{"id":52398,"date":"2019-03-27T17:01:51","date_gmt":"2019-03-27T20:01:51","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=52398"},"modified":"2019-06-05T17:31:52","modified_gmt":"2019-06-05T20:31:52","slug":"14th-anniversary-of-the-baixada-massacre-local-organizations-plan-a-week-of-remembrance","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=52398","title":{"rendered":"14th Anniversary of the Baixada Massacre: Local Organizations Plan a Week of Remembrance"},"content":{"rendered":"<p style=\"text-align: right;\"><em><a href=\"http:\/\/bit.ly\/2OpE2Fy\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Clique\u00a0aqui\u00a0para Por<\/strong><strong>tugu\u00eas<\/strong><\/a><a href=\"http:\/\/bit.ly\/2GwmWF7\" target=\"_blank\" rel=\"noopener noreferrer\"><strong><img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/strong><\/a><\/em><\/p>\n<p style=\"text-align: left;\">On the night of March 16, twelve-year-old Kauan Noslinde Pimenta Peixoto <a href=\"http:\/\/bit.ly\/2TWSDhz\" target=\"_blank\" rel=\"noopener noreferrer\">died after being shot during a Military Police intervention<\/a> in the community of <a href=\"http:\/\/bit.ly\/2U2IShW\" target=\"_blank\" rel=\"noopener noreferrer\">Chatuba<\/a>, located in the municipality of <a href=\"http:\/\/bit.ly\/1HWTGC2\" target=\"_blank\" rel=\"noopener noreferrer\">Mesquita<\/a> in Greater Rio de Janeiro&#8217;s\u00a0<a href=\"http:\/\/bit.ly\/1eW26wq\" target=\"_blank\" rel=\"noopener noreferrer\">Baixada Fluminense<\/a>\u00a0region. According to family members, police from the 20th Military Police Battalion (Mesquita) entered the area firing. Military Police officers, on the other hand, allege that the boy had already been shot when they found him. Little publicized in the media was the fact that despite having been shot three times, <a href=\"http:\/\/bit.ly\/2U0mN3C\" target=\"_blank\" rel=\"noopener noreferrer\">the officers handcuffed the boy&#8217;s lifeless body<\/a>. According to his mother, Kauan wanted to be a Military Police officer.<\/p>\n<p><a href=\"http:\/\/rioonwatch.org.br\/wp-content\/uploads\/2019\/03\/Kauan_Peixoto3.jpg\" rel=\"prettyPhoto\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter size-content wp-image-39666\" src=\"http:\/\/rioonwatch.org.br\/wp-content\/uploads\/2019\/03\/Kauan_Peixoto3-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" \/><\/a><\/p>\n<p>During the burial, his mother\u2014under the effects of tranquilizers\u2014became ill and was taken to the <a href=\"http:\/\/bit.ly\/2U4cHyD\" target=\"_blank\" rel=\"noopener noreferrer\">Nil\u00f3polis<\/a> Urgent Care Clinic (UPA). Residents held a protest following the burial, closing off Rua Almirante Batista, where Kauan was killed.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/03\/Kauan-Burial-2.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-52405 size-content\" title=\"Kauan's mother is supported in order to walk to the burial. Photo: Reginaldo Pimenta \/ O Dia\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/03\/Kauan-Burial-2-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/03\/Kauan-Burial-2-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/03\/Kauan-Burial-2-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Also in Mesquita, on May 18, 2018, Juan Henrique Amorim dos Santos was <a href=\"http:\/\/bit.ly\/2l9doCX\" target=\"_blank\" rel=\"noopener noreferrer\">killed by a plainclothes Military Police officer<\/a>, who got up from the bar where he was sitting and fired eleven shots after confusing a prank with a robbery. Less than two months prior, Juan had been <a href=\"http:\/\/bit.ly\/2HyROoS\" target=\"_blank\" rel=\"noopener noreferrer\">mistaken for a robber<\/a>\u00a0after running away from a shootout and spent nearly a month in the Rio de Janeiro Department of General Socio-Educational Action (DEGASE), a juvenile detention center, before being\u00a0acquitted. Friends and members of the evangelical congregation that he attended protested on social media, asserting the young man&#8217;s innocence.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/03\/Bible.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-52402 size-content\" title=\"A bible that was in the car that the youth rode in, pierced by a bullet. Photo: Facebook\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/03\/Bible-e1553708361922-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/03\/Bible-e1553708361922-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/03\/Bible-e1553708361922-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>His friend Carlos Andr\u00e9 Santos de Jesus, 13, who was with him at the time of the incident,\u00a0<a href=\"http:\/\/bit.ly\/2CzxVcY\" target=\"_blank\" rel=\"noopener noreferrer\">was also shot by a police officer and died a week later<\/a>. During the week of Carlos&#8217; stay at the hospital, his family was prohibited from visiting him due to an alleged suspect identification\u2014which was not formalized nor approved by the Public Prosecutor&#8217;s Office\u2014by the widow of a slain police officer.