On average, there is <a href=\"http:\/\/bit.ly\/2zAvuVb\" target=\"_blank\" rel=\"noopener noreferrer\">30% more sunlight per year<\/a>\u00a0in Rio de Janeiro as in major cities across Germany, yet Germany ranks much higher than Brazil in <a href=\"https:\/\/cnb.cx\/2JPP04Y\" target=\"_blank\" rel=\"noopener noreferrer\">terms of in-home, citizen-produced green energy.<\/a><\/p>\n<p>Seeking to harness Brazil\u2019s solar energy capacity, Revolusolar is a community-based nonprofit organization that produces, researches, and manages renewable energy in the communities of <a href=\"http:\/\/bit.ly\/1CSCYi2\" target=\"_blank\" rel=\"noopener noreferrer\">Morro da Babil\u00f4nia<\/a> and\u00a0<a href=\"http:\/\/bit.ly\/WJPjDT\" target=\"_blank\" rel=\"noopener noreferrer\">Chap\u00e9u-Mangueira<\/a>, in Rio\u2019s\u00a0<a href=\"http:\/\/bit.ly\/1pfz23A\" target=\"_blank\" rel=\"noopener noreferrer\">South Zone<\/a>. Through collaborative volunteer work involving electricians, entrepreneurs from the favela, and the Babil\u00f4nia and Chapeu Mangueira Residents&#8217; Associations, Revolusolar seeks to educate community members about the benefits of renewable energy.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/11\/FoundingRevoluSolar.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-48731 size-content\" title=\"Founders of RevoluSolar, including current president Adalberto Almeida (right)\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/11\/FoundingRevoluSolar-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/11\/FoundingRevoluSolar-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/11\/FoundingRevoluSolar-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Revolusolar&#8217;s current president, Adalberto Almeida, 40, co-founded the organization in 2015, together with Belgian entrepreneur <a href=\"https:\/\/bbc.in\/2zAYw7j\" target=\"_blank\" rel=\"noopener noreferrer\">Pol Dhuyvetter<\/a> and other community members. After completing a training course, in 2016 Almeida helped complete Revolusolar\u2019s <a href=\"https:\/\/glo.bo\/2DbMRzl\" target=\"_blank\" rel=\"noopener noreferrer\">two pilot projects<\/a>:\u00a0installing solar panels at Babil\u00f4nia Rio Hostel and at Estrelas da Babil\u00f4nia, a guesthouse and restaurant. Almeida became the first photovoltaic panel installer in Babil\u00f4nia. Almeida says that he knew very little about solar energy prior to his involvement with the project. \u201cIt was during the first pilot project in the community that I came to understand what sustainable energy is,\u201d he explains.<\/p>\n<p>An initial challenge facing Revolusolar was framing solar energy as something attainable and relevant for residents of Babil\u00f4nia. While some residents are hesitant about the idea, as president of the organization, Almeida\u2014a resident of Babil\u00f4nia for eighteen years\u2014has helped increase local participation. Since developing the two pilot projects, the organization has shifted its focus to better serve the needs of residents. \u201cToday the project is more representative of Babil\u00f4nia and Chap\u00e9u-Mangueira to the residents,\u201d Almeida says.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/11\/AdalbertoInstallingPanels-1.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-48737 size-content\" title=\"Adalberto Almeida installing panels\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/11\/AdalbertoInstallingPanels-1-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" \/><\/a><\/p>\n<p>Confronted with\u00a0<a href=\"http:\/\/bit.ly\/1jddfoq\" target=\"_blank\" rel=\"noopener noreferrer\">soaring electricity rates<\/a>\u00a0charged by public electric utility <a href=\"http:\/\/bit.ly\/1qqIUdz\" target=\"_blank\" rel=\"noopener noreferrer\">Light<\/a>, Revolusolar intends to generate energy independence\u2014paving the way for a democratic and sustainable future by serving as a model for other communities in Rio de Janeiro and across the country. In 2012, the <a href=\"http:\/\/bit.ly\/2SUG7Lh\" target=\"_blank\" rel=\"noopener noreferrer\">National Agency for Electric Energy<\/a> (ANEEL) passed a\u00a0<a href=\"http:\/\/bit.ly\/2zyhJXa\" target=\"_blank\" rel=\"noopener noreferrer\">resolution<\/a> allowing individuals to produce energy at home and, in return, earn credits towards their electric bills through what is known as an &#8220;energy compensation system&#8221;\u2014a critical development for initiatives like Revolusolar. According to Revolusolar&#8217;s secretary, Juan Cuervo, 29, the group&#8217;s research shows that in total, residents of Babil\u00f4nia pay Light more than R$1,000,000 (US$250,000) per year. \u201cThe money that is being spent [on electricity] each year could stay within the community,&#8221; Cuervo said.<\/p>\n<p>At the same time, the Revolusolar team remains aware of immediate and urgent issues facing residents. Cuervo describes: \u201cThe favela has bigger problems than whether [residents] are consuming petroleum-based or solar energy. We can\u2019t ever lose sight of this. So, the first objective is to reduce residents&#8217; electricity bills. The romanticization of solar energy will help to create an alternative model later on, but the first issue is that there are residents here with monthly salaries of R$900 (US$225) who are paying bills of R$600-700 (US$150-175)\u2014so people are having to choose between electricity and food.&#8221;<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/11\/AdalbertoJuanCourse.