The <a href=\"http:\/\/bit.ly\/2OYSYuD\" target=\"_blank\" rel=\"noopener noreferrer\">torrential downpour<\/a> lasted through the night of April 8 and continued into the following day, flooding houses and triggering fatal landslides across the city.<\/p>\n<p>The rains, the <a href=\"https:\/\/glo.bo\/2OZNFed\" target=\"_blank\" rel=\"noopener noreferrer\">strongest recorded in 22 years<\/a>, led to <a href=\"http:\/\/bit.ly\/2GbyPyG\" target=\"_blank\" rel=\"noopener noreferrer\">ten deaths<\/a>. Subsequent erosion resulted in the collapse of a building in <a href=\"http:\/\/bit.ly\/2cGpFdO\" target=\"_blank\" rel=\"noopener noreferrer\">Muzema<\/a>, in Rio\u2019s <a href=\"http:\/\/bit.ly\/1kZa7gI\" target=\"_blank\" rel=\"noopener noreferrer\">West Zone<\/a>, killing an <a href=\"https:\/\/glo.bo\/2YlAhEG\" target=\"_blank\" rel=\"noopener noreferrer\">additional 24<\/a>.<\/p>\n<p>While some favelas have made substantial recoveries since April\u2019s floods, others have reported long-lasting damage, insufficient support from local authorities, and consistent patterns of neglect from the city. <em>RioOnWatch<\/em> surveyed a number of affected favelas, contacting residents and community leaders to learn more.<\/p>\n<h3><strong>Vidigal<\/strong><\/h3>\n<p>In April, rains gushed downhill through <a href=\"http:\/\/bit.ly\/T5QI5Q\" target=\"_blank\" rel=\"noopener noreferrer\">Vidigal<\/a>, located in Rio\u2019s <a href=\"http:\/\/bit.ly\/1pfz23A\" target=\"_blank\" rel=\"noopener noreferrer\">South Zone<\/a>, turning its neighboring byway Av. Niemeyer into an impassable river. In response, Vidigal residents reported significant attention from public authorities. In addition to terrain clearing work from GEO-Rio, the municipal geotechnical agency, Vidigal received visits from the City\u2019s Civil Defense, the local Social Assistance Reference Center (CRAS), and the Municipal Secretary of Infrastructure and Housing.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/05\/Flooding3.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-53232 size-content\" title=\"Photo: Vidigal Informa\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/05\/Flooding3-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/05\/Flooding3-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/05\/Flooding3-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><br \/>\nThe City \u201cremoved some residents from the affected areas,\u201d said Andr\u00e9 Gosi, cultural director of the Vidigal Residents\u2019 Association. \u201cThey have been connected to the housing authority and are receiving social rent assistance,&#8221; he said. The community received many donations, even above what was necessary, Gosi reported.<\/p>\n<p>Speaking before the <a href=\"http:\/\/bit.ly\/2U9WfNB\" target=\"_blank\" rel=\"noopener noreferrer\">Parliamentary Commission of Inquiry (CPI) on Flooding<\/a> at Rio\u2019s City Council on April 26, however, Vidigal resident <a href=\"http:\/\/bit.ly\/2Ws0Wze\" target=\"_blank\" rel=\"noopener noreferrer\">Felipe Paiva reported<\/a> that he was still dealing with the effects of <a href=\"http:\/\/bit.ly\/2N02EUB\" target=\"_blank\" rel=\"noopener noreferrer\">February\u2019s rains<\/a>. During that storm, which resulted in six deaths around the city, warning sirens were not activated in Vidigal. Paiva\u2019s house collapsed with him inside. <a href=\"http:\/\/bit.ly\/2Ws0Wze\" target=\"_blank\" rel=\"noopener noreferrer\">Paiva told the CPI<\/a> that he was unable to rebuild his house and did not know when he would be able to return home.<\/p>\n<h3><strong>Rio das Pedras<\/strong><\/h3>\n<p>Residents of <a href=\"http:\/\/bit.ly\/1qykzxl\" target=\"_blank\" rel=\"noopener noreferrer\">Rio das Pedras<\/a>, in a low-lying area of the city\u2019s West Zone, reported major, long-lasting damage. \u201cPeople lost everything. The houses really flooded, and until now we still have people without shelter, with nowhere to live,\u201d said Andrea Ferreira of the Rio das Pedras Residents&#8217; Commission.<\/p>\n<p>\u201cWhat the city could have done\u2014and didn\u2019t do\u2014is prevention,\u201d she said, pointing to consistent neglect and lack of maintenance for a local drainage canal. The canal was filled with trash, which exacerbated the flooding.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/05\/Flooding2.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-53234 size-content\" title=\"Photo: Rio das Pedras Juntos Somos Mais Forte Facebook page\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/05\/Flooding2-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" \/><\/a><br \/>\nThe City\u2019s clean-up efforts were similarly inadequate, said Lorena Carvalho, also of the Residents&#8217; Commission. \u201cWhat was missing was a strategic plan to deal with the situation.\u201d In the absence of a coordinated response, flood water and scraps flowing from damaged houses remained in Rio das Pedras for the weeks that followed. \u201cWe became totally isolated because of this lack of attention.