This time it\u2019s a \u201c<a href=\"https:\/\/glo.bo\/2kf2hvo\" target=\"_blank\" rel=\"noopener noreferrer\">grand boulevard<\/a>\u201d in the <a href=\"http:\/\/bit.ly\/318kJ9H\" target=\"_blank\" rel=\"noopener noreferrer\">South Zone<\/a> favela of <a href=\"http:\/\/bit.ly\/317A4Hx\" target=\"_blank\" rel=\"noopener noreferrer\">Rocinha<\/a>, involving R$1.5 billion (US$363 million) in investments, according to Governor <a href=\"http:\/\/bit.ly\/2O76vSy\" target=\"_blank\" rel=\"noopener noreferrer\">Wilson Witzel<\/a>.<\/p>\n<p>Favela residents\u2019 lives are spent amid the <a href=\"http:\/\/bit.ly\/2O9ATeP\" target=\"_blank\" rel=\"noopener noreferrer\">absence of basic sanitation<\/a>, the <a href=\"http:\/\/bit.ly\/2ZLXTDc\" target=\"_blank\" rel=\"noopener noreferrer\">violence of incomplete citizenship<\/a>, the <a href=\"http:\/\/bit.ly\/2O7ft1U\" target=\"_blank\" rel=\"noopener noreferrer\">precariousness of housing<\/a>, the <a href=\"http:\/\/bit.ly\/2O5qmRS\" target=\"_blank\" rel=\"noopener noreferrer\">risk of landslides<\/a>, and <a href=\"http:\/\/bit.ly\/2tG9o0u\" target=\"_blank\" rel=\"noopener noreferrer\">difficult mobility<\/a>. Nonetheless, governments come and go, and favela residents continue to be treated like <a href=\"http:\/\/bit.ly\/2Ocz4xX\" target=\"_blank\" rel=\"noopener noreferrer\">guinea pigs in an urban laboratory<\/a>. Generation after generation is ignored as an indelible part of society. Despite favela residents\u2019 <a href=\"http:\/\/bit.ly\/30c44kd\" target=\"_blank\" rel=\"noopener noreferrer\">historic fight for affirmation<\/a>, all we have to offer them is massive works and contractors. Even as black and brown youth continue to <a href=\"http:\/\/bit.ly\/2luVbDs\" target=\"_blank\" rel=\"noopener noreferrer\">define Brazilian cultural identity<\/a> with their faces and souls, all we offer them are experimental improvements created by &#8220;inspired&#8221; politicians.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/09\/Cobaias2.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-55681 size-content\" title=\"A landslide in the Rocinha area known as 199, following April 2019 rains. \" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/09\/Cobaias2-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" \/><\/a><\/p>\n<p><a href=\"http:\/\/bit.ly\/2MztXZf\" target=\"_blank\" rel=\"noopener noreferrer\">Favela-Bairro<\/a>, <a href=\"http:\/\/bit.ly\/2O794Ea\" target=\"_blank\" rel=\"noopener noreferrer\">Morar Carioca<\/a>, the Pacifying Police Units (<a href=\"http:\/\/bit.ly\/1vxpBnf\" target=\"_blank\" rel=\"noopener noreferrer\">UPPs<\/a>), the Growth Acceleration Program in favelas (<a href=\"http:\/\/bit.ly\/2O4uX6U\" target=\"_blank\" rel=\"noopener noreferrer\">PAC das Favelas<\/a>), Urbanistic and Social Orientation Posts (<a href=\"http:\/\/bit.ly\/2O1rENQ\" target=\"_blank\" rel=\"noopener noreferrer\">POUSOs<\/a>), <a href=\"http:\/\/bit.ly\/2Oggxkn\" target=\"_blank\" rel=\"noopener noreferrer\">land tenure<\/a>\u2014this is the terminology we use to describe how we\u2019ll improve these sub-citizens&#8217; lives. If they suffer or die, they are just casualties in the great trial-and-error experiment that it is to govern Rio de Janeiro.<\/p>\n<p>Since Rio\u2019s mayor seems to be stuck in a trance, the governor has assumed some essential municipal administrative functions. He has already tasked himself with the <a href=\"http:\/\/bit.ly\/2lT0QTH\" target=\"_blank\" rel=\"noopener noreferrer\">Sambadrome<\/a> and with <a href=\"https:\/\/glo.bo\/2KjNecI\" target=\"_blank\" rel=\"noopener noreferrer\">urban order<\/a>. The governor\u2019s recent announcement of a beautification-driven <a href=\"http:\/\/bit.ly\/2Q2RovT\" target=\"_blank\" rel=\"noopener noreferrer\">urban intervention in Rocinha<\/a> came without explanation of what data he holds, what technical evidence exists, what urbanization project would be implemented, or how the process of <a href=\"http:\/\/bit.ly\/2O5vrJX\" target=\"_blank\" rel=\"noopener noreferrer\">community consultation<\/a> was carried out. As such, he is repeating the errors of his predecessors.