{"id":53022,"date":"2019-05-04T11:19:34","date_gmt":"2019-05-04T14:19:34","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=53022"},"modified":"2020-08-07T14:03:04","modified_gmt":"2020-08-07T17:03:04","slug":"favela-residents-testify-before-parliamentary-commission-of-inquiry-on-flooding-demand-responses-from-city","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=53022","title":{"rendered":"Favela Residents Testify Before Parliamentary Commission on Flooding, Demand Response"},"content":{"rendered":"<p style=\"text-align: right;\"><span style=\"font-weight: 400;\"><strong><em><a href=\"http:\/\/bit.ly\/2VqUADF\" target=\"_blank\" rel=\"noopener noreferrer\">Clique aqui para Portugu\u00eas<\/a>\u00a0<img decoding=\"async\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/em><\/strong><\/span><\/p>\n<p style=\"text-align: left;\">On Friday, April 26, a <span style=\"font-weight: 400;\">demonstrative crowd of community organizers, favela residents, academics, and activists gathered to denounce and protest City authorities&#8217; alleged negligence during the deadly floods that took place on <\/span><a href=\"http:\/\/bit.ly\/2GkdjsK\"><span style=\"font-weight: 400;\">February 6<\/span><\/a><span style=\"font-weight: 400;\"> and <\/span><a href=\"http:\/\/bit.ly\/2OYSYuD\"><span style=\"font-weight: 400;\">April 8<\/span><\/a> at a <span style=\"font-weight: 400;\">public hearing organized by the Rio de Janeiro<\/span><span style=\"font-weight: 400;\">\u00a0City Council\u2019s <\/span><a href=\"http:\/\/bit.ly\/2J4mwWF\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Parliamentary Commission of Inquiry (CPI) on Flooding<\/span><\/a><span style=\"font-weight: 400;\">. City councilor <\/span><a href=\"http:\/\/bit.ly\/2OTQdc7\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Tarc\u00edsio Motta<\/span><\/a> of the Socialism and Liberty Party (<a href=\"http:\/\/bit.ly\/2dC0T1A\" target=\"_blank\" rel=\"noopener noreferrer\">PSOL<\/a>)<span style=\"font-weight: 400;\">, head of the CPI, had invited <\/span><a href=\"http:\/\/bit.ly\/2dbEjrV\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Mayor Marcelo Crivella<\/span><\/a><span style=\"font-weight: 400;\"> to attend the meeting to address the <\/span><a href=\"http:\/\/bit.ly\/FavelaLandslide\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">acute impacts<\/span><\/a><span style=\"font-weight: 400;\"> that the recent floods had on vulnerable communities. In anticipation of the mayor\u2019s attendance\u2014or lack thereof\u2014attendees circulated pro-environmental petitions and <a href=\"http:\/\/bit.ly\/2GKi8tc\" target=\"_blank\" rel=\"noopener noreferrer\">signs<\/a> protesting Crivella&#8217;s administration <\/span><span style=\"font-weight: 400;\">amongst themselves before the meeting began. Cries of \u201cFavela Lives Matter!\u201d echoed throughout the large gallery where the event was held. The hearing was also <a href=\"http:\/\/bit.ly\/2Y2Rr9X\" target=\"_blank\" rel=\"noopener noreferrer\">live-streamed on Facebook<\/a>.<\/span><\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/05\/Public-Hearing-CPI-on-Flooding.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-53057 size-content\" title=\"Photo: Tarc\u00edsio Motta's Facebook page\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/05\/Public-Hearing-CPI-on-Flooding-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/05\/Public-Hearing-CPI-on-Flooding-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/05\/Public-Hearing-CPI-on-Flooding-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">The session began with a brief introductory speech from Motta, who announced to the gallery that the mayor declined to attend due to \u201cprior commitments.