{"id":53456,"date":"2019-05-31T10:02:45","date_gmt":"2019-05-31T13:02:45","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=53456"},"modified":"2019-06-19T10:53:51","modified_gmt":"2019-06-19T13:53:51","slug":"creative-pathways-to-cultures-of-equity-seminar-discusses-alternative-solutions-to-violence-in-the-periphery","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=53456","title":{"rendered":"&#8216;Creative Pathways to Cultures of Equity&#8217; Seminar Discusses Solutions to Violence in the Periphery"},"content":{"rendered":"<p style=\"text-align: right;\"><em><a href=\"http:\/\/bit.ly\/31DWQqF\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Clique aqui para Por<\/strong><strong>tugu\u00eas<\/strong><\/a><\/em><a href=\"http:\/\/bit.ly\/2GwmWF7\" target=\"_blank\" rel=\"noopener noreferrer\"><strong><img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/strong><\/a><\/p>\n<p style=\"text-align: left;\">On Wednesday, May 8, the seminar \u201c<a href=\"http:\/\/bit.ly\/2MkyjDv\" target=\"_blank\" rel=\"noopener noreferrer\">State Violence: The Resistance and Re-Existence of the Periphery<\/a>\u201d was held at the Pontifical Catholic University of Rio de Janeiro (PUC-Rio) as part of a three-day series called \u201c<a href=\"http:\/\/bit.ly\/2MfiZYF\" target=\"_blank\" rel=\"noopener noreferrer\">Creative Pathways to Cultures of Equity<\/a>.&#8221; The event was co-organized by <a href=\"http:\/\/bit.ly\/2MgyXlv\" target=\"_blank\" rel=\"noopener noreferrer\">Global Gender and Cultures of Equity<\/a> (Global GRACE) in partnership with Brazil-based organizations <a href=\"http:\/\/bit.ly\/2wosnyA\" target=\"_blank\" rel=\"noopener noreferrer\">Promundo Brasil<\/a>, the <a href=\"http:\/\/bit.ly\/2Mfmazz\" target=\"_blank\" rel=\"noopener noreferrer\">Maria and Jo\u00e3o Aleixo Institute<\/a> (IMJA), the <a href=\"http:\/\/bit.ly\/1uuY5Uc\" target=\"_blank\" rel=\"noopener noreferrer\">Favelas Observatory<\/a>, and PUC&#8217;s Department of International Relations; as well as the Mexico-based organization <a href=\"http:\/\/bit.ly\/2MhQWYM\" target=\"_blank\" rel=\"noopener noreferrer\">Voces Mesoamericanas<\/a> and the <a href=\"http:\/\/bit.ly\/2Miu4bs\" target=\"_blank\" rel=\"noopener noreferrer\">Autonomous University of Chiapas<\/a>.\u00a0Mediated by Promundo&#8217;s communications coordinator Mohara Valle, the session included presentations from researchers, professors, NGO leaders, and local artists from across Latin America seeking ways to reduce violence among youth through creative and artistic outlets.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/05\/Creative-Pathways.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter size-content wp-image-53603\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/05\/Creative-Pathways-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/05\/Creative-Pathways-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/05\/Creative-Pathways-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>The session began with a video-streamed presentation from Jos\u00e9 Manuel Valenzuela, a researcher and professor in the Department of Cultural Studies at <a href=\"http:\/\/bit.ly\/2wkJpxA\" target=\"_blank\" rel=\"noopener noreferrer\">El Colegio de la Frontera Norte<\/a> (COLEF) in Mexico. Valenzuela focused on violence against young people and women in Latin American countries, from Mexico to Colombia and Brazil. According to Valenzuela, we are witnessing &#8220;the <a href=\"http:\/\/bit.ly\/2LQcYOw\" target=\"_blank\" rel=\"noopener noreferrer\">growth of necropolitics<\/a> in our counties\u2014a policy of death whereby certain groups have the capacity to decide who deserves to live and who should die.&#8221; He elaborated on the parallels between current policies enacted in Brazil, <a href=\"http:\/\/bit.ly\/2Mfpx9H\" target=\"_blank\" rel=\"noopener noreferrer\">where a black youth is killed every 23 minutes<\/a>, and Mexico: &#8220;These are [essentially] the same young people that are being <a href=\"http:\/\/bit.ly\/2HLocDB\" target=\"_blank\" rel=\"noopener noreferrer\">systemically assassinated in Mexico<\/a> as part of an irresponsible war against supposed criminal organizations,\u201d Valenzuela stated. \u201cWhat we are observing is the <a href=\"http:\/\/bit.ly\/2alCmJC\" target=\"_blank\" rel=\"noopener noreferrer\">criminalization of poverty<\/a>.&#8221;<\/p>\n<p>Valenzuela&#8217;s speech was followed by a presentation by Luciano Ramos, a project coordinator at Promundo\u2014a global organization initially born in Rio de Janeiro that seeks to improve gender equality around the world as a way to reduce violence. The presentation focused on the influence of masculinity on youth in low-income communities and how this masculinity contributes to violence in Brazil. Ramos explained the mission of his organization, which works with young men and women to transform the concept of masculinity in order to reduce violence in the periphery: \u201cWhat we have been doing at Promundo is working with boys, adolescents, young adults, as well as adult men in communities with the aim of changing the discourse on gender norms and understanding new concepts of masculinity.\u201d Ramos stated that deeply ingrained gender norms and strong masculine identities are among the main causes of the violence and control sought by young men in urban peripheries, also contributing to violence against women in low-income communities.