The traditional and intensifying summer rains were \u201c<a href=\"http:\/\/bit.ly\/2GeU6Zv\" target=\"_blank\" rel=\"noopener\">unexpected<\/a>\u201d and consisted of \u201c<a href=\"http:\/\/bit.ly\/2GeU6Zv\" target=\"_blank\" rel=\"noopener\">a surprisingly&#8230;large amount of water<\/a>,\u201d for Rio&#8217;s mayor, Marcelo Crivella. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Last year, the mayor <a href=\"http:\/\/bit.ly\/2GEkRqW\" target=\"_blank\" rel=\"noopener\">responded to the situation from afar<\/a> while on a <a href=\"https:\/\/glo.bo\/2uRcHG7\" target=\"_blank\" rel=\"noopener\">controversial trip to Europe<\/a>. He went so far as to make jokes at the expense of welfare recipients who were the most affected by the storm, saying they would receive &#8220;Balsa Familia&#8221; (<em>balsa<\/em>\u00a0is Portuguese for &#8220;raft&#8221; and the term &#8220;Balsa Fam\u00edlia&#8221; is a play on words with &#8220;Bolsa Fam\u00edlia,&#8221; Brazil&#8217;s federal welfare program). This year, he quickly <a href=\"http:\/\/bit.ly\/2GeU6Zv\" target=\"_blank\" rel=\"noopener\">arrived at Avenida Niemeyer<\/a>, which connects the <a href=\"http:\/\/bit.ly\/1pfz23A\" target=\"_blank\" rel=\"noopener\">South Zone<\/a> to the <a href=\"http:\/\/bit.ly\/1kZa7gI\" target=\"_blank\" rel=\"noopener\">West Zone<\/a>, where a landslide had struck a bus, killing two people, and parts of the Tim Maia bike path\u2014<a href=\"http:\/\/bit.ly\/2tb1YCP\" target=\"_blank\" rel=\"noopener\">personally inspected by Crivella less than two weeks prior<\/a>\u2014<a href=\"http:\/\/bit.ly\/2TDgRtd\" target=\"_blank\" rel=\"noopener\">collapsed<\/a>.<\/span><\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/02\/Tim-Maia-Bike-Path.png\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-51221 size-large\" title=\"Collapsed section of the Tim Maia bike path. Photo: Band TV\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/02\/Tim-Maia-Bike-Path-1024x677.png\" alt=\"\" width=\"620\" height=\"410\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/02\/Tim-Maia-Bike-Path-1024x677.png 1024w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/02\/Tim-Maia-Bike-Path-300x198.png 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/02\/Tim-Maia-Bike-Path-768x508.png 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/02\/Tim-Maia-Bike-Path.png 1100w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><br \/>\n<span style=\"font-weight: 400;\">In response, Crivella <a href=\"http:\/\/bit.ly\/2GeU6Zv\" target=\"_blank\" rel=\"noopener\">blamed environmental regulations<\/a>: \u201cIf we had come here to Niemeyer with engineers from Geo-Rio [Rio\u2019s municipal entity for conducting geological assessments] three days ago and they had said that it&#8217;s necessary to remove a tree, environmental concerns would certainly have been raised.&#8221; Beyond this false blame, Crivella must be unaware that <a href=\"http:\/\/bit.ly\/2UQNgMX\" target=\"_blank\" rel=\"noopener\">trees are nature&#8217;s first defense<\/a> <em>against<\/em> landslides.<\/span><\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/02\/Bus-Niemeyer.png\"><img decoding=\"async\" class=\"aligncenter wp-image-51222 size-large\" title=\"A bus buried by the landslide on Avenida Niemeyer. Photo: Wilton Junior \/ Estad\u00e3o\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/02\/Bus-Niemeyer-1024x681.png\" alt=\"\" width=\"620\" height=\"412\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/02\/Bus-Niemeyer-1024x681.png 1024w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/02\/Bus-Niemeyer-300x200.png 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/02\/Bus-Niemeyer-768x511.png 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/02\/Bus-Niemeyer.png 1200w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><br \/>\n<span style=\"font-weight: 400;\">Meanwhile, <a href=\"http:\/\/bit.ly\/2SMRwj4\" target=\"_blank\" rel=\"noopener\">Wilson Witzel<\/a>, Rio&#8217;s new governor, <a href=\"http:\/\/bit.ly\/2UQ1U7o\" target=\"_blank\" rel=\"noopener\">blamed the City of Rio (Mayor Crivella&#8217;s administration) and the disorderly occupation<\/a> of the city&#8217;s hillsides. The former was certainly at fault: merely