To commemorate the day, the 10th International Human Rights Seminar and the 14th National Seminar on Human Rights and Health <a href=\"http:\/\/bit.ly\/2zZAhk9\" target=\"_blank\" rel=\"noopener\">were held<\/a> at the <a href=\"http:\/\/bit.ly\/2ufQj77\" target=\"_blank\" rel=\"noopener\">Fiocruz<\/a> National School of Public Health on December 10, 11, and 12. The event was organized by the Department of Human Rights and Health at the Sergio Arouca National School of Public Health (<a href=\"http:\/\/bit.ly\/2RSJkea\" target=\"_blank\" rel=\"noopener\">ENSP<\/a>), in partnership with the Fiocruz Center\u00a0for Strategic Studies (<a href=\"http:\/\/bit.ly\/2Li7hbL\" target=\"_blank\" rel=\"noopener\">CEE\u2013Fiocruz<\/a>), the Fiocruz Workers\u2019 Union (<a href=\"http:\/\/bit.ly\/2rEc2Do\" target=\"_blank\" rel=\"noopener\">ASFOC\u2013SN<\/a>), the Brazilian Center for Health Studies (<a href=\"http:\/\/bit.ly\/2Gl4IXx\" target=\"_blank\" rel=\"noopener\">CEBES<\/a>) and the organization <a href=\"http:\/\/bit.ly\/2SMDpXq\" target=\"_blank\" rel=\"noopener\">Judges for Democracy<\/a>. The event also featured speakers like Portuguese sociologist <a href=\"http:\/\/bit.ly\/2PWTDvo\" target=\"_blank\" rel=\"noopener\">Boaventura de Sousa Santos<\/a>; Ambassador <a href=\"http:\/\/bit.ly\/2PRKAM5\" target=\"_blank\" rel=\"noopener\">Celso Amorim<\/a>; and Niter\u00f3i city councillor and incoming member of Congress, <a href=\"http:\/\/bit.ly\/2pL4dL7\" target=\"_blank\" rel=\"noopener\">Tal\u00edria Petrone<\/a>. In addition, there were several cultural activities, such as performances by the group M\u00fasica na Cal\u00e7ada and of the play\u00a0<em>Luiz Gama\u2014A Voice for Freedom<\/em>.<\/p>\n<h3>Challenges of a Recent Democracy<\/h3>\n<p>Felipe Machado, from the <a href=\"http:\/\/bit.ly\/2S6m3EY\" target=\"_blank\" rel=\"noopener\">Department of Human Rights, Health, and Cultural Diversity<\/a> (DIHS) at Fiocruz, opened the second day of the seminar by expressing the honor and satisfaction of having Tal\u00edria Petrone present at such a critical moment for human\u00a0rights in Brazil.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/12\/Human-Rights-Seminar-2.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter size-content wp-image-50132\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2018\/12\/Human-Rights-Seminar-2-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/12\/Human-Rights-Seminar-2-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2018\/12\/Human-Rights-Seminar-2-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Petrone, who was recently elected, then talked about the fragility of countries such as Brazil\u2014and <a href=\"http:\/\/bit.ly\/2PVm3Wq\" target=\"_blank\" rel=\"noopener\">Latin America<\/a> in general\u2014since they are often characterized as democracies that have failed to provide minimum standards of fundamental rights for their populations: \u2018\u2019We are still fighting for first-generation human rights, such as the right not to be tortured, for example\u2026 We formally ended the military dictatorship, but torture still takes place in favelas, torture still takes place in prisons. This needs to be said.\u2019\u2019<\/p>\n<p>Furthermore, Petrone conveyed the urgency of talking about memory, truth, and justice given the systematic <a href=\"http:\/\/bit.ly\/2UPhjp9\" target=\"_blank\" rel=\"noopener\">attempt to violate memories<\/a> of what we are as a Brazilian nation, without which there is no way to resist. In her view, Brazil should be advancing with regard to constitutional rights, rather than still needing to fight to guarantee basic necessities.