{"id":48381,"date":"2018-11-12T12:51:52","date_gmt":"2018-11-12T15:51:52","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=48381"},"modified":"2020-08-07T14:03:11","modified_gmt":"2020-08-07T17:03:11","slug":"community-land-trust-workshops-part-1-community-workshop-methodology-and-practice","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=48381","title":{"rendered":"Favela CLT Workshops, Part 1: Community Workshop, Methodology and Practice"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"http:\/\/bit.ly\/2CHEco3\" target=\"_blank\" rel=\"noopener noreferrer\"><strong><em>Clique aqui para Portugu\u00eas\u00a0<\/em><\/strong><em><strong><img decoding=\"async\" width=\"20\" height=\"20\" class=\"wp-image-23766 alignnone\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/strong><\/em><\/a><\/p>\n<p><em>I<\/em><em>n Rio de Janeiro, from August 23 to 27, 2018,\u00a0<a href=\"http:\/\/bit.ly\/ZsEul3\" target=\"_blank\" rel=\"noopener noreferrer\">Catalytic Communities<\/a>* (CatComm) organized a\u00a0<a href=\"http:\/\/bit.ly\/CanoRioCLTs\" target=\"_blank\" rel=\"noopener noreferrer\">series of workshops<\/a>\u00a0on\u00a0<a href=\"http:\/\/bit.ly\/2P1UJGJ\" target=\"_blank\" rel=\"noopener noreferrer\">Community Land Trusts<\/a>\u00a0(CLTs), together with a special delegation from the\u00a0<a href=\"http:\/\/bit.ly\/2qmibl8\" target=\"_blank\" rel=\"noopener noreferrer\">Ca\u00f1o Mart\u00edn Pe\u00f1a CLT based in San Juan, Puerto Rico<\/a>.\u00a0The workshops were designed to discuss this urban planning tool and consider its\u00a0<a href=\"http:\/\/bit.ly\/2K6gfqb\" target=\"_blank\" rel=\"noopener noreferrer\">potential applicability in Brazilian favelas<\/a>. Over the five days of workshops, 130 individuals participated, including fifty community leaders and residents of Rio\u2019s favelas.\u00a0The workshops were organized in partnership with the Rio de Janeiro State Public Defender\u2019s Office, the Pastoral de Favelas, the Rio de Janeiro Architecture and Urbanism Council (CAU), the Laboratory for Studies of Transformations in Brazilian Urban Law (LEDUB), the Lincoln Institute of Land Policy (LILP), and the Global Land Alliance.<\/em><\/p>\n<p><em>The first event reported on below, was the Community Workshop, which took place on August 23 at the <a href=\"http:\/\/bit.ly\/2Msia9M\" target=\"_blank\" rel=\"noopener noreferrer\">Rio Public Defender&#8217;s Office Foundation School<\/a> (FESUDEPERJ), specifically featuring residents and community leaders from favelas in Rio and community leaders from favelas in Puerto Rico. On August 24, at the same venue, the Legislative Workshop was held for technical advisors and members of civil society\u2014lawyers, housing movements, favela organizations, architects, engineers, and urban planners\u2014interested in discussing the legal possibilities for applying the <a href=\"http:\/\/bit.ly\/1HkVjJd\" target=\"_blank\" rel=\"noopener noreferrer\">CLT<\/a> model in Brazil. On August 25 and 26, local community workshops were hosted in favelas in collaboration with residents\u2014the first in\u00a0<a href=\"http:\/\/bit.ly\/2hEA3Je\" target=\"_blank\" rel=\"noopener noreferrer\">Barrinha<\/a>\u00a0and the second in <a href=\"http:\/\/bit.ly\/2CY1E0n\" target=\"_blank\" rel=\"noopener noreferrer\">Vidigal<\/a>. On August 27, a morning gathering was held to present the CLT model to Brazilian authorities, as well as representatives of public agencies and political parties. In the afternoon, the Puerto Rican delegation presented their final conclusions to the general public at the headquarters of the <a href=\"http:\/\/bit.ly\/2xEeEDK\" target=\"_blank\" rel=\"noopener noreferrer\">Rio de Janeiro Architecture and Urbanism Council<\/a> (CAU).<\/em><\/p>\n<hr \/>\n<p>On the first day of the workshop series on August 23, residents and leaders from Rio\u2019s favelas met with a delegation from the favelas of the\u00a0<a href=\"http:\/\/bit.ly\/2CznhQY\" target=\"_blank\" rel=\"noopener noreferrer\">Ca\u00f1o Mart\u00edn Pe\u00f1a<\/a>,\u00a0represented by four individuals: community leaders Mario N\u00fa\u00f1ez and Evelyn Qui\u00f1ones from the Group of Eight Communities (G8), which leads local organizing, and Lyvia Rodr\u00edguez and Alejandro Cott\u00e9 from the ENLACE Project, a public program that was created to facilitate the establishment of the Community Land Trust (CLT) and support community upgrading over 25 years. The ENLACE Project is effectively a public local development agency working on behalf of residents of the eight Ca\u00f1o communities.