{"id":57220,"date":"2019-12-19T09:16:40","date_gmt":"2019-12-19T12:16:40","guid":{"rendered":"https:\/\/www.rioonwatch.org\/?p=57220"},"modified":"2020-08-07T14:02:33","modified_gmt":"2020-08-07T17:02:33","slug":"around-25-of-rocinha-residents-risk-eviction-if-government-urbanization-plan-goes-ahead","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=57220","title":{"rendered":"Up to 30% of Rocinha Residents Risk Eviction if Government Re-Urbanization Plan Goes Ahead"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">On December 14, a group of 30 residents from the favela of <a href=\"http:\/\/bit.ly\/317A4Hx\" target=\"_blank\" rel=\"noopener noreferrer\">Rocinha<\/a>, located in Rio de Janeiro&#8217;s <a href=\"http:\/\/bit.ly\/318kJ9H\" target=\"_blank\" rel=\"noopener noreferrer\">South Zone<\/a>, met at the local Parish of <a href=\"http:\/\/bit.ly\/2kUmyql\" target=\"_blank\" rel=\"noopener noreferrer\">Nossa Senhora da Boa Viagem<\/a>. Most were worried. Many feared eviction amid overambitious government development plans. For the <a href=\"http:\/\/bit.ly\/2nVcuOY\" target=\"_blank\" rel=\"noopener noreferrer\">third straight month<\/a>, <a href=\"http:\/\/bit.ly\/2Dd9PVR\" target=\"_blank\" rel=\"noopener noreferrer\">Rocinha Sem Fronteiras<\/a> (Rocinha Without Borders) <\/span><span style=\"font-weight: 400;\">a community group that meets monthly to discuss resident issues<\/span><span style=\"font-weight: 400;\">, gathered to debate the likely massive impact of the state&#8217;s proposed Comunidade Cidade (Community City) program.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Among Governor Wilson Witzel&#8217;s <a href=\"http:\/\/bit.ly\/2YNhPVq\" target=\"_blank\" rel=\"noopener noreferrer\">campaign promises<\/a>, the R$1.5 billion (US$370 million) urbanization plan will ostensibly address infrastructure and sanitation problems in three of Rio\u2019s favelas: Rocinha; <a href=\"http:\/\/bit.ly\/2IgZ9Y4\" target=\"_blank\" rel=\"noopener noreferrer\">Complexo da Mar\u00e9<\/a>, near Rio&#8217;s international airport; and Salgueiro, in Niter\u00f3i. While officials are yet to provide detailed plans, the program <a href=\"http:\/\/bit.ly\/2rQEXbm\" target=\"_blank\" rel=\"noopener noreferrer\">gained its own subsecretariat<\/a> on December 16. <\/span><span style=\"font-weight: 400;\">The project is set to kick off in Rocinha, but has been given no starting date<\/span><span style=\"font-weight: 400;\">. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">While Rocinha has been <a href=\"http:\/\/bit.ly\/2kUB29E\" target=\"_blank\" rel=\"noopener noreferrer\">the recipient of dozens of urbanization and upgrading programs<\/a> in the past, many were <a href=\"http:\/\/bit.ly\/2PvFY1t\" target=\"_blank\" rel=\"noopener noreferrer\">never completed<\/a>, contributing to residents\u2019 lack of trust in government authorities. Comunidade Cidade now <a href=\"http:\/\/bit.ly\/2rJ25IJ\" target=\"_blank\" rel=\"noopener noreferrer\">promises to be the biggest re-urbanization project<\/a> to date, and will profoundly change the shape of Rocinha over the next three years. In addition to mistrust in the government, residents now fear for the <a href=\"https:\/\/glo.bo\/2ZtiNdU\" target=\"_blank\" rel=\"noopener noreferrer\">number of families<\/a> threatened with eviction.\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/12\/2.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-57222 size-content\" title=\"Residents discuss state plans for Rocinha\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/12\/2-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/12\/2-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/12\/2-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><br \/>\n&#8220;<a href=\"http:\/\/bit.ly\/1Gy7oWi\" target=\"_blank\" rel=\"noopener noreferrer\">We have to mobilize the other residents<\/a>,&#8221; said one meeting participant. &#8220;The state is going to do this project in their own way. It&#8217;s going to be a political project, and it&#8217;s likely to get worse if residents just let it happen.&#8221;<\/p>\n<p><span style=\"font-weight: 400;\">Governor Witzel had announced the forced removal of some 7000 residents, and <a href=\"http:\/\/bit.ly\/2Q2RovT\">officials later confirmed<\/a> that the figure applied to families rather than individuals. According to Public Defender Luiz Gustavo, present at the Rocinha Sem Fronteiras meeting, 7,400 families will be evicted to make room for Comunidade Cidade works\u2014up to 30,000 residents. Though resident groups often count Rio&#8217;s largest favela at 200,000 residents, official data claim there are about<\/span><span style=\"font-weight: 400;\"> 100,000 residents in Rocinha, meaning somewhere between one-third one-sixth of the neighborhood could face eviction.