Contributors wrote in from around the world, with stories about the expansion of CLTs\u2014both in number and in approach\u2014in <a href=\"http:\/\/bit.ly\/2mWNzKQ\" target=\"_blank\" rel=\"noopener noreferrer\">Mississippi<\/a>, the\u00a0United Kingdom,\u00a0<a href=\"http:\/\/bit.ly\/357diSg\" target=\"_blank\" rel=\"noopener noreferrer\">Belgium<\/a>,\u00a0<a href=\"http:\/\/bit.ly\/2IFE5LV\" target=\"_blank\" rel=\"noopener noreferrer\">France<\/a>,\u00a0<a href=\"http:\/\/bit.ly\/30MOhbr\" target=\"_blank\" rel=\"noopener noreferrer\">Puerto Rico<\/a>,\u00a0<a href=\"http:\/\/bit.ly\/2AUyfSc\" target=\"_blank\" rel=\"noopener noreferrer\">Rio de Janeiro<\/a>, and <a href=\"http:\/\/bit.ly\/2osnIv7\" target=\"_blank\" rel=\"noopener noreferrer\">Florida<\/a>. <\/em><em><a href=\"http:\/\/bit.ly\/CLTMovementROW\" target=\"_blank\" rel=\"noopener noreferrer\">This varied series aims to disseminate news of the successes of the CLT model<\/a> as it adapts to new times and circumstances, bringing greater attention to this innovative solution to guarantee the right to housing and community development, and its potential in resolving the global housing crisis.\u00a0<\/em><\/p>\n<p><em>Today\u2019s piece, by Sciences Po Master&#8217;s Candidate and Catalytic Communities intern Tara Nelson, digs into the burgeoning rural and urban CLT movement sweeping across the United Kingdom.<\/em><\/p>\n<p><em>For more information on <a href=\"http:\/\/bit.ly\/2o1P4Iq\" target=\"_blank\" rel=\"noopener noreferrer\">CLTs and their potential<\/a> for Rio de Janeiro\u2019s favelas\u00a0<a href=\"http:\/\/bit.ly\/LandLinesCLT\" target=\"_blank\" rel=\"noopener noreferrer\">click here for text<\/a>\u00a0and\u00a0<a href=\"http:\/\/bit.ly\/FavelaCLTTalk\">here for video<\/a>.<\/em><\/p>\n<hr \/>\n<p><span style=\"font-weight: 400;\">Over the last decade, the number of Community Land Trusts (CLTs) across England and Wales has increased from 14 to over 300, containing 935 CLT homes with another 5,000 in progress. In the face of an acute national <a href=\"http:\/\/bit.ly\/2NN2P8e\">housing crisis<\/a>, CLTs offer a promising solution to those hard-hit by the <a href=\"http:\/\/bit.ly\/2LGuJRL\" target=\"_blank\" rel=\"noopener noreferrer\">reduction of social rent<\/a> and social housing and high private rental costs.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Under the UK government\u2019s <a href=\"http:\/\/bit.ly\/2o1mtD5\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=http:\/\/bit.ly\/2o1mtD5&amp;source=gmail&amp;ust=1570201184837000&amp;usg=AFQjCNGn0JH__jiLL1Lw_UnrOYqBd4FQsQ\">\u2018Right to Buy\u2019 scheme<\/a>, social housing has been sold off at a startling rate. <a href=\"http:\/\/bit.ly\/353Hxta\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=http:\/\/bit.ly\/353Hxta&amp;source=gmail&amp;ust=1570201184837000&amp;usg=AFQjCNHH6n9SPvJMymRdtDC2OI68qx6ZFQ\">40% of what was originally built as social housing<\/a> later bought under the scheme is now rented privately, with some town councils being forced to buy back properties sold through the scheme at six times the amount they were sold for. Although the scheme has <a href=\"http:\/\/bit.ly\/2o1QzGy\" target=\"_blank\" rel=\"noopener noreferrer\">helped many families get on the property ladder<\/a>, for others, the private sale and rent of homes built for the public good is having devastating effects on the availability of social housing for those most in need.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In May 2019, the <a href=\"http:\/\/bit.ly\/2NTz7OM\" target=\"_blank\" rel=\"noopener noreferrer\">National CLT Network<\/a>, a charity founded in 2010 dedicated to supporting CLTs in England in Wales, held a transnational CLT conference at London City Hall. Bringing together delegates from across Europe to discuss CLTs and &#8220;a new kind of municipalism,&#8221; policy-makers from London and Europe signed an <\/span><a href=\"http:\/\/bit.ly\/2NRkuvr\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">open letter<\/span><\/a><span style=\"font-weight: 400;\"> calling for support for CLTs across Northwest Europe. The conference represents just one of the many advancements that the UK CLT movement has seen recently, highlighting a booming interest in the movement across the UK and Europe.