Debates on Favelas in Rio Speak Very Different Languages"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"http:\/\/bit.ly\/2OWNtf1\" target=\"_blank\" rel=\"noopener noreferrer\"><em><strong>Clique aqui para Por<\/strong><strong>tugu\u00eas<\/strong><\/em><\/a><a href=\"http:\/\/bit.ly\/2GwmWF7\" target=\"_blank\" rel=\"noopener noreferrer\"><strong><img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/strong><\/a><\/p>\n<p>Two events held on Tuesday, September 18 demonstrated an enormous divide between groups working on issues related to favelas and favela residents in Rio de Janeiro. Both events had more than one hundred people present and each featured an influential global thinker to help foster debate.<\/p>\n<p>The first event, \u201c<a href=\"http:\/\/bit.ly\/2I8pxmv\" target=\"_blank\" rel=\"noopener noreferrer\">A Simpler Brazil<\/a>,\u201d was an exclusive seminar on land regularization produced by the Brazilian Support Service for Small and Micro Businesses (<a href=\"http:\/\/bit.ly\/2jj6E3Z\" target=\"_blank\" rel=\"noopener noreferrer\">SEBRAE<\/a>), held at the auditorium of Infoglobo Communications (publisher of\u00a0<em>O Globo\u00a0<\/em>newspaper) in downtown Rio and <a href=\"http:\/\/bit.ly\/2pqtom7\" target=\"_blank\" rel=\"noopener noreferrer\">live streamed on Facebook<\/a>. Peruvian economist Hernando de Soto, founder of the <a href=\"http:\/\/bit.ly\/2QPyPrx\" target=\"_blank\" rel=\"noopener noreferrer\">Institute for Liberty and Democracy<\/a>\u00a0and famous for evangelizing land rights as an end-all solution to poverty, presented his work on formal property rights and economic development around the world. The second event was the <a href=\"http:\/\/bit.ly\/2Di0Oxh\" target=\"_blank\" rel=\"noopener noreferrer\">inaugural seminar<\/a> of the <a href=\"http:\/\/bit.ly\/2PNIfCq\" target=\"_blank\" rel=\"noopener noreferrer\">Peripheral Perspectives<\/a>\u00a0course, which took place at the <a href=\"http:\/\/bit.ly\/1VpTl1k\" target=\"_blank\" rel=\"noopener noreferrer\">Maracan\u00e3<\/a> campus of the\u00a0<a href=\"http:\/\/bit.ly\/2omMSpJ\" target=\"_blank\" rel=\"noopener noreferrer\">Rio de Janeiro State University<\/a> (UERJ) in the city\u2019s dense and under-serviced\u00a0<a href=\"http:\/\/bit.ly\/1kZa3h9\" target=\"_blank\" rel=\"noopener noreferrer\">North Zone<\/a>. Brazilian urbanist and architect <a href=\"http:\/\/bit.ly\/2NF73jy\" target=\"_blank\" rel=\"noopener noreferrer\">Raquel Rolnik<\/a>, former United Nations Special Rapporteur on Adequate Housing (2008-2014) who documented numerous mega-event housing rights violations in Brazil&#8217;s build up to the World Cup, contributed to the seminar with a critique of dominant perspectives on favelas and informality.<\/p>\n<p>Both events highlighted the importance of recognizing and generating value in favelas, but the divide between these contrasting approaches may be a bridge too far. Considering the work of the two world-renowned guests, this distance is clear. De Soto\u2019s emphasis on strengthening property rights and providing formal land titles in favelas diverges enormously from Rolnik\u2019s critical view of approaches predicated on economic development that ultimately end up reinforcing inequalities and exclusion, only exacerbating poverty in the world\u2019s cities.<\/p>\n<p>The only potential solution that may be seen as bridging this divide was highlighted late in the &#8220;A Simpler Brazil&#8221; debate by <a href=\"http:\/\/bit.ly\/1EIIw0W\" target=\"_blank\" rel=\"noopener noreferrer\">Jailson de Souza<\/a> of the\u00a0<a href=\"http:\/\/bit.ly\/1uuY5Uc\" target=\"_blank\" rel=\"noopener noreferrer\">Favelas Observatory<\/a>, when he described the <a href=\"http:\/\/www.bit.ly\/LandLinesCLT\" target=\"_blank\" rel=\"noopener noreferrer\">Community Land Trust<\/a> model <a href=\"http:\/\/bit.ly\/2vNXBiJ\" target=\"_blank\" rel=\"noopener noreferrer\">recently shared in Rio<\/a> from communities in Puerto Rico.<\/p>\n<h3>&#8220;A Simpler Brazil&#8221;<\/h3>\n<p>The event at Infoglobo opened with a series of speakers including Mayor <a href=\"http:\/\/bit.ly\/2dbEjrV\" target=\"_blank\" rel=\"noopener noreferrer\">Marcelo Crivella<\/a> and Governor <a href=\"http:\/\/bit.ly\/1Zbaawk\" target=\"_blank\" rel=\"noopener noreferrer\">Luiz Fernando Pez\u00e3o<\/a>. There was a panel on the challenges and opportunities of urban land regularization, with participation from the representatives of the Ministry of Cities; Caixa Econ\u00f4mica national housing bank; the <a href=\"http:\/\/bit.ly\/2gIRRNw\" target=\"_blank\" rel=\"noopener noreferrer\">Rio de Janeiro Land and Cartography Institute<\/a> (ITERJ); the <a href=\"http:\/\/bit.ly\/2NpaLNY\" target=\"_blank\" rel=\"noopener noreferrer\">Get\u00falio Vargas Foundation<\/a> (FGV); the <a href=\"http:\/\/bit.ly\/2I4zbpX\" target=\"_blank\" rel=\"noopener noreferrer\">Municipal Government of Campinas<\/a>, S\u00e3o Paulo; <a href=\"http:\/\/bit.ly\/2I6XRyh\" target=\"_blank\" rel=\"noopener noreferrer\">Rio\u2019s Housing Business Union<\/a> (SECOVI); and the Favelas Observatory.