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/10\/Group-Discussion-CLT-Community-Workshop.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-48383 size-content\" title=\"Community leaders discuss land regularization options during the CLT workshop. Photo: Line Algoed\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/10\/Group-Discussion-CLT-Community-Workshop-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/10\/Group-Discussion-CLT-Community-Workshop-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/10\/Group-Discussion-CLT-Community-Workshop-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Over the course of the day, facilitators applied methodologies developed over years of community organizing that ultimately led to the establishment of the CLT in San Juan. According to this methodology, when discussing land tenure security, it is important to contrast specific models and methods of obtaining land tenure security only after discussing the local context. This discussion begins by (1) assessing the community\u2019s qualities, (2) documenting perceived or actual threats facing the community, and finally (3) debating the precise reasons for which residents seek land titles.<\/p>\n<p>To develop an effective instrument for guaranteeing tenure security, these three factors must be taken into consideration in order to (1) develop a solution that preserves (and even strengthens) the community\u2019s existing qualities; (2) guarantees protection against threats that the community is currently experiencing or believes it will likely face in the future; and (3) ensures that the real (and not theoretical) motives for desiring land titles are those that are addressed with the acquisition of titles.<\/p>\n<p>On the morning of August 23, the representatives from fourteen communities in Rio and one from Minas Gerais State that were present at the event discussed these qualities, hopes, and threats with regard to their communities and land tenure security. In total, there were 39 participants from <a href=\"http:\/\/bit.ly\/1m4JS9c\" target=\"_blank\" rel=\"noopener noreferrer\">Rocinha<\/a>, <a href=\"http:\/\/bit.ly\/T5QI5Q\" target=\"_blank\" rel=\"noopener noreferrer\">Vidigal<\/a>, <a href=\"http:\/\/bit.ly\/1sc8t31\" target=\"_blank\" rel=\"noopener noreferrer\">Quilombo do Sacop\u00e3<\/a>, Banc\u00e1rios, <a href=\"http:\/\/bit.ly\/1DeXIyq\" target=\"_blank\" rel=\"noopener noreferrer\">Indiana<\/a>, <a href=\"http:\/\/bit.ly\/2PuOOgG\" target=\"_blank\" rel=\"noopener noreferrer\">Complexo da Mar\u00e9<\/a>, <a href=\"http:\/\/bit.ly\/1qykzxl\" target=\"_blank\" rel=\"noopener noreferrer\">Rio das Pedras<\/a>, <a href=\"http:\/\/bit.ly\/1pPY5au\" target=\"_blank\" rel=\"noopener noreferrer\">Prazeres<\/a>, <a href=\"http:\/\/bit.ly\/2PtGxtv\" target=\"_blank\" rel=\"noopener noreferrer\">Vila Oper\u00e1ria<\/a> (Nova Igua\u00e7u), the <a href=\"http:\/\/bit.ly\/1HhnWnW\" target=\"_blank\" rel=\"noopener noreferrer\">Shangri-l\u00e1 Cooperative<\/a>, <a href=\"http:\/\/bit.ly\/1nEeBwu\" target=\"_blank\" rel=\"noopener noreferrer\">Complexo do Alem\u00e3o<\/a>, <a href=\"http:\/\/bit.ly\/2xku8L1\" target=\"_blank\" rel=\"noopener noreferrer\">R\u00e1dio Sonda<\/a>, Caet\u00e9s, and Caminho dos Cabuis, in addition to the Eliana Silva Occupation in Belo Horizonte.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/10\/Presentation-by-Community-Leaders-CLT-Workshop.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-48389 size-content\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/10\/Presentation-by-Community-Leaders-CLT-Workshop-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/10\/Presentation-by-Community-Leaders-CLT-Workshop-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/10\/Presentation-by-Community-Leaders-CLT-Workshop-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Participants split up into groups of ten so that each could describe\u00a0the <a href=\"http:\/\/bit.ly\/CCABCD\" target=\"_blank\" rel=\"noopener noreferrer\">positive features<\/a> of their respective communities and the main threats facing residents. Next, a representative from each group presented the results in a group activity involving all participants.