Focusing on the role of Rio-\u00c1guas, Rio de Janeiro\u2019s municipal agency responsible for rainwater management, sanitation, flood control and prevention, the session marked the beginning of the <a href=\"http:\/\/bit.ly\/2KsLakk\" target=\"_blank\" rel=\"noopener noreferrer\">CPI&#8217;s third phase<\/a>, during which committee members seek to &#8220;understand the planning process and maintenance, prevention, and emergency response measures taken by responsible municipal agencies annually and during heavy rains.&#8221; As such, CPI members questioned Rio-\u00c1guas president <a href=\"http:\/\/bit.ly\/2MjAoQi\" target=\"_blank\" rel=\"noopener noreferrer\">Marcelo Jabre Rocha<\/a> and technicians Wanderson Jos\u00e9 Santos, Wilmar Lopes, and Janaina Rodrigues on the agency&#8217;s planned preventative actions to mitigate the impacts of future natural disasters.<\/p>\n<\/div>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/06\/7th-Session-CPI-on-Flooding-2.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-53775 size-large\" title=\"Image: 7th Session of CPI on Flooding Facebook event page\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/06\/7th-Session-CPI-on-Flooding-2-1024x543.jpg\" alt=\"\" width=\"620\" height=\"329\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/06\/7th-Session-CPI-on-Flooding-2-1024x543.jpg 1024w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/06\/7th-Session-CPI-on-Flooding-2-300x159.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/06\/7th-Session-CPI-on-Flooding-2-768x407.jpg 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/06\/7th-Session-CPI-on-Flooding-2.jpg 1200w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><br \/>\n<a href=\"http:\/\/bit.ly\/31bNjXB\" target=\"_blank\" rel=\"noopener noreferrer\">Founded in 1998<\/a>, Rio-\u00c1guas has experienced <a href=\"https:\/\/glo.bo\/2wjIi15\" target=\"_blank\" rel=\"noopener noreferrer\">major funding cuts<\/a> in recent years as the City decreased the agency&#8217;s budget from R$531 million (US$132 million) to R$224 million (US$56 million) between 2013 and 2018. According to Rocha, funding for drainage system maintenance has been on the decline since 2014. Likewise, the budget for flood control has been <a href=\"https:\/\/glo.bo\/31aWsQc\" target=\"_blank\" rel=\"noopener noreferrer\">cut by more than 77%<\/a> in the past five years, shrinking from R$288 million (US$72 million) in 2013 to just R$14 million (US$3.5 million) in 2017 and R$66 million (US$16.5 million) in 2018.<\/p>\n<figure id=\"attachment_53750\" aria-describedby=\"caption-attachment-53750\" style=\"width: 620px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/06\/Budget-Flood-Control-1.png\"><img decoding=\"async\" class=\"wp-image-53750 size-large\" title=\"According to data from the City of Rio de Janeiro Transparency Portal, spending on flood control was cut by 77% between 2013 and 2018. Graph: G1\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/06\/Budget-Flood-Control-1-1024x599.png\" alt=\"\" width=\"620\" height=\"363\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/06\/Budget-Flood-Control-1-1024x599.png 1024w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/06\/Budget-Flood-Control-1-300x175.png 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/06\/Budget-Flood-Control-1-768x449.png 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/06\/Budget-Flood-Control-1.png 1367w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><figcaption id=\"caption-attachment-53750\" class=\"wp-caption-text\">Municipal spending on flood control (in millions of reais), 2013-2018<\/figcaption><\/figure>\n<p>City councilor and CPI member <a href=\"http:\/\/bit.ly\/2wjIopt\" target=\"_blank\" rel=\"noopener