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/09\/De-Soto.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-47232 size-content\" title=\"Hernando de Soto presents at the &quot;A Simpler Brazil&quot; event\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/09\/De-Soto-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/09\/De-Soto-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/09\/De-Soto-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Following the panel, there was a presentation by Hernando de Soto and a question-and-answer session with the audience on the role of land titling in reducing conflict and generating economic development in places as diverse as the Amazon, Japan, and the Middle East. The event ended with the official launch of a project spearheaded by Roberto Medina to \u201c<a href=\"https:\/\/glo.bo\/2DlPT5H\" target=\"_blank\" rel=\"noopener noreferrer\">construct a favela<\/a>\u201d at next year\u2019s <a href=\"http:\/\/bit.ly\/2DlOXOJ\" target=\"_blank\" rel=\"noopener noreferrer\">Rock in Rio<\/a>, one of the largest music festivals in the world. In partnership with SEBRAE, <a href=\"http:\/\/bit.ly\/2I8ajhk\" target=\"_blank\" rel=\"noopener noreferrer\">Viva Rio<\/a>, and the <a href=\"http:\/\/bit.ly\/2Dq40qp\" target=\"_blank\" rel=\"noopener noreferrer\">Central \u00danica das Favelas<\/a> (CUFA), Medina\u2019s project \u201c<a href=\"http:\/\/bit.ly\/2DkgCQ2\" target=\"_blank\" rel=\"noopener noreferrer\">Communities Do Business<\/a>\u201d will provide opportunities for favela residents to participate in Rock in Rio\u2019s \u201c<a href=\"http:\/\/bit.ly\/2pofqkP\" target=\"_blank\" rel=\"noopener noreferrer\">favela space,<\/a>\u201d which will highlight art, food, and music from Rio\u2019s favelas.<\/p>\n<h3>&#8220;Peripheral Perspectives: Urban Centralities&#8221;<\/h3>\n<p>On the same day, members of Rio\u2019s academic and activist community attended the event at UERJ organized by the <a href=\"http:\/\/bit.ly\/191xwKJ\" target=\"_blank\" rel=\"noopener noreferrer\">Institute for Social and Political Studies<\/a> (IESP\/UERJ) and the <a href=\"http:\/\/bit.ly\/GUXh5D\" target=\"_blank\" rel=\"noopener noreferrer\">Roots in Movement Institute<\/a>\u00a0(I<span style=\"font-weight: 400;\">nstituto Ra\u00edzes em Movimento)<\/span>, a widely respected\u00a0<a href=\"http:\/\/bit.ly\/1R9wv8L\" target=\"_blank\" rel=\"noopener noreferrer\">community-based organization<\/a> in <a href=\"http:\/\/bit.ly\/1nEeBwu\" target=\"_blank\" rel=\"noopener noreferrer\">Complexo do Alem\u00e3o<\/a>. Consisting of lectures by professors Raquel Rolnik (University of S\u00e3o Paulo) and <a href=\"http:\/\/bit.ly\/2MQSq78\" target=\"_blank\" rel=\"noopener noreferrer\">Luiz Antonio Machado<\/a> (IESP) followed by a discussion, the event marked the inauguration of an extension course that will highlight the deconstruction of existing narratives on urban peripheries over the coming months.<\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/09\/Rolnik-Olhares-Perife\u0301ricas.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-47234 size-content\" title=\"Raquel Rolnik presents at the &quot;Peripheral Perspectives&quot; event\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/09\/Rolnik-Olhares-Perife\u0301ricas-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/09\/Rolnik-Olhares-Perife\u0301ricas-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/09\/Rolnik-Olhares-Perife\u0301ricas-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/span><\/p>\n<p><span style=\"font-weight: 400;\">During introductory remarks, Alan Brum of the Roots in Movement Institute explained the purpose of the course: &#8220;We come from favelas, mainly Complexo do Alem\u00e3o, producing research, producing popular knowledge, organizing, systematizing\u2026 making research available to other researchers, activists, and social movements\u2026 Through courses like this, [our proposal is to] share and exchange [this work] with society.