R$14.5 million (US$3.5 million) was spent on flood control in 2017 (when Crivella&#8217;s mayoral term began), and only R$66 million (US$16.5 million) was spent in 2018\u2014<a href=\"https:\/\/abr.ai\/2RNXDiO\" target=\"_blank\" rel=\"noopener\">nearly 80% less than the amounts spent in 2014<\/a>\u00a0by the previous administration (see table below). Furthermore, in 2018, the City only spent R$35 million (US$8.75 million) of the R$265 million (US$66 million) allocated for the containment of hillsides, a budget that was reduced to R$72 million (US$18 million) in 2019. These are part of an overall, troubling trend: <a href=\"https:\/\/glo.bo\/2BseDG3\" target=\"_blank\" rel=\"noopener\">public spending on favelas has decreased 69% since 2013<\/a>.<\/span><\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/02\/Rio-Flood-Control-Budget-1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-51223 size-large\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/02\/Rio-Flood-Control-Budget-1-1024x682.jpg\" alt=\"\" width=\"620\" height=\"413\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/02\/Rio-Flood-Control-Budget-1-1024x682.jpg 1024w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/02\/Rio-Flood-Control-Budget-1-300x200.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/02\/Rio-Flood-Control-Budget-1-768x511.jpg 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/02\/Rio-Flood-Control-Budget-1.jpg 1200w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">Laying blame on the \u201cdisorderly occupation\u201d of Rio\u2019s hillsides is an age-old tradition\u2014one that is clearly misplaced. This line of thought consists of treating favelas as a problem and not <a href=\"http:\/\/bit.ly\/FavelaAssets\" target=\"_blank\" rel=\"noopener\">a solution to issues<\/a>\u00a0such as Rio\u2019s housing deficit and urban mobility challenges.\u00a0<\/span><span style=\"font-weight: 400;\">Instead of identifying a century of government neglect and the <a href=\"https:\/\/glo.bo\/2BseDG3\" target=\"_blank\" rel=\"noopener\">inadequate provision of public services<\/a>\u00a0as the problem and finally <a href=\"http:\/\/bit.ly\/1Q0FaMT\" target=\"_blank\" rel=\"noopener\">addressing the risks that threaten people&#8217;s homes<\/a>, the governor\u00a0<\/span><span style=\"font-weight: 400;\">insists on the need to \u201c<a href=\"http:\/\/bit.ly\/2WMvSeh\" target=\"_blank\" rel=\"noopener\">remove people from high-risk areas<\/a>,&#8221; in line with the position <a href=\"http:\/\/bit.ly\/2tDw6b0\" target=\"_blank\" rel=\"noopener\">already signaled by Crivella<\/a>. Conveniently, he ignores the fact that the rain caused damage in low-lying areas like Barra de Guaratiba, and in upscale neighborhoods like <a href=\"http:\/\/bit.ly\/2SMSCLI\" target=\"_blank\" rel=\"noopener\">Jardim Bot\u00e2nico<\/a>. Additionally, he fails to acknowledge that favela residents are not the only people who occupy the hillsides. In the <a href=\"http:\/\/bit.ly\/2flPamo\" target=\"_blank\" rel=\"noopener\">S\u00e3o Conrado<\/a> region, for example, landslides affected wealthy residents living in luxury homes, as shown in the photo below.<\/span><\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/02\/Landslide-Niemeyer.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-51224 size-large\" title=\"Origin of the landslide that reached Avenida Niemeyer. Photo: Luis Kawaguti \/ UOL\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/02\/Landslide-Niemeyer-1024x768.png\" alt=\"\" width=\"620\" height=\"465\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/02\/Landslide-Niemeyer-1024x768.png 1024w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/02\/Landslide-Niemeyer-300x225.png 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/02\/Landslide-Niemeyer-768x576.png 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/02\/Landslide-Niemeyer-174x131.png 174w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/02\/Landslide-Niemeyer-70x53.png 70w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/02\/Landslide-Niemeyer-326x245.png 326w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/02\/Landslide-Niemeyer.png 1200w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">Witzel promised to address