\u201d The crowd, doubting the veracity of Crivella\u2019s excuse, erupted in opprobrium of his refusal to participate in the public hearing. Motta, however, insisted that the invitation to Crivella was an open one and that implementing public policies to \u201creduce the likelihood that rains will turn into tragedies\u201d would require buy-in from Crivella. <\/span><span style=\"font-weight: 400;\">He then introduced <\/span><a href=\"http:\/\/bit.ly\/2FMBIoh\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Renato Cinco<\/span><\/a><span style=\"font-weight: 400;\"> of the PSOL, the CPI\u2019s official rapporteur, along with Marcelo Arar (Brazilian Labor Party\u2013PTB), <\/span><a href=\"http:\/\/bit.ly\/2I3WQZP\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Rosa Fernandes<\/span><\/a><span style=\"font-weight: 400;\"> (<\/span><a href=\"http:\/\/bit.ly\/2mjXxnV\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Brazilian Democratic Movement<\/span><\/a><span style=\"font-weight: 400;\">\u2013MDB), and Ti\u00e3ozinho do Jacar\u00e9 (<\/span><a href=\"http:\/\/bit.ly\/2RuuHwD\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Brazilian Republican Party<\/span><\/a><span style=\"font-weight: 400;\">\u2013PRB), who serve as committee members.<\/span><span style=\"font-weight: 400;\"> Before concluding his remarks, Motta made a point to express his gratitude for \u201cthe presence of all those residents from areas flooded by the rains in February and in April,\u201d especially those representing <\/span><a href=\"http:\/\/bit.ly\/1m4JS9c\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Rocinha<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"http:\/\/bit.ly\/T5QI5Q\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Vidigal,<\/span><\/a> <a href=\"http:\/\/bit.ly\/1KPjJvO\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Horto,<\/span><\/a> <a href=\"http:\/\/bit.ly\/1sksV07\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Manguinhos<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"http:\/\/bit.ly\/ZoemOA\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Jacarezinho<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><span style=\"font-weight: 400;\">Fazenda Botafogo<\/span><span style=\"font-weight: 400;\">, <\/span><a href=\"http:\/\/bit.ly\/1qykzxl\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Rio das Pedras<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><span style=\"font-weight: 400;\">Jardim Maravilha<\/span>,<span style=\"font-weight: 400;\"> and <\/span><a href=\"http:\/\/bit.ly\/2YHbITO\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Barra de Guaratiba<\/span><\/a><span style=\"font-weight: 400;\"> who had been invited to testify before the CPI.<\/span><\/p>\n<p>Motta then gave the word to <a href=\"http:\/\/bit.ly\/2GXRkHn\">Maria J\u00falia Miranda<\/a>, coordinator of the Land and Housing Nucleus (NUTH) of the Rio de Janeiro State Public Defender&#8217;s Office, who demonstrated contrition for the inadequacy of the City\u2019s response to the floods on February 6 and April 8. Miranda recounted her experience visiting residents in <a href=\"http:\/\/bit.ly\/19bLMEp\" target=\"_blank\" rel=\"noopener noreferrer\">Laboriaux<\/a>, the uppermost part of Rocinha, who had successfully prodded the City to improve public infrastructure in their neighborhood. She encouraged residents of other vulnerable communities like Laboriaux to feel emboldened to hold public officials accountable for their inattention and to demand equal protection under the law. Miranda&#8217;s pivotal point was that because \u201calmost <a href=\"http:\/\/bit.ly\/1xNyVSj\">25% of Rio de Janeiro\u2019s population<\/a> lives in favelas,\u201d the City cannot afford to treat these communities like they are impermanent or separate from the rest of the city. Favelas <a href=\"http:\/\/bit.ly\/2H2ku9k\" target=\"_blank\" rel=\"noopener noreferrer\">will remain inordinately vulnerable to extreme weather events<\/a>, Miranda argued, until City authorities begin to <a href=\"https:\/\/glo.bo\/2BseDG3\" target=\"_blank\" rel=\"noopener noreferrer\">provide them with the basic services to which they are legally entitled<\/a>.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/05\/Felipe-Paiva-CPI-on-Flooding.