&#8221; <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Researcher Ricardo Moura described how the course emerged out of <a href=\"http:\/\/bit.ly\/2D7ujgY\" target=\"_blank\" rel=\"noopener noreferrer\">CEPEDOCA<\/a>,\u00a0<\/span>the Center for Research, Documentation, and Memory of Complexo do Alem\u00e3o, which since 2013 has provided a convening platform for all researchers working in the large complex of favelas, whereby universities acting in the area engage with residents to develop research <em>with<\/em> them in ways that benefit and empower the community further:\u00a0\u201cactivities that effectively build connections and paths with universities and academics\u2026for the development of <a href=\"http:\/\/bit.ly\/29srY1b\" target=\"_blank\" rel=\"noopener noreferrer\">research in favelas together with social movements<\/a> and local groups.\u201d<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/09\/Audience-at-Peripherical-Perspectives.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-47235 size-content\" title=\"Attendees of the inaugural Peripheral Perspectives lecture. Photo: Instituto Ra\u00edzes em Movimento Facebook page\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/09\/Audience-at-Peripherical-Perspectives-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/09\/Audience-at-Peripherical-Perspectives-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/09\/Audience-at-Peripherical-Perspectives-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<h3>The (Im)Possibility of Bridging the Gap Between These Perspectives<\/h3>\n<p>Despite clear differences in tone and approach, the two events shared an emphasis on the importance of building partnerships across institutions and fostering exchange between \u201cformal\u201d and \u201cinformal\u201d areas within the city.<\/p>\n<p>During \u201cA Simpler Brazil,\u201d the focus was on the state and corporate sectors. Virtually all participants called for better coordination among federal, state, and municipal governments. There was quite a lot of agreement that <a href=\"http:\/\/bit.ly\/2MSpr3D\" target=\"_blank\" rel=\"noopener noreferrer\">Brazil\u2019s Law 13.465<\/a>\u00a0(passed in 2017) has contributed positively to the process of land regularization and is an answer to many urban problems. According to Gilmar dos Santos, head of the National Secretariat of Urban Development (a branch of the Ministry of Cities), the new \u201claw is what is most important for quality public policies\u2026that change the lives of citizens.\u201d Governor Pez\u00e3o echoed this view saying \u201cthere is no better public policy\u201d to bring people into the formal sector. Mayor Crivella assured that \u201cwe are devoted to the cause\u201d of land regularization.<\/p>\n<p>In addition to formalizing property rights in informal settlements and providing ownership titles to favela residents, the event touted the benefits of partnerships with corporate entities like SEBRAE and Rock in Rio, which aim to help entrepreneurs in favelas who are limited by the insecurity of the informal sector to grow.<\/p>\n<p>By contrast, the Peripheral Perspectives event raised critiques of the relationship between public authorities and businesses and warned against relying on institutional solutions. Instead, partnerships that aim to address the needs of favela residents should not only recognize that social and economic organization in favelas has positive attributes but also bring resources directly to social and economic entities in favelas in order to avoid the destruction, dispossession, and violence that top-down institutional resources and formalization can generate.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/09\/22A-Simpler-Brazil22-Panel.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-47233 size-content\" title=\"Panel composed entirely of men at the &quot;A Simpler Brazil&quot; seminar\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/09\/22A-Simpler-Brazil22-Panel-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/09\/22A-Simpler-Brazil22-Panel-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/09\/22A-Simpler-Brazil22-Panel-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><br \/>\nWhile the views of politicians and institutional actors expressed during \u201cA Simpler Brazil\u201d have been echoed in <a href=\"https:\/\/glo.bo\/2QI6tiH\" target=\"_blank\" rel=\"noopener noreferrer\">media coverage of the event<\/a>, the view that land titles are a simple solution to problems in favelas had one notable moment of critical reflection. In the panel on land regularization, <a href=\"http:\/\/bit.ly\/1EIIw0W\" target=\"_blank\" rel=\"noopener noreferrer\">Jailson de Souza e Silva<\/a>, founder of the\u00a0<a href=\"http:\/\/bit.ly\/1uuY5Uc\" target=\"_blank\" rel=\"noopener noreferrer\">Favelas Observatory<\/a>, a globally respected Mar\u00e9 favela-based research and action-oriented NGO, was last to speak and offered a scathing assessment of comments by public authorities sharing the stage who had spoken earlier.