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/09\/Cobaias3.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-55680 size-content\" title=\"State government presentation of the Cidade Comunidade urbanization program. Yet the plan has always been ignored by the mayor&#8217;s office\u2014which is constitutionally responsible for land use management\u2014and abandoned by all when the cash-cow panacea that was the PAC arrived, and we could <a href=\"http:\/\/bit.ly\/2O6pL2v\" target=\"_blank\" rel=\"noopener noreferrer\">buy cable cars<\/a> like rice at the supermarket. Who can buy food today? But that\u2019s another matter, isn&#8217;t it?<\/p>\n<p>The only approach to informal settlements that has never been attempted since the democratization of the country is to institutionalize <a href=\"http:\/\/bit.ly\/2O5DLcM\" target=\"_blank\" rel=\"noopener noreferrer\">community self-management<\/a>. We never established participatory budgeting in favelas. We never gave legal property rights for <a href=\"http:\/\/bit.ly\/2NdxEUV\" target=\"_blank\" rel=\"noopener noreferrer\">shared common land<\/a> (which would resolve the issue of militia oppression in Rio das Pedras, for instance). We never instituted <a href=\"http:\/\/bit.ly\/2O7aM8y\" target=\"_blank\" rel=\"noopener noreferrer\">technical assistance<\/a>, as laid out in <a href=\"http:\/\/bit.ly\/2yCatL6\" target=\"_blank\" rel=\"noopener noreferrer\">Law 11.888<\/a>, and never did we allocate the more than R$400 billion spent (US$97 billion) on the <a href=\"http:\/\/bit.ly\/2x43acV\" target=\"_blank\" rel=\"noopener noreferrer\">Minha Casa Minha Vida<\/a> program&#8217;s segment intended for community development. Our <a href=\"http:\/\/bit.ly\/30ogbuz\" target=\"_blank\" rel=\"noopener noreferrer\">very few inclusive experiments<\/a> have, indeed, been forgotten with time.<\/p>\n<p>If the urgency to improve living conditions is legitimate, our haste has resulted in uninformed and sloppily cobbled-together work. Following through with plans, monitoring results, maintaining transparent processes, and allowing populations to be the masters of their own transformations are the most effective and just means for undertaking major policy.<\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/09\/Cobaias4.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-55679 size-content\" title=\"Luiz Carlo Toledo at a planning session with the Rocinha population in 2006.\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/09\/Cobaias4-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/09\/Cobaias4-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/09\/Cobaias4-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Everything has always been and continues to be decided by the few, and for the few, as we dole out construction contracts to an even more select few. The Right and the Left have acted exactly the same in their laboratory tests. We have never tried a different way because that would require time and patience, change doesn\u2019t happen in four years, we must admit our ignorance, compile technical information, and because political reputations are precious, for our lives are long\u2014whereas the guinea pigs, well, they don\u2019t last quite so long.<\/p>\n<p><em>Architect and urbanist, <a href=\"http:\/\/bit.ly\/2m7eSBk\" target=\"_blank\" rel=\"noopener noreferrer\">Washington Fajardo<\/a> was Special Advisor on urban issues under Mayor Eduardo Paes.
