{"id":55933,"date":"2019-09-30T10:34:49","date_gmt":"2019-09-30T13:34:49","guid":{"rendered":"https:\/\/www.rioonwatch.org\/?p=55933"},"modified":"2019-10-20T14:58:13","modified_gmt":"2019-10-20T17:58:13","slug":"rocinha-sem-fronteiras-debates-community-city-project-and-sanitation-with-rocinha-residents","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=55933","title":{"rendered":"With No Consultation, Rocinha Residents Take it Upon Themselves to Debate Massive Recently Announced Upgrades"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"http:\/\/bit.ly\/2msShQ5\" target=\"_blank\" rel=\"noopener noreferrer\"><strong><em>Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" \/><\/em><\/strong><\/a><\/p>\n<p><span style=\"font-weight: 400;\">The Rio de Janeiro State government recently announced a new massive upgrading project for<\/span><span style=\"font-weight: 400;\">\u00a0<a href=\"http:\/\/bit.ly\/1m4JS9c\" target=\"_blank\" rel=\"noopener noreferrer\">Rocinha<\/a>, Rio&#8217;s largest single favela, located in the <a href=\"http:\/\/bit.ly\/1pfz23A\" target=\"_blank\" rel=\"noopener noreferrer\">South Zone<\/a>. The program, called\u00a0 <a href=\"https:\/\/glo.bo\/2kf2hvo\" target=\"_blank\" rel=\"noopener noreferrer\">Comunidade Cidade<\/a> (Community City) was debated on September 14 by <a href=\"http:\/\/bit.ly\/2Dd9PVR\" target=\"_blank\" rel=\"noopener noreferrer\">Rocinha Sem Fronteiras<\/a> (Rocinha Without Borders), a community group dedicated to ensuring monthly resident debates on the timely issues affecting them. The meeting was held at the Parish of <a href=\"http:\/\/bit.ly\/2kUmyql\" target=\"_blank\" rel=\"noopener noreferrer\">Nossa Senhora da Boa Viagem<\/a>, with a focus on Community City&#8217;s sanitation elements.<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"http:\/\/bit.ly\/2mxDpj6\" target=\"_blank\" rel=\"noopener noreferrer\">Rocinha Sem Fronteiras<\/a>&#8216; monthly meetings always emphasize the direct participation of residents while also welcoming an outside expert on the topic of the month. However, this month, guest speaker Ruth Jurberg from the <a href=\"http:\/\/bit.ly\/2m2GMON\" target=\"_blank\" rel=\"noopener noreferrer\">State Secretariat of Infrastructure and Public Works<\/a> did not attend, claiming she had been advised to only discuss the matter once it had been made official.<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/09\/RocinhaComunidade2.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-55935 size-content\" title=\"Jos\u00e9 Martins speaks at the meeting. Jos\u00e9 Martins, 72 years old and coordinator of Rocinha Sem Fronteiras said, on the subject of the Comunidade Cidade project, that he <a href=\"http:\/\/bit.ly\/2kUB29E\" target=\"_blank\" rel=\"noopener noreferrer\">had a concern<\/a>: the lives of the thousands of families involved.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cI think the state is only considering top-down solutions and not taking other factors into consideration. The right thing to do would be to open up the process to allow residents, who are the main stakeholders, to effectively participate. Also, I&#8217;m very concerned about the <a href=\"https:\/\/glo.bo\/2ZtiNdU\" target=\"_blank\" rel=\"noopener noreferrer\">7,000 families who are expected to be removed<\/a>. We need clarification and transparency on how this process will be carried out and where these people will go,\u201d he said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In recent years, the favela of Rocinha has been the target of dozens of projects, including the second phase of the Growth Acceleration Program (<a href=\"http:\/\/bit.ly\/2O4uX6U\" target=\"_blank\" rel=\"noopener noreferrer\">PAC<\/a>), which was first slated to include the <a href=\"http:\/\/bit.ly\/2lWKXvG\" target=\"_blank\" rel=\"noopener noreferrer\">construction of a cable car route<\/a>, but was opposed by residents, and the reopening of the <a href=\"https:\/\/glo.bo\/2mo1EjY\" target=\"_blank\" rel=\"noopener noreferrer\">Park Library (C4)<\/a>. The library, in turn, was ultimately reopened by the state government and not by City Hall, with the latter also promising a <\/span><b>\u201c<\/b><a href=\"http:\/\/bit.ly\/2mjfpAd\" target=\"_blank\" rel=\"noopener noreferrer\">makeover<\/a><b>\u201d <\/b><span style=\"font-weight: 400;\">that never materialized.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This time, around <a href=\"https:\/\/glo.bo\/2ktlDgy\" target=\"_blank\" rel=\"noopener noreferrer\">R$1.5 billion<\/a> (US$360 million) was announced in investments for community re-urbanization. But questions such as \u201cwhat [elements] will be respected from the <a href=\"http:\/\/bit.ly\/2kieLCA\" target=\"_blank\" rel=\"noopener noreferrer\">urbanistic studies that have already been completed<\/a> in consultation with the population?\u201d; \u201chow will residents be compensated?\u201d; and \u201cwhere is the plan that will be implemented?\u201d were raised during the meeting. Professor Roberto Lucena, 53, was one of many residents to point out a <a href=\"http:\/\/bit.ly\/2kUB29E\" target=\"_blank\" rel=\"noopener noreferrer\">lack of concreteness of this current plan<\/a>.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cI think that the Cidade Comunidade project is still a little nebulous, as it doesn&#8217;t spell out how many will actually be affected: 7,000 people or 7,000 families? Will residents be relocated inside or outside of the favela? For the project to work, it has to have <a href=\"http:\/\/bit.ly\/1rkcjHD\" target=\"_blank\" rel=\"noopener noreferrer\">popular participation<\/a>, in other words, residents need to be involved. Above all, to <a href=\"http:\/\/bit.ly\/2c9UKoI\" target=\"_blank\" rel=\"noopener noreferrer\">establish basic sanitation<\/a>. If not, it will be another <a href=\"http:\/\/bit.ly\/2mqkFCq\" target=\"_blank\" rel=\"noopener noreferrer\">electioneering exercise<\/a> and the population will once again be left waiting, hoping for something to be done,\u201d commented Lucena.<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/09\/RocinhaComunidade3.jpg\"><img decoding=\"async\" class=\"wp-image-55934 size-content aligncenter\" title=\"Rocinha Sem Fronteiras meets to discuss the plans surrounding the new Cidade Comunidade. For Pedroza, \u201cRocinha&#8217;s chronic infrastructure problems of <a href=\"http:\/\/bit.ly\/2H4axWH\" target=\"_blank\" rel=\"noopener noreferrer\">housing<\/a>, sewage, etc., are longstanding. Therefore, solutions are urgent. These are not matters of government favors or benevolence; infrastructure is a right guaranteed by the constitution. Furthermore, it is the right of residents, and any citizen, to have access to the transparency of these actions and to participate in decisions that will impact their lives. I have been visiting Rocinha for a number of years, so I heard about this project announced by the state government for Rocinha, called Comunidade Cidade, <a href=\"http:\/\/bit.ly\/2Q2RovT\" target=\"_blank\" rel=\"noopener noreferrer\">through local residents<\/a>. People are expressing distress and outrage due to the lack of accurate information about these urban changes. It is not enough to undertake upgrading works, it needs to be carried out through creating channels for listening and dialogue with the local population.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Residents have been left with many doubts around the project, and explained that information related to the project has been obtained through the press, not from the government.
