{"id":54126,"date":"2019-07-02T10:24:02","date_gmt":"2019-07-02T13:24:02","guid":{"rendered":"https:\/\/www.rioonwatch.org\/?p=54126"},"modified":"2019-07-04T16:15:38","modified_gmt":"2019-07-04T19:15:38","slug":"6th-student-favela-resident-discussion-group-organizes-research-and-debate-on-favela-university-relationship","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=54126","title":{"rendered":"6th Favela Student Discussion Group: Rethinking the Relationship Between Universities and Favelas"},"content":{"rendered":"<p style=\"text-align: right;\"><span style=\"font-weight: 400;\"><em><strong><a href=\"http:\/\/bit.ly\/2XlpO08\" target=\"_blank\" rel=\"noopener noreferrer\">Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/a><\/strong><\/em><\/span><\/p>\n<p>On June 8, the <a href=\"http:\/\/bit.ly\/2XiGCEZ\" target=\"_blank\" rel=\"noopener noreferrer\">Museum of Life<\/a> at the <a href=\"http:\/\/bit.ly\/2Xhut34\" target=\"_blank\" rel=\"noopener noreferrer\">Oswaldo Cruz Foundation<\/a> (Fiocruz) hosted the <a href=\"http:\/\/bit.ly\/2ME68Q7\" target=\"_blank\" rel=\"noopener noreferrer\">6th Student Favela Resident Discussion Group\u2014Pathways that Lead Universities to Favelas and Favelas to Universities<\/a>. The event was the result of a project that brings together the <a href=\"http:\/\/bit.ly\/2XiG2Ha\" target=\"_blank\" rel=\"noopener noreferrer\">Federal University of Rio de Janeiro<\/a> (UFRJ) and organizations, community leaders, and students from <a href=\"http:\/\/bit.ly\/2IgZ9Y4\" target=\"_blank\" rel=\"noopener noreferrer\">Complexo da Mar\u00e9<\/a> and <a href=\"http:\/\/bit.ly\/2Xl9f4y\" target=\"_blank\" rel=\"noopener noreferrer\">Manguinhos<\/a> with the aim of amplifying the debate around the use of science as a tool for reducing inequality\u2014one of the main themes of the <a href=\"http:\/\/bit.ly\/2WrJoT2\" target=\"_blank\" rel=\"noopener noreferrer\">2018 National Science and Technology Week<\/a>. The <a href=\"http:\/\/bit.ly\/2Kb31NF\" target=\"_blank\" rel=\"noopener noreferrer\">first two events<\/a> took place at the Mar\u00e9 Museum in Complexo da Mar\u00e9, the <a href=\"http:\/\/bit.ly\/2X2u97h\" target=\"_blank\" rel=\"noopener noreferrer\">third<\/a> at the <a href=\"http:\/\/bit.ly\/2NzN011\" target=\"_blank\" rel=\"noopener noreferrer\">Espa\u00e7o Casa Viva<\/a>, the <a href=\"http:\/\/bit.ly\/2wPy7BH\" target=\"_blank\" rel=\"noopener noreferrer\">fourth<\/a> at UFRJ, and the <a href=\"http:\/\/bit.ly\/2X2u97h\" target=\"_blank\" rel=\"noopener noreferrer\">two most recent<\/a>\u00a0at the Museum of Life.<\/p>\n<p>Participants included representatives of the <a href=\"http:\/\/bit.ly\/2Xgcudg\" target=\"_blank\" rel=\"noopener noreferrer\">Mar\u00e9 Center for Solidarity Studies and Action<\/a> (CEASM), the directorate of <a href=\"http:\/\/bit.ly\/2N57tLT\" target=\"_blank\" rel=\"noopener noreferrer\">Fiocruz\u2019s Social Cooperative<\/a>, the <a href=\"http:\/\/bit.ly\/2XnUbmH\" target=\"_blank\" rel=\"noopener noreferrer\">Casa de Oswaldo Cruz<\/a>, the <a href=\"http:\/\/bit.ly\/2XiHGsk\" target=\"_blank\" rel=\"noopener noreferrer\">Social Enterprise Network for Socially Just, Democratic, Integrated, and Sustainable Development<\/a> (RedeCCAP), the Museum of Life, the Mar\u00e9 Museum, the Espa\u00e7o Casa Viva, the <a href=\"http:\/\/bit.ly\/2MNHvAA\" target=\"_blank\" rel=\"noopener noreferrer\">National School of Public Health<\/a> (ENSP), and the &#8220;<a href=\"http:\/\/bit.ly\/2XiGIwl\" target=\"_blank\" rel=\"noopener noreferrer\">Education, Health, and Culture in Communities of the Urban Periphery<\/a>\u201d project; students from Rio de Janeiro\u2019s public universities (UFRJ, the <a href=\"http:\/\/bit.ly\/2ZnkKEY\" target=\"_blank\" rel=\"noopener noreferrer\">Fluminense Federal University<\/a>\u2013UFF, and the <a href=\"http:\/\/bit.ly\/2XiGIwl\" target=\"_blank\" rel=\"noopener noreferrer\">State University of Rio de Janeiro<\/a>\u2013UERJ); and collaborators and professors from favelas.<\/p>\n<h3><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/06\/Favela-x-University-2.