<\/span><\/p>\n<p><a href=\"https:\/\/www.google.com\/maps\/d\/u\/0\/viewer?mid=1qPsTvjO4Zb8BT2dhfa7lMAXMXvDM165M&amp;ll=54.15090987357328%2C-1.7903659893477197&amp;z=6\" target=\"_blank\" rel=\"noopener noreferrer\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-55616 size-large\" title=\"Complete and \u2018in-progress\u2019 CLTs in England and Wales. That CLT, the <\/span><span style=\"font-weight: 400;\">Stonesfield Community Trust,<\/span><span style=\"font-weight: 400;\"> developed in an effort to ensure village viability and affordable homes amid steep increases in land value in the area of West Oxfordshire at the time. Over the following three decades the movement grew, taking off from 2006 through 2008 with a National CLT Demonstration Program, led by <\/span><a href=\"http:\/\/bit.ly\/2NQLz1L\"><span style=\"font-weight: 400;\">Community Finance Solutions<\/span><\/a><span style=\"font-weight: 400;\"> at the University of Salford, which supported a number of pilot projects.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">With support from both Labour and Conservative parties at the time, a statutory definition of CLTs was added to the <\/span><a href=\"http:\/\/bit.ly\/2NQrzwk\"><span style=\"font-weight: 400;\">2008 Housing and Regeneration Act<\/span><\/a><span style=\"font-weight: 400;\">, marking a victory for the movement across the UK. While far from providing a comprehensive definition, the text gave the movement legitimacy, aligning it with the objectives of local authorities. The subsequent establishment of the <\/span><span style=\"font-weight: 400;\">National CLT Network<\/span><span style=\"font-weight: 400;\"> in 2010 provided additional momentum, assisting both existing and prospective CLTs.<\/span><\/p>\n<h3>Rural and Urban<\/h3>\n<p><span style=\"font-weight: 400;\">With a history primarily in the countryside, rural CLTs can be seen as the classic case for CLT development in the UK. In Scotland, the movement began in the 1990s, with Scottish <a href=\"http:\/\/bit.ly\/2m3hiBk\" target=\"_blank\" rel=\"noopener noreferrer\">crofters<\/a> using CLT models for <\/span><a href=\"http:\/\/bit.ly\/2NUhJJF\"><span style=\"font-weight: 400;\">community buy-outs from absentee aristocratic landlords<\/span><\/a><span style=\"font-weight: 400;\">. Across England, they have developed in communities with dwindling services or where the effects of high levels of <a href=\"https:\/\/bbc.in\/2nJJZ76\" target=\"_blank\" rel=\"noopener noreferrer\">second home ownership<\/a> are particularly acute. The expansion of the rural CLT movement in recent years highlights the diverse ways in which CLTs can be applied beyond the provision of affordable housing. The <\/span><a href=\"http:\/\/bit.ly\/2NSbaHS\"><span style=\"font-weight: 400;\">Wyre CLT<\/span><\/a>, for example,<span style=\"font-weight: 400;\"> has worked in Worcestershire&#8217;s Wyre Forest since 2007, nurturing the farmland and woodland in the area, helping local people make a living from the land. Formed in April of this year, the <\/span><a href=\"http:\/\/bit.ly\/2NSc72U\"><span style=\"font-weight: 400;\">Middle Marches CLT<\/span><\/a><span style=\"font-weight: 400;\"> is committed to protecting, conserving, restoring and enhancing land in the <a href=\"http:\/\/bit.ly\/2mcAQ6A\" target=\"_blank\" rel=\"noopener noreferrer\">Shropshire Hills<\/a> nature reserve.<\/span><\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/09\/Middle-Marches.png\"><img decoding=\"async\" class=\"aligncenter wp-image-55615 size-content\" title=\"Middle Marches CLT launch event. Photo: Country Land and Business Association \" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/09\/Middle-Marches-620x264.png\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/09\/Middle-Marches-620x264.png 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/09\/Middle-Marches-940x400.png 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">In the UK\u2019s cities, CLTs have grown in a context of\u2014and in response to\u2014pro-market and neoliberal urban development, which has rendered the housing market inaccessible to many. While in the UK the urban movement has traditionally expanded more slowly than its rural counterpart, new sources of funding have changed this. The National CLT Network implemented an Urban CLT project in 2014, providing 19 urban CLTs across the country each with a \u00a310,000 grant. In early 2019, London Mayor Sadiq Khan <\/span><a href=\"http:\/\/bit.ly\/2NQbHK7\"><span style=\"font-weight: 400;\">announced a \u00a338 million fund<\/span><\/a><span style=\"font-weight: 400;\"> for the development of community-led housing, in an effort to demonstrate the city\u2019s commitment to reaching targets of implementing 1,000 community-led housing schemes in the capital by 2021. Speaking to the Mayor\u2019s office, <\/span><span style=\"font-weight: 400;\">Linda Wallace, Chief Executive of <a href=\"http:\/\/bit.ly\/2mRRdFS\" target=\"_blank\" rel=\"noopener noreferrer\">CDS Co-operatives<\/a> called the fund &#8220;the most significant investment in community-led housing in a generation.