Tens of thousands saw the jubilant parade of hundreds of banner-bearing protesters. And tens of thousands heard the chants rejecting the <a href=\"http:\/\/bit.ly\/2K0Ehr3\" target=\"_blank\" rel=\"noopener noreferrer\">Olympic Games<\/a>, not just in <a href=\"http:\/\/bit.ly\/2K3KCjb\" target=\"_blank\" rel=\"noopener noreferrer\">Tokyo<\/a>, Japan, but in Rio, in Pyeongchang, in Paris, in Los Angeles, and indeed, anywhere.<\/p>\n<p>It was Wednesday, July 24 in the teeming district of Shinjuku, Tokyo, the summer evening air sizzling with energy. And for the transnational anti-Olympics movement, the moment was historic\u2014not just for the legions of passers-by exposed to the critical message but for the unprecedented transnational nature of the march. Organized by the Tokyo-based collective <a href=\"http:\/\/bit.ly\/2rhs5WN\" target=\"_blank\" rel=\"noopener noreferrer\">Hangorin no Kai<\/a> (\u2018the Anti-Olympic Group\u2019), the protest featured representatives from <a href=\"http:\/\/bit.ly\/2YHZwC6\" target=\"_blank\" rel=\"noopener noreferrer\">NOlympics LA<\/a> (LA 2028), <a href=\"http:\/\/bit.ly\/2K7W79v\" target=\"_blank\" rel=\"noopener noreferrer\">NON aux JO2024 \u00e0 Paris<\/a> (Paris 2024), the <a href=\"http:\/\/bit.ly\/2GwkFrs\" target=\"_blank\" rel=\"noopener noreferrer\">Anti Pyeongchang Olympic Alliance<\/a> (Pyeongchang 2018), the <a href=\"http:\/\/bit.ly\/1p58Mry\" target=\"_blank\" rel=\"noopener noreferrer\">Popular Committee on the World Cup and Olympics<\/a> (Rio 2016), and the <a href=\"http:\/\/bit.ly\/2I6MjwY\" target=\"_blank\" rel=\"noopener noreferrer\">Counter Olympics Network<\/a> (London 2012). There were also participants from Seoul and Jakarta, two cities that are considering bids for the 2032 Games.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/07\/190724_NOlympicsAnywhere-protest_Justin-Gaar-2.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-54892 size-content\" title=\"The front of the march and NOlympics LA's banner. And there were so many participants. We were able to show how many people are here and how many international people have come in support.&#8221;<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">A tree from Mount Gariwang makes a cameo appearance. A host of police officers accompanied the demonstration the whole way, with some in uniform corralling the marchers within the designated path and another group in dress shirts scribbling away on notepads as they followed the crowd.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/07\/190724_NOlympicsAnywhere-protest_Justin-Gaar-4.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-54898 size-content\" title=\"Police at the front of the march. Photo by Justin Gaar.\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/07\/190724_NOlympicsAnywhere-protest_Justin-Gaar-4-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/07\/190724_NOlympicsAnywhere-protest_Justin-Gaar-4-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/07\/190724_NOlympicsAnywhere-protest_Justin-Gaar-4-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>The participating groups share a common critique of the Olympics, which they argue <a href=\"http:\/\/bit.ly\/2LEg8HX\" target=\"_blank\" rel=\"noopener noreferrer\">accelerate real estate speculation and displacement<\/a>, <a href=\"http:\/\/bit.ly\/2SCWtJ0\" target=\"_blank\" rel=\"noopener noreferrer\">incentivize militarization<\/a> and the further criminalization of marginalized communities, <a href=\"http:\/\/bit.ly\/2MgGj74\" target=\"_blank\" rel=\"noopener noreferrer\">exacerbate\u2014and then greenwash\u2014environmental destruction<\/a>, and <a href=\"http:\/\/bit.ly\/30S5YXq\" target=\"_blank\" rel=\"noopener noreferrer\">prioritize spectacular investment projects<\/a> over local residents\u2019 needs. Central to the movement&#8217;s analysis is the perception that the Olympics act as a vehicle for powerful actors, from nationalistic politicians to profit-hungry corporations, to extract wealth and consolidate power at the expense of host cities\u2019 populations.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/07\/190724-NOlympicsAnywhere-protest-Jun-Ampig.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-54895 size-content\" title=\"Los Angeles, Pyeongchang, and Tokyo organizers at an early action outside an IOC event on July 24, 2019. Hangorin no Kai\u2019s \u201cOlympics kill the poor\u201d banner refers to trends at all Olympic Games, but in the context of Tokyo, it speaks to the displacement of public housing and unhoused residents. Tokyo\u2019s <a href=\"http:\/\/bit.ly\/32QFHL8\" target=\"_blank\" rel=\"noopener noreferrer\">government has ramped up sweeps<\/a> targeting those who live on the streets, especially near the National Stadium\u2014which has been entirely rebuilt ahead of 2020\u2014and in parks around the city. The Kasumigaoka public housing complex was <a href=\"http:\/\/bit.ly\/2JQzqro\" target=\"_blank\" rel=\"noopener noreferrer\">demolished to make way for the new National Stadium<\/a>, although the eventual stadium design meant the space where the apartments once stood now remains empty.<\/p>\n<p>This story may remind Rio residents of pre-Olympic removals and demolitions like those in <a href=\"http:\/\/bit.ly\/2IpNNB7\" target=\"_blank\" rel=\"noopener noreferrer\">Vila Aut\u00f3dromo<\/a> and <a href=\"http:\/\/bit.ly\/2Oj3X5c\" target=\"_blank\" rel=\"noopener noreferrer\">Favela do Metr\u00f4<\/a>, where vacant space also marks the former locations of homes. And just as Altair Guimar\u00e3es&#8217; eviction from Vila Aut\u00f3dromo was his <a href=\"https:\/\/reut.rs\/30Uw3VZ\" target=\"_blank\" rel=\"noopener noreferrer\">third eviction at the hands of the government<\/a>, two women forced out of the Kasumigaoka apartments were experiencing eviction for the second time. Their first? For Tokyo\u2019s 1964 Olympics. Speaking about the Kasumigaoka apartments, one of them <a href=\"http:\/\/bit.ly\/2JT42sh\" target=\"_blank\" rel=\"noopener noreferrer\">told <em>The Nation<\/em><\/a>: \u201cI thought that would be my final home. That I would die in that house. But they forced me to move. [The city] uprooted my community. Again.