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-54129 size-content\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/06\/Favela-x-University-2-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/06\/Favela-x-University-2-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/06\/Favela-x-University-2-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/h3>\n<h3><strong>Rethinking the Relationship Between Universities and Favelas<\/strong><\/h3>\n<p>At previous discussion group meetings, three important focus areas emerged: programs that have been created in recent years as a result of public policies intended to increase access to higher education, communication issues that result from a lack of dialogue between universities and favelas, and income generation and the improvement of living conditions by way of education. With these themes in mind, the discussion covered topics including data collection on the trajectories of students from favelas following the completion of their studies and the obstacles that they face. Additionally, there was a presentation about the <a href=\"http:\/\/bit.ly\/2WAV3Uo\" target=\"_blank\" rel=\"noopener noreferrer\">Marielle Franco Favela Dictionary<\/a> project.<\/p>\n<p>Stemming from these very relevant inquiries, participants proposed the creation of several working groups. Jos\u00e9 Leon\u00eddio Madureira de Sousa Santos explained that these working groups are for the purpose of carrying out \u201cmore in-depth research in order to better understand where these graduates from Mar\u00e9 and Manguinhos end up\u2026the impact of these students\u2019 presence in universities and what this says about their surroundings\u2026and scientific research\u201d that is carried out <a href=\"http:\/\/bit.ly\/2MuW5wE\" target=\"_blank\" rel=\"noopener noreferrer\">in favelas, about favelas, and for favelas<\/a>. As such, the following working groups were created: a research group to more thoroughly understand the trajectories of university students from favelas; a mental health group to examine the <a href=\"http:\/\/bit.ly\/2MuW5wE\" target=\"_blank\" rel=\"noopener noreferrer\">psychosocial events<\/a> of these educational processes; a communications group to reflect on existing forms of dialogue between universities and favelas and review new communication plans; and a social participation group to focus on strengthening conceptions of memory, place, and identity.<\/p>\n<p>Among other upcoming projects, the group established a research day in recognition of the value of the knowledge produced in the communities of Mar\u00e9 and Manguinhos. The objective of such an event is to stand up <a href=\"http:\/\/bit.ly\/2wI8YIQ\" target=\"_blank\" rel=\"noopener noreferrer\">against the discrimination, prejudice<\/a>, racism, and <a href=\"http:\/\/bit.ly\/2MwFN6z\" target=\"_blank\" rel=\"noopener noreferrer\">criminalization to which favelas are subjected<\/a>. <span style=\"color: #333333;\">Alessandro<\/span> spoke about \u201cthe need to <a href=\"http:\/\/bit.ly\/2XlKTre\" target=\"_blank\" rel=\"noopener noreferrer\">reaffirm these communities<\/a> as places of knowledge and life, in contrast to all kinds of stereotypes [about favelas].\u201d<\/p>\n<h3><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/06\/Favela-x-University-3.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-54130 size-content\" title=\"Jos\u00e9 Leon\u00eddio Madureira de Sousa Santos speaks to the group. Photo: Fiocruz Social Cooperative Communications\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/06\/Favela-x-University-3-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/06\/Favela-x-University-3-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/06\/Favela-x-University-3-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/h3>\n<h3><strong>Reconfiguring the Discussion Group to Meet New Aims and Demands<\/strong><\/h3>\n<p>One of the main topics discussed at the sixth edition of the event was the reconfiguration of the discussion group format to instate the group as a permanent forum. While participation remains open to the public, this idea emerged as a result of the group\u2019s development and growing cohesion as participants became increasingly close. The forum will continue to receive support from Fiocruz and UFRJ, both of which have committed to strengthening the proposed initiatives and to providing a basic structure so that the forum can continue to progress independently and consistently. <span style=\"color: #333333;\">Alessandro <\/span>reminded participants of the importance of maintaining a \u201cprogressive outlook, [focused on] emancipating people and giving them autonomy.\u201d<\/p>\n<p>Furthermore, prior to establishing the forum, participants aim to produce a document to summarize the topics covered during previous events so as to keep a record of activities and facilitate outreach efforts. The participants agreed that the format of a forum gives the group a more formal and organic character. Participants intend for the forum to be recognized and respected by public, private and civil society institutions, though it will not have the status of a legal entity.