&#8221;\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the nation&#8217;s capital, the <\/span><a href=\"http:\/\/bit.ly\/2NRb17u\"><span style=\"font-weight: 400;\">London CLT<\/span><\/a><span style=\"font-weight: 400;\"> has made major strides. Originally known as East London CLT, one of Britain\u2019s first urban CLTs, the London CLT developed in a <\/span><span style=\"font-weight: 400;\">context of gentrification and failed regeneration schemes, as a rapid rise in land and property prices stoked inequality, creating pockets of poverty across the capital. <\/span><span style=\"font-weight: 400;\">In just under two years, 23 CLT homes have been occupied at the organization\u2019s pilot site, <\/span><a href=\"http:\/\/bit.ly\/2MVtdNF\"><span style=\"font-weight: 400;\">St Clements in Mile End<\/span><\/a><span style=\"font-weight: 400;\">. With house prices pegged in relation to local income, St Clements represents some of the only truly affordable housing in London, with properties sold for around one-third the cost of market housing in the same area. Earlier this year, the London CLT received planning permission to build eleven homes at a site in Lewisham, South London. With projects at similar stages in <\/span><a href=\"http:\/\/bit.ly\/2MWtkIz\"><span style=\"font-weight: 400;\">Shadwell and Lambeth<\/span><\/a><span style=\"font-weight: 400;\"> (in East and South London, respectively) on sites won from Transport for London, Greater London&#8217;s public transportation body, the London CLT could see its largest builds yet, with the potential for 35-40 homes in Shadwell and around 20-30 in Lambeth. In a city where, in most areas, <\/span><a href=\"http:\/\/bit.ly\/2NN2P8e\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">not one of the <\/span><span style=\"font-weight: 400;\">single rooms available for rent<\/span><\/a><span style=\"font-weight: 400;\"> falls within the budget of those on housing benefits,<\/span><span style=\"font-weight: 400;\"> the London CLT presents the seed to a promising alternative.<\/span><\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/09\/St-CLem.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-55617 size-content\" title=\"St Clements, Mile End. Photo: Linden Homes \" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/09\/St-CLem-620x264.png\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/09\/St-CLem-620x264.png 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/09\/St-CLem-940x400.png 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">Outside the capital, urban CLTs are making their impact. In Liverpool, the Turner Prize-winning <\/span><a href=\"http:\/\/bit.ly\/2MWpDmq\"><span style=\"font-weight: 400;\">Granby 4 Streets CLT<\/span><\/a><span style=\"font-weight: 400;\"> has seen progress in an area affected by failed regeneration schemes and years of economic deprivation. Aside from the provision of eleven homes, bought from the council for just \u00a31 each and transformed into affordable homes both to rent and buy, the CLT also runs a popular community street market and is in the process of building a community meeting space. There are future plans to take on a small business advisor. Similar projects are in place in other cities affected by high levels of gentrification, such as the coastal cities of <\/span><a href=\"http:\/\/bit.ly\/2MWkMl5\"><span style=\"font-weight: 400;\">Brighton<\/span><\/a><span style=\"font-weight: 400;\"> and <\/span><a href=\"http:\/\/bit.ly\/2MWIjlP\"><span style=\"font-weight: 400;\">Bristol<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<h3>New Partners and the Long Road Ahead<\/h3>\n<p><span style=\"font-weight: 400;\">With increasing recognition of the role community-led housing can play in tackling the nation\u2019s housing crisis, support from local authorities as well as the central government is growing. <\/span><a href=\"http:\/\/bit.ly\/2MYG4P0\"><span style=\"font-weight: 400;\">According to the National CLT Network<\/span><\/a><span style=\"font-weight: 400;\">, more councils than ever before back community-led housing development. One in six councils has policies to support community-led housing and one in three