Contributors wrote in from around the world, with stories about the expansion of CLTs\u2014both in number and in approach\u2014in Mississippi, the\u00a0<a href=\"http:\/\/bit.ly\/2AHlwlO\" target=\"_blank\" rel=\"noopener noreferrer\">United Kingdom<\/a>,\u00a0<a href=\"http:\/\/bit.ly\/357diSg\" target=\"_blank\" rel=\"noopener noreferrer\">Belgium<\/a>,\u00a0<a href=\"http:\/\/bit.ly\/2IFE5LV\" target=\"_blank\" rel=\"noopener noreferrer\">France<\/a>,\u00a0<a href=\"http:\/\/bit.ly\/30MOhbr\" target=\"_blank\" rel=\"noopener noreferrer\">Puerto Rico<\/a>,\u00a0<a href=\"http:\/\/bit.ly\/2AUyfSc\" target=\"_blank\" rel=\"noopener noreferrer\">Rio de Janeiro<\/a>, and <a href=\"http:\/\/bit.ly\/2osnIv7\" target=\"_blank\" rel=\"noopener noreferrer\">Florida<\/a>. T<\/em><em>his <a href=\"http:\/\/bit.ly\/CLTMovementROW\" target=\"_blank\" rel=\"noopener noreferrer\">varied series aims to disseminate news of the successes of the CLT model<\/a> as it adapts to new times and circumstances, bringing greater attention to this innovative solution to guarantee the right to housing and community development, and its potential in resolving the global housing crisis.\u00a0<\/em><\/p>\n<p><em>Today&#8217;s piece, by undergraduate student Nasir Grissom of Williams College, explores ongoing CLT initiatives in Mississippi and the CLT model&#8217;s roots in the US Civil Rights Movement a half century ago.<\/em><\/p>\n<p><em>For more information on CLTs and their potential for Rio de Janeiro&#8217;s favelas <a href=\"http:\/\/bit.ly\/LandLinesCLT\" target=\"_blank\" rel=\"noopener noreferrer\">click here for text<\/a> and <a href=\"http:\/\/bit.ly\/FavelaCLTTalk\">here for video<\/a>.<\/em><\/p>\n<hr \/>\n<p><span style=\"font-weight: 400;\">In the state of Mississippi, where <a href=\"http:\/\/bit.ly\/2mso8AJ\" target=\"_blank\" rel=\"noopener noreferrer\">nearly 20%<\/a> live below the poverty line, the concept of Community Land Trusts (CLTs) has garnered intense interest from community-based organizations, nowhere more so than in<\/span><span style=\"font-weight: 400;\">\u00a0the west region of the state\u2019s capital, Jackson, where residents suffer from <a href=\"http:\/\/bit.ly\/2oJ1AMJ\" target=\"_blank\" rel=\"noopener noreferrer\">even higher<\/a> levels of poverty, <\/span><span style=\"font-weight: 400;\">and <a href=\"http:\/\/bit.ly\/2ncracE\" target=\"_blank\" rel=\"noopener noreferrer\">41% of properties are abandoned<\/a>. West Jackson has shown promising results for CLTs, both due to the availability of cheap vacant land and years of state neglect. There, CLTs have been used as tools to revitalize communities, empower a neglected population, and advance economic, social and racial justice in a context of structural racism, urban divestment, and suburban flight.\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/09\/MSCLT9.jpeg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"alignright wp-image-56018 size-medium\" title=\"Abandoned houses in Jackson, Mississippi. As an outgrowth of the Civil Rights movement, <a href=\"http:\/\/bit.ly\/2UYV5DT\" target=\"_blank\" rel=\"noopener noreferrer\">Robert Swann<\/a> partnered with other civil rights organizers to create the first community land trust in the United States. <\/span><a href=\"http:\/\/bit.ly\/2KUPxBg\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">New Communities Inc<\/span><\/a>.,<span style=\"font-weight: 400;\"> developed as a CLT farming cooperative in Albany, Georgia with hopes of ensuring viability for the African-American farming families in the area. This week, in fact, from October 4-5, <a href=\"http:\/\/bit.ly\/2mX3gSr\" target=\"_blank\" rel=\"noopener noreferrer\">an overnight expedition will visit the site<\/a> and celebrate New Communities&#8217; 50th anniversary.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Later on, Swann would establish the Institute for Community Economics (ICE) as the foundation for community land acquisition, assisting in the consolidation of the CLT model. Popularized by ICE\u2019s book, <\/span><i><span style=\"font-weight: 400;\">The Community Land Trust, <\/span><\/i><span style=\"font-weight: 400;\">CLTs began to be seen as potential solutions to gentrification and faltering neighborhood investment across the United States, allowing them to shed their rural image and take hold in cities. In 1992, definitions of the Community Land Trust entered into federal law through the <\/span><a href=\"http:\/\/bit.ly\/2n4X9eW\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Housing and Community Development Act<\/span><\/a><span style=\"font-weight: 400;\">, securing and legitimizing CLTs as a process of land tenure.<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/09\/MSCLT3.