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-53055 size-content\" title=\"Felipe Paiva speaks on the situation in Vidigal after losing his home. He gave each resident five minutes to speak and encouraged them to feel \u201cabsolutely free\u201d to share their feelings with the commission, without fear of retribution. The first resident to share his story was <a href=\"http:\/\/bit.ly\/1vgSDkq\" target=\"_blank\" rel=\"noopener noreferrer\">Felipe Paiva of <\/a><\/span><span style=\"font-weight: 400;\">Vidigal<\/span><span style=\"font-weight: 400;\">, who told the CPI that on February 6, his house had collapsed while he was inside. The neighborhood&#8217;s alert sirens were not activated and Paiva was consequently unable to evacuate the area in advance. \u201cI can\u2019t rebuild my house and I don\u2019t know when I\u2019ll be able to return to my home,\u201d he said. Rio de Janeiro has \u201chad this problem for many years,\u201d Paiva lamented, but deaths and damages occur \u201cprincipally in poorer communities.\u201d In Vidigal, according to Paiva, full scale public services have yet to be resumed in the community. Trash <\/span><a href=\"http:\/\/bit.ly\/2bmjkpN\"><span style=\"font-weight: 400;\">remained on the streets<\/span><\/a><span style=\"font-weight: 400;\"> for weeks after April&#8217;s floods, consequently impacting residents&#8217; health.<\/span><span style=\"font-weight: 400;\"> \u201cI would like a response\u2014an objective, practical response\u201d from the City about these issues, concluded Paiva as he left the podium. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Andr\u00e9 Gosi, representing the Vidigal Residents&#8217; Association, corroborated Paiva\u2019s testimony about the state of their neighborhood after the floods. \u201c<a href=\"http:\/\/bit.ly\/2okO0vw\" target=\"_blank\" rel=\"noopener noreferrer\">Favelas are part of the city<\/a> of Rio de Janeiro\u2026 and I don\u2019t like to differentiate between a resident of [neighboring wealthy neighborhood] <\/span><a href=\"http:\/\/bit.ly\/1VmcYDA\"><span style=\"font-weight: 400;\">Leblon<\/span><\/a><span style=\"font-weight: 400;\"> and a resident of the favela of Vidigal,\u201d he shared. He implored the CPI to consider that &#8220;we don\u2019t live in favelas because we want to, but because we need to\u2026 do City authorities lack the competence [to provide public services], or do they just not care?\u201d <\/span><\/p>\n<p><span style=\"font-weight: 400;\">During her five minutes at the podium, Maria Consuelo Pereira dos Santos from Rocinha<\/span><span style=\"font-weight: 400;\"> told the CPI: \u201cEverything good that has happened in my life happened in the favela of Rocinha.\u201d She wanted to <a href=\"http:\/\/bit.ly\/StopFavelaStigma\" target=\"_blank\" rel=\"noopener noreferrer\">contradict the negative narratives<\/a> constructed about Rocinha <\/span><span style=\"font-weight: 400;\"><a href=\"http:\/\/bit.ly\/295QKnr\">by the media<\/a><\/span><span style=\"font-weight: 400;\"> and was proud to speak on behalf of her friends and neighbors who had been harmed by flooding and landslides. Santos then read an open letter from residents of Rocinha to the CPI that, among other demands, requested improved<\/span> <span style=\"font-weight: 400;\">environmental education programs<\/span><span style=\"font-weight: 400;\">, inclusive city planning efforts, and functioning alert systems to warn residents about extreme weather events. \u201cCrivella\u2019s <\/span><a href=\"https:\/\/glo.bo\/2J7d8BQ\"><span style=\"font-weight: 400;\">campaign slogan<\/span><\/a><span style=\"font-weight: 400;\"> was &#8216;the time has come to care for people&#8217;\u2014but who?\u201d Santos called out, \u201cbecause many people are not getting anything.\u201d She received a resounding ovation as she left the podium. <\/span><\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/05\/Vanda-Ventura-CPI-on-Flooding.