{"id":52919,"date":"2019-04-25T21:18:43","date_gmt":"2019-04-26T00:18:43","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=52919"},"modified":"2019-05-02T09:05:24","modified_gmt":"2019-05-02T12:05:24","slug":"forum-on-basic-sanitation-offers-a-bridge-to-environmental-actions-in-the-mare-favelas","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=52919","title":{"rendered":"Forum on Basic Sanitation Inspires Environmental Action in the Mar\u00e9 Favelas"},"content":{"rendered":"<p style=\"text-align: right;\"><strong><a href=\"http:\/\/bit.ly\/2DnVCFL\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/em><\/a><\/strong><\/p>\n<p style=\"text-align: left;\">On April 13, the first <a href=\"http:\/\/bit.ly\/2ITlwog\" target=\"_blank\" rel=\"noopener noreferrer\">Forum on Basic Sanitation in Mar\u00e9<\/a> took place at the <a href=\"http:\/\/bit.ly\/2qqmQm8\" target=\"_blank\" rel=\"noopener noreferrer\">Herbert Vianna Municipal Cultural Center<\/a> with the objective of collectively creating effective public policy proposals to address issues of sewage, waste management, health, and water supply in the community. The event was organized by <a href=\"http:\/\/bit.ly\/2lbFqNb\" target=\"_blank\" rel=\"noopener noreferrer\">data_labe<\/a>, a laboratory of data and narratives in the <a href=\"http:\/\/bit.ly\/1rNMXO3\" target=\"_blank\" rel=\"noopener noreferrer\">Mar\u00e9<\/a> favelas, in partnership with <a href=\"http:\/\/bit.ly\/1ElmQXr\" target=\"_blank\" rel=\"noopener noreferrer\">Redes de Desenvolvimento da Mar\u00e9<\/a> (Mar\u00e9 Development Networks NGO) and <a href=\"http:\/\/bit.ly\/2KNrw4s\" target=\"_blank\" rel=\"noopener noreferrer\">Casa Fluminense<\/a>\u00a0with the support of the <a href=\"http:\/\/bit.ly\/2IE6yDi\" target=\"_blank\" rel=\"noopener noreferrer\">CASA Socio-Environmental Fund<\/a>.<\/p>\n<p>Two inspiring stories were shared during the opening panel titled &#8220;Sanitation in Mar\u00e9: Experiences and Solutions.&#8221; One was the experience of trash collector Valdenise Brand\u00e3o, who is from <a href=\"http:\/\/bit.ly\/2IGzoTl\" target=\"_blank\" rel=\"noopener noreferrer\">Belford Roxo<\/a> (in the <a href=\"http:\/\/bit.ly\/1wAJ14x\" target=\"_blank\" rel=\"noopener noreferrer\">Baixada Fluminense<\/a>) but works in Mar\u00e9. In addition to her work at <a href=\"http:\/\/bit.ly\/1CnoTw3\" target=\"_blank\" rel=\"noopener noreferrer\">COMLURB<\/a>, Rio&#8217;s municipal waste collection utility, she also develops her own projects\u2014including creating sustainable gardens in public squares, cleaning Piscin\u00e3o do Ramos (a large artificial lake nearby), and recycling objects found in the trash. &#8220;Society has a great responsibility to help us with sustainability projects. We have to deconstruct this idea that we&#8217;re working for other people. I, for example, work to clean the streets for my own benefit too. There&#8217;s an immense wealth to be found in waste that not everyone is aware of, not even the government itself,&#8221; stated Brand\u00e3o.<\/p>\n<p>The other story was that of Cris dos Prazeres, founder of the group <a href=\"http:\/\/bit.ly\/2yjrCdh\" target=\"_blank\" rel=\"noopener noreferrer\">Preven\u00e7\u00e3o Realizada com Organiza\u00e7\u00e3o e Amor\u2013PROA<\/a> (&#8220;Prevention Realized with Organization and Love&#8221;), who works on issues related to health in <a href=\"http:\/\/bit.ly\/1pPY5au\" target=\"_blank\" rel=\"noopener noreferrer\">Morro dos Prazeres<\/a>. She discussed the role of trash as a threat to residents&#8217; health and recounted that beyond the proliferation of disease, the accumulation of uncollected waste on a hillside contributed to a <a href=\"http:\/\/bit.ly\/2QZEHNT\" target=\"_blank\" rel=\"noopener noreferrer\">landslide that killed over thirty people<\/a> in Prazeres in 2010. Following the tragedy, residents came together to <a href=\"http:\/\/bit.ly\/1QvThoF\" target=\"_blank\" rel=\"noopener noreferrer\">map the presence of dumping sites and associated risks<\/a>, eventually giving way to the creation of <a href=\"http:\/\/bit.ly\/2zwaezi\" target=\"_blank\" rel=\"noopener noreferrer\">ReciclA\u00e7\u00e3o<\/a> (&#8220;RecyclAction&#8221;), an environmental education and recycling project.