the favelas most affected by the rains, namely Vidigal and Rocinha, through a program called <a href=\"http:\/\/bit.ly\/2DI8vft\" target=\"_blank\" rel=\"noopener\">Comunidade Cidade<\/a> (&#8220;Community City&#8221;). \u201cThe State Water and Sewerage Utility (CEDAE) will allocate R$500 million (US$125 million) in funding so we can open the roads and have basic sanitation in the region, clear the most critical areas, and collaborate with community members to construct buildings throughout Rocinha,\u201d <a href=\"http:\/\/bit.ly\/2GvaWmc\" target=\"_blank\" rel=\"noopener\">the governor said to<\/a>\u00a0<\/span><i><span style=\"font-weight: 400;\">Ag\u00eancia Brasil<\/span><\/i><span style=\"font-weight: 400;\">. Additionally, <a href=\"https:\/\/glo.bo\/2WVZ2HF\" target=\"_blank\" rel=\"noopener\">he announced<\/a> that the Metropolitan Chamber will meet this month, convening mayors from 22 municipalities in the state of Rio. The purpose of the meeting is to \u201cidentify areas where housing can be built for low-income families that live in areas of risk,\u201d rather than joining forces and coordinating the municipalities&#8217; urban planning efforts in order to reduce the impact of recurrent floods and provide dignified housing for local populations.<\/span><\/p>\n<p>Far from blameworthy, favelas are victims of the floods. The greatest damages were experienced in the hillside communities of Rocinha\u2014<a href=\"https:\/\/glo.bo\/2DlpEZK\" target=\"_blank\" rel=\"noopener\">where a woman died due to a landslide<\/a>\u2014and in <a href=\"http:\/\/bit.ly\/2CY1E0n\" target=\"_blank\" rel=\"noopener\">Vidigal<\/a>, where a containment wall broke, harming a woman, and where six people who were injured by collapsed houses were rescued by firemen via helicopter. In low-lying\u00a0<a href=\"http:\/\/bit.ly\/1sksV07\" target=\"_blank\" rel=\"noopener\">Complexo de Manguinhos<\/a>, the overflow of the Cunha Canal impeded transportation, and in\u00a0<a href=\"http:\/\/bit.ly\/1SAjeFJ\" target=\"_blank\" rel=\"noopener\">Acari<\/a>, Military Police tanks continued to patrol the area despite tire-high water, <a href=\"http:\/\/bit.ly\/2TLHeNm\" target=\"_blank\" rel=\"noopener\">as documented<\/a> by <a href=\"http:\/\/bit.ly\/2Dx68rd\" target=\"_blank\" rel=\"noopener\">Coletivo Fala Akari<\/a>.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/02\/Flooding-Manguinhos.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-51225 size-large\" title=\"A flooded road in Manguinhos, in Rio's North Zone.\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/02\/Flooding-Manguinhos-1024x577.jpg\" alt=\"\" width=\"620\" height=\"349\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/02\/Flooding-Manguinhos-1024x577.jpg 1024w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/02\/Flooding-Manguinhos-300x169.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/02\/Flooding-Manguinhos-768x433.jpg 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/02\/Flooding-Manguinhos-580x326.jpg 580w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/02\/Flooding-Manguinhos-174x98.jpg 174w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/02\/Flooding-Manguinhos.jpg 1200w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><br \/>\n<span style=\"font-weight: 400;\">In the North Zone, in\u00a0<a href=\"http:\/\/bit.ly\/1nEeBwu\" target=\"_blank\" rel=\"noopener\">Complexo do Alem\u00e3o<\/a>&#8216;s <a href=\"http:\/\/bit.ly\/21Aw5hK\" target=\"_blank\" rel=\"noopener\">Morro do Adeus<\/a>, a cable from the electric-powered cable car (which has been out of service since 2016) <a href=\"http:\/\/bit.ly\/2TJ3PKR\" target=\"_blank\" rel=\"noopener\">broke for the second time<\/a> (the first was in 2013, while the system was still functioning) due to strong winds that reached over 100km per hour, leaving a resident injured. Several communities are experiencing power outages\u2014<a href=\"http:\/\/bit.ly\/2TEGUAa\" target=\"_blank\" rel=\"noopener\">in Alem\u00e3o, the storm fell on residents&#8217; sixth day without power<\/a>\u00a0and <a href=\"http:\/\/bit.ly\/1o6rEIS\" target=\"_blank\" rel=\"noopener\">Vila Aut\u00f3dromo<\/a> in Rio&#8217;s West Zone is still without electricity today, six days after the storm. Two more deaths occurred in Barra de Guaratiba, in the West Zone of the city, where <a href=\"http:\/\/bit.ly\/2GtCp7Q\" target=\"_blank\" rel=\"noopener\">trees collapsed on a house<\/a>, killing a mother and her son.