Among severely impacted areas are the favelas of Rocinha and Vidigal, both of which are located in Rio&#8217;s South Zone. This article is a compilation of two reports from favela news sources. The rain, accompanied by strong winds, caused blackouts, knocked down trees, <a href=\"https:\/\/nyti.ms\/2TCsdxn\" target=\"_blank\" rel=\"noopener\">flooded streets, and brought much pain<\/a> and heartache to local residents.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">At 10:15pm, Rio\u2019s Center of Operations issued a crisis alert as areas of the city faced <\/span><span style=\"font-weight: 400;\">severe and unsafe <\/span><span style=\"font-weight: 400;\">conditions. This is the highest of three alert levels <\/span><span style=\"font-weight: 400;\">on the Center of Operations&#8217; weather scale<\/span><span style=\"font-weight: 400;\">, indicating strong to very strong rains in the hours that follow, with potential flooding and mudslides.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the <a href=\"http:\/\/bit.ly\/1m4JS9c\" target=\"_blank\" rel=\"noopener\">Rocinha<\/a> favela, in Rio&#8217;s <a href=\"http:\/\/bit.ly\/1pfz23A\" target=\"_blank\" rel=\"noopener\">South Zone<\/a>, the situation was desperate as several cars and even one resident\u2014who survived\u2014were swept away by the force of the water. Cars parked on hillsides were thrown against one another. One taxi was dragged down 300 meters from the highest part of the favela. According to residents, practically the entire vehicle was inundated. In <a href=\"http:\/\/bit.ly\/1nEeBwu\" target=\"_blank\" rel=\"noopener\">Complexo do Alem\u00e3o<\/a>, in Rio&#8217;s <a href=\"http:\/\/bit.ly\/1kZa3h9\" target=\"_blank\" rel=\"noopener\">North Zone<\/a>, strong winds <a href=\"http:\/\/bit.ly\/2TJ3PKR\" target=\"_blank\" rel=\"noopener\">broke a cable on the community&#8217;s cable car<\/a>, but no one was physically harmed. In <a href=\"http:\/\/bit.ly\/T5QI5Q\" target=\"_blank\" rel=\"noopener\">Vidigal<\/a>, in the South Zone, a landslide destroyed several houses.<\/span><\/p>\n<div style=\"width: 620px;\" class=\"wp-video\"><!--[if lt IE 9]><script>document.createElement('video');<\/script><![endif]-->\n<video class=\"wp-video-shortcode\" id=\"video-51119-1\" width=\"620\" height=\"349\" preload=\"metadata\" controls=\"controls\"><source type=\"video\/mp4\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/02\/Rain-in-Rocinha.mp4?_=1\" \/><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/02\/Rain-in-Rocinha.mp4\">http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/02\/Rain-in-Rocinha.mp4<\/a><\/video><\/div>\n<p>&nbsp;<\/p>\n<p>One of the five reported deaths took place in Rocinha, resulting from a landslide that crushed a house. The victim&#8217;s identity is still unknown. It will rain again this evening [Thursday, February 7]. And while meteorologists say that today\u2019s rains will not be as strong as yesterday\u2019s, it is important to take precautions. In at-risk areas where the ground is totally soaked, there is the danger of trees falling on houses.\u00a0<\/span><span style=\"font-weight: 400;\">We have protocols and procedures in place<\/span><span style=\"font-weight: 400;\"> to help people living on slopes and other at-risk areas get out,\u201d stated Rio&#8217;s mayor,\u00a0<a href=\"http:\/\/bit.ly\/2dbEjrV\" target=\"_blank\" rel=\"noopener\">Marcelo Crivella<\/a>.<\/span><\/p>\n<h3>Rocinha Is the Community Most Impacted by the Storm<\/h3>\n<p>With winds reaching more than 100km per hour, the storm that hit Rio left many families homeless in the early hours of Thursday, February 7. Rocinha is one of the communities suffering most from the destruction caused by the rain. In addition to flooded houses and a lot of mud, the favela&#8217;s streets were inundated with garbage.<\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"alignright wp-image-51134\" title=\"Accumulated debris in Rocinha. They would have to come down [the hill] with boots on! It\u2019s better to stay home because it\u2019s impossible to walk here. So much garbage! Those who live next to the canal suffered most,\u201d commented a resident in a video published on the <em><a href=\"http:\/\/bit.ly\/2xcdq5A\" target=\"_blank\" rel=\"noopener\">Rocinha em Foco<\/a><\/em> Facebook page. \u201cAfter yesterday\u2019s rain, there was a trail of destruction, damage, and sadness for the families in our community who have lost their homes,&#8221; the resident said.<\/p>\n<p>\u201cMany people slept on the streets. The Social Assistance Reference Center (CRAS) is on alert. As the rain passes, people are returning to their homes and removing the mud to assess the damage. We are hoping that everything gets back to normal soon. Right now we need to hope for no more rain like that today,\u201d said a resident in the <em><a href=\"http:\/\/bit.ly\/18u3bEe\" target=\"_blank\" rel=\"noopener\">Voz da Comunidades<\/a>\u00a0<\/em>WhatsApp chat group.<\/p>\n<p>Transport is in the process of returning to normal\u2014a few vans and a team of moto-taxis are operating <a href=\"http:\/\/bit.ly\/2tG9o0u\" target=\"_blank\" rel=\"noopener\">along G\u00e1vea Street<\/a> and in parts of Rocinha. Trash collectors and environmental workers from the <a href=\"http:\/\/bit.ly\/2qyVZq7\" target=\"_blank\" rel=\"noopener\">De Olho no Lixo<\/a> project have also been on the streets since this morning working to clean the community\u2019s roads. The City decreed three official days of mourning due to the confirmed deaths. The City also <a href=\"http:\/\/bit.ly\/2TEwS1Q\" target=\"_blank\" rel=\"noopener\">released a note on social media<\/a> expressing the mayor\u2019s deepest sympathies: &#8220;Mayor Marcelo Crivella deeply regrets the five* confirmed deaths resulting from the heavy rains that ravished the city at dawn.&#8221;<\/p>\n<p><a href=\"http:\/\/bit.ly\/2tewUBS\" target=\"_blank\" rel=\"noopener\">According to the weather site ClimaTempo<\/a>, areas of instability will persist over the state of Rio and the shifting of rain clouds will be slow, with forecasts of several hours of moderate and persistent rain throughout the day.