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/04\/Sanitation-Event-Mare\u0301-2.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-52924 size-content\" title=\"The introductory panel stimulated discussion among participants. Photo: Tha\u00eds Cavalcante\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/04\/Sanitation-Event-Mare\u0301-2-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/04\/Sanitation-Event-Mare\u0301-2-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/04\/Sanitation-Event-Mare\u0301-2-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>During the panel, Ana L\u00facia Britto\u2014a researcher at the <a href=\"http:\/\/bit.ly\/2PcQ7y4\" target=\"_blank\" rel=\"noopener noreferrer\">Laboratory of Studies on Urban Waters<\/a> (LEAU) and professor at the Federal University of Rio de Janeiro (UFRJ)\u2014also presented a <a href=\"http:\/\/bit.ly\/XS2raO\" target=\"_blank\" rel=\"noopener noreferrer\">historical panorama of sewage<\/a> in Rio de Janeiro and the challenges involved, taking into consideration the <a href=\"http:\/\/bit.ly\/2KNqSnH\" target=\"_blank\" rel=\"noopener noreferrer\">Basic Sanitation Regulatory Framework<\/a> and the <a href=\"http:\/\/bit.ly\/2PdK3W6\" target=\"_blank\" rel=\"noopener noreferrer\">National Sanitation Plan<\/a>. According to Britto, investments in water supply and sanitation systems in difficult-to-access areas are not prioritized by the government. As such, the right to water and sanitation guaranteed by the United Nations, broadly conceived, is not fulfilled. As a result, <a href=\"http:\/\/bit.ly\/2IDpban\" target=\"_blank\" rel=\"noopener noreferrer\">one detrimental effect is the recurrence of diseases<\/a> linked to the lack of basic sanitation in Rio&#8217;s favelas.<\/p>\n<p>Britto also clarified the distribution of responsibilities: the <a href=\"http:\/\/bit.ly\/2U9WfNB\" target=\"_blank\" rel=\"noopener noreferrer\">State Water and Sewerage Utility<\/a> (CEDAE) is responsible for water supply and sewage systems in favelas with Pacifying Police Units (UPPs) and in the formal city; <a href=\"http:\/\/bit.ly\/2GkWCuX\" target=\"_blank\" rel=\"noopener noreferrer\">City Hall is responsible for favelas without UPPs<\/a>; waste collection is carried out by COMLURB and urban drainage by the <a href=\"http:\/\/bit.ly\/2KOHDPp\" target=\"_blank\" rel=\"noopener noreferrer\">Rio de Janeiro Municipal Water Institute Foundation<\/a> (Rio-\u00c1guas). In practice, this division between favelas and the formal city and between favelas with and without UPPs opens up loopholes for responsible parties to shirk their responsibilities. <a href=\"http:\/\/bit.ly\/2UIUS8z\" target=\"_blank\" rel=\"noopener noreferrer\">In response to a request<\/a> made by data_labe via the <a href=\"http:\/\/bit.ly\/2DoHzzD\" target=\"_blank\" rel=\"noopener noreferrer\">Access to Information Law<\/a> (LAI), the City said that &#8220;the community of Mar\u00e9 is one of the [favelas] where UPPs have been installed and therefore inquiries concerning sewage should be directed to CEDAE&#8221;\u2014but there have never been UPPs in Mar\u00e9.<\/p>\n<p>&#8220;I see how peripheral areas are not viewed as parts of the city and how violence is used as a justification for authorities to not invest in what is truly needed,&#8221; commented Joelma Sousa, a resident of Mar\u00e9 and a tutor in the <a href=\"http:\/\/bit.ly\/2XprW2x\" target=\"_blank\" rel=\"noopener noreferrer\">Heroes Against Dengue<\/a> project.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/04\/Sanitation-Event-Mare\u0301-3.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-52925 size-content\" title=\"Presentation on the CocoZap project. Through a WhatsApp number, the project receives and systematizes photos and locations of accumulated trash. The pilot project was carried out in the favelas of <a href=\"http:\/\/bit.ly\/2RlVrPy\" target=\"_blank\" rel=\"noopener noreferrer\">Nova Holanda<\/a>, <a href=\"http:\/\/bit.ly\/2IE7YO8\" target=\"_blank\" rel=\"noopener noreferrer\">Parque Mar\u00e9<\/a>, and <a href=\"http:\/\/bit.ly\/2IE8dZy\" target=\"_blank\" rel=\"noopener noreferrer\">Parque Uni\u00e3o<\/a>\u2014three of the sixteen favelas that compose Complexo da Mar\u00e9\u2014but Gilberto Viera, who works with data_labe, emphasized the importance of the project&#8217;s continuity and expansion: &#8220;It needs to continue to exist in other favelas and, who knows, maybe beyond,&#8221; he said.