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-53058 size-content\" title=\"Vanda Ventura, a resident of Rocinha, delivers her statement at the public hearing. Photo: Tarc\u00edsio Motta's Facebook page\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/05\/Vanda-Ventura-CPI-on-Flooding-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/05\/Vanda-Ventura-CPI-on-Flooding-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/05\/Vanda-Ventura-CPI-on-Flooding-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><br \/>\nA particularly heart-wrenching testimonial was then given by Vanda Ventura, a Rocinha resident and mother of three. Verging on tears, Ventura told the crowd that a tree had fallen on her house and that she stood on the bed with her three daughters as the water level rose and swept away all of their possessions. \u201cI have no house, no money\u2026 and I <\/span><span style=\"font-weight: 400;\">never heard a warning siren<\/span><span style=\"font-weight: 400;\">,\u201d she implored. She and her children were living on the streets and were unsure where they would go next. Ventura did not anticipate that the social rent assistance<\/span><span style=\"font-weight: 400;\"> for those who lost their homes\u2014in the amount of <a href=\"http:\/\/bit.ly\/2J7pGsT\">R$400<\/a> (US$100)\u2014would improve her situation. \u201cHow am I supposed to find a home in Rio de Janeiro with R$400?\u201d she cried, before abruptly stepping away from the microphone in exasperation. Motta, appealing directly to Ventura, thanked her for sharing her story and promised that the CPI would fight to prevent similar injustices from happening to favela residents in the future.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Residents&#8217; testimonies continued along these lines for about two hours, with almost all of the residents condemning Crivella\u2019s inaction during the floods in February and April and expressing fear of experiencing similar tragedies in the future. Laura dos Santos Paiva from <\/span><a href=\"http:\/\/bit.ly\/1KPjJvO\"><span style=\"font-weight: 400;\">Horto<\/span><\/a><span style=\"font-weight: 400;\"> demanded to know why the \u201ccity can\u2019t organize itself to help all of its residents,\u201d while Clarice da Paz from <\/span><span style=\"font-weight: 400;\">Barra de Guaratiba<\/span> <span style=\"font-weight: 400;\">asked why the City had not installed emergency sirens in her neighborhood. Paz told the CPI that in Barra de Guaratiba, \u201cwe always remember that at any moment, <\/span><a href=\"http:\/\/bit.ly\/1XyiggT\"><span style=\"font-weight: 400;\">this could happen again<\/span><\/a><span style=\"font-weight: 400;\">.\u201d Rosilane da Silva, also from Barra de Guaratiba, was dismayed by the city\u2019s lack of willingness to inspect her home and ensure its structural soundness per her request. Her house was severely damaged in the flood and the City sent her an expensive invoice for damages that could have been prevented by an inspection. \u201cIs this the reality in Brazil? People who could help us but won\u2019t?\u201d asked Silva at the end of her speech.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As the cascade of tragic stories increased the sense of urgency and irascibility in the room, community representatives began calling for <\/span><a href=\"http:\/\/bit.ly\/2j1Aytm\"><span style=\"font-weight: 400;\">inter-favela solidarity<\/span><\/a><span style=\"font-weight: 400;\"> in their testimonials. Wesley Piedade, representing <\/span><a href=\"http:\/\/bit.ly\/2qaFIqP\"><span style=\"font-weight: 400;\">Jardim Maravilha<\/span><\/a> <span style=\"font-weight: 400;\">in Campo Grande, commended his community for \u201cforgetting that they have lost things and banding together.\u201d He expressed frustration that the complacency of City and state officials had forced Jardim Maravilha&#8217;s residents to assume responsibility for their own post-flood reconstruction efforts, but praised his community for its resiliency and urged other favelas to take pride in their own <a href=\"http:\/\/bit.ly\/1L0MAtd\" target=\"_blank\" rel=\"noopener noreferrer\">self-mobilization in the wake of tragedy<\/a>. Antonio, a representative of the Rio das Pedras Residents&#8217; Commission, then called for a moment of silence on behalf of all victims of the February and April floods. \u201cThey were abandoned by public authorities,\u201d he said, but they \u201cstill live\u201d and deserve to be remembered with dignity. Antonio reminded the gallery that residents of Rio das Pedras and other favelas \u201cwork for the rest of the city\u201d and deserve to be \u201cappreciated\u201d for this hard and honest labor.