noreferrer\">Teresa Bergher<\/a> (<a href=\"http:\/\/bit.ly\/2KqoYHD\" target=\"_blank\" rel=\"noopener noreferrer\">Brazilian Social Democracy Party<\/a>\u2013PSDB) pointed out that the City only spent R$6.35 million (US$1.6 million) of the available R$300 million (US$75 million), <a href=\"http:\/\/bit.ly\/31b2NLq\" target=\"_blank\" rel=\"noopener noreferrer\">equivalent to approximately 2% of the allocated funds<\/a>, on flood control and landslide prevention programs. In the absence of adequate preventative measures, the rains that hit Rio <a href=\"http:\/\/bit.ly\/2GkdjsK\" target=\"_blank\" rel=\"noopener noreferrer\">in February<\/a> and <a href=\"http:\/\/bit.ly\/2OYSYuD\" target=\"_blank\" rel=\"noopener noreferrer\">April<\/a> caused landslides and severe flooding in neighborhoods across the city, leaving <a href=\"http:\/\/bit.ly\/2IhGH1g\" target=\"_blank\" rel=\"noopener noreferrer\">seventeen dead and many more<\/a> homeless. The <a href=\"http:\/\/bit.ly\/31b2NLq\" target=\"_blank\" rel=\"noopener noreferrer\">three prevention programs<\/a><span style=\"color: #ff0000;\">\u00a0<\/span>created by the City\u2014flood control, urban water quality, and geotechnical stabilization\u2014have all received well below the necessary level of funding to carry out proper preventative actions.<\/p>\n<p>Additionally, Bergher emphasized that <a href=\"https:\/\/glo.bo\/2ImFZkZ\" target=\"_blank\" rel=\"noopener noreferrer\">no funds were spent<\/a> on urban drainage systems or hillside containment works in 2019. Bergher stated that \u201cthis is not the result of a lack of funding\u201d\u2014the City has allocated around R$20.77 million (US$5.2 million) for urban drainage system maintenance. According to a report published by Bergher&#8217;s office and <a href=\"https:\/\/glo.bo\/2Ijeyqz\" target=\"_blank\" rel=\"noopener noreferrer\">broadcast on <em>GloboNews<\/em><\/a>, of the fifteen programs created by the City to prevent flooding, only four ever received funding. Those four programs did not include siren maintenance\u2014leading to <a href=\"http:\/\/bit.ly\/2vWeWpu\" target=\"_blank\" rel=\"noopener noreferrer\">activation failures<\/a> during recent storms that left residents with no warning.<\/p>\n<p>Rocha also stated that Rio-\u00c1guas is <a href=\"http:\/\/bit.ly\/2HVx887\" target=\"_blank\" rel=\"noopener noreferrer\">currently facing a personnel deficit<\/a>. By 2020, five Rio-\u00c1guas engineers will retire and begin to receive their pensions. The agency has already requested the hiring of ten engineers for future development and planning, but these investments require significantly more funding than the amount currently allocated by the City in light of recent budget cuts. This was the main concern expressed by city councilor Tarc\u00edsio Motta (<a href=\"http:\/\/bit.ly\/2KzdRfR\" target=\"_blank\" rel=\"noopener noreferrer\">Socialism and Liberty Party<\/a>\u2013PSOL), president of the CPI on Flooding, and other committee members.<\/p>\n<p><a href=\"http:\/\/bit.ly\/2HVx887\" target=\"_blank\" rel=\"noopener noreferrer\">Bergher revealed that<\/a> of the R$108 million (US$27 million) available in the municipal budget for flood control, R$11 million (US$2.75 million) was spent; of the R$22 million (US$5.5 million) available for monitoring water quality, R$6 million (US$1.5 million) was spent; and of the R$66 million (US$16.5 million) allocated for the expansion of sanitation within the city, approximately R$781,000 (US$195,000) was spent.