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/10\/List-of-Positive-Characteristics-CLT-Workshop.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-48386\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/10\/List-of-Positive-Characteristics-CLT-Workshop.jpg\" alt=\"\" width=\"208\" height=\"300\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/10\/List-of-Positive-Characteristics-CLT-Workshop.jpg 1111w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/10\/List-of-Positive-Characteristics-CLT-Workshop-208x300.jpg 208w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/10\/List-of-Positive-Characteristics-CLT-Workshop-768x1106.jpg 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/10\/List-of-Positive-Characteristics-CLT-Workshop-711x1024.jpg 711w\" sizes=\"(max-width: 208px) 100vw, 208px\" \/><\/a>The activity highlighted a great variety of\u00a0<a href=\"http:\/\/bit.ly\/2nvcIsZ\" target=\"_blank\" rel=\"noopener noreferrer\">positive characteristics<\/a>, showcasing the tremendous diversity of local realities in Rio&#8217;s favelas. These included: easy access to local commerce\/<a href=\"http:\/\/bit.ly\/2cKs7Pr\" target=\"_blank\" rel=\"noopener noreferrer\">strong local commerce<\/a>; good mobility\/proximity to public transit\/easy-to-access location; diversity\/<a href=\"http:\/\/bit.ly\/2E2BPuc\" target=\"_blank\" rel=\"noopener noreferrer\">cultural diversity<\/a>; cultural vocation;\u00a0<a href=\"http:\/\/bit.ly\/2HxP7A0\" target=\"_blank\" rel=\"noopener noreferrer\">proximity to nature<\/a>,\u00a0which promotes quality of life; unity; non-violence; <a href=\"http:\/\/bit.ly\/2AjQmlN\" target=\"_blank\" rel=\"noopener noreferrer\">community organizing<\/a> and resident resistance; food production; <a href=\"http:\/\/bit.ly\/1LFuZvK\" target=\"_blank\" rel=\"noopener noreferrer\">access to natural springs<\/a>; trust in local leadership; community size; dignity; coexistence; <a href=\"http:\/\/bit.ly\/2fLKyWO\" target=\"_blank\" rel=\"noopener noreferrer\">use of streets<\/a>; familiar; and persistence\/struggle, among others.<\/p>\n<p>As far as threats, the same issues were repeated more frequently, often linked to market or government forces: processes of gentrification\/the arrival of outsiders, real estate speculation, property repossession\/expropriation, increased cost of living, actions by <a href=\"http:\/\/bit.ly\/2MkQaKg\" target=\"_blank\" rel=\"noopener noreferrer\">municipal<\/a>\/state\/federal authorities, areas of environmental risk\/landslide risk, drug trafficking\/militias, lack of mobility, psychological terror inflicted upon residents, lack of building regulations, and lack of mechanisms to ensure residents&#8217; permanence.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/10\/Presentation-by-Community-Leaders-CLT-Workshop-2.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-48393 size-large\" title=\"Leaders present list of threats facing their communities\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/10\/Presentation-by-Community-Leaders-CLT-Workshop-2-1024x575.jpg\" alt=\"\" width=\"620\" height=\"348\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/10\/Presentation-by-Community-Leaders-CLT-Workshop-2-1024x575.jpg 1024w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/10\/Presentation-by-Community-Leaders-CLT-Workshop-2-300x169.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/10\/Presentation-by-Community-Leaders-CLT-Workshop-2-768x432.jpg 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/10\/Presentation-by-Community-Leaders-CLT-Workshop-2-580x326.jpg 580w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/10\/Presentation-by-Community-Leaders-CLT-Workshop-2-174x98.jpg 174w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/10\/Presentation-by-Community-Leaders-CLT-Workshop-2.jpg 2000w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>The second part of the morning activity sought to consider <em>why<\/em> residents seek\u00a0<a href=\"http:\/\/www.rioonwatch.org\/?p=36879\" target=\"_blank\" rel=\"noopener noreferrer\">land tenure security<\/a>. To this end, in groups, participants discussed the reasons for which residents of their respective communities would or would not like land titles and regularization. Consultations conducted prior to the workshops identified examples of residents and local organizations that resist land titling\u2014a fact that is rarely taken into account given the frequent assumption that land regularization and land tenure security are synonymous. Indeed, as we discovered with the experience of the Ca\u00f1o Mart\u00edn Pe\u00f1a in Puerto Rico, sometimes regularization increases land tenure <em>insecurity<\/em>. For this reason, the communities of the Ca\u00f1o found the CLT to be a safer model of regularization.