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-56015 size-content\" title=\"Robert Swann and Slater King, civil rights leaders and pioneers in the CLT movement. As an outgrowth of the civil rights movement and the black liberation movement, Mississippi&#8217;s\u00a0<\/span><a href=\"http:\/\/bit.ly\/2o4fb0F\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Malcolm X Grassroots Movement<\/span><\/a><span style=\"font-weight: 400;\"> picked up the CLT model, using<\/span><span style=\"font-weight: 400;\"> it for the economic advancement of minorities in the South through worker-cooperatives, fostering economic autonomy for disenfranchised populations.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Today, the Malcolm X Grassroots Movement has influenced the creation of CLT groups across Mississippi. One organization, <\/span><a href=\"http:\/\/bit.ly\/2o3L3CA\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Cooperation Jackson,<\/span><\/a><span style=\"font-weight: 400;\"> though renowned for its focus on community engagement and skill-building events, has sought to expand its network, purchasing more than ten properties near Jackson, as part of their <a href=\"http:\/\/bit.ly\/2ndX8oV\" target=\"_blank\" rel=\"noopener noreferrer\">Jackson-Kush Plan<\/a>.<\/span><span style=\"font-weight: 400;\"> The plan, which<\/span><span style=\"font-weight: 400;\"> centers around the idea of worker cooperatives as a means of economic mobility, will forward Cooperation Jackson&#8217;s goal of promoting self-sufficiency and skill-building within disadvantaged communities of Jackson, Mississippi. The CLT, in turn, helps lend stability and permanence to their initiatives.<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/09\/MSCLT1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-56012 size-large\" title=\"Kali Akuno and representatives from Cooperation Jackson. The <\/span><a href=\"http:\/\/bit.ly\/2ngdQEb\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Ewing Street Eco Village<\/span><\/a><span style=\"font-weight: 400;\"> plans to introduce price-capped homes and gardens in the area. The CLT has partnered with the Spitzer School of Architecture from the City University of New York to explore the use of modular urban housing that is both socially sustainable and economically responsible. However, with an unsupportive state, and the <\/span><a href=\"http:\/\/bit.ly\/2nc94HK\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">average income of $22,000<\/span><\/a> in the surrounding area<span style=\"font-weight: 400;\">, finding sufficient financial assistance will be a major challenge, and Kali Akuno, founder of Cooperation Jackson, <\/span><a href=\"http:\/\/bit.ly\/2nc0p8b\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">fears the increased visibility of their projects may attract gentrification<\/span><\/a>.<\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/09\/MSCLT2.jpeg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-56014 size-large\" title=\"Nia Umoja of the Cooperative Community of West Jackson, working to rehabilitate an abandoned home. Magazine\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/09\/MSCLT2-1024x614.jpeg\" alt=\"\" width=\"620\" height=\"372\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/09\/MSCLT2-1024x614.jpeg 1024w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/09\/MSCLT2-300x180.jpeg 300w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/09\/MSCLT2-768x461.jpeg 768w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/09\/MSCLT2.jpeg 1400w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/span><\/p>\n<p><span style=\"font-weight: 400;\">Another CLT,\u00a0 the <\/span><a href=\"http:\/\/bit.ly\/2oGOVtG\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Cooperative Community of New West Jackson<\/span><\/a><span style=\"font-weight: 400;\"> (CO-OP NWJ)<\/span><span style=\"font-weight: 400;\">, <\/span><span style=\"font-weight: 400;\">acquired 65 properties w<\/span><span style=\"font-weight: 400;\">ithin a sprawling, largely neglected eight-block area of West Jackson containing vacant lots, commercial and residential property, and long-term lease property. Instead of using outside contractors to revitalize the properties, CO-OP NWJ\u00a0 contracted members of the community, allowing them to revitalize their own neighborhood and inject income into those households. With <\/span><a href=\"http:\/\/bit.ly\/2oKxCYR\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">five on-site folk houses for visitors to rent<\/span><\/a><span style=\"font-weight: 400;\">, CO-OP NWJ has made their sustainable economic development model accessible to those from outside the community. In 2018, CO-OP NWJ was <\/span><a href=\"http:\/\/bit.ly\/2nWDUnK\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">recognized as a &#8220;super host&#8221;<\/span><\/a><span style=\"font-weight: 400;\"> by Airbnb for their remodeled properties.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">These CLTs and many others have proven themselves transformative to their Mississippi communities. By focusing on skill-building, home renovation, and community engagement, these CLTs have bolstered community confidence and <a href=\"http:\/\/bit.ly\/2nWNkQg\" target=\"_blank\" rel=\"noopener noreferrer\">inspired cities around the country<\/a> to explore possibilities for CLTs.