<\/p>\n<p>Also participating on the panel was Raquel Willadino, human rights coordinator at the <a href=\"http:\/\/bit.ly\/1uuY5Uc\" target=\"_blank\" rel=\"noopener noreferrer\">Favelas Observatory<\/a>\u2014a research, consulting, and public action organization based in the favelas of <a href=\"http:\/\/bit.ly\/1rNMXO3\" target=\"_blank\" rel=\"noopener noreferrer\">Complexo da Mar\u00e9<\/a> that aims to contribute to the formulation of effective public policies for Rio&#8217;s favelas. Another Mar\u00e9 is Possible!<\/a>&#8220;\u2014a forum that connects Mar\u00e9&#8217;s numerous associations, organizations, and residents to promote collective action, reduce violence, and find new ways to guarantee public safety. As a lifelong Mar\u00e9 resident, Rosendo gave a thorough history of the <a href=\"http:\/\/bit.ly\/2dr3j0b\" target=\"_blank\" rel=\"noopener noreferrer\">nearly eighty-year-old neighborhood<\/a>, emphasizing the fact that nine out of Mar\u00e9&#8217;s sixteen favelas were <a href=\"http:\/\/bit.ly\/2dr3j0b\" target=\"_blank\" rel=\"noopener noreferrer\">created as a result of state intervention<\/a>, largely as housing complexes intended to accommodate residents displaced by the removal of\u00a0<em>palafitas <\/em>(houses standing on stilts) in the area. She explained that the construction of the favela of Mar\u00e9 is intrinsically linked to the <a href=\"http:\/\/bit.ly\/2dr3j0b\" target=\"_blank\" rel=\"noopener noreferrer\">government-funded construction<\/a> of <a href=\"http:\/\/bit.ly\/2dEzRXK\" target=\"_blank\" rel=\"noopener noreferrer\">Avenida Brasil<\/a>, Brazil&#8217;s public national health institute known as the <a href=\"http:\/\/bit.ly\/2ufQj77\" target=\"_blank\" rel=\"noopener noreferrer\">Oswaldo Cruz Foundation<\/a> (Fiocruz), and the Cidade Universit\u00e1ria campus of the <a href=\"http:\/\/bit.ly\/2hAZgDM\" target=\"_blank\" rel=\"noopener noreferrer\">Federal University of Rio de Janeiro<\/a> (UFRJ) given that these developments spurred settlement in the surrounding regions. Rosendo presented a history of the favela that many residents of Rio de Janeiro are unaware of and emphasized the importance of this history for creating present-day solutions. This common understanding is essential to the favela&#8217;s development and the guarantee of residents&#8217; legal rights.<\/p>\n<p>The second part of Rosendo\u2019s presentation focused on the issue of public safety within the community of Mar\u00e9. She raised questions about the presence of police and police operations in the favela and how they are viewed by the broader society in Rio. \u201cYesterday, I was asking myself if a police operation like this would be possible in <a href=\"http:\/\/bit.ly\/1VmcYDA\" target=\"_blank\" rel=\"noopener noreferrer\">Leblon,<\/a> <a href=\"http:\/\/bit.ly\/2JbsfLm\" target=\"_blank\" rel=\"noopener noreferrer\">using helicopters<\/a> above the plaza here,\u201d she stated, calling into question the selective guarantee of public safety for a certain segment of society at the expense of another.<\/p>\n<p>Police operations in favelas have, <a href=\"http:\/\/bit.ly\/QAcr4x\" target=\"_blank\" rel=\"noopener noreferrer\">throughout history<\/a>, impeded the lives of ordinary citizens and caused the unnecessary deaths of innocent people. Rosendo presented shocking statistics on the effects of police operations in the favelas of Mar\u00e9. In 2017, Mar\u00e9 saw <a href=\"http:\/\/bit.ly\/2Mm2o5E\" target=\"_blank\" rel=\"noopener noreferrer\">41 police operations and 42 deaths<\/a> resulting from government intervention. However, the negative effects of these interventions extend far beyond deaths alone. The operations have caused days and even months worth of <a href=\"http:\/\/bit.ly\/2Mm2o5E\" target=\"_blank\" rel=\"noopener noreferrer\">school and health center closings<\/a>, affecting the everyday life of Mar\u00e9 residents\u2014especially youth.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/05\/Shyrlei-Rosendo-at-Creative-Pathways-Seminar.jpeg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-53606 size-content\" title=\"Shyrlei Rosendo, Mar\u00e9 resident and member of the &quot;Enough Violence! Another Mar\u00e9 Is Possible!&quot; forum\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/05\/Shyrlei-Rosendo-at-Creative-Pathways-Seminar-620x264.jpeg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/05\/Shyrlei-Rosendo-at-Creative-Pathways-Seminar-620x264.jpeg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/05\/Shyrlei-Rosendo-at-Creative-Pathways-Seminar-940x400.jpeg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Rosendo concluded her presentation by focusing on <a href=\"http:\/\/bit.ly\/2IldIMY\" target=\"_blank\" rel=\"noopener noreferrer\">Mar\u00e9\u2019s long history of community organizing and resistance<\/a> and how the community today can organize to better guarantee the safety of its residents. \u201cI think it&#8217;s worth saying that the favela is not just a place of pain, but also a place of life,\u201d she stated. She went on to describe the need for common spaces and movements in Mar\u00e9 to ensure public safety, emphasizing the importance of collective resistance and organizing.