<\/p>\n<p>City councilor and CPI member <a href=\"http:\/\/bit.ly\/2M9fW4e\" target=\"_blank\" rel=\"noopener noreferrer\">Rosa Fernandes<\/a> (<a href=\"http:\/\/bit.ly\/2Z7SpTa\" target=\"_blank\" rel=\"noopener noreferrer\">Brazilian Democratic Movement<\/a>\u2013PMDB) reiterated the need for the Mayor&#8217;s Chief of Staff to continue to monitor the City&#8217;s budget in order to ensure the necessary funds and resources are going to the parts of the city hit hardest by the recent and unusually strong rains. While favelas such as <a href=\"http:\/\/bit.ly\/1m4JS9c\" target=\"_blank\" rel=\"noopener noreferrer\">Rocinha<\/a>, <a href=\"http:\/\/bit.ly\/31aSmaY\" target=\"_blank\" rel=\"noopener noreferrer\">Vidigal<\/a>, <a href=\"http:\/\/bit.ly\/318eRgM\" target=\"_blank\" rel=\"noopener noreferrer\">Babil\u00f4nia<\/a>, and <a href=\"http:\/\/bit.ly\/315oUmx\" target=\"_blank\" rel=\"noopener noreferrer\">Horto<\/a> were severely impacted, upscale areas such as <a href=\"http:\/\/bit.ly\/314mKUp\" target=\"_blank\" rel=\"noopener noreferrer\">Jardim Bot\u00e2nico<\/a> were also <a href=\"http:\/\/bit.ly\/2N02EUB\" target=\"_blank\" rel=\"noopener noreferrer\">damaged by the floods<\/a>.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/05\/cpidasenchentes.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-53486 size-content\" title=\"Tarc\u00edsio Motta, Marcelo Rocha and Rio-\u00c1guas technicians\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/05\/cpidasenchentes-620x264.png\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/05\/cpidasenchentes-620x264.png 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/05\/cpidasenchentes-940x400.png 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Towards the end of the meeting, Motta summarized steps that need to be taken in order for Rio-\u00c1guas to fulfill their promises for water control and sanitation of Rio de Janeiro. First, the City must guarantee the allocation of funding for Rio-\u00c1guas so that the agency&#8217;s work can continue unimpeded. Second, the organization should publicly disclose its master plan for rainwater management\u2014a plan that Rocha says is \u201cin development, but not yet complete.&#8221; Third, and perhaps most important, there needs to be a concrete definition of the agency\u2019s priorities, including Motta\u2019s own suggestion of a favela sanitation program.<\/p>\n<p>Seeking greater public accountability, Motta proposed a bill\u2014co-signed by CPI rapporteur <a href=\"http:\/\/bit.ly\/2KqnEog\" target=\"_blank\" rel=\"noopener noreferrer\">Renato Cinco<\/a> (PSOL) and committee members Rosa Fernandes and Teresa Bergher, along with several of their fellow city councilors\u2014to block Mayor Marcelo Crivella&#8217;s plan to subordinate <a href=\"http:\/\/bit.ly\/2YOs24e\" target=\"_blank\" rel=\"noopener noreferrer\">Rio&#8217;s Center of Operations<\/a> (COR) to the Municipal Secretariat of Public Order, shifting responsibilities away from the Mayor&#8217;s Chief of Staff. Motta stated, \u201cThe Mayor&#8217;s Chief of Staff is best suited to coordinate the various [municipal] agencies in times of crisis. Allowing COR to be supervised by the Municipal Secretariat of Public Order makes no sense and is reckless for the city.&#8221; Rio&#8217;s City Council <a href=\"https:\/\/glo.bo\/2K3ysco\" target=\"_blank\" rel=\"noopener noreferrer\">approved the bill<\/a> on Thursday, June 6.<\/p>\n<p>At the end of the hearing, Motta stated that the favela of Rocinha would be the next topic of debate for the committee. The <a href=\"http:\/\/bit.ly\/2Kpe2Ki\" target=\"_blank\" rel=\"noopener noreferrer\">8th session<\/a> of the CPI on Flooding was held on May 30 with representatives from Rio&#8217;s Civil Defense and the <a href=\"http:\/\/bit.ly\/317LJWP\" target=\"_blank\" rel=\"noopener noreferrer\">9th session<\/a> on June 6 with representatives of COMLURB, Rio&#8217;s municipal waste collection utility.
