Still grappling with the <a href=\"http:\/\/bit.ly\/2AftqlT\" target=\"_blank\" rel=\"noopener\">Financial Recovery Plan<\/a>, for now, he defends maintaining the veto that guarantees the [privatization and]\u00a0<a href=\"http:\/\/bit.ly\/2lU9srx\" target=\"_blank\" rel=\"noopener\">sale of the State Water and Sewerage Utility<\/a> (CEDAE), as advised by soon-to-be-former governor <a href=\"http:\/\/bit.ly\/1Zbaawk\" target=\"_blank\" rel=\"noopener\">Luiz Fernando Pez\u00e3o<\/a>.<\/p>\n<p>The list includes more plans: to reduce the [sales]\u00a0<a href=\"http:\/\/bit.ly\/2AfvTNb\" target=\"_blank\" rel=\"noopener\">Tax on the Circulation of Merchandise and Services<\/a> (IMCS) for certain sectors (\u201cwho knows, perhaps eliminating it\u201d); removing the limit on public service concession periods; and opening roads in <a href=\"http:\/\/bit.ly\/1m4JS9c\" target=\"_blank\" rel=\"noopener\">Rocinha<\/a>, resettling displaced residents in buildings in the surrounding area. Witzel has once again defended a police force with the license to kill armed criminals and more firing clubs. A resident of Graja\u00fa, in Rio&#8217;s <a href=\"http:\/\/bit.ly\/1kZa3h9\" target=\"_blank\" rel=\"noopener\">North Zone<\/a>, Witzel has already reconsidered staying in the neighborhood. Logistics, privacy, and policy (of good neighborliness) are among the reasons: \u201cThe neighbors can\u2019t stand it. One passes by and shouts: \u2018<a href=\"http:\/\/bit.ly\/2IsqO7s\" target=\"_blank\" rel=\"noopener\">Marielle<\/a>!\u2019 Then another passes: \u2018Fascist.&#8217; One thing that I am not is a fascist.\u201d<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/11\/Wilson-Witzel.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-49257 size-content\" title=\"Wilson Witzel during a campaign event. The last report on the Internet shows that there is R$1 billion (US$250 million) in fraud.<\/em><\/strong><\/h3>\n<p>I haven&#8217;t had access [to it]. Governor Pez\u00e3o advised me to keep [the plan]. He said they are working hard to meet the targets. During the campaign, the reports did not seem satisfactory.<\/p>\n<h3><em><strong>During the campaign, you said you would review the agreement.<\/strong><\/em><\/h3>\n<p>I can\u2019t take over without an alternative proposal. With data in hand, I will be more comfortable making decisions.<\/p>\n<h3><em>Among the delayed targets is the bidding process for inter-municipal bus lines. Are you planning on it?<\/em><\/h3>\n<p>Without a doubt, but I&#8217;m still not knowledgeable about the model. It will be analyzed by the state attorneys working on the transition.<\/p>\n<h3><em>Beyond the budget deficit, there is an unpaid sum of R$8 billion (US$2 billion).<\/em><\/h3>\n<p>It was Governor Pez\u00e3o who told me that the situation was comfortable.<\/p>\n<h3><em>How long will it take you to get Rio de Janeiro out of the financial crisis?<\/em><\/h3>\n<p>I believe that by 2022, Rio will have full payment capacity. But we have a social security deficit that will not be resolved.<\/p>\n<h3><em>The idea to renegotiate the debt for up to 100 years still stands?<\/em><\/h3>\n<p>The measures in the Tax Recuperation Plan are proving to be viable. We have a Plan A. Plan B will be to renegotiate the plan. It hasn&#8217;t been ruled out.<\/p>\n<h3><em>Are you going to ask Governor Pez\u00e3o to advance any project of interest to the Rio de Janeiro State Legislative Assembly (ALERJ)?<\/em><\/h3>\n<p>Extending the <a href=\"http:\/\/bit.ly\/2FFpfpy\" target=\"_blank\" rel=\"noopener\">State Fund to Combat Poverty<\/a>. I support vetoing the provision that prohibits the sale of CEDAE. I am going to analyze the possibility of proposing a bill this year to eliminate the 25-year limit on state public service concessions. My idea is that the limit should be defined for each <a href=\"http:\/\/bit.ly\/2FOBUXo\" target=\"_blank\" rel=\"noopener\">Public-Private Partnership<\/a> (PPP). We can make various concession agreements. There&#8217;s the <a href=\"https:\/\/glo.bo\/2FHXCMr\" target=\"_blank\" rel=\"noopener\">racetrack<\/a>&#8230;<\/p>\n<h3><em>But the new racetrack is a City government project&#8230;<\/em><\/h3>\n<p>It could be the City or the state. Whoever enters into the PPP becomes the business owner. There is also the new Maracan\u00e3 [stadium] concession: there are contractual demands that were not met, such as <a href=\"https:\/\/abr.ai\/2AtMT2z\" target=\"_blank\" rel=\"noopener\">demolishing the C\u00e9lio de Barros Stadium<\/a>.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2014\/06\/9654492635_b16bc4fb81_b.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-15935 size-content\" title=\"Urban indigenous community Aldeia Maracan\u00e3, an occupation of the former Indigenous Museum.\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2014\/06\/9654492635_b16bc4fb81_b-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2014\/06\/9654492635_b16bc4fb81_b-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2014\/06\/9654492635_b16bc4fb81_b-1024x438.jpg 1024w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2014\/06\/9654492635_b16bc4fb81_b-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<h3><em>Aldeia Maracan\u00e3 [indigenous village] as well?<\/em><\/h3>\n<p>I don\u2019t know why they call that <a href=\"http:\/\/bit.ly\/2yzHyUQ\" target=\"_blank\" rel=\"noopener\">Aldeia Maracan\u00e3<\/a>. There is nothing historic there. The economic aspects must be analyzed.