n<h2>See the candidates for state representative below:<\/h2>\n<h3>Claudete Costa, City of God \u2013 Workers&#8217; Party (PT)<\/h3>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/09\/Claudete-Costa.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-46998 size-content\" title=\"Claudete Costa working with recycling during the Olympic Games. Photo: Coca Cola press release\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/09\/Claudete-Costa-596x264.jpg\" alt=\"\" width=\"596\" height=\"264\" \/><\/a><\/p>\n<h4>&#8220;You don\u2019t see me, but you will hear me&#8221;<\/h4>\n<p><a href=\"http:\/\/bit.ly\/2wKLoec\" target=\"_blank\" rel=\"noopener\">Claudete Costa<\/a> experienced <a href=\"http:\/\/bit.ly\/2dmYcjI\" target=\"_blank\" rel=\"noopener\">homelessness<\/a> during her childhood and adolescence in the Candel\u00e1ria area of downtown Rio. <a href=\"https:\/\/glo.bo\/2Cr1pMm\" target=\"_blank\" rel=\"noopener\">On the day of the Candel\u00e1ria Massacre, she survived because she was working with her mother at another downtown square, Praca XV<\/a>. Costa has worked as a\u00a0<a href=\"http:\/\/bit.ly\/2MnSdYQ\" target=\"_blank\" rel=\"noopener\">collector of recyclable materials<\/a> since she was 10 years old. She now lives in City of God and is the first female coordinator of the <a href=\"http:\/\/bit.ly\/2N0yioh\" target=\"_blank\" rel=\"noopener\">National Movement of Recyclable Material Collectors in Rio de Janeiro (MNCR\/RJ)<\/a>. She fought for the implementation of a recycling system at the World Cup and Olympics. <em>Check out the campaign on <a href=\"http:\/\/bit.ly\/2O8EgQd\" target=\"_blank\" rel=\"noopener\">Facebook<\/a>.<\/em><\/p>\n<h3><b>Dani Monteiro, S\u00e3o Carlos \u2013 Socialism and Liberty Party (PSOL)*<\/b><\/h3>\n<h3><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/09\/Dani-Monteiro.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-47171 size-content\" title=\"Dani Monteiro. Photo: M\u00eddia Ninja\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/09\/Dani-Monteiro-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/09\/Dani-Monteiro-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/09\/Dani-Monteiro-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/h3>\n<h4><b>\u201cA young black feminist to occupy the Rio de Janeiro State Legislative Assembly\u201d<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">Dani Monteiro was born and raised in the favela of Zinco in <\/span><a href=\"http:\/\/bit.ly\/1C0OFGu\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Complexo do S\u00e3o Carlos<\/span><\/a><span style=\"font-weight: 400;\">, in Central Rio, and is currently a resident of <\/span><a href=\"http:\/\/bit.ly\/1sksV07\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Complexo de Manguinhos<\/span><\/a><span style=\"font-weight: 400;\"> in the North Zone. The daughter of black parents and migrant grandparents from Brazil\u2019s northeast, she started working with her father at the age of fifteen, distributing produce to restaurants, while her mother worked as a housekeeper. She is a beneficiary of affirmative action policies at the <\/span><a href=\"http:\/\/bit.ly\/2omMSpJ\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">State University of Rio de Janeiro<\/span><\/a><span style=\"font-weight: 400;\"> (UERJ) in the social sciences program and is part of the first generation of her family to access higher education. She was an advisor to Marielle Franco, is part of the <\/span><a href=\"http:\/\/bit.ly\/2xjgX02\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Unified Black Movement<\/span><\/a><span style=\"font-weight: 400;\"> (MNU), and is the founder of the <\/span><a href=\"http:\/\/bit.ly\/2xhmXWU\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">RUA Anti-Capitalist Youth Movement<\/span><\/a><span style=\"font-weight: 400;\">. Since 1998, she has lived in <a href=\"http:\/\/bit.ly\/1Gd4bRb\" target=\"_blank\" rel=\"noopener\">Vila do Jo\u00e3o<\/a> in <a href=\"http:\/\/bit.ly\/1rNMXO3\" target=\"_blank\" rel=\"noopener\">Complexo da Mar\u00e9<\/a>, where she founded the NGO <em>Nova Dire\u00e7\u00e3o\u00a0<\/em>(&#8220;New Direction&#8221;)\u00a0that offers professional training programs for youth. At 32, after the overflow