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/10\/Group-Discussion-CLT-Community-Workshop-2.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-48384 size-large\" title=\"Leaders discuss threats facing their communities\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/10\/Group-Discussion-CLT-Community-Workshop-2-1024x575.jpg\" alt=\"\" width=\"620\" height=\"348\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/10\/Group-Discussion-CLT-Community-Workshop-2-1024x575.jpg 1024w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/10\/Group-Discussion-CLT-Community-Workshop-2-300x169.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/10\/Group-Discussion-CLT-Community-Workshop-2-768x432.jpg 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/10\/Group-Discussion-CLT-Community-Workshop-2-580x326.jpg 580w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/10\/Group-Discussion-CLT-Community-Workshop-2-174x98.jpg 174w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>The results from the second part of this activity demonstrated this inherent conflict. Residents would like to receive land titles and carry out land regularization since they believe it to be a tool to\u00a0<a href=\"http:\/\/bit.ly\/2jOtulR\" target=\"_blank\" rel=\"noopener noreferrer\">guarantee permanence<\/a> and expand rights. Those who do not want land titles and land regularization warned that these processes increase the cost of living or encourage speculation and consequently reduce residents&#8217; capacity to remain in their respective communities.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/10\/ProsCons-of-Titling.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-48390\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/10\/ProsCons-of-Titling.jpg\" alt=\"\" width=\"208\" height=\"259\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/10\/ProsCons-of-Titling.jpg 1936w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/10\/ProsCons-of-Titling-241x300.jpg 241w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/10\/ProsCons-of-Titling-768x955.jpg 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/10\/ProsCons-of-Titling-824x1024.jpg 824w\" sizes=\"(max-width: 208px) 100vw, 208px\" \/><\/a><\/p>\n<p>Subsequently, presentations were delivered by\u00a0<a href=\"http:\/\/bit.ly\/2PtIuWR\" target=\"_blank\" rel=\"noopener noreferrer\">Tarcyla Fidalgo<\/a>, lawyer and urban planner from the <a href=\"http:\/\/bit.ly\/2j7AGuV\" target=\"_blank\" rel=\"noopener noreferrer\">Laboratory for Studies of Transformations in Brazilian Urban Law<\/a> (LEDUB) at the Institute of Urban and Regional Research and Planning (IPPUR) of the Federal University of Rio de Janeiro (UFRJ); <a href=\"http:\/\/bit.ly\/14isKbz\" target=\"_blank\" rel=\"noopener noreferrer\">Theresa Williamson<\/a>, urban planner and executive director of Catalytic Communities; and <a href=\"http:\/\/bit.ly\/2Pvgh1L\" target=\"_blank\" rel=\"noopener noreferrer\">Lyvia Rodr\u00edguez<\/a>, urban planner from the <a href=\"http:\/\/bit.ly\/2qmibl8\" target=\"_blank\" rel=\"noopener noreferrer\">Ca\u00f1o Mart\u00edn Pe\u00f1a CLT<\/a>.<\/p>\n<p>Fidalgo presented the main strategies and tools for land regularization available today in Brazil in order to contextualize the current limitations and scope of these tools and to create a dialogue with the results presented in the previous group dynamics. The tool presented for land rights on public land is the <a href=\"http:\/\/bit.ly\/1qcuq3D\" target=\"_blank\" rel=\"noopener noreferrer\">special concession of use for housing purposes<\/a>; and on private land is\u00a0<a href=\"http:\/\/bit.ly\/1Bh818L\" target=\"_blank\" rel=\"noopener noreferrer\">adverse possession<\/a> (either individual or <a href=\"http:\/\/bit.ly\/2vxldbe\" target=\"_blank\" rel=\"noopener noreferrer\">collective<\/a>). Fidalgo also presented a new tool to enable full titling on public land known as land tenure legitimation, as established by <a href=\"http:\/\/bit.ly\/2MSpr3D\" target=\"_blank\" rel=\"noopener noreferrer\">President Michel Temer&#8217;s recent land regularization law<\/a>.