\u00a0&#8220;<a href=\"http:\/\/bit.ly\/CatComm4PeripheriesJournal\" target=\"_blank\" rel=\"noopener\">Democracy has not reached favela and peripheral territories<\/a>\u2014for black, poor, LGBT, indigenous, and <em>quilombola<\/em> populations\u2026 If we consider the period of formal democracy, it&#8217;s shorter than the period of democracy&#8217;s absence\u2026 and the <a href=\"http:\/\/bit.ly\/1Oj7wi1\" target=\"_blank\" rel=\"noopener\">period of legalized slavery<\/a> is longer than the period of non-slavery,\u2019\u2019 stated Petrone. For this reason, she argues that the anti-racist struggle is structural and transversal to all other struggles.<\/p>\n<p>Petrone also touched on the trend of setbacks to democracy and the advance of authoritarianism, asking listeners to remember &#8220;which bodies are left behind along the way&#8221; in this process. &#8220;With each retreat of democracy, the potential for rights violations increases. These violations do not affect all human beings in the same way: those who were already unable to live with dignity and equity are the most impacted.&#8221; Petrone cited the <a href=\"http:\/\/bit.ly\/2V1vKGO\" target=\"_blank\" rel=\"noopener\">preliminary report<\/a> of the <a href=\"http:\/\/bit.ly\/2V1JRf4\" target=\"_blank\" rel=\"noopener\">Inter-American Commission on Human Rights<\/a>, which <a href=\"http:\/\/bit.ly\/2UvqDOU\" target=\"_blank\" rel=\"noopener\">visited Brazil in November<\/a>. In Petrone&#8217;s words, the report states &#8220;that the country has not been able to solve its main historical debts with regard to citizenship and the structural problems of severe inequality and discrimination, particularly racial and social [discrimination].&#8221;<\/p>\n<p>Petrone also brought up the subject of the country&#8217;s indigenous and <em>quilombola<\/em> populations, highlighting the right to territory, nature,\u00a0and agroecology, and referring to the increase in violence in rural areas and the abusive use of pesticides. She also mentioned the issue of the mass incarceration of the black population and the scale of state violence\u2014not directly referring to violence committed by public security officers, as they also suffer violations: &#8220;In the state of Rio de Janeiro, for every five murders, one is at the hands of authorities\u2014and in Niter\u00f3i, 88% of murdered youth are black.&#8221;<\/p>\n<h3><strong>Times of Uncertainty<\/strong><\/h3>\n<p>Petrone pointed out some particularities of the scenario for the next four years, characterizing the incoming administration as ultra-neoliberal\u2014poised to maintain the <a href=\"http:\/\/bit.ly\/2lHCR4D\" target=\"_blank\" rel=\"noopener\">logic of freezing<\/a>\u00a0investments in education, healthcare, and social services\u2014with fascist and authoritarian features, legitimizing violence and hate as a strategy of mobilization, as well as elements of conservatism. She argues that it is necessary to return to communities and invest in creating networks of human rights defenders, discussing real rights and confronting threats to democracy through concrete [action] and engagement. &#8220;I like to say that politics is the price of bread, the bus fare, whether or not houses will collapse due to heavy rains, whether or not children will go home alive\u2026 politics is the reality of everyday life, just as human rights are.&#8221;<\/p>\n<p>Lastly, Petrone cited <a href=\"http:\/\/bit.ly\/2IsqO7s\" target=\"_blank\" rel=\"noopener\">Marielle Franco<\/a>: &#8220;She represented everything that we talked about: a black woman from the favela who loved women and was a socialist, human rights defender, and politician in a country where those who embody this combination of characteristics are the ones left behind with the advance of rights violations and the retreat of democracy.&#8221;<\/p>\n","protected":false},"excerpt":{"rendered":"<div class=\"mh-excerpt\"><p>Clique aqui para Portugu\u00eas December 10 marked the 70th anniversary of the Universal Declaration of Human Rights.