<\/p>\n<h3><em>You spoke of giving financial incentives to attract businesses. Can you mention which areas?<\/em><\/h3>\n<p>Aviation businesses want an ICMS [sales] tax cut. Rio doesn&#8217;t have this revenue (from tourism). If we can zero the ICMS rate and schedule flights here, we would generate jobs. I&#8217;m going to do an economic study on this.<\/p>\n<h3><em>Does the state have the resources to invest resources in its own infrastructure?<\/em><\/h3>\n<p>The private sector has the capacity for investment. I&#8217;m betting on the Public-Private Partnership model. Starting in January, we will launch several PPPs. We will call companies interested in developing projects. The goal is to do this in 200 days, from the public hearings to signing of contracts. If we manage to do it, we will have new PPPs already in place between October and December 2019. We can implement a toll on the <a href=\"http:\/\/bit.ly\/2J8O1yV\" target=\"_blank\" rel=\"noopener\">Metropolitan Arch<\/a>\u00a0highway, for example.<\/p>\n<h3><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/11\/Arco-Metropolitano.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-49253 size-content\" title=\"A segment of the Metropolitan Arch in 2016. Likewise, I&#8217;m going to speak with <a href=\"http:\/\/bit.ly\/2dbEjrV\" target=\"_blank\" rel=\"noopener\">Mayor Marcelo Crivella<\/a> if he wants to substitute the <a href=\"http:\/\/bit.ly\/1nu79XK\" target=\"_blank\" rel=\"noopener\">Bus Rapid Transit<\/a> (BRT) system with an above-ground metro. There is the question of the ferries and the <a href=\"http:\/\/bit.ly\/2FF4U3E\" target=\"_blank\" rel=\"noopener\">SuperVia<\/a> trains: the businesses want to return the service concessions. Our priority is investing in <a href=\"http:\/\/bit.ly\/2jeK6oP\" target=\"_blank\" rel=\"noopener\">transportation infrastructure<\/a>.<\/p>\n<h3><em>During the campaign, you talked a lot about the issue of corruption. How will you combat it?<\/em><\/h3>\n<p>We&#8217;re going to create an anti-corruption hotline\u2014and a program to test the server&#8217;s integrity. We will have a sector for analyzing signs of external wealth [with regard to positions of public service]. The server will be monitored: if they have an incongruous car, house, or estate, they will have to explain themselves. I&#8217;ll invite someone to create a compliance program that will even apply to the governor.<\/p>\n<h3><em>Will there be a Voluntary Resignation Plan?<\/em><\/h3>\n<p>We have to evaluate the 2019 budget. If not, then certainly in 2020.<\/p>\n<h3><em>Returning to the ICMS tax, an elected Social Liberal Party (PSL, President-elect Bolsonaro&#8217;s party) representative wants to propose in the State of Rio de Janeiro&#8217;s Legislative Assembly (ALERJ) a reduction or even elimination of the tax on firearms and ammunition. Are you in favor?<\/em><\/h3>\n<p>I&#8217;m not going to give my opinion\u2014I don\u2019t know the impact. But I intend to stimulate the establishment of firing clubs. The population wants to become familiar with guns. The clubs will help demystify the necessity of having guns at home.<\/p>\n<h3><em>Do you own a gun?<\/em><\/h3>\n<p>I have ten armed security guards taking care of me. I&#8217;ve had a gun in the past, but I never needed to use it. I was the victim of a robbery and I didn&#8217;t think it was necessary to react.<\/p>\n<h3><em>But would the general population have the same ability to evaluate?<\/em><\/h3>\n<p>Certainly, with practice. It\u2019s like riding a bike.<\/p>\n<h3><em>You have said that your administration will have targets to meet in four years. What are they for security?<\/em><\/h3>\n<p>By 2022, I want the homicide rate per 100,000 inhabitants below double digits (<a href=\"http:\/\/bit.ly\/2mIKQkA\" target=\"_blank\" rel=\"noopener\">in 2017, it was 40 per 100,000<\/a>). Other states have them but security is junk. The police need to investigate more.<\/p>\n<h3><em><strong>You defend that police should shoot to kill drug dealers, even without provocation. This displeases certain segments of society.<\/strong><\/em><\/h3>\n<p>It doesn&#8217;t displease good citizens.<\/p>\n<h3><em>How will you prevent this from becoming a stimulus for police misconduct?<\/em><\/h3>\n<p>A large portion of the police force doesn&#8217;t\u00a0know how to behave due to a lack of training. We are going to create crime-fighting units in each battalion. They will be trained to take guns out of circulation.<\/p>\n<h3><em>Doesn&#8217;t this policy encourage police to be<\/em> <em>more truculent?<\/em><\/h3>\n<p>Police have to be truculent with criminals. If the criminal has a gun in hand, he must die.<\/p>\n<h3><em>What about Pacifying Police Units (UPPs)?<\/em><\/h3>\n<p>Some communities have a false <a href=\"http:\/\/bit.ly\/2xjVJRs\" target=\"_blank\" rel=\"noopener\">sensation that the UPPs provide security<\/a>. I don\u2019t see adequate operational functionality. There are parts [of these neighborhoods] where police don\u2019t go because there are drug traffickers. I intend to improve on the project. We will seek resources for these communities to become formal neighborhoods. Rocinha is a city in itself\u2026<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-42544 size-content\" title=\"Rocinha, in Rio's South Zone. There is no available space. Are you going to deforest more?<\/em><\/h3>\n<p>The projects that we want are viable.<\/p>\n<h3><em>You cite Rocinha a lot.
