Another Mar\u00e9 is Possible,&#8217; Demands Public Action"},"content":{"rendered":"<p style=\"text-align: right;\"><em><strong><a href=\"http:\/\/bit.ly\/2GhOI6d\" target=\"_blank\" rel=\"noopener noreferrer\">Clique aqui para Portugu\u00eas<\/a> <a href=\"http:\/\/bit.ly\/2GhOI6d\"><img decoding=\"async\" class=\"alignnone wp-image-23766 size-full\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" alt=\"\" width=\"20\" height=\"20\" \/><\/a><\/strong><\/em><\/p>\n<p>On Wednesday, July 10, community residents and representatives from local organizations gathered in the <a href=\"http:\/\/bit.ly\/2IgZ9Y4\" target=\"_blank\" rel=\"noopener noreferrer\">Complexo da Mar\u00e9<\/a> favelas in Rio de Janeiro&#8217;s <a href=\"http:\/\/bit.ly\/2IgR5qe\" target=\"_blank\" rel=\"noopener noreferrer\">North Zone<\/a> to recognize the two-year anniversary of the &#8216;Enough Violence! Another Mar\u00e9 is Possible&#8217; march. The protest was organized by the <a href=\"http:\/\/bit.ly\/2LrDctf\" target=\"_blank\" rel=\"noopener noreferrer\">Enough Violence! Forum<\/a>, a civil society group that meets monthly, gathering residents and community leaders with representatives from the local NGOs <a href=\"http:\/\/bit.ly\/2JViAZB\" target=\"_blank\" rel=\"noopener noreferrer\">Redes da Mar\u00e9<\/a> (Mar\u00e9 Development Networks), the <a href=\"http:\/\/bit.ly\/2StyTyf\" target=\"_blank\" rel=\"noopener noreferrer\">Favelas Observatory<\/a>, <a href=\"http:\/\/bit.ly\/1Rj94rn\" target=\"_blank\" rel=\"noopener noreferrer\">Fight for Peace<\/a>, and others to <a href=\"http:\/\/bit.ly\/2z2VkCg\" target=\"_blank\" rel=\"noopener noreferrer\">debate the topic of public security<\/a> in the Mar\u00e9 favelas.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/07\/AnotherMareDivisa.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-54803 size-large\" title=\"Graffiti now covers the walls of this building in the area known as the 'divisa.' Members of the <a href=\"http:\/\/bit.ly\/2LpqPxX\" target=\"_blank\" rel=\"noopener noreferrer\">Mar\u00e9 Crew<\/a> and <a href=\"http:\/\/bit.ly\/2Lu2mHu\" target=\"_blank\" rel=\"noopener noreferrer\">Nata Familia<\/a> groups filled and covered bullet holes, replacing chipped paint with graffiti and stencil art.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/07\/AnotherMareDivisa3.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-54801 size-large\" title=\"Graffiti art in construction, following the covering up of bullet holes. The action had sought to establish requirements around police operations conducted in Mar\u00e9, but was suspended by Judge Regina Lucia Chuquer de Almeida Costa Castro, who argued that &#8220;Methods for facing [organized crime] are part of the responsibilities attributed to the State Governor, his Security Secretariat, and the Police Secretariats.&#8221; Forum members considered the suspension a major step back. Pedro Strozenberg, ombudsman for the <a href=\"http:\/\/bit.ly\/2LrztMk\" target=\"_blank\" rel=\"noopener noreferrer\">Public Defenders Office<\/a> of the State of Rio de Janeiro, remarked that the Defenders Office is preparing to appeal the decision.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/07\/AnotherMareSpeech.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-54794 size-large\" title=\"Flavia C\u00e2ndido, an educator from Mar\u00e9, spoke about the Public Civil Action. The action required the police to present a plan for damage reduction during police operations (which was never completed), while also requiring the presence of ambulances during operations, the gradual installation of cameras and GPS apparatuses in police vehicles, and the adoption of a communication protocol between authorities, health posts, and schools. According to Flavinha C\u00e2ndido, an educator from Mar\u00e9, the Public Civil Action was &#8220;flimsy cover, but it was cover nonetheless, a minimum guarantee. When the judge suspended it, she said that the State could continue killing us, putting an end to our health.&#8221; &#8220;We are surviving here, rather than living. But Mar\u00e9 has a name, and that name is resistance,&#8221; she added.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/07\/AnotherMareSpeech2.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-54793 size-large\" title=\"P\u00e2mela Carvalho, production coordinator at the Herbert Vianna Cultural Center and at the Mar\u00e9 Arts Center.
