Built on a 55-degree slope in the hills of Rio&#8217;s central <a href=\"http:\/\/bit.ly\/1TqHgX5\" target=\"_blank\" rel=\"noopener noreferrer\">Santa Teresa<\/a> neighborhood, Morro dos Prazeres\u2014home to approximately 10,000, according to residents\u2014has few formal roads and is among the urbanized areas situated at the highest altitudes in Rio. Despite the neighborhood&#8217;s geographic proximity to <a href=\"http:\/\/bit.ly\/1p1GMFc\" target=\"_blank\" rel=\"noopener noreferrer\">downtown Rio<\/a>, residents of Prazeres report poor access to stable employment, a scenario compounded by the area&#8217;s relatively limited local commerce and access to public transit.<\/p>\n<p>Meanwhile across the city, in Rio&#8217;s <a href=\"http:\/\/bit.ly\/2IgR5qe\" target=\"_blank\" rel=\"noopener noreferrer\">North Zone<\/a>, Complexo do Alem\u00e3o is a complex of 17 favelas home to over 150,000 residents, <a href=\"http:\/\/bit.ly\/29mGZ8p\" target=\"_blank\" rel=\"noopener noreferrer\">according to local NGOs<\/a> (in comparison with <a href=\"http:\/\/bit.ly\/1U8FIwP\" target=\"_blank\" rel=\"noopener noreferrer\">census data<\/a> placing the population at 70,000). Although several prominent hills lay beneath areas of Alem\u00e3o, large parts of the territory are flat. With a vibrant and diverse local economy, Alem\u00e3o resembles a city within a city. Its location in Rio&#8217;s largely residential and lower-middle-class <a href=\"http:\/\/bit.ly\/1kZa3h9\" target=\"_blank\" rel=\"noopener noreferrer\">North Zone<\/a>, however, places residents at a distance from many career opportunities with higher earning potential and training centers.<\/p>\n<p>Working in the context of these two vastly different favelas, an ingenious and burgeoning organization has begun making an impact on the lives of hundreds of families. That organization, <a href=\"http:\/\/bit.ly\/2HSwPwb\" target=\"_blank\" rel=\"noopener noreferrer\">Vai na Web<\/a>, runs nine-month-long programs that provide local youth with career-valuable skills in computer science, finance, and communications\u2014fields that the organization has identified are lacking new professionals.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/06\/Vai-na-Web-2.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-54395 size-content\" title=\"Photo: Vai na Web\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/06\/Vai-na-Web-2-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/06\/Vai-na-Web-2-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/06\/Vai-na-Web-2-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>In contrast to other sectors that are seeing rising unemployment in Brazil, the <a href=\"https:\/\/glo.bo\/318v8SW\" target=\"_blank\" rel=\"noopener noreferrer\">demand for information technology workers<\/a> is rapidly increasing, Vai na Web director Jo\u00e3o Silva explains. According to the Brazilian Association for the Promotion of Software Excellence, by 2020, the Brazilian economy will<a href=\"http:\/\/bit.ly\/2XSshid\" target=\"_blank\" rel=\"noopener noreferrer\"> lack 400,000 programmers<\/a>. Taking into consideration the precarious relationship between many of Rio&#8217;s working-class families and education and employment, Vai na Web\u2019s courses are offered for free within the community and take only a few hours per week. This way, Vai na Web cuts the commute time and extra expenses that typically come with university attendance where such courses are offered.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/07\/Alema\u0303o-para-o-Mundo-Project.png\"><img decoding=\"async\" class=\"aligncenter wp-image-54407 size-content\" title=\"Alem\u00e3o para o Mundo (&quot;Alem\u00e3o to the World&quot;) is a platform developed by Vai na Web students to disseminate the work of Complexo do Alem\u00e3o's numerous entrepreneurs to the community's 150,000+ residents. Image: Vai na Web\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/07\/Alema\u0303o-para-o-Mundo-Project-620x264.png\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/07\/Alema\u0303o-para-o-Mundo-Project-620x264.png 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/07\/Alema\u0303o-para-o-Mundo-Project-940x400.png 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>The initiative <a href=\"http:\/\/bit.ly\/2WICoW2\" target=\"_blank\" rel=\"noopener noreferrer\">not only teaches youth how to enter into the job market<\/a> but also partners with businesses in need of skilled employees. Silva says that students are often able to find jobs with starting salaries \u201cfar higher than those of their own parents\u201d after completing the nine-month program. According to <a href=\"http:\/\/bit.ly\/2X4B6F5\" target=\"_blank\" rel=\"noopener noreferrer\">Vai na Web&#8217;s website<\/a>, upon course completion, 48% of participants return to their studies or enter university, and 55% are employed. Graduates have even found careers outside of Brazil, such as one young man who is currently working in Canada. Another graduate, Prazeres resident Evelyn Mendes, recently <a href=\"http:\/\/bit.ly\/2XFpWqJ\" target=\"_blank\" rel=\"noopener noreferrer\">gave a presentation<\/a> at Stanford University in California on the social impact app that she worked on as a contributing developer, <a class=\"aq cc iy iz ja jb\" href=\"http:\/\/bit.ly\/2XF94An\">Match4Action<\/a>.