<\/p>\n<p>At the time of the crime, the boy&#8217;s father was with his son at a soccer practice just a few kilometers away. Carlos died alone in the hospital room. The time was outside of visitation hours, which are very limited for custodial cases\u2014limited to half an hour three times per week.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/03\/Juan-and-Carlos.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-52403 size-content\" title=\"Juan (wearing red) and Carlos Andr\u00e9, who died a week after being shot. Photo: Adonaza\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/03\/Juan-and-Carlos-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/03\/Juan-and-Carlos-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/03\/Juan-and-Carlos-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>On February 13 of this year, four bodies were found in Adrian\u00f3polis, a rural area in <a href=\"http:\/\/bit.ly\/1FbLgis\" target=\"_blank\" rel=\"noopener noreferrer\">Nova Igua\u00e7u<\/a>, another municipality in the Baixada Fluminense. On the same day, four more bodies were found in Austin, Nova Igua\u00e7u\u2014two abandoned underneath an overpass and two in a dumpster. On March 23, yet another politician\u2014<a href=\"https:\/\/glo.bo\/2Ylk4jQ\" target=\"_blank\" rel=\"noopener noreferrer\">city councilor Weldel Coelho<\/a>\u2014was assassinated in Engenheiro Pedreira, a neighborhood in Japeri. Between 2015 and 2016, <a href=\"http:\/\/bit.ly\/2HHo3lv\" target=\"_blank\" rel=\"noopener noreferrer\">fourteen candidates and politicians were assassinated in the Baixada<\/a>.<\/p>\n<p>The image of the Baixada Fluminense in the Brazilian public imaginary is that of a region marked by violent crime and collusion between criminals, institutional politics, and local commerce. In the context of this daily reality\u2014which contributes to the construction of a <a href=\"http:\/\/bit.ly\/1eW26wq\" target=\"_blank\" rel=\"noopener noreferrer\">stereotype of the Baixada Fluminense<\/a> as a region composed of hostile communities\u2014in terms of media repercussion and the number of devastated lives, nothing compares to the incident known as the <a href=\"https:\/\/lat.ms\/2Bm1Y7d\" target=\"_blank\" rel=\"noopener noreferrer\">Baixada Massacre<\/a>. This year marks its 14th anniversary.<\/p>\n<p>On March 31, 2005, Military Police officers killed 29 people and injured two more in several locations in Nova Igua\u00e7u and Queimados, constituting the largest massacre in the history of the state of Rio de Janeiro. The motive involved the officers&#8217; dissatisfaction with increased oversight due to the change in command of several police battalions in the region. Four out of five police officers who had gathered at a bar in Nova Igua\u00e7u left by car and drove through the streets of Nova Igua\u00e7u shooting, executing seventeen people. Thereafter, they killed twelve more in the streets of <a href=\"http:\/\/bit.ly\/1O07xpA\" target=\"_blank\" rel=\"noopener noreferrer\">Queimados<\/a>.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/03\/13-Year-Anniversary-of-the-Baixada-Massacre.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-52400 size-content\" title=\"The 2018 march commemorates the names of the victims 13 years after the incident. Photo: Press release\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/03\/13-Year-Anniversary-of-the-Baixada-Massacre-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/03\/13-Year-Anniversary-of-the-Baixada-Massacre-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/03\/13-Year-Anniversary-of-the-Baixada-Massacre-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Since 2006, a year after the tragedy took place, activist Luciene Silva\u2014who is now a representative of the <a href=\"http:\/\/bit.ly\/2OrPAb8\" target=\"_blank\" rel=\"noopener noreferrer\">Network of Mothers and Family Members of Victims of State Violence in the Baixada Fluminense<\/a>\u2014has organized a march along Presidente Dutra Road, passing by the location where the bodies were found. At each stop, the victims are commemorated. In recent years, other institutions and movements have joined to show solidarity in this difficult moment.
