{"id":53541,"date":"2019-06-01T10:43:24","date_gmt":"2019-06-01T13:43:24","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=53541"},"modified":"2019-06-03T11:10:08","modified_gmt":"2019-06-03T14:10:08","slug":"quilombo-sacopa-denounces-luxury-condo-and-authorities-for-damages-by-recent-rains-images","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=53541","title":{"rendered":"Quilombo Sacop\u00e3 Denounces Luxury Condo and Authorities for Damages by Recent Rains"},"content":{"rendered":"<p style=\"text-align: right;\"><em><a href=\"http:\/\/bit.ly\/2VqutYP\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Clique aqui para Por<\/strong><strong>tugu\u00eas<\/strong><\/a><a href=\"http:\/\/bit.ly\/2VqutYP\"><img decoding=\"async\" class=\"alignright wp-image-23766 size-full\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" alt=\"\" width=\"20\" height=\"20\" \/><\/a><\/em><\/p>\n<p style=\"text-align: left;\">The hill leading up to <a href=\"http:\/\/bit.ly\/2LnzopI\" target=\"_blank\" rel=\"noopener noreferrer\">Quilombo Sacop\u00e3<\/a>, along the street with the same name, is lined with luxury homes. <em>Quilombos<\/em> are self-identifying communities descended from slaves that can prove their ancestors occupied the same lands during or just following abolition, thus <a href=\"http:\/\/bit.ly\/2J0y2jH\" target=\"_blank\" rel=\"noopener noreferrer\">with the right to acquire<\/a> a land rights status akin to an indigenous reserve. And Sacop\u00e3 is likely the <em>quilombo<\/em> occupying the most valuable land of any in Brazil today.\u00a0The street is located in the neighborhood of <a href=\"http:\/\/bit.ly\/1L9XR8Q\" target=\"_blank\" rel=\"noopener noreferrer\">Lagoa<\/a>, one of the <a href=\"http:\/\/bit.ly\/2rXXe2m\" target=\"_blank\" rel=\"noopener noreferrer\">most expensive in Rio<\/a>.<\/p>\n<p style=\"text-align: left;\">When I spoke with Celina Almeida Freitas on the phone, she described the<em> quilombo<\/em>\u2019s gate to me. This turned out to be unnecessary since a banner reading &#8220;Not one less <em>quilombo<\/em>\u201d sets it apart from the other gates on the street. From there, I see that the bottom half of the stairway leading up to residents&#8217; homes has disappeared under the mud. I also see a man named Leandro helping with the clean-up effort, holding a tool that is my size. According to Freitas, he came to help out at the <em>quilombo<\/em> through friends of friends. Br\u00e1ulio Nazar\u00e9, whom I already know, is sitting on the first available step. On the hillside, plastic covers the earth to prevent it from absorbing water and producing another mudslide in the event of more rain.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/05\/Sacopa\u0303-2.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter size-large wp-image-53556\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/05\/Sacopa\u0303-2-1024x678.jpg\" alt=\"\" width=\"620\" height=\"411\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/05\/Sacopa\u0303-2-1024x678.jpg 1024w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/05\/Sacopa\u0303-2-300x199.jpg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/05\/Sacopa\u0303-2-768x509.jpg 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/05\/Sacopa\u0303-2.jpg 1200w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Freitas instructed me to ask Leandro for Luiz Pinto, her uncle and the leader of the <em>quilombo<\/em>. As I later found out, Pinto is also the former president of the <a href=\"http:\/\/bit.ly\/2WvhYjg\" target=\"_blank\" rel=\"noopener noreferrer\">Quilombola Association of the State of Rio de Janeiro<\/a>. I learned that everyone is related\u2014they\u2019re uncles, cousins, and siblings. The <em>quilombo<\/em> is composed of a single family, originally the descendants of Eva and Manoel, who came to Rio in the early 20th century\u2014<a href=\"https:\/\/glo.bo\/2jO09H5\" target=\"_blank\" rel=\"noopener noreferrer\">over 106 years ago<\/a>\u2014from <a href=\"http:\/\/bit.ly\/2WtUZ85\" target=\"_blank\" rel=\"noopener noreferrer\">Nova Friburgo<\/a> (a municipality in the state of Rio), where their parents and grandparents had been enslaved. Like every <em>quilombo<\/em>, <a href=\"http:\/\/bit.ly\/1Bd9mrS\" target=\"_blank\" rel=\"noopener noreferrer\">Sacop\u00e3&#8217;s history<\/a> is one of resistance.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/05\/Sacopa\u0303-3.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-53571 size-content\" title=\"Banner at the entrance to the community. To get to the other stairway, you have to walk through one of the houses. These steps are much steeper than the other staircase\u2014too steep for Nazar\u00e9, who is quadriplegic and has not been able to resume his physical therapy since April&#8217;s rains since he is unable to exit the <em>quilombo<\/em>.