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/10\/Leaders-Discuss-Threats-to-Their-Communities-CLT-Workshop.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-48385 size-content\" title=\"Photo: Line Algoed\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/10\/Leaders-Discuss-Threats-to-Their-Communities-CLT-Workshop-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/10\/Leaders-Discuss-Threats-to-Their-Communities-CLT-Workshop-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/10\/Leaders-Discuss-Threats-to-Their-Communities-CLT-Workshop-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Shortly after, Williamson briefly presented the\u00a0<a href=\"http:\/\/bit.ly\/CLTs4Favelas\" target=\"_blank\" rel=\"noopener noreferrer\">Community Land Trust<\/a> (CLT) model, speaking about the emergence of CLTs in the context of the civil rights movement in the United States in the 1960s and the expansion and variety of the model&#8217;s applications since then. As she explained, research in the U.S. has shown that the CLT is the most robust model for promoting affordable housing\u2014capable of surviving both economic highs and lows when such pressures would normally reduce the chances of low-income citizens being able to remain in their homes. Next, Williamson discussed the\u00a0<a href=\"http:\/\/bit.ly\/2GOoy8K\" target=\"_blank\" rel=\"noopener noreferrer\">context of evictions and gentrification in Rio&#8217;s favelas<\/a>\u00a0over the past ten years, associated with the process of real estate speculation in these areas. Williamson connected these issues to the need for a tool that brings together security of permanence, the strengthening of community organizing, and <a href=\"http:\/\/bit.ly\/2I6RXf2\" target=\"_blank\" rel=\"noopener noreferrer\">local development<\/a>. Williamson then presented the <span style=\"color: #000000;\">basic principles <\/span>of CLTs, relating them to the real needs of Rio&#8217;s favelas in order to conceive of a CLT model that applies to the Brazilian reality.<\/p>\n<blockquote><p><strong>The universal aspects of the Community Land Trust model are:<\/strong><\/p>\n<ul>\n<li><strong>Voluntary participation<\/strong>: No one is obligated to participate in a CLT. Individuals may freely choose to join an existing CLT, to vote with their neighbors in developing a new CLT, or to pool individual titles to property. Opting in is a must.<\/li>\n<li><b>Collectively-owned land via the CLT<\/b>: The CLT institution is the owner of all land on which a CLT operates, and is managed collectively.<\/li>\n<li><b>Individually-owned homes<\/b>: On the CLT\u2019s land, the buildings within the CLT are owned or rented by residents with owners able to buy and sell their properties.\u00a0This may involve selling at pre-established prices and\/or purchasing and reselling homes via the CLT itself.<\/li>\n<li><b>Community control of the CLT<\/b>: The CLT\u2019s management is voted in by residents of the community and determines what community qualities will be developed by way of the CLT (e.g. housing, commercial activities, gardens, culture), with<i>permanent affordability<\/i>\u00a0as the core quality common to all CLTs.\u00a0Community residents vote for a tripartite board to the CLT which includes owner-residents, neighbors with a direct interest in the community, and technical advisors from outside the community.<\/li>\n<li><b>Permanently affordable<\/b>: The CLT\u2019s primary mandate is to maintain and develop the CLT to keep it affordable for perpetuity.