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-48740 size-content\" title=\"RevoluSolar's president Adalberto Almeida (left) and secretary Juan Cuervo (right)\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/11\/AdalbertoJuanCourse-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/11\/AdalbertoJuanCourse-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/11\/AdalbertoJuanCourse-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Revolusolar&#8217;s work in Babil\u00f4nia and Chap\u00e9u-Mangueira demonstrates the potential for residents to consume and produce renewable energy within the community. Today the project consists of a team of twenty to thirty volunteers, including many favela residents, and aims to directly improve the residents&#8217; lives. According to Cuervo, the organization aims to prepare residents for the rise of solar energy in Brazil: \u201c[By then,] people will already understand what solar energy is. It won\u2019t be something new\u2014like it was for Almeida three years ago. People from here in the community will know how to do installations, maintain [solar panels], and do everything that gives the community autonomy. [Furthermore], they are able to work outside of the community and generate income.\u201d<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/11\/EscolinhaTiaPercilia.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-48732 size-content\" title=\"Tia Perc\u00edlia School\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/11\/EscolinhaTiaPercilia-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/11\/EscolinhaTiaPercilia-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/11\/EscolinhaTiaPercilia-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><br \/>\nIn December 2018, Revolusolar took the strategic next step of <a href=\"http:\/\/bit.ly\/2SezAtq\" target=\"_blank\" rel=\"noopener noreferrer\">installing panels in a central community space, the Tia Perc\u00edlia School<\/a>\u00a0in Babil\u00f4nia. The community school is more than 25 years old but recently <a href=\"http:\/\/bit.ly\/2PNHSvk\" target=\"_blank\" rel=\"noopener noreferrer\">lost funding<\/a> that it had been receiving from a Swedish NGO. According to Cuervo, the school has 30 students but is large enough for 180. Rather than expanding to fulfill its potential, it is on the brink of closure simply due to a lack of financial support. Through this project, Revolusolar hopes to affirm the school&#8217;s place at the heart of the community. Also, \u201cthe installation at the school expands the horizons of residents who have the means to install [panels] to sustain their families but are afraid of how [the panels] work. It\u2019s an opportunity for them to believe in the project,\u201d according to Almeida.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-48742 size-content\" title=\"RevoluSolar educational workshop\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/11\/RevoluSolarSchoolWorkshops-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/11\/RevoluSolarSchoolWorkshops-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/11\/RevoluSolarSchoolWorkshops-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/p>\n<p>Revolusolar\u2019s advocacy includes children, the future generation of sustainable energy innovators. Revolusolar\u2019s members educate children from a young age about the benefits of solar energy so that they grow up conscious of its potential. Once per month, Revolusolar hosts a class at the Tia Perc\u00edlia School about solar energy and sustainability.<\/p>\n<p><span style=\"font-weight: 400;\">Revolusolar has recently established a partnership with Solar On, a company to which Revolusolar refers clients that are interested in receiving solar energy installations. For each sale made through the partnership, Revolusolar receives a commission which allows them to train more residents. Each sale also guarantees that at least one resident who is trained as a solar energy installer by Revolusolar will be contracted as a Solar On team member, gaining compensation and training to enter this new market. For the client, the partnership represents the possibility of installing more efficient and cleaner energy, receiving a high quality service for a very competitive price on the market, and helping to develop the sector in Rio\u2019s communities.<br \/>\n<\/span><br \/>\nIn the future, Almeida hopes for Revolusolar to install panels on residents\u2019 homes throughout the community. Though he acknowledges that this will be expensive, Revolusolar has already benefited from <span style=\"font-weight: 400;\">three funding opportunities from the<\/span><a href=\"http:\/\/bit.ly\/2T7J7ad\" target=\"_blank\" rel=\"noopener noreferrer\"> <span style=\"font-weight: 400;\">CASA Socio-Environmental Fund<\/span><\/a><span style=\"font-weight: 400;\">; <\/span><span style=\"font-weight: 400;\">received grants from the <\/span><a href=\"http:\/\/bit.ly\/2SRU6l4\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Heinrich B\u00f6ll Foundation<\/span><\/a> <span style=\"font-weight: 400;\">and the European Federation of Renewable Energy Cooperatives (RESCOOP)<\/span><span style=\"font-weight: 400;\">; <\/span>received technical support from the\u00a0<a href=\"http:\/\/bit.ly\/2zzUpIw\" target=\"_blank\" rel=\"noopener noreferrer\">German\u00a0Corporation for International Cooperation<\/a> (GIZ) and the\u00a0<a href=\"http:\/\/bit.ly\/2qA1yo2\" target=\"_blank\" rel=\"noopener noreferrer\">Brazilian Organization of Cooperatives<\/a>\u00a0(OCB); and\u00a0<span style=\"font-weight: 400;\">actively participated in the national network of the<\/span> <a href=\"http:\/\/bit.ly\/2zyaFtJ\" target=\"_blank\" rel=\"noopener noreferrer\">Front for a New Energy Policy for Brazil<\/a>. Additionally, Almeida and Cuervo emphasize that the continued support of the Babil\u00f4nia and Chapeu Mangueira Residents\u2019 Associations is crucial to the organization&#8217;s success. \u201cWithout their support, our project would stand still,\u201d Cuervo says.<\/p>\n<p>Another goal for the organization is to develop an energy production cooperative, an initiative that could serve as a model for other communities. Although the cooperative is still in an early phase of development, Cuervo remains hopeful. \u201cBrazil\u2019s potential for solar energy is enormous,\u201d Cuervo says. \u201cThe project stems from creating a strong foundation for the future.