<\/p>\n<p>At the same time, the group discussed challenges surrounding its reconfiguration as a forum. Two important issues were highlighted: the establishment of partnerships with institutions that are either directly or indirectly connected to the realm of higher education\u2014other universities like UERJ, private institutions, and university entrance exam preparatory courses\u2014which are important sources of documents and information on graduates and current students; and the possibility of opening up the forum to the discussion of other issues related to territoriality. Fiocruz professor <span style=\"color: #333333;\">Enrique<\/span> spoke about the importance of expanding the scope of the forum and looking at important questions, such as the reasons why universities have managed to reach certain favelas and not others. He cited <a href=\"http:\/\/bit.ly\/2XlMayl\" target=\"_blank\" rel=\"noopener noreferrer\">City of God<\/a> as an example of a favela where, in his opinion, education projects tend to lack continuity given the difficulty of implementation. On the other hand, UERJ student Jefferson Mesquita said that the group should maintain its focus on Manguinhos and Mar\u00e9 given that they share very similar daily realities and outlooks. For Mesquita, the ideal situation would be to connect with other favelas while concentrating primarily on Manguinhos and Mar\u00e9.<\/p>\n<h3><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/06\/Favela-x-University-4.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-54131 size-content\" title=\"UERJ student Jefferson Mesquita. Nat\u00e1lia Fazzioni\u2014a fellow at Fiocruz\u2019s social outreach initiative and an active participant in the research group\u2014explained that the first proposal would be to compile \u201can annotated bibliography of all the research that has already been carried out in Mar\u00e9 and Manguinhos by current or former university students from favelas.\u201d To carry out this proposal, members of the working group are exploring different methodologies. They intend to model their approach based on the strategies utilized by community-based organization <a href=\"http:\/\/bit.ly\/29srY1b\" target=\"_blank\" rel=\"noopener noreferrer\">Instituto Ra\u00edzes em Movimento<\/a>, which similarly produced an <a href=\"http:\/\/bit.ly\/2XnVpOP\" target=\"_blank\" rel=\"noopener noreferrer\">annotated bibliography<\/a> of studies on <a href=\"http:\/\/bit.ly\/2ImAzVp\" target=\"_blank\" rel=\"noopener noreferrer\">Complexo do Alem\u00e3o<\/a>. With regard to the second part of the proposal, concerning the compilation of information about the trajectories of university students from favelas, Fazzioni confirmed that the approach is guided by the notion of \u201c<a href=\"http:\/\/bit.ly\/2WAV3Uo\" target=\"_blank\" rel=\"noopener noreferrer\">by us, for us<\/a>\u201d as the idea is for the study to be carried out by the graduates who participated in the various discussion groups. The communication working group will move forward with this proposal with the aim of presenting the findings in an audio-visual format.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/06\/Favela-x-University-5.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-54132 size-content\" title=\"Professors participating in the discussion. Participants cited examples of recent government actions that, they believe, signal the dismantling of social policies\u2014such as <a href=\"http:\/\/bit.ly\/2R5eKhl\" target=\"_blank\" rel=\"noopener noreferrer\">Constitutional Amendment 95<\/a>, passed in 2016, which froze federal primary expenditures for the next twenty years; <a href=\"http:\/\/bit.ly\/2XlskUa\" target=\"_blank\" rel=\"noopener noreferrer\">Brazil\u2019s Pension Reform<\/a>; and the federal university budget cuts implemented by the Ministry of Education and Culture (MEC), <a href=\"https:\/\/glo.bo\/2Zq0xOX\" target=\"_blank\" rel=\"noopener noreferrer\">partially blocking funding<\/a> for the country\u2019s 63 federal universities and 38 federal education institutes.<\/p>\n<p>The discussion continued with the aim of becoming more organized as a group in order to face these new challenges with a focus on favelas, the demands of civil society, and, especially, <a href=\"http:\/\/bit.ly\/2XlskUa\" target=\"_blank\" rel=\"noopener noreferrer\">university students from favelas<\/a>.<\/p>\n","protected":false},"excerpt":{"rendered":"<div class=\"mh-excerpt\"><p>Clique aqui para Portugu\u00eas On June 8, the Museum of Life at the Oswaldo Cruz Foundation (Fiocruz) hosted the 6th Student Favela Resident Discussion Group\u2014Pathways that Lead Universities to Favelas and Favelas to Universities.