<\/p>\n<p>Coc\u00f4Zap served as a channel for reporting and discussing the issue of trash accumulation with the participation of people seeking solutions to problems related to waste and sewage treatment. Four young residents participating in the project received technical training in data journalism and mapped trash collection and the sanitation situation with the support of the <a href=\"http:\/\/bit.ly\/2IrPdgy\" target=\"_blank\" rel=\"noopener noreferrer\">Eco Mar\u00e9 Collective<\/a>. In addition to developing a mobilization plan, they also produced an <a href=\"http:\/\/bit.ly\/2UIUS8z\" target=\"_blank\" rel=\"noopener noreferrer\">investigative report<\/a> on the topic.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/04\/CocoZap.jpeg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-52922 size-medium\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/04\/CocoZap-300x300.jpeg\" alt=\"\" width=\"300\" height=\"300\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/04\/CocoZap-300x300.jpeg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/04\/CocoZap-768x768.jpeg 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/04\/CocoZap-1024x1024.jpeg 1024w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/04\/CocoZap.jpeg 1200w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>&#8220;What was most impressive during my experience in the streets was realizing that residents are aware of waste and sewage. Little by little, they take small actions together with their neighbors and keep the streets clean for children to play,&#8221; recounted Gabrielle Vidal, a resident of Nova Holanda, on the <a href=\"http:\/\/bit.ly\/2UJpXJu\" target=\"_blank\" rel=\"noopener noreferrer\">project&#8217;s blog<\/a>.<\/p>\n<p>The project lasted two months and encouraged residents&#8217; participation by inviting them to share the water and sewage problems present in their daily lives. The project used the WhatsApp number +55 (21) 9995-7216. In total, the line received 25 notifications\u2014fourteen related to sewage and eleven related to the trash situation. The most active participants were residents of Nova Holanda.<\/p>\n<p>Next, Jo\u00e3o Pedro Martins and Vitor Mihessen from Casa Fluminense&#8217;s information coordination team presented the institution&#8217;s work based on the <a href=\"http:\/\/bit.ly\/2KX9Thr\" target=\"_blank\" rel=\"noopener noreferrer\">Rio Agenda 2030<\/a>, which was distributed at the event. The goal was primarily to discuss Theme 5 of the Agenda, which sets forth five proposals concerning basic sanitation and the Guanabara Bay:<\/p>\n<ol>\n<li>Conclude public works via the Environmental Sanitation Program for Municipalities Surrounding the Guanabara Bay (PSAM) and expand sewage treatment;<\/li>\n<li>Strengthen the sanitation regulation and management system;<\/li>\n<li>Establish governance practices for the restoration of the Guanabara Bay;<\/li>\n<li>Expand selective waste collection and the inclusion of paid recyclable materials collectors;<\/li>\n<li>Protect rivers, prevent flooding, and improve water supply.<\/li>\n<\/ol>\n<p>After, H\u00e9lio Euclides, a resident and journalist at community newspaper <a href=\"http:\/\/bit.ly\/1x3wFFQ\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Mar\u00e9 de Not\u00edcias<\/em><\/a>, led a workshop to create a timeline of Mar\u00e9&#8217;s history\u2014from <a href=\"http:\/\/bit.ly\/2tszBSE\" target=\"_blank\" rel=\"noopener noreferrer\">when houses stood on stilts<\/a> to present day\u2014based on articles on the topic of sanitation. Simultaneously, the founder of the <a href=\"http:\/\/bit.ly\/2OuSV7W\" target=\"_blank\" rel=\"noopener noreferrer\">Graffiti Museum<\/a>, Andr\u00e9 Carlos do Nascimento, led a workshop with children, transforming old tires into animals and cartoon characters. Finally, resident and musician Bhega Silva made rounds on his bicycle collecting used cooking oil.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/04\/Sanitation-Event-Mare\u0301-4.