<\/p>\n<p>Silva states that \u201cfor each extra year of higher education, you can raise your salary by ten to thirteen percent.&#8221; However, Silva and his students maintain that few residents of either Morro dos Prazeres or Complexo do Alem\u00e3o see this education as attainable and even fewer go on to achieve it<strong>.<\/strong> As a result, one of Vai na Web\u2019s main objectives is to convince not only the youth in the program but their families and the community as a whole that the additional time spent in school is worth their while. Two years ago when the program started, first in Alem\u00e3o then in Prazeres, \u201cthe people didn&#8217;t trust us,\u201d Silva admits. This was largely because of the failures of previous social programs within the favelas \u201cthat promised many things but yielded very little.\u201d Many families did not see the value in sending their kids to learn programming and other computer-based skills. \u201cOne of the kids, his mother, she didn&#8217;t believe that someone could make a living sitting in front of a computer all day,&#8221; Silva says.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/06\/Vai-na-Web-3.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-54396 size-content\" title=\"Vai na Web Classroom in Complexo do Alem\u00e3o. Photo: Vai na Web\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/06\/Vai-na-Web-3-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/06\/Vai-na-Web-3-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/06\/Vai-na-Web-3-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Nowadays, however, <a href=\"http:\/\/bit.ly\/2zSYVRQ\" target=\"_blank\" rel=\"noopener noreferrer\">word has spread<\/a> and at the start of each semester, hundreds apply for the few dozen class seats available at each of the sites. Talented and driven youth from all over the city have begun to take interest in the program as well. While conscious of the need to continue to support the local community, Vai na Web has begun to bring in students from other favelas as well. One student studying at the Prazeres site lives in <a href=\"http:\/\/bit.ly\/1J9l2nS\" target=\"_blank\" rel=\"noopener noreferrer\">Bangu<\/a>, located 40 kilometers away in Rio&#8217;s <a href=\"http:\/\/bit.ly\/1kZa7gI\" target=\"_blank\" rel=\"noopener noreferrer\">West Zone<\/a>. To arrive at class on time, she must leave home four hours before class starts. The program typically takes in youth ages 16 to 29, but for the right candidates, exceptions are made. \u201cOne of our &#8216;youths&#8217; is in their 40s,\u201d says Silva, \u201cand next semester we will have a student who is only 13.&#8221;<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/06\/Vai-na-Web-4.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-54397 size-content\" title=\"Vai na Web alumnus and instructor Kelvin Fernandes in Complexo do Alem\u00e3o. Photo: Vai na Web\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/06\/Vai-na-Web-4-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/06\/Vai-na-Web-4-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/06\/Vai-na-Web-4-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Although Vai na Web\u2019s staff is small and mostly volunteer-based, less than 20 individuals in total, they are hardworking and heavily connected to other organizations located in Rio and beyond. <a href=\"http:\/\/bit.ly\/2MqTofs\" target=\"_blank\" rel=\"noopener noreferrer\">Instituto Precisa Ser<\/a> and <a href=\"http:\/\/bit.ly\/2WG9YMw\" target=\"_blank\" rel=\"noopener noreferrer\">1sti<\/a> are two of their main sources of funding. Class space and support come from <a href=\"http:\/\/bit.ly\/2EKBo9J\" target=\"_blank\" rel=\"noopener noreferrer\">Grupo PROA<\/a> (Prevention Realized Through Organization and Love), in Prazeres and <a href=\"http:\/\/bit.ly\/2Aek5dA\" target=\"_blank\" rel=\"noopener noreferrer\">EDUCAP<\/a> (the Democratic Space of Union, Coexistence, Learning, and Prevention) in Alem\u00e3o. Though Silva himself is not a resident of either community, his professional and academic career has been wholly centered around development and advocacy for favelas, <em>quilombos<\/em>, and other communities. Silva has been working and researching in Complexo do Alem\u00e3o since 2006.