<\/span><\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/05\/CPI-on-Flooding-Public-Hearing.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-53059 size-content\" title=\"Attendees listen to resident testimonies. Photo: Tarc\u00edsio Motta's Facebook page\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/05\/CPI-on-Flooding-Public-Hearing-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/05\/CPI-on-Flooding-Public-Hearing-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/05\/CPI-on-Flooding-Public-Hearing-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">After the testimonies from favela residents concluded, Teresa Bergher of the Brazilian Social Democratic Party (<a href=\"http:\/\/bit.ly\/2cAhYIM\" target=\"_blank\" rel=\"noopener noreferrer\">PSDB<\/a>) spoke about the <\/span><a href=\"http:\/\/bit.ly\/2H2ku9k\"><span style=\"font-weight: 400;\">City\u2019s failure to allocate<\/span><\/a><span style=\"font-weight: 400;\"> a sufficient portion of their budget to flood prevention and drainage systems. Next, CPI rapporteur Renato Cinco gave an emotional speech about the culpability of City authorities in the marginalization of favelas. In a scorching critique of Crivella\u2019s insistence that the <\/span><span style=\"font-weight: 400;\">illegal and \u201c<\/span><a href=\"http:\/\/bit.ly\/2N02EUB\"><span style=\"font-weight: 400;\">disorderly<\/span><\/a><span style=\"font-weight: 400;\">\u201d<\/span><span style=\"font-weight: 400;\"> nature of favela settlements are the cause of flood deaths, Cinco pointed out that many <\/span><a href=\"http:\/\/bit.ly\/2pcM2Qq\"><span style=\"font-weight: 400;\">mansions and wealthy neighborhoods in Rio de Janeiro<\/span><\/a><span style=\"font-weight: 400;\"> were initially constructed illegally. He remarked that <\/span><span style=\"font-weight: 400;\">\u201cit is always the poor who are responsible for the problems of the city,\u201d and the rich are never held accountable for their actions. <\/span><span style=\"font-weight: 400;\">\u201c<a href=\"http:\/\/bit.ly\/1IgBXSX\" target=\"_blank\" rel=\"noopener noreferrer\">Informality is not the problem<\/a>\u201d in Rio de Janeiro, Cinco insisted. \u201cWhy is our city not one with adequate housing? Why do we have this level of <\/span><span style=\"font-weight: 400;\">inequality<\/span><span style=\"font-weight: 400;\">?\u201d He condemned the city\u2019s \u201cshameful\u201d desire to <\/span><span style=\"font-weight: 400;\">displace favela<\/span><span style=\"font-weight: 400;\"> residents in the name of <\/span><span style=\"font-weight: 400;\">real estate development<\/span> <span style=\"font-weight: 400;\">and called upon the attendees to join him at a public hearing on May 10 to protest Crivella\u2019s plans to construct buildings on protected lands. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Finally, various representatives from the City were called upon to speak before the CPI. <\/span><span style=\"font-weight: 400;\">Roberto Nascimento da Silva of Rio&#8217;s Conservation Secretariat<\/span>\u00a0w<span style=\"font-weight: 400;\">as first to present his department\u2019s response to the floods on February 6 and April 8. Silva stated that his office would \u201cwork together alongside the mayor\u201d to improve flood prevention and response measures. He pointed to a river conservation program that his department had implemented in <\/span><span style=\"font-weight: 400;\">Rio das Pedras<\/span><span style=\"font-weight: 400;\"> as evidence of their commitment to improving health and education in favelas. The crowd grumbled in response to this perceived mendacity, and shouts of \u201cliar\u201d circulated, but Motta ameliorated the tension by urging attendees to \u201ctry to listen\u201d to what Silva and other officials had to say in order to encourage them to work in partnership with residents.