<\/span><\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/02\/Barra-de-Guaratiba-Storm.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-large wp-image-51226\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/02\/Barra-de-Guaratiba-Storm-1024x687.png\" alt=\"\" width=\"620\" height=\"416\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/02\/Barra-de-Guaratiba-Storm-1024x687.png 1024w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/02\/Barra-de-Guaratiba-Storm-300x201.png 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/02\/Barra-de-Guaratiba-Storm-768x515.png 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/02\/Barra-de-Guaratiba-Storm.png 1200w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<h3>Rescue in Vidigal<\/h3>\n<p>One of the people rescued by firemen via helicopter in Vidigal was Thalita, 21, who was with her three-month-old son Bernardo when water began to seep through the window of her house. Wellington Ferreira, Bernardo&#8217;s father, recounts that when the water started to rise, Thalita wrapped Bernardo in a blanket and took him to a house located on higher ground. &#8220;A few minutes after they went up, followed by Thalita&#8217;s grandmother, a boulder rolled down the hill\u2014landing between them in the middle of the living room and pressing everyone up against the wall. There were many broken wires and bricks. Thalita, her younger sister, and her grandmother were injured. Through the opening made by the rock, our neighbor inserted a ladder to help rescue everyone. His friend said that some houses had collapsed in an area of Vidigal known as Jaqueira. Due to the closure of access roads leading to Vidigal and because of the landslides, he couldn&#8217;t get to Thalita&#8217;s house. &#8220;It was pitch-dark. No one could see very well. If I had been there, I would have been another fatality in this disaster because I wouldn&#8217;t have been able to ignore a neighbor crying out for help.&#8221;<\/span><\/p>\n<p><span style=\"color: #ff0000;\"><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/02\/Wellington-and-Family.jpeg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-51232 size-large\" title=\"Wellington Ferreira, his partner Thalita, and their baby Bernardo\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/02\/Wellington-and-Family-1024x921.jpeg\" alt=\"\" width=\"620\" height=\"558\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/02\/Wellington-and-Family-1024x921.jpeg 1024w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/02\/Wellington-and-Family-300x270.jpeg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/02\/Wellington-and-Family-768x691.jpeg 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/02\/Wellington-and-Family.jpeg 1200w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><br \/>\n<\/span>With no word of Thalita and their son, Ferreira tried to remain calm and prepared himself to search for them the following day. The next morning, he set out for Vidigal but was barred from proceeding by the Civil Defense. &#8220;I climbed down over the rocks until gaining access to the exit [to the community] on the beach,&#8221; he recounts, showing how he managed to reach the favela. &#8220;Now I feel that it is my obligation to help the whole family rebuild,&#8221; said the 23-year-old man. Ferreira recently won second place in the first edition of <a href=\"http:\/\/bit.ly\/2Ggzos7\" target=\"_blank\" rel=\"noopener\">Desafio Seu Amanh\u00e3<\/a> (&#8220;Your Tomorrow Challenge&#8221;), a competition designed to share knowledge and opportunities with youth from favelas. Ferreira created an <a href=\"http:\/\/bit.ly\/2MZgWET\" target=\"_blank\" rel=\"noopener\">online crowdfunding campaign<\/a>\u00a0to raise support in order to rebuild.<\/p>\n<p>He intends to help not only through his work at the flower shop but also through his dream of owning a company that helps youth create art and culture. &#8220;During my childhood, I couldn&#8217;t be an actor. My father said that it was almost impossible in the Baixada Fluminense,&#8221; says Ferreira, who grew up in Jardim Metr\u00f3poles in <a href=\"http:\/\/bit.ly\/2SEYJlr\" target=\"_blank\" rel=\"noopener\">S\u00e3o Jo\u00e3o de Meriti<\/a>. &#8220;So I don&#8217;t want other children to give up on their dreams because they don&#8217;t have money for bus fares\u2014I don&#8217;t want new MCs to miss out on participating in cultural events because they don&#8217;t have money for transportation and food.&#8221;<\/p>\n<h3>Alternative Media Coverage in Rocinha<\/h3>\n<p>Rocinha community journalist Michel Silva shared a series of updates on the situation in the community. At 2:36am, he <a href=\"http:\/\/bit.ly\/2TFknmO\" target=\"_blank\" rel=\"noopener\">posted<\/a>:<\/p>\n<blockquote><p>I&#8217;m walking in Rocinha right now. Many residents lost furniture. Business owners are cleaning up their shops. There are many trails of destruction in the alleyways. A young woman died, trapped in the upper part of the favela. <a href=\"http:\/\/bit.ly\/2GfLGRv\" target=\"_blank\" rel=\"noopener\">The man who was swept away by the water<\/a> survived. There are still other locations that are at risk of landslides.<\/p><\/blockquote>\n<p>The following morning, he <a href=\"http:\/\/bit.ly\/2teKDIZ\" target=\"_blank\" rel=\"noopener\">assessed the damage<\/a>:<\/p>\n<blockquote><p>I&#8217;ve been in the streets since 5am. There are landslides in at least four places in Rocinha. The most serious one was in Dioneia, in the upper part of Rocinha, where a house was swallowed by the mud. Residents escaped with water up to their chests. Some wooden shacks were impacted near Morro Dois Irm\u00e3os, with no reported injuries. There is a trail of destruction along Estrada da G\u00e1vea. Hundreds of houses are without power; there is no estimated restoration time. There are reports that many houses were flooded.<\/p><\/blockquote>\n<p><span style=\"color: #ff0000;\"><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/02\/Rocinha-After-Rain.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-51228 size-content\" title=\"Rocinha after the rains. It&#8217;s the favela that was most severely impacted by the storm, with landslides in several locations. The next storm that comes will worsen the situation on the hillsides. There&#8217;s a lot of mud. Many trees need to be trimmed. Many families are being neglected by public aid agencies. Many spent the day <a href=\"https:\/\/glo.bo\/2IeiKvh\" target=\"_blank\" rel=\"noopener\">removing mud<\/a>, trash, and debris from houses, as well as <a href=\"https:\/\/glo.bo\/2IeiKvh\" target=\"_blank\" rel=\"noopener\">appliances<\/a>, <a href=\"https:\/\/glo.bo\/2Gg5jsT\" target=\"_blank\" rel=\"noopener\">motorcycles<\/a>, and cars that had been swept up by the storm. One resident reported that she had to break a hole in a wall in her house so that the water inside could drain. <a href=\"http:\/\/bit.ly\/2HTfTaG\" target=\"_blank\" rel=\"noopener\">Trash collectors and environmental workers<\/a> from the <a href=\"http:\/\/bit.ly\/2SnrELr\" target=\"_blank\" rel=\"noopener\">De Olho no Lixo<\/a> project reinforced residents&#8217; efforts.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/02\/Rocinha-Debris-1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-51233 size-large\" title=\"Trash in Rocinha. On the <a href=\"http:\/\/bit.ly\/2BBNsbZ\" target=\"_blank\" rel=\"noopener\"><em>Rocinha em Foco<\/em> Facebook page<\/a>, one resident stated her opinion:<\/p>\n<blockquote><p>Guys, it&#8217;s the government&#8217;s fault insofar as there isn&#8217;t waste treatment, basic sanitation, or a decent sewage system. The community doesn&#8217;t have anywhere to throw away trash. We have to be conscious of the fact that without educating people, no one will know what to do. The mayor abandoned this city. If they were interested in resolving [the issue], they would have implemented a trash collection system. But for Crivella, <a href=\"http:\/\/bit.ly\/2cC5G2w\" target=\"_blank\" rel=\"noopener\">poor people are only good for paying taxes<\/a>.<\/p><\/blockquote>\n<p>Another resident expressed:<\/p>\n<blockquote><p>But guys?! So, where do you throw out your trash??? On my street, there are NO adequate places.