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/05\/Sacopa\u0303-4.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-53558 size-content\" title=\"Banner displayed in the community gathering space. The trees were not removed to make way for the terrace; instead, the terrace itself was adapted to nature. It was in this open space that community festivities and traditional <em>feijoada <\/em>meals would take place.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/05\/Sacopa\u0303-5.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-53559 size-large\" title=\"Trees in the community gathering space. The smell of black beans cooking at the house next door pervades the air, accompanied by the sound of a pressure cooker. Pinto, like many of his ancestors, is a samba singer and composer. Freitas arrives with several bags of groceries and starts distributing them. \u201cOne person asked me to bring oranges, another asked for something else. Since we already went all the way down the hill, we might as well, right&#8230;?\u201d she says with a laugh.<\/p>\n<p>The <em>quilombo <\/em>was prohibited from hosting celebrations as a result of complaints by residents of the surrounding area in violation of Article 215 of the <a href=\"http:\/\/bit.ly\/1988Constitution\" target=\"_blank\" rel=\"noopener noreferrer\">Brazilian Constitution<\/a>, which guarantees <em>quilombolas<\/em> the right to practice their culture. Even after the prohibition, every once in awhile, <a href=\"http:\/\/bit.ly\/2LnzopI\" target=\"_blank\" rel=\"noopener noreferrer\">festivities would still take place on important commemorative dates<\/a>. As a result of recent heavy rains, however, the terrace was completely flooded with mud and sewage. Residents are currently looking for partnerships and funding opportunities in order to rebuild the space.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/05\/Sacopa\u0303-6.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-53560 size-large\" title=\"Objects coated in mud. On the slope behind the <em>quilombo,<\/em> there is a condominium. In 2018, a pipe burst and the sewage slid down to the<em> quilombo<\/em>, infiltrating the community&#8217;s terrace. \u201cThe manager said that he would take action the following business day. It was a Friday! My uncle said that he could not wait\u2014that he lived here with his children and grandchildren. He only resolved the problem when he said that we would take action ourselves, by calling a reporter,\u201d recalls Freitas.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/05\/Sacopa\u0303-7.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-53561 size-large\" title=\"View of the condominium from the quilombo. We can smell the sewage,\u201d Freitas says. The drainage causes sedimentation and causes the soil to swell. When the rains hit this time, the mud slid down the hill and infiltrated the houses.&#8221;<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/05\/Sacopa\u0303-8.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-53562 size-large\" title=\"A wall with mud residue. In places where there was nowhere for it to go, the mud got stuck, accumulated, and damaged everything. It was horrible to see everything collapse like this,\u201d says M\u00e1rcia Arruda, sitting at the table with us. \u201cYou see the water taking over your house and there&#8217;s nothing that you can do about it. It doesn\u2019t flow out\u2014the more water you remove, the more comes in. Furniture, clothes, everything. Thank God no one was injured,\u201d says Pinto.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/05\/Sacopa\u0303-9.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-53563 size-large\" title=\"Objects coated in mud. The condo was built in 1986. Who is wrong? They are the ones who brought us problems, not least because of gravity. Things move downward, not upward,\u201d says Arruda. \u201cThe satisfaction [of condominium residents] with the damages resulting from the rains is clearly evident to us. They\u2019re thinking, &#8216;<a href=\"https:\/\/bbc.in\/2Hn0jkc\" target=\"_blank\" rel=\"noopener noreferrer\">now they\u2019ll leave<\/a>.\u2019 Yesterday, one of the residents came by to see how much we were affected by the rain.&#8221;<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/05\/Sacopa\u0303-10.