have given grants or loans for community-led housing. In London, Croydon Council <\/span><a href=\"http:\/\/bit.ly\/2MTM37T\"><span style=\"font-weight: 400;\">recently released a site for community-led development<\/span><\/a><span style=\"font-weight: 400;\"> which has received bids from both London CLT in partnership with Croydon Citizens, as well as the newly formed <\/span><a href=\"http:\/\/bit.ly\/2MWpqQ0\"><span style=\"font-weight: 400;\">Crystal Palace CLT<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">From the central government, the <\/span><a href=\"http:\/\/bit.ly\/2MXoQkU\"><span style=\"font-weight: 400;\">Community Housing Fund<\/span><\/a><span style=\"font-weight: 400;\"> promises \u00a3163 million across England for community-led housing. Running from 2018 to 2020, the fund aims to increase the number of homes delivered by the community-led housing sector. It is expected to deliver 10,000 homes by 2021, many of which could be delivered by CLTs. However, the bidding process was delayed, and organizations only have until the end of 2019 to submit their bid, leaving just a few months to apply. The National CLT Network is <\/span><a href=\"http:\/\/bit.ly\/2MWpX4C\"><span style=\"font-weight: 400;\">currently campaigning<\/span><\/a><span style=\"font-weight: 400;\"> to extend the deadline beyond 2019\/20. <\/span><a href=\"http:\/\/bit.ly\/2MVtGPV\"><span style=\"font-weight: 400;\">Speaking to the BBC<\/span><\/a><span style=\"font-weight: 400;\">, Tom Chance, Director of the National CLT Network commented, <\/span><span style=\"font-weight: 400;\">\u201cSo we\u2019re really now entering a period where communities across the country are trying to do these projects. They\u2019re saying to the government \u2018we want to be part of the solution\u2019 and the government is turning them away potentially because they can\u2019t fund them beyond 2020.&#8221;<\/span><span style=\"font-weight: 400;\"> Such a fund could be transformative for the CLT movement. Without a deadline extension, however, many potential CLT projects could go unrealized.<\/span><\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/09\/LondonCLT.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-55618 size-content\" title=\"Campaigners outside London City Hall. Picture: London CLT\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/09\/LondonCLT-620x264.png\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/09\/LondonCLT-620x264.png 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/09\/LondonCLT-940x400.png 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">Despite its many successes, the movement faces a long road ahead. &#8220;<\/span><span style=\"font-weight: 400;\">I think the biggest challenge is how does it <\/span><span style=\"font-weight: 400;\">[the CLT movement]<\/span><span style=\"font-weight: 400;\"> balance its desire for democracy and grassroots activism with the degree of professionalism on a scale that can deliver,&#8221;<\/span><span style=\"font-weight: 400;\"> says Dave Smith, former Director of the London CLT. As CLTs such as the London CLT grow from one-site organizations to a multi-site, pan-London organization, the question of professionalism\u2014and of ensuring that decision-making is still devolved across all actors\u2014is of huge importance. Access to financing also remains an issue for many CLTs, especially in regard to mortgages for users. CLTs are still a relatively new concept, and remain unknown to many larger mortgage lenders. Though some CLTs, such as the London CLT, have received support from banks and building societies, more campaigning is needed to increase visibility and bring new partners on board.<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><iframe title=\"vimeo-player\" src=\"https:\/\/player.vimeo.com\/video\/190981680\" width=\"620\" height=\"360\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><\/iframe><\/span><\/p>\n<p><span style=\"font-weight: 400;\">And so the movement continues to push on, benefiting communities with much more than just affordable housing: residents continue to benefit from CLTs long after moving in. \u201c<\/span><span style=\"font-weight: 400;\">I feel like a big part of what we do is building people\u2019s skills and capacity to campaign in general, and people\u2019s political power,<\/span><span style=\"font-weight: 400;\">\u201d says Lianna Etkind, Campaigns Manager at London CLT. CLTs continue to empower communities failed by more than a decade of austerity and a broken housing market.