<\/li>\n<\/ul>\n<\/blockquote>\n<p>To demonstrate the real application of this model in favelas, Lyvia Rodr\u00edguez, an urban planner currently acting as Executive Director of the Ca\u00f1o Mart\u00edn Pe\u00f1a CLT, presented on the\u00a0<a href=\"http:\/\/bit.ly\/2CznhQY\" target=\"_blank\" rel=\"noopener noreferrer\">Community Land Trust implemented in the favelas of the Ca\u00f1o Mart\u00edn Pe\u00f1a<\/a>. The presentation began by contextualizing the issue of socio-spatial inequality in Puerto Rico and the historical attempts to evict the Ca\u00f1o&#8217;s favelas, most recently due to their location in areas that are highly valued by the real estate sector\u2014reflecting countless similarities with the Brazilian context, specifically in Rio de Janeiro. In addition, Rodr\u00edguez played for the Rio audience a short video utilized in educational campaigns in Puerto Rico (below), and discussed the\u00a0process of constructing the CLT in Puerto Rico,\u00a0<a href=\"http:\/\/bit.ly\/2NaDReZ\" target=\"_blank\" rel=\"noopener noreferrer\">explaining its basic operating mechanisms<\/a> and benefits for residents. Of great interest were the countless initiatives beyond land regularization that were made possible by the creation of the CLT, as well as the unity generated throughout the process. In the case of the Ca\u00f1o, the CLT organizes thirty initiatives that strive to develop critical thinking and to encourage democratic participation among residents. Over 1,500 youth are actively involved in these projects, which include violence prevention initiatives, community businesses, and a school for leadership and social transformation, among others. These projects train young leaders, who are then included in CLT decision-making.<\/p>\n<p><iframe src=\"https:\/\/www.youtube.com\/embed\/JHpaoUentXc\" width=\"620\" height=\"349\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><\/iframe><\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/10\/Table-ProsCons-of-Titling.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-48392\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/10\/Table-ProsCons-of-Titling.jpg\" alt=\"\" width=\"208\" height=\"130\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/10\/Table-ProsCons-of-Titling.jpg 3516w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/10\/Table-ProsCons-of-Titling-300x188.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/10\/Table-ProsCons-of-Titling-768x480.jpg 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/10\/Table-ProsCons-of-Titling-1024x640.jpg 1024w\" sizes=\"(max-width: 208px) 100vw, 208px\" \/><\/a>Following these presentations, participants were asked to complete a table identifying the benefits and limitations of each\u00a0<a href=\"http:\/\/bit.ly\/2QkMhT4\" target=\"_blank\" rel=\"noopener noreferrer\">land titling and regularization instrument<\/a>\u2014those that already exist in Brazil (presented by Fidalgo) and the CLT model (presented by Rodr\u00edguez)\u2014in relation to the threats discussed during the first group activity of the morning.<\/p>\n<p>The afternoon was reserved for a community exchange between workshop participants and the delegation from the Puerto Rican CLT, represented by community leaders N\u00fa\u00f1ez and Qui\u00f1ones with the support of Rodr\u00edguez and Cott\u00e9. After presenting a video that introduced the CLT, the Puerto Rican visitors further discussed their experiences, describing the process of organizing residents in their struggle for permanency, together with the technical advisors. They then opened the floor for questions so residents and community leaders from Rio favelas could clarify any uncertainties.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/10\/Puerto-Rico-Delegation-CLT-Community-Workshop.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-48391 size-content\" title=\"Evelyn Qui\u00f1ones and Mario N\u00fa\u00f1ez\u2014community leaders from Ca\u00f1o Mart\u00edn Pe\u00f1a\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/10\/Puerto-Rico-Delegation-CLT-Community-Workshop-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/10\/Puerto-Rico-Delegation-CLT-Community-Workshop-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/10\/Puerto-Rico-Delegation-CLT-Community-Workshop-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><br \/>\nThe knowledge exchange exceeded the organizers\u2019 expectations, with all participants demonstrating a great deal of interest in learning more about the CLT. Generally speaking, several questions arose concerning the structure and organization of the CLT in Puerto Rico, as well as questions about\u00a0<a href=\"http:\/\/bit.ly\/2nYnEPR\" target=\"_blank\" rel=\"noopener noreferrer\">how this model could be applied and adapted to Rio\u2019s favelas<\/a>.