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-53564 size-large\" title=\"Location where the mudslide took place, reaching homes. The stairway is still blocked. \u201cPublic authorities have not shown up\u2014we have to do everything by ourselves. But with only our own manpower, we aren&#8217;t able to rebuild everything. We need a retaining wall,\u201d says Pinto. In addition to demanding that the condominium complete its water and sewerage piping, residents called a geologist from the Federal University of Rio de Janeiro (UFRJ) to produce a technical report on the situation\u2014not only to put pressure on the condominium, but also to complement a letter they will hand over to the Public Prosecutor&#8217;s Office requesting action by the local government, ideally by municipal geotechnical agency GEO-Rio.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/05\/Sacopa\u0303-11.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-53565 size-large\" title=\"Leandro working to remove mud. But <a href=\"https:\/\/tmsnrt.rs\/2HkDUUs\" target=\"_blank\" rel=\"noopener noreferrer\">this is our <em>quilombo<\/em><\/a>. And some houses have not been affected at all,\u201d says Pinto. \u201cWe are very careful when dealing with the authorities. Our fear is that they may remove us arbitrarily, without considering that we are in the process of obtaining land titles as a <em>quilombo<\/em> community,\u201d Freitas adds.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/05\/Sacopa\u0303-12.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-53566 size-content\" title=\"Luiz Pinto, Quilombo do Sacop\u00e3 community leader, and\u2014as I later learned\u2014former president of the Quilombola Association of the State of Rio de Janeiro. In the first instance, we won the case with clear legal backing. In the second instance, we lost through a 3 to 0 vote and two months later, a bailiff showed up here with a demand for repossession. This aroused our suspicions. After winning in the first instance, losing in the second instance without any votes in our favor would be improbable. We later found out that the rapporteur for our case was expelled from the judiciary for selling sentences. When these guys get caught, they get compulsory retirement, grab their bathing suits, and head to the beach. If we were to do that, there would be just cause [for termination]\u2014we would lose everything, and moreover, be criminalized,\u201d laments Pinto.<\/p>\n<p>Today, residents are in the third and final phase of the administrative process of <em>quilombo<\/em> titling through the <a href=\"http:\/\/bit.ly\/1CjwG9S\" target=\"_blank\" rel=\"noopener noreferrer\">Institute of Colonization and Agrarian Reform<\/a> (INCRA). \u201cIt is a phase in which the federal government begins to look for the real landowners over the past centuries\u2014if they exist,\u201d Pinto explains. \u201cIn the nearly eighty years that I&#8217;ve been here, I have never seen any owners of this land. Some have claimed to be owners but have fallen flat on their faces before the judge.&#8221;<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/05\/Sacopa\u0303-13.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-53567 size-content\" title=\"A sign displayed at the quilombo's entrance reaffirms quilombolas' right to the land. Their neighborhood association, <a href=\"http:\/\/bit.ly\/2vXB1Up\" target=\"_blank\" rel=\"noopener noreferrer\">AMOFONTE<\/a>, even supports these construction companies. When we show up at meetings, they stop talking and change the subject. We are not like other residents\u2014we are their main targets,\u201d says Arruda. \u201cSome members of the association used to come to our events. Suddenly, they changed their minds once they realized how valuable the land is,\u201d says Freitas.\u00a0The <em>quilombo<\/em> is not the association\u2019s only target: \u201cThey tried to remove the Pequena Cruzada school. They removed street vendors\u2014a boy who used to pack and pile up chairs and another who was a fruit vendor,\u201d she adds.<\/p>\n<p>\u201cWe have also received about five public removal orders from the state and the City with deadlines: \u2018You have fifteen days or we will come and remove you.\u2019 It hasn&#8217;t been easy; our resistance is centuries-long,\u201d says Pinto. \u201cNo one can imagine what we&#8217;re still going through in the 21st century. We are the ones who prune the area\u2014which should be the responsibility of public authorities,\u201d continues Pinto. Residents also lack water since the State Water and Sewerage Utility (CEDAE) closed the pump due to a hole caused by corrosion in the pipe that supplies the community. \u201cInstead of replacing the pipe, they&#8217;ve installed pipe clamps, one after another. They&#8217;re going to have to do something because the people up there [in the condo] will run out of water. They have a very large reservoir but there are lots of families and a pool,\u201d says Freitas.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/05\/Sacopa\u0303-15.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-53569 size-large\" title=\"Pipe with three clamps and signs of rust.