<\/p>\n<p>When <em>RioOnWatch<\/em> visited the project, the end of Vai na Web\u2019s semester loomed near and students in Prazeres were diligently working on their final projects. There was a feeling of pride and positivity in the classroom, students were open to sharing their experience with the initiative, and their goals for the future. \u201c[This program] has allowed me to develop personally and academically,\u201d proclaimed one student. \u201cI want to enter the market as a programmer. I don\u2019t really care where, but I want to program,\u201d said Giseal, an older student in the program. \u201cWhen I entered this program after high school, I didn\u2019t want to go to college,\u201d another student, Juliana, admits. But here, everything changed. &#8220;Now, I\u2014and really, everyone here\u2014have the chance to attend [college] at the <a href=\"http:\/\/bit.ly\/2p7wATJ\" target=\"_blank\" rel=\"noopener noreferrer\">Get\u00falio Vargas Foundation<\/a> (FGV) on a 100% scholarship.&#8221;<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/06\/Vai-na-Web-5.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-54398 size-content\" title=\"Vai na Web students in Morro dos Prazeres. Photo: Vai na Web\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/06\/Vai-na-Web-5-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/06\/Vai-na-Web-5-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/06\/Vai-na-Web-5-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>The sentiment was similar in Complexo do Alem\u00e3o, where the program is run at a larger site with a larger student body. Several alumni of the program were also present during the visit and were eager to discuss how the Vai na Web program has influenced their lives. Vitor, an alumnus who has returned to help teach programming, was emphatic: \u201cVai na Web literally brought new horizons [to my life].&#8221; Many students agreed. \u201cI learned much more than I could have hoped!&#8221; proclaimed one of the youngest students in the class, reflecting on the program. \u201cVai na Web started everything [for me],&#8221; said Ana Luiza, a graduate from the program who, after completing an internship, is now working in computer science for a company in <a href=\"http:\/\/bit.ly\/2K5XS9h\" target=\"_blank\" rel=\"noopener noreferrer\">S\u00e3o Paulo<\/a>.<\/p>\n<p>Dealing with the various pressures that come with living in these communities can make completing assignments and learning challenging. Just finishing this semester was a challenge in both communities. In Prazeres, power lines were destroyed by the <a href=\"http:\/\/bit.ly\/2IhGH1g\" target=\"_blank\" rel=\"noopener noreferrer\">heavy rains in early April<\/a>, sending staff and students scrambling to find a way to power their technology-heavy classes. In Alem\u00e3o, it was unsafe to have students come to class for over forty consecutive days because of <a href=\"http:\/\/bit.ly\/2Z6g7Pn\" target=\"_blank\" rel=\"noopener noreferrer\">heightened gun violence<\/a> between traffickers and police. The neighborhood saw <a href=\"http:\/\/bit.ly\/2wf24L9\" target=\"_blank\" rel=\"noopener noreferrer\">103 reported shootouts<\/a> registered by monitoring body Fogo Cruzado in the first 100 days of 2019, the highest level of any neighborhood in Rio de Janeiro.<\/p>\n<p>Vai na Web aims to mitigate these difficulties through their socio-emotional classes, which help students remain grounded. Silva cited <a href=\"http:\/\/bit.ly\/317L4EU\" target=\"_blank\" rel=\"noopener noreferrer\">Paulo Freire<\/a>: \u201c<a href=\"http:\/\/bit.ly\/2ppLnak\" target=\"_blank\" rel=\"noopener noreferrer\">when education is not liberating, the dream of the oppressed is to be the oppressor<\/a>.&#8221; These classes help students in the day-to-day, as many \u201chave violence in their homes, lack of food, [and] difficulties getting to class,&#8221; Silva explains.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/06\/Vai-na-Web-6.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-54399 size-content\" title=\"Jo\u00e3o Silva with Vai na Web's social services coordinator Desir\u00e9e Queiroz in Prazeres\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/06\/Vai-na-Web-6-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/06\/Vai-na-Web-6-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/06\/Vai-na-Web-6-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Silva&#8217;s view is that Vai na Web \u201cdoesn\u2019t spend money on [charitable] social projects. [The program] <a href=\"http:\/\/bit.ly\/2XIDQsW\" target=\"_blank\" rel=\"noopener noreferrer\">invests<\/a> in the transformation of youth in Rio&#8217;s favelas.\u201d He explains that \u201cwhen you raise up a community, you create a sort of wealth,\u201d says Silva. This is not monetary wealth, but a socially just form of prosperity that comes only from the development of education, culture, health, and sustainability. Ultimately, Vai na Web aims to change entire communities by transforming youth into skilled professionals. The program may only reach a portion of the community, but &#8220;if you can impact five percent of the community, you impact the whole community,&#8221; explains Silva.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/06\/Map-Vai-na-Web.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-53920\" title=\"Locations of Vai na Web in Rio de Janeiro.