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-52926 size-content\" title=\"Presentation by Helio Euclides with local community newspaper Mar\u00e9 de Not\u00edcias. Photo: Tha\u00eds Cavalcante\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/04\/Sanitation-Event-Mare\u0301-4-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/04\/Sanitation-Event-Mare\u0301-4-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/04\/Sanitation-Event-Mare\u0301-4-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>The issues raised during these initial discussions encouraged various project leaders present at the event to put forward their local needs and possible global solutions to the problems that affect the population&#8217;s quality of life in general\u2014for example, rethinking trash collection and environmental public policies both within and outside of affected areas. In addition to the aforementioned projects\u2014Coc\u00f4Zap, ReciclA\u00e7\u00e3o, and the Graffiti Museum\u2014also present were EcoMar\u00e9, <a href=\"http:\/\/bit.ly\/2bzRPIA\" target=\"_blank\" rel=\"noopener noreferrer\">Onda Verde<\/a>, <a href=\"http:\/\/bit.ly\/ZsEul3\" target=\"_blank\" rel=\"noopener noreferrer\">Catalytic Communities<\/a>* with the <a href=\"http:\/\/bit.ly\/SFNLaunch\" target=\"_blank\" rel=\"noopener noreferrer\">Sustainable Favela Network<\/a>, along with technical allies who are part of the <a href=\"http:\/\/bit.ly\/2XxAaFZ\" target=\"_blank\" rel=\"noopener noreferrer\">Engineers without Borders<\/a> network and the <a href=\"http:\/\/bit.ly\/2IUFG12\" target=\"_blank\" rel=\"noopener noreferrer\">Environment in Motion Institute<\/a>.<\/p>\n<p>The discussion then gave way to working groups with the goal of devising solutions to local issues. The working groups were divided according to four topics: 1) Trash and public security; 2) Health and wellbeing; 3) Water supply and rainwater management; and 4) Sewage and the <a href=\"http:\/\/bit.ly\/2IVVjp1\" target=\"_blank\" rel=\"noopener noreferrer\">Guanabara Bay<\/a>. The groups featured the participation of researchers on the topic, favela residents, participants in socio-environmental projects, students, and some public servants who work with sanitation and waste.<\/p>\n<p>There was good reason for the choice of venue. From the location where the event was held, it was possible to understand how waste is produced in surrounding areas and thus devise solutions and plan direct actions. Attendees participated in a planting <em><a href=\"http:\/\/bit.ly\/1uEyYiD\" target=\"_blank\" rel=\"noopener noreferrer\">mutir\u00e3o<\/a>, <\/em>a collective action project, led by the Eco Mar\u00e9 Collective\u2014a group that works to raise environmental awareness by promoting discussion circles and mobilization activities. Juliana Machado, an educator and member of Eco Mar\u00e9, recounted: &#8220;We realized that we had to do more than just revitalize spaces; we had to work with residents. From there, we started to promote discussion circles with youth and playful environmental education activities with children.&#8221;<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/04\/Sanitation-Event-Mare\u0301-5.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-52927 size-content\" title=\"Participants engaged in a collective action project to maintain the garden in front of the cultural center. Photo: Tha\u00eds Cavalcante\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/04\/Sanitation-Event-Mare\u0301-5-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/04\/Sanitation-Event-Mare\u0301-5-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/04\/Sanitation-Event-Mare\u0301-5-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>The next step is the creation of a charter to construct a permanent forum and an agenda on basic sanitation for Mar\u00e9, in addition to promoting mobilization such to encourage residents to discuss solutions and demand more effective actions from public authorities.<\/p>\n<p><em>Community journalist\u00a0<a href=\"http:\/\/bit.ly\/1P8ydpr\" target=\"_blank\" rel=\"noopener noreferrer\">Tha\u00eds Cavalcante<\/a>\u00a0was born and raised in <a href=\"http:\/\/bit.ly\/1BTzYR8\" target=\"_blank\" rel=\"noopener noreferrer\">Nova Holanda<\/a>, one of Mar\u00e9\u2019s favelas.