\u201d<\/p>\n<h3><strong>Cantagalo<\/strong><\/h3>\n<p>Residents of <a href=\"http:\/\/bit.ly\/1rIlhJj\" target=\"_blank\" rel=\"noopener noreferrer\">Cantagalo<\/a>, also on a hillside in Rio&#8217;s South Zone, report that the situation has mostly stabilized. Several houses were swamped with eroded earth during the landslides that the community witnessed during the rains. While the community mobilized to help clean out the affected areas, work still remains.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/05\/Flooding1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-53235 size-content\" title=\"Photo: PPG Informativo Facebook page\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/05\/Flooding1-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" \/><\/a><br \/>\nCantagalo was hit hard during February\u2019s heavy rainfall as well and is still recovering. A local building that houses the activities of numerous community organizations remains in precarious conditions, says Rosana Mendes, a resident of Cantagalo and instructor at the <a href=\"http:\/\/bit.ly\/2JwUfIz\" target=\"_blank\" rel=\"noopener noreferrer\">Harmonicanto Project<\/a>, a community youth organization. \u201cTwo towers fell and the building has been without energy since then. Few organizations [hosted in the space] have been able to continue their activities, and the CIEP [public school] is only able to continue because the City gave it a generator.\u201d<\/p>\n<p>Larissa Montez of <a href=\"http:\/\/bit.ly\/2rDCIC5\" target=\"_blank\" rel=\"noopener noreferrer\">PPG Informativo<\/a>, an online community newspaper in Cantagalo, says her group undertook a donation campaign for families in need but that the government has not given the green light for the community to engage in a full recovery. \u201cFrom the City we only received visits from GEO-Rio and COMLURB [Rio&#8217;s municipal waste collection utility], saying that they cannot clean the area. We need the Civil Defense to come and tell us what we can and can\u2019t do in affected areas and in areas of risk,&#8221; said Montez. &#8220;We can only begin a collective action cleaning campaign once the Civil Defense authorizes it.&#8221;<\/p>\n<h3><strong>Pav\u00e3o-Pav\u00e3ozinho<\/strong><\/h3>\n<p>M\u00e1rcia Souza, a resident of Cantagalo and director of the <a href=\"http:\/\/bit.ly\/2OBJ3cI\" target=\"_blank\" rel=\"noopener noreferrer\">Favela Museum<\/a>, spoke to Ant\u00f4nio Nilson in neighboring <a href=\"http:\/\/bit.ly\/2GaTQJE\" target=\"_blank\" rel=\"noopener noreferrer\">Pav\u00e3o-Pav\u00e3ozinho<\/a>. Nilson\u2019s family was directly impacted by the rains and remarked that nothing has been done.<\/p>\n<p>\u201cGEO-Rio arrived to conduct an audit and publish an assessment but nothing is ready yet. Two families are without homes.\u201d The two houses have become completely uninhabitable, with one of the houses\u2019 rooms holding back a wall of trash. \u201cThe only reason no one died was that most people were not inside their homes and because that room withstood the wall [of trash],\u201d said Nilson. The City needs to take action, he insisted.<\/p>\n<p>Nilson himself, who is undergoing treatment for brain cancer, is in serious need of basic supplies and complete house furnishings\u2014his family of four lost everything to the rain.]<\/p>\n<h3><strong>Indiana<\/strong><\/h3>\n<p>While the favela of <a href=\"http:\/\/bit.ly\/1DeXIyq\" target=\"_blank\" rel=\"noopener noreferrer\">Indiana<\/a> in Tijuca, a middle-class neighborhood in the <a href=\"http:\/\/bit.ly\/2HYnvqS\" target=\"_blank\" rel=\"noopener noreferrer\">North Zone<\/a>, saw no deaths or collapsed houses, an improper construction at a nearby school diverted water exiting Tijuca National Park, causing floodwaters to rush into residential areas rather than flow into the river that passes by the community. Several houses saw their first floors completely flooded and residents resorted to building their own makeshift barriers out of wooden planks and available scraps in order to prevent further damage.<\/p>\n<p>Indiana Residents\u2019 Commission member Marcello Deodoro lamented that assistance from the City was piecemeal. \u201cThe lack of support in the form of larger works is already a part of our routine. No infrastructure works occur here,\u201d said Deodoro, who argued that the City refuses to take on upgrading and river containment projects because <a href=\"http:\/\/bit.ly\/2DlqWln\" target=\"_blank\" rel=\"noopener noreferrer\">they are set on removal<\/a> as the only solution for Indiana. Indiana\u2019s public defender and its Residents&#8217; Commission have sought infrastructure improvements via the judiciary but have seen no progress from the City. \u201cThis community is actually designated as \u2018low-risk,\u2019&#8221; said Deodoro. &#8220;But low-risk for how much longer?&#8221;<\/p>\n<h3><strong>Rocinha<\/strong><\/h3>\n<p>Residents from <a href=\"http:\/\/bit.ly\/2IlzkYO\" target=\"_blank\" rel=\"noopener noreferrer\">Rocinha<\/a> also <a href=\"http:\/\/bit.ly\/2Ws0Wze\" target=\"_blank\" rel=\"noopener noreferrer\">testified before the CPI on Flooding<\/a> at Rio\u2019s City Council on April 26, demanding adequate resources for future prevention.
