The downpour on the evening of Monday, April 8 continued overnight and into Tuesday evening, <a href=\"http:\/\/bit.ly\/2GbyPyG\" target=\"_blank\" rel=\"noopener noreferrer\">killing at least ten<\/a> and leaving several others missing.<\/p>\n<p>Amid landslides, fallen trees, and crumbling roads, Mayor Marcelo Crivella declared a state of emergency on Monday evening, closing schools and advising residents to avoid leaving their homes. As rain sirens sounded throughout the city, many favela residents found themselves in danger. This week\u2019s catastrophic rainfall, the <a href=\"https:\/\/glo.bo\/2OZNFed\" target=\"_blank\" rel=\"noopener noreferrer\">strongest recorded in Rio in 22 years<\/a>, marks the second in just over two months, as <a href=\"http:\/\/bit.ly\/2N02EUB\" target=\"_blank\" rel=\"noopener noreferrer\">landslides in early February<\/a> left seven dead. Rio&#8217;s City Council recently launched a <a href=\"http:\/\/bit.ly\/2U9WfNB\" target=\"_blank\" rel=\"noopener noreferrer\">Parliamentary Commission of Inquiry on Flooding<\/a> to improve public accountability for disaster prevention and response. Crivella, who told journalists on Tuesday morning that such levels of rainfall are \u201c<a href=\"https:\/\/glo.bo\/2GfFyrv\" target=\"_blank\" rel=\"noopener noreferrer\">atypical<\/a>,&#8221; blamed the city\u2019s lack of preparation on previous administrations.<\/p>\n<p>Local and international media were quick to point out, however, that Rio has seen a steep decline in public spending on flood control systems since Crivella assumed office. The following should be considered a nonexhaustive list, as favelas citywide saw extreme damage and loss. At the bottom of the page, you can find resources for donating to affected communities.<\/p>\n<h3><strong>South Zone<\/strong><\/h3>\n<h4><strong>Babil\u00f4nia<\/strong><\/h4>\n<p>A landslide in <a href=\"http:\/\/bit.ly\/2nfFh07\" target=\"_blank\" rel=\"noopener noreferrer\">Babil\u00f4nia<\/a>, in the city\u2019s <a href=\"http:\/\/bit.ly\/1pfz23A\" target=\"_blank\" rel=\"noopener noreferrer\">South Zone<\/a> overlooking Leme beach, killed sisters Doralice and Gerlaine Nascimento as a landslide buried them in their home. Following a search-and-rescue effort, Gilson Cezar Cerqueira dos Santos\u2014who appears to have attempted to help the Nascimento sisters\u2014was also <a href=\"https:\/\/glo.bo\/2IkFMyG\" target=\"_blank\" rel=\"noopener noreferrer\">found dead<\/a>.<\/p>\n<p>Babil\u00f4nia\u2019s rain siren was not activated because rain levels did not reach the required minimum of 45mm\/hour. <a href=\"https:\/\/glo.bo\/2Z0kA7d\" target=\"_blank\" rel=\"noopener noreferrer\">Crivella later announced<\/a> the city would revise its siren protocols.<\/p>\n<h4><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/04\/babilonia-image.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-52658 size-content\" title=\"Photo: T\u00e2nia R\u00eago \/ Ag\u00eancia Brasil\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/04\/babilonia-image-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/04\/babilonia-image-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/04\/babilonia-image-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><br \/>\nVidigal<\/h4>\n<p>According to residents of <a href=\"http:\/\/bit.ly\/T5QI5Q\" target=\"_blank\" rel=\"noopener noreferrer\">Vidigal<\/a>, which overlooks the Sheraton Hotel and is neighbor to Leblon beach, the local rain siren blared throughout the day. The favela also saw its central byway, Avenida Niemeyer, become completely impassable.<\/p>\n<p><a href=\"https:\/\/www.facebook.com\/photo.php?fbid=1752097658224221&#038;amp;set=a.408091415958192&#038;amp;type=3\">https:\/\/www.facebook.com\/photo.php?fbid=1752097658224221&amp;amp;set=a.408091415958192&amp;amp;type=3<\/a><\/p>\n<h4>Cantagalo<\/h4>\n<p>The hillside between <a href=\"http:\/\/bit.ly\/1rIlhJj\" target=\"_blank\" rel=\"noopener noreferrer\">Cantagalo<\/a> favela and the beachfront neighborhood of Ipanema saw landslides impacting Ipanema&#8217;s residential buildings.<\/p>\n<p><a href=\"https:\/\/www.instagram.com\/p\/BwCxgLpBeRm\/?utm_source=ig_share_sheet&#038;igshid=m7x7vh0ssmsa\">https:\/\/www.instagram.com\/p\/BwCxgLpBeRm\/?utm_source=ig_share_sheet&amp;igshid=m7x7vh0ssmsa<\/a><\/p>\n<h4>Rocinha and Surrounding Region<\/h4>\n<p>On Tuesday afternoon, local media confirmed several additional deaths, including that of <a href=\"https:\/\/glo.bo\/2ImtaqV\" target=\"_blank\" rel=\"noopener noreferrer\">Guilherme Nascimento<\/a>, a resident of <a href=\"http:\/\/bit.ly\/1MUPMsj\" target=\"_blank\" rel=\"noopener noreferrer\">Parque da Cidade<\/a>\u2014a small favela community located next to <a href=\"http:\/\/bit.ly\/2IlzkYO\" target=\"_blank\" rel=\"noopener noreferrer\">Rocinha<\/a>, in Rio&#8217;s South Zone. Firefighters found Nascimento\u2019s body trapped underneath a car in the high end next door neighborhood of <a href=\"http:\/\/bit.ly\/1NCFvSn\" target=\"_blank\" rel=\"noopener noreferrer\">G\u00e1vea<\/a>.<\/p>\n<p>On Twitter, Rocinha residents posted videos and photos of floodwaters surging downhill.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"pt\" dir=\"ltr\">A Rocinha sempre \u00e9 castigada pela chuva devido a localiza\u00e7\u00e3o geogr\u00e1fica e&#8230; a falta de obras de saneamento b\u00e1sico. In this video, a woman is stranded and at risk of being swept away by the rainwater,&#8221; wrote Rocinha community journalist <a href=\"http:\/\/bit.ly\/2HHIjTE\" target=\"_blank\" rel=\"noopener noreferrer\">Michel Silva<\/a>.<\/p>\n<p>According to City Hall, multiple favelas in the city\u2019s South and West Zones saw four-hour rainfall levels surge <a href=\"http:\/\/bit.ly\/2IlQg0V\" target=\"_blank\" rel=\"noopener noreferrer\">well above monthly averages<\/a>. The severe rains did not only affect favelas, however. The entire city was hard hit. <a href=\"http:\/\/bit.ly\/1JE5NQz\" target=\"_blank\" rel=\"noopener noreferrer\">Jardim Bot\u00e2nico<\/a>, home to the city\u2019s Botanical Gardens as well as the headquarters of <em>Globo<\/em>, <a href=\"http:\/\/bit.ly\/2IiZLOq\" target=\"_blank\" rel=\"noopener noreferrer\">saw some 150mm of rainfall<\/a> in under four hours, more than anticipated for the entire month of April. And a grandmother and grandchild, along with their taxi driver, <a href=\"https:\/\/glo.bo\/2IrS4W7\" target=\"_blank\" rel=\"noopener noreferrer\">were found buried<\/a> after the storm in Botafogo, the heart of Rio&#8217;s South Zone.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/04\/chuva-extrema.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-52657 size-medium\" title=\"Rainfall levels in the city of Rio de Janeiro over a one-hour period and over a four-hour period on April 8 in various locations across the city, compared to average rainfall during the entire month of April. Irregular currents thus flooded the community rather than flowing into the neighboring Maracan\u00e3 River.<\/p>\n<p>https:\/\/twitter.com\/peralttinhaofc\/status\/1115437762763685888<\/p>\n<h4>Manguinhos<\/h4>\n<p>Local media collective <em><a href=\"http:\/\/bit.ly\/2LTFXQ2\" target=\"_blank\" rel=\"noopener noreferrer\">Fala Manguinhos<\/a><\/em> reported widespread flooding throughout the favela, writing: &#8220;ATTENTION. The water has reached many houses in <a href=\"http:\/\/bit.ly\/1sksV07\" target=\"_blank\" rel=\"noopener noreferrer\">Manguinhos<\/a> and the river overflowed a while ago. Residents are trapped in their houses. The fear is constant.