\u201d<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/07\/190724_NOlympicsAnywhere-protest_Justin-Gaar-3.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-54893 size-content\" title=\"Organizers from Tokyo and Paris, including mayoral candidate Danielle Simmonet (right) march through Shinjuku. Photo by Justin Gaar\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/07\/190724_NOlympicsAnywhere-protest_Justin-Gaar-3-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/07\/190724_NOlympicsAnywhere-protest_Justin-Gaar-3-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/07\/190724_NOlympicsAnywhere-protest_Justin-Gaar-3-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Another banner, this one wielded by organizer Fr\u00e9d\u00e9ric Viale and mayoral candidate Danielle Simmonet from Paris, declared \u201cNo to the radioactive Olympics in Tokyo.\u201d Officials have framed the 2020 Olympics as the \u201creconstruction games\u201d in reference to the recovery effort following the 2011 nuclear disaster in Fukushima.<\/p>\n<p>This framing, however, <a href=\"http:\/\/bit.ly\/2yemSDn\" target=\"_blank\" rel=\"noopener noreferrer\">erases the still-grave reality<\/a> of Fukushima&#8217;s coastal towns and residents. Some 140,000 people were evacuated in 2011 and many more left voluntarily. Less than half of evacuees have returned. Mostly elderly, they have found ghost towns, a landscape littered with mountains of black garbage bags of contaminated materials, and the persistent stress of uncertainty about lingering health risks. In contrast, many evacuees with families have no plans to return.<\/p>\n<p>The Japanese government has been <a href=\"http:\/\/bit.ly\/2Gv7wPq\" target=\"_blank\" rel=\"noopener noreferrer\">slowly cutting off relocation and housing assistance<\/a> to evacuees with the justification that Fukushima has completely recovered, disregarding the new lives these families have tried to build elsewhere and dismissing concerns about radiation. As such, critics such as local council member Masumi Kowata have denounced the reconstruction narratives. Kowata insisted they are distracting from the real needs of her constituents. For Tokyo\u2019s 1964 Olympics, she recalled, \u201cI was 8 or 9. I was excited.\u201d But the 2020 Games are being mobilized against the interests of Fukushima residents, she said. \u201cI\u2019m not excited.\u201d In her view, the so-called reconstruction games are doing nothing good for her community.<\/p>\n<p>Several Olympic softball games and one baseball game will take place in the region of Fukushima, but at sports venues located hours west of any previously evacuated areas. Diverting tourists and journalists from the affected areas may allow the Olympics to sustain the myth of recovery. That said, the 2020 torch relay will begin in the heart of the affected areas at Fukushima&#8217;s J-Village soccer venue, presenting an opportunity for protests to disrupt the spectacle.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/07\/DSCF6215-2.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-54899 size-content\" title=\"Piles of contaminated materials on a field in Fukushima, July 2019. Residents of Vila Aut\u00f3dromo <a href=\"http:\/\/bit.ly\/2K9O38e\" target=\"_blank\" rel=\"noopener noreferrer\">filmed a message in support<\/a> of Tokyo communities facing displacement, with long-time resident and anti-eviction champion Maria da Penha calling on Japanese authorities to \u201crespect the right to housing,\u201d saying, \u201cour land was made to be shared, not to be sold.\u201d Using <a href=\"http:\/\/bit.ly\/30V9lwP\" target=\"_blank\" rel=\"noopener noreferrer\">the hashtag #NOlympicsAnywhere<\/a>, organizers from Hamburg, Seoul, Los Angeles, and Long Beach (California) documented their own local actions, while numerous other cities contributed posts denouncing the Olympics.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">So they sent us a message of solidarity.<\/p>\n<p>&#x1f6ab;&#x1f6ab;&#x1f6ab;<br \/>\n&#x1f6ab;&#x1f6ab;<a href=\"https:\/\/twitter.com\/museu_remocoes?ref_src=twsrc%5Etfw\">@museu_remocoes<\/a> <a href=\"https:\/\/t.co\/a73i1Pi0nU\">pic.twitter.com\/a73i1Pi0nU<\/a><\/p>\n<p>\u2014 NOlympics LA (@NOlympicsLA) <a href=\"https:\/\/twitter.com\/NOlympicsLA\/status\/1153859598379388929?ref_src=twsrc%5Etfw\">July 24, 2019<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>Added to a press conference, a <a href=\"http:\/\/bit.ly\/2GwlT67\" target=\"_blank\" rel=\"noopener noreferrer\">week-long series of educational and strategic meetings<\/a> among organizers, and transnational social media buzz, the protest has generated significant media attention. Earlier in the week, Tokyo-based organizers and media activists had discussed the difficulty of attracting sympathetic or even mildly critical media coverage about the Olympics. But with multiple reports on the protest published in national and international publications, Ichimura concluded proudly: \u201cIt was us who turned the opinion of the media.\u201d<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/07\/190724_NOlympicsAnywhere-protest_Justin-Gaar.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-54894 size-content\" title=\"NOlympics LA organizers sport &quot;NOlympics Anywhere&quot; shirts.