of a sewage canal due to excess trash, Freitas began to collect plastic bottles in his community and in neighboring communities such as <\/span><a href=\"http:\/\/bit.ly\/2Dhpo11\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Morro Faz Quem Quer<\/span><\/a><span style=\"font-weight: 400;\">. Today he coordinates <\/span><a href=\"http:\/\/bit.ly\/2LHmkv6\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Sustainable Brazil ECCO Ponto<\/span><\/a><span style=\"font-weight: 400;\">, a project of the NGO ECCO Vida, which he founded. He posits himself as a Zero Waste candidate and intends for his term to be participatory. In addition to being a community tour guide with the\u00a0<a href=\"http:\/\/bit.ly\/2IR35AU\" target=\"_blank\" rel=\"noopener\">Rocinha Hist\u00f3rica<\/a> project and serving as coordinator of the <a href=\"http:\/\/bit.ly\/2vtqHTf\" target=\"_blank\" rel=\"noopener\">Sankofa Museum<\/a> and the Rocinha History course, for many years he was also a teacher at the community <em>pr\u00e9-vestibular <\/em>(college entrance exam preperatory course)\u00a0and a columnist at community newspaper\u00a0<a href=\"http:\/\/bit.ly\/12VQV9T\" target=\"_blank\" rel=\"noopener\">FavelaDaRocinha.com<\/a>. He was also president of the CPI on the ferry system and rapporteur of the CPI on militias. She began her political trajectory at the\u00a0Federation of Favelas of the State of Rio de Janeiro\u00a0(FAFERJ). She graduated in social work at the age of 40. In 1982, she was elected the first female city councillor of the Workers&#8217; Party (PT) and was the first black woman to occupy a seat in Rio&#8217;s City Council. To this day she is <a href=\"http:\/\/bit.ly\/2CluusP\" target=\"_blank\" rel=\"noopener\">the only black woman to have been elected to the Brazilian Senate<\/a>. She also became the <a href=\"https:\/\/nyti.ms\/2DgNObh\" target=\"_blank\" rel=\"noopener\">first black woman to serve as governor<\/a> in Brazil in an interim capacity when Anthony Garotinho resigned in order to run for president. During her brief administration, she implemented Brazil&#8217;s first university affirmative action law at the State University of Rio de Janeiro (UERJ). She also served as the Minister of Social Development during Lula&#8217;s administration. Photo: CatComm\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/09\/Bezerra-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" \/><\/a><\/p>\n<h4>&#8220;Community in the Capital&#8221;<\/h4>\n<p><a href=\"http:\/\/bit.ly\/2xq9RWD\" target=\"_blank\" rel=\"noopener\">Carlos Alberto Costa<\/a>, known as Bezerra, was one of the first occupants of <a href=\"http:\/\/bit.ly\/1NwaXCH\" target=\"_blank\" rel=\"noopener\">Asa Branca<\/a>, a favela recognized for its <a href=\"http:\/\/bit.ly\/2aOfjcE\" target=\"_blank\" rel=\"noopener\">high degree of liveability<\/a> in the West Zone of the city. During his four-term tenure as president of the Residents&#8217; Association from 1997-2017, residents <a href=\"http:\/\/bit.ly\/1N1trHq\" target=\"_blank\" rel=\"noopener\">built their own sewage system in the community<\/a>, pressured city authorities <a href=\"http:\/\/bit.ly\/1ospyGg\" target=\"_blank\" rel=\"noopener\">to pave streets and entrances<\/a>, and worked to promote community safety in an <a href=\"http:\/\/bit.ly\/2Byt7p1\" target=\"_blank\" rel=\"noopener\">innovative<\/a> and <a href=\"http:\/\/bit.ly\/1rpHFxN\" target=\"_blank\" rel=\"noopener\">responsive<\/a> way. Furthermore, the community <a href=\"http:\/\/bit.ly\/1Wco53F\" target=\"_blank\" rel=\"noopener\">welcomed immigrants<\/a> and offered classes in languages, mathematics, theater, photography,\u00a0and sports, in addition to countless other social projects. He works in the Port Region of Rio and is a full member of the UNESCO-recognized\u00a0<a href=\"http:\/\/bit.ly\/2xysoAj\" target=\"_blank\" rel=\"noopener\">Valongo Wharf Archaeological Site Management Council<\/a>. He stood against the <a href=\"http:\/\/bit.ly\/2p7WPcN\" target=\"_blank\" rel=\"noopener\">Guggenheim Museum at the Port<\/a>\u00a0and fights for the preservation of the history and culture of the Port Region, the <a href=\"http:\/\/bit.ly\/1Oj7wi1\" target=\"_blank\" rel=\"noopener\">largest slave port<\/a> in human history.
