The event was part of an initiative organized by IFCS professors called the &#8220;<a href=\"http:\/\/bit.ly\/2uYBjtO\" target=\"_blank\" rel=\"noopener noreferrer\">Circuit for Democracy<\/a>&#8220;\u2014a series of events including panel debates, documentary screenings, book launches, and conversation circles held throughout the month of April with the aim of discussing the <a href=\"http:\/\/bit.ly\/2IrqQ1P\" target=\"_blank\" rel=\"noopener noreferrer\">1964 military coup<\/a> and what has happened in the 55 years since the start of the <a href=\"http:\/\/bit.ly\/2IxTqil\" target=\"_blank\" rel=\"noopener noreferrer\">military dictatorship in Brazil<\/a>. The book is the product of several lectures held at the <a href=\"http:\/\/bit.ly\/2P3sMiq\" target=\"_blank\" rel=\"noopener noreferrer\">Santa Catarina Center for Psychological Remediation Studies<\/a>, combined with different debates and roundtables hosted by the book&#8217;s organizers.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/04\/CorposQueSofrem.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-52746 size-large\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/04\/CorposQueSofrem-1024x768.jpg\" alt=\"\" width=\"620\" height=\"465\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/04\/CorposQueSofrem-1024x768.jpg 1024w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/04\/CorposQueSofrem-300x225.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/04\/CorposQueSofrem-768x576.jpg 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/04\/CorposQueSofrem-174x131.jpg 174w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/04\/CorposQueSofrem-70x53.jpg 70w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/04\/CorposQueSofrem-326x245.jpg 326w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/04\/CorposQueSofrem.jpg 2000w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Federal representative <a href=\"http:\/\/bit.ly\/2dprNch\" target=\"_blank\" rel=\"noopener noreferrer\">Marcelo Freixo<\/a> opened the floor, highlighting how the three books being launched are projects that were meant to address the violence of the past\u2014the state violence that has pervaded Brazilian history, specifically during the years of the dictatorship. &#8220;Unfortunately,&#8221; he said, \u201cthese books are also very relevant to the present day\u201d in order to address the normalization and institutionalization of violence in Brazil. He mentioned the highly debated social security reform, as \u201csuch reform is also a form of state violence because of the inequalities that it will create and exacerbate.&#8221;<\/p>\n<p>Freixo then talked about the role of universities in the fight against fascism, referring to a debate that took place earlier that same day in front of the Federal University of Rio de Janeiro (UFRJ) in which he took part, despite <a href=\"https:\/\/glo.bo\/2IqNcR7\" target=\"_blank\" rel=\"noopener noreferrer\">attempts by Social Liberty Party (PSL) representatives to bar his participation<\/a>. \u201cUniversities should not bow down to fascism because they would be the first places to shut down\u2014the first places that would be prevented from functioning,&#8221; he stated. According to Freixo, the current political struggle is very complex and the opposition has the crucial role of rebuilding collective hope. He stated that he prefers to not use the term \u201cresistance\u201d because \u201cit means that we are losing and I don\u2019t want to lose\u2014I want to progress.&#8221; Freixo concluded by saying that health and mental health are important tools to build hope that should be used to fight against the current government&#8217;s notorious violence.<\/p>\n<p>Olivia Morgado Fran\u00e7ozo, a psychologist and co-author of the book <em><a href=\"http:\/\/bit.ly\/2KqCkFB\" target=\"_blank\" rel=\"noopener noreferrer\">Cl\u00ednica Pol\u00edtica: A Experiencia do Centro de Estudos em Repara\u00e7\u00e3o Ps\u00edquica &#8216;L\u00e1 em Acari&#8217;<\/a><\/em> (&#8220;<em>Political Clinic: The Experience of the &#8216;There in Acari&#8217; Center for Psychological Remediation Studies&#8221;<\/em><em>)<\/em> then took the floor. The book is the culmination of the\u00a0<a href=\"http:\/\/bit.ly\/2X3D310\" target=\"_blank\" rel=\"noopener noreferrer\">Center for Studies in Psychic Reparation<\/a> (CERP) project at the <a href=\"http:\/\/bit.ly\/RaKGgE\" target=\"_blank\" rel=\"noopener noreferrer\">Institute of Studies on Religion<\/a> (ISER), which emerged through a partnership between the <a href=\"http:\/\/bit.ly\/2Z4qqUY\" target=\"_blank\" rel=\"noopener noreferrer\">British Council&#8217;s Newton Fund<\/a> and the Amnesty Commission of the Brazilian Ministry of Justice. The project aims to develop tools to help professionals from Brazil&#8217;s Unified Health System (SUS) and Unified Social Assistance System (SUAS) to work with individuals dealing with trauma resulting from state violence of the past dictatorship. The project involves approximately thirty professionals from the favela of <a href=\"http:\/\/bit.ly\/2D61vag\" target=\"_blank\" rel=\"noopener noreferrer\">Acari<\/a>, in Rio&#8217;s <a href=\"http:\/\/bit.ly\/2HYnvqS\" target=\"_blank\" rel=\"noopener noreferrer\">North Zone<\/a>, several of whom now run clinic groups with victims&#8217; families aiming to help remedy the psychosocial effects of state violence.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/04\/ClinicaPolitica.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-52743 size-large\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/04\/ClinicaPolitica-1024x768.jpg\" alt=\"\" width=\"620\" height=\"465\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/04\/ClinicaPolitica-1024x768.jpg 1024w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/04\/ClinicaPolitica-300x225.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/04\/ClinicaPolitica-768x576.jpg 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/04\/ClinicaPolitica-174x131.jpg 174w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/04\/ClinicaPolitica-70x53.jpg 70w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/04\/ClinicaPolitica-326x245.jpg 326w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/04\/ClinicaPolitica.jpg 2000w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Fran\u00e7ozo said that the project was intended to address past state violence. \u201cWhen we started, we had no idea that, as Marcelo Freixo said, the project would become so relevant to the present day.\u201d The book includes the results of five months of weekly technical lectures on matters such as the silencing and banalization of violence. These phenomena have been so \u201cfrequent, repeated and embedded in Brazil\u2019s history that cases of violence wouldn\u2019t reach [healthcare] professionals operating in one of the most violent parts of the state of Rio de Janeiro, and who still wouldn\u2019t get any treatment requests. That was when we started asking ourselves: why are these cases not reaching us?\u201d According to Fran\u00e7ozo, the answer partly lies in the individualization of violence. To address this issue, she highlighted the importance of constructing collective experiences and understanding that &#8220;murder not only changes the family of the victim, but also the neighborhood, the city, and eventually the country, too.&#8221; This is crucial to properly reach out, understand, and treat <a href=\"http:\/\/bit.ly\/2htZqfz\" target=\"_blank\" rel=\"noopener noreferrer\">individuals and communities dealing with trauma resulting from state violence<\/a>. That is why a group clinic strategy was deemed essential in order to de-individualize violence and, at the same time, intervene in individuals&#8217; private experiences.<\/p>\n<p>T\u00e2nia Kolker, an institutional analyst and co-author of <em>Political Clinic,<\/em> elaborated on Fran\u00e7ozo&#8217;s point by saying that public policy should not only address the tangible and visible effects of state violence\u2014such as those perpetrated during the dictatorship\u2014but should also extend to all individuals and groups that are indirectly affected by all forms of violence. She stressed that the event is not only a book launch but also an occasion to remember the 55th anniversary of the 1964 coup and the violence that was perpetrated by the government during the dark period of the dictatorship. Finally, she highlighted the importance of occupying the streets and academic spaces to intensify discussions on these issues because doing so \u201cis an important act of resistance,&#8221; particularly in the current political moment.<\/p>\n<p>The last publication, <em><a href=\"http:\/\/bit.ly\/2UyScKZ\" target=\"_blank\" rel=\"noopener noreferrer\">Repara\u00e7\u00e3o Como Politica: Reflex\u00f5es Sobre as Respostas \u00c0 Viol\u00eancia de Estado no Rio de Janeiro<\/a> <\/em>(&#8220;<em>Remediation as Politics: Reflections on Responses to State Violence in Rio de Janeiro&#8221;),<\/em> was presented by two of its four authors, Lucas Pedretti and Rafaela Albergaria. The research project, of which the book is a result, is also an initiative of the Institute of Studies on Religion and addresses Rio de Janeiro\u2019s remediation politics on state violence by critically discussing the past and the present. Pedretti stressed from the beginning that \u201call violence of the present is a legacy of the violence of the dictatorship.&#8221; He discussed remediation politics and how \u201cthere are some kinds of violence that were never part of any public policy\u201d and that instead permitted the naturalization of \u201cblack, peripherical bodies deaths\u201d to happen. \u201cIt is necessary to talk about remediation, but also about memory, truth, and justice in relation to other periods of violence, such as the current one\u2014the <a href=\"http:\/\/bit.ly\/2RP1wW0\" target=\"_blank\" rel=\"noopener noreferrer\">genocide of the black population in the favelas<\/a> of Rio de Janeiro,\u201d said Pedretti.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/04\/ReparacaoComoPolitica.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-52744 size-large\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/04\/ReparacaoComoPolitica-1024x768.jpg\" alt=\"\" width=\"620\" height=\"465\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/04\/ReparacaoComoPolitica-1024x768.jpg 1024w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/04\/ReparacaoComoPolitica-300x225.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/04\/ReparacaoComoPolitica-768x576.jpg 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/04\/ReparacaoComoPolitica-174x131.jpg 174w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/04\/ReparacaoComoPolitica-70x53.jpg 70w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/04\/ReparacaoComoPolitica-326x245.jpg 326w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/04\/ReparacaoComoPolitica.jpg 2000w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Rafaela Albergaria fervently continued along the same lines. She stressed that racism is a structural and institutional problem in Brazil, a country that has been \u201cfounded and forged by racialized violence\u201d\u2014first against indigenous people, then against black slaves, later against opponents of the dictatorship, and today against black populations. The book is key to understanding that \u201cviolence is systemic and that we cannot talk about violence without talking about racism&#8230;and how we [black people] have historically been depicted as killable bodies,\u201d she said. According to Albergaria, and as discussed in her publication, public policies need to address and be capable of stopping the continuation of past violence in the present.