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The state maintains it will seek to provide alternative housing for those evicted in the form of 18 apartment blocks, each 10 stories high. But Gustavo warned that the proposed apartments will be insufficient to house all affected families: many will be forced to leave the community. Relocated families, meanwhile, will receive compensation <a href=\"http:\/\/bit.ly\/2YWwkb7\" target=\"_blank\" rel=\"noopener noreferrer\">based on assessments of each residence<\/a>. Residents wondered if those who remain<\/span><span style=\"font-weight: 400;\"> would be able to afford to live in the new apartments, given that the buildings may incur new expenses such as doormen, elevators, maintenance, and cleaning costs.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Residents are now fighting to obtain more information. Speaking at the Rocinha Sem Fronteiras meeting, Gustavo said he had requested and obtained a state-produced CD with more detailed information, but the disc turned out to be damaged and inaccessible. Comunidade Cidade project coordinator Ruth Jurberg, moreover, declined an invitation to join the discussion for the second month in a row.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/12\/JurburgRocinha.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-57244 size-content\" title=\"Comunidade Cidade coordinator Ruth Jurberg speaking in Rocinha September 9. Photo: Michel Silva\/Fala Ro\u00e7a\" src=\"https:\/\/www.rioonwatch.org\/wp-content\/uploads\/2019\/12\/JurburgRocinha-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/12\/JurburgRocinha-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2019\/12\/JurburgRocinha-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><br \/>\nDespite her refusal to speak to Rocinha residents directly (Jurberg last <a href=\"http:\/\/bit.ly\/2Q2RovT\" target=\"_blank\" rel=\"noopener noreferrer\">spoke in Rocinha<\/a> in September), <\/span><span style=\"font-weight: 400;\">Jurberg <a href=\"http:\/\/bit.ly\/2Q2RovT\" target=\"_blank\" rel=\"noopener noreferrer\">recently presented<\/a> Comunidade Cidade to a November seminar on Urban Planning and Land Regularization. Speaking at the <a href=\"http:\/\/bit.ly\/2sBhHhc\" target=\"_blank\" rel=\"noopener noreferrer\">EMERJ<\/a> state law school in downtown Rio, Jurberg explained some of the project&#8217;s goals.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Comunidade Cidade aims to redevelop Rocinha from the top down. It will start from Vila Cruzeiro (the highest point in Rocinha) and the neighborhood of <a href=\"http:\/\/bit.ly\/2XM1CPC\" target=\"_blank\" rel=\"noopener noreferrer\">Labouriaux<\/a>\u2014which has already been threatened with <a href=\"http:\/\/bit.ly\/34su1xF\" target=\"_blank\" rel=\"noopener noreferrer\">evictions during the Olympics<\/a> and 2019&#8217;s <a href=\"http:\/\/bit.ly\/2O5qmRS\" target=\"_blank\" rel=\"noopener noreferrer\">heavy rains<\/a>\u2014and will finish at the bottom of the favela.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Jurberg also said sanitation would be one of Comunidade Cidade&#8217;s central objectives, eating up R$1 billion. The project would aim to improve trash collection and recycling by increasing the number of collection points in Rocinha and improving the existing eleven. The project would also seek to improve Rocinha&#8217;s <a href=\"https:\/\/glo.bo\/2kxVaOJ\" target=\"_blank\" rel=\"noopener noreferrer\">sewage network<\/a> and water supply. Currently, the community has a <a href=\"http:\/\/bit.ly\/2c9UKoI\" target=\"_blank\" rel=\"noopener noreferrer\">number of sewage waterfalls<\/a> that dramatically affect public health, and only 25% of Rocinha\u2019s residents receive properly treated water; the project aims to increase that figure to 60%.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Officials state the plan will improve mobility in Rocinha. According to Jurberg, the program would focus on creating better road networks, improving existing routes, and creating more car-oriented roads (<a href=\"http:\/\/bit.ly\/2s0uEBi\" target=\"_blank\" rel=\"noopener noreferrer\">reducing pedestrian paths<\/a>) that would enable ambulances, firemen, and trash collectors to circulate.