<\/p>\n<p>Silva began by criticizing the fact that women were absent from the discussion: \u201cThe presence of women is central\u2026 because [women] are the principal organizer[s] of the entire process of building the community in a favela\u2026 It is impossible to discuss this topic without [their] participation.\u201d<\/p>\n<p>The critique continued. \u201cThe first thing we should discuss is the following: what concept of the city are we working with? The city is not just facilities and services. The city is also interaction, diversity, solidarity, and affection.\u201d Silva commented on <a href=\"http:\/\/bit.ly\/1HkVjJd\" target=\"_blank\" rel=\"noopener noreferrer\">Community Land Trusts<\/a> as an example: \u201cThere are experiences like in <a href=\"http:\/\/bit.ly\/2qmibl8\" target=\"_blank\" rel=\"noopener noreferrer\">Puerto Rico<\/a>, for example, that distinguish clearly between granting the right to houses [surface rights], without necessarily granting the right to the land.&#8221;<\/p>\n<p>The event focused less on the distant periphery, but rather on\u00a0<a href=\"http:\/\/bit.ly\/T5QI5Q\" target=\"_blank\" rel=\"noopener noreferrer\">Vidigal<\/a>, <a href=\"http:\/\/bit.ly\/1rIlhJj\" target=\"_blank\" rel=\"noopener noreferrer\">Cantagalo,<\/a> and <a href=\"http:\/\/bit.ly\/1m4JS9c\" target=\"_blank\" rel=\"noopener noreferrer\">Rocinha<\/a>. In the words of Silva:<\/p>\n<blockquote><p>[These favelas] are central spaces, cultural entities that have to be preserved against the logic of transforming these assets into market assets, into assets simply geared towards the need to think of our city as dominated by the logic of capital. There are <a href=\"http:\/\/bit.ly\/1k7iqdd\" target=\"_blank\" rel=\"noopener noreferrer\">creative and innovative solutions<\/a> that do not simply follow the logic of formal property. For example, [<a href=\"http:\/\/bit.ly\/2qmibl8\" target=\"_blank\" rel=\"noopener noreferrer\">as was done in Puerto Rico<\/a>] we can create mechanisms that guarantee the presence of residents and guarantee the cultural environment, distinguishing between land and the houses [situated on it].<\/p><\/blockquote>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-47244 size-content\" title=\"Jailson de Souza e Silva (second to left) speaking at &quot;A Simpler Brazil&quot; seminar. Photo: SEBRAE Facebook page\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/09\/Jailson-de-Souza-e-Silva-at-22A-Simpler-Brazil22-Seminar-620x264.png\" alt=\"\" width=\"620\" height=\"264\" \/><\/p>\n<p>For Silva, it is necessary to \u201cbreak\u201d from the mass public housing policy of <a href=\"http:\/\/bit.ly\/1lTMw0y\" target=\"_blank\" rel=\"noopener noreferrer\">Minha Casa Minha Vida<\/a> and \u201cits logic of expanding the city\u2026 [The city] is much more than just housing and we can build a more diverse, rich, and lively city when we take into account the people that are living there\u2014principally black women who are responsible for building it.\u201d<\/p>\n<p>The possibility of bridging the gap between these two approaches appears bleak. One produces initiatives like \u201cCommunities Do Business\u201d and the other <a href=\"http:\/\/bit.ly\/2okO0vw\" target=\"_blank\" rel=\"noopener noreferrer\">challenges the validity of dichotomous categories<\/a> such as formal-informal and solutions based on a simplistic process of bringing favelas into the formal city. While a \u201cfavela space\u201d at Rock in Rio may appear to consider <a href=\"http:\/\/bit.ly\/2KUBjkp\" target=\"_blank\" rel=\"noopener noreferrer\">potentialities that exist in favelas<\/a>, it fundamentally represents the very narrative that Raquel Rolnik and others want to invert. It creates a spectacle of poor communities and attributes value to favelas only as they are inserted into the formal market. This is a distorted view of the potentiality that comes from within favelas, as their value is considered only in terms of commercial potential and business expansion. Benefits may emerge for a select few in favelas, but this effectively generates enormous wealth for large businesses without producing substantive change for the poor.<\/p>\n<p><em>Ezra